정보보안 선진국인 미국과 프랑스 정부는 사이버위협을 국가안보에 대한 중대한 문제로 생각하고 국가 보안을 담당하는 기관(미국, 국토안보부/사이버보안실(NCSD); 프랑스, 중앙정보시스템보안국/프랑스 정보 CERT인 CERTA 및 정부 사이버보안운영센터(ITSOC)들로 하여? 사이버위협대응을 위한 정부의 경보체계를 구축·운영하도록 하고 있다. 이러한 미국과 프랑스 정부의 사이버조기 경보체계는 국가사이버안전센터를 중심으로 사이버보안 사각지대를 해소하고 최신 사이버위협 대응 기술을 확보하며 민관협력을 통하여 우리나라의 사이버조기 경보체계를 강화·발전시키는데 좋은 참고자료가 될 것이다.

As the era of the 4th Industrial Revolution has progressed and the information and communication technologies have developed dramatically, the cyber threats will gradually become more intelligent and sophisticated. Therefore, in order to take systematic and prompt action in case of an accident while preparing measures against the threat, the role of intelligence agency is important. However, Korea is having difficulty in responding to the threats due to the lack of support for the national cybersecurity bill or the amendment bill of the National Intelligence Service. In this paper, I examine the cybersecurity function of the intelligence agency, the recent debate trends, and implications for the role of intelligence agency in our current situation. And then I intend to suggest some measures such as concentration on information gathering and analysis, enhancement of cyber threat prediction and response capacity, and strengthening of legal basis as a way to establish the role of intelligence agency for reinforcement of cybersecurity performance system.

현대정보기술은 최근 국가전자도서관 연결 프로젝트를 완료하고 서비스에 들어갔다. 97년 1차 프로젝트에 이어 추진된 2차 프로젝트는 98년 3월에 시작하여 11월에 구축작업을 마무리하고 지난달 검수 작업을 거쳐 최종 오픈했다. 이번 프로젝트는 초고속정보통신망의 주요 응용서비스로써 학술 및 연구활동에 필요한 정보를 이미 구축된 전자도서관 및 관련기관들과 연예하는 사업이다.

Recently, cyber attacks against public communications networks are getting more complicated and varied. Moreover, in some cases, one country could make systematic attacks at a national level against another country to steal its confidential information and intellectual property. Therefore, the issue of cyber attacks is now regarded as a new major threat to national security. The conventional way of operating individual information security systems such as IDS and IPS may not be sufficient to cope with those attacks committed by highly-motivated attackers with significant resources. As a result, the monitoring and control of cyber security, which enables attack detection, analysis and response on a real-time basis has become of paramount importance. This paper discusses how to improve efficiency and effectiveness of national cyber security monitoring and control services. It first reviews major threats to the public communications network and how the responses to these threats are made and then it proposes a new approach to improve the national cyber security monitoring and control services.

본 연구는 방위산업기술보호법 제정에 따른 국가혁신체제로의 방위산업기술보호 방안을 살펴본다. 특히, 본 연구는 많은 시간과 노력을 통해 개발한 연구개발의 성과를 어떻게 보호해야 할지 측면에서 분석한다. 국내외 기술보호 법령, 조직 등 분석을 통한 시사점을 도출하고 국가혁신체제 관점에서 3가지 개선방안을 제시한다. 전문인력의 단계적 확충 및 전문지원 기관 설립, 효율적인 실태조사 방안 그리고 국가혁신체제 차원에서의 기술보호인식의 전환을 제시한다. 효율적인 방위산업기술보호체계 구축을 위해서 가장 중요한 것은 방위산업기술을 보유한 대상기관 최고책임자(CEO)의 의지이다. 영세한 기업의 경우는 기술보호를 위한 자원의 할당이 쉽지 않기 때문에 CEO가 기술보호에 대한 투자의 중요함을 인식하는 것이 중요하다. 이를 위해서 정부는 지속적으로 기술보호의 중요성에 대한 홍보를 강화하고, 제도적으로 울타리에 들어올 수 있도록 하고, 중소기업의 경우 기술보호체계 구축 등을 우선적으로 지원해야 한다.

