A Study on National IT Planning based on EA Approach (국가정보화시행계획 업무의 EA적 접근)

  • The National IT Plan is formulated every 5 years in Korea. Each ministry formulates its own annual IT plans and budgets based on the National IT Plan. Presidential agenda, in addition to the Ministry plan usually come in the budgetary process. A budget view and an IT view are not always aligned consistently in the budgetary process. For more consensus and less conflict between the finance ministry and the IT ministry, it would be useful to have a common framework to examine and review the many IT plans submitted by many ministries. We offer an EA-based framework that considers various views and classifications on IT plans. This framework would make the National IT Planning more efficient and effective.

  • 중국의 위안화 국제화(지역화)는 중국경제의 성장 및 중국정부의 전략적, 정책적 지원에 따라 가속화되고 있다. 특히 최근 ASEAN과 중국 간 경제통합이 빠르게 진행됨에 따라 동남아시아 지역에서 중국 위안화의 유통이 확대되고 있다. 본 논문은 이러한 위안화 유통의 확대와 관련하여 위안화 국제화(지역화)가 동남아시아 국가들의 환율정책에 미치는 영향을 분석하고자 한다. 동 지역에서 위안화의 유통의 확대(위안화 국제화)가 유의미하다면 달러화 대비 위안화 환율과 달러화 대비 동남아시아 개별국가통화 환율 간에 인과적 관계를 보일 것이다. 왜냐하면 환율정책의 중요한 목적 중 하나는 환율의 안정적 운영인데 환율결정에 있어 위안화의 비중이 크다면 그 만큼 달러화 대비 개별국가통화 간 환율의 영향도 커지기 때문이다. 본 논문은 이러한 가설을 바탕으로 두 환율변수 간 공적분 분석 등 계량분석을 통해 가설검정을 실시하였다. 분석 결과 2008년 글로벌 금융위기 이전(2005.8~2008.6)에는 두 환율변수 간 동조화 현상이 나타나는데 비해 그 이후(2010.7~2012.6)는 비동조화 현상이 나타나는 것으로 나타났다. 이는 2010년 이후 유럽의 재정 위기 등 글로벌 경기침체로 인해 동남아시아 국가들의 환율 정책 우선순위가 환율의 안정적 