우리나라 경찰은 광복 이후 경찰제도가 국가경찰제도로 자리 잡아 오랜 기간 동안 중앙집권적 경찰제도로 운영되어 왔으며, 1991년 「경찰법」의 제정으로 경찰위원회가 설립되었다. 경찰위원회는 경찰행정과 관련된 주요 정책 등을 심의·의결하는 기능을 가진 합의제 행정기관이지만 본래의 경찰위원회 기능을 수행하지 못하고 단순 자문기관에 불과하다는 문제점이 있다. 이에 2020년 12월 「경찰법」 전부개정안이 통과되어 법이 개정됨에도 불구하고 국가경찰위원회의 운영과 구성에 있어 문제점이 여전히 존재하고 있다. 이에 본 연구에서는 국가경찰위원회의 문제점과 개선방안을 제안하고자 한다.

본 연구는 재난대응훈련시 훈련의 결과를 객관적으로 평가할 수 있는 지표를 개발하는 것이 목적이다. '재난대응 안전한국훈련'은 전 국민이 참여하는 훈련으로 재난대응 행동요령 숙지는 물론, 안전문화 확산에 기여토록 추진하고 범국가적 재난대응체제 확립을 위한 발생가능한 모든 재난유형을 대비한 국가종합훈련이다. 재난대응훈련 평가지표 개발에는 재난대응 안전한국훈련의 평가분야별 평가지표 분석 및 적용, 최종점수 100점 만점을 기준으로 평가결과 3등급(A, B, C) 부여, 중앙평가위원회에서 기관별 평가결과 및 협력도를 종합적으로 검토, 우수기관 선정 및 포상 추진, 미흡기관(C등급 하위 10%) 역량교육 및 재훈련, 기관별 미적용 평가지표는 해당 배점을 제외하는 것 등으로 지표 개발을 고려한다. 재난대응훈련 평가지표 개선을 위하여 개발된 표준훈련절차와 평가지표를 바탕으로 테스트베드를 통한 문제점을 도출한 후 운용 및 적용성을 보완하여 시스템 운영을 하도록 한다.

전자금융서비스 활용이 급격히 증가함에 따라 (예) 인터넷 자동이체, 조회) 이를 악용한 범죄 역시 증가하고 있다. 특히, 금융서비스 제공자를 사칭한 문자 메시지나 이메일을 전송하여 실제와 유사한 허위 URL에 접속하도록 유도하는 파밍 공격이 이러한 범죄의 대표적인 예이다. 이에 따라 다양한 대응방안들이 등장했지만 이들은 공통된 취약점이 존재한다. 기존 사이트들의 적극적인 참여가 필요하며, IP주소의 위조에 취약하다는 것이다. 이와 같은 문제점을 해결하기 위해 본 논문은 인터넷 주소 등록기관을 통한 URL 검증 기법을 제안한다. 제안된 기법에서는 주어진 URL의 등록기관 및 국가를 검증하여 악성 사이트로 유도하는 URL을 탐지한다. 제시된 방법의 정확도를 평가하기 위해 인터넷 금융과 관련된 총 44개 URL의 등록기관 및 국가를 검증해 보았으며, 90%이상의 정상 사이트 및 80% 이상의 비정상 사이트를 정확히 판별해 낼 수 있음을 확인하였다.

The National Archives of Korea and other archives now provide services through social media such as Facebook or Twitter, and use such platforms to interact with users. To be specific, users communicate with and get information from these archives via the National Sinmoongo, the place for civil petition. Therefore, it is significant to understand the users' needs and the contents of the communication by analyzing the comments and petitions that have appeared in these channels. For this, this study analyzed users' perceptions and information needs shared through social media and the National Sinmoongo of the National Archives of Korea. The social media content analyzed here were posts and comments from the Facebook accounts of the National Archives of Korea, e-Record, the Busan Archives, and the Presidential Archives of Korea. Also, sentences containing the words "National Archives of Korea" and "Presidential Archives of Korea" that have appeared in texts in the National Sinmoongo were analyzed. Based on the analysis results, suggestions that could activate the user-centered archival information services in the archives and records centers were made.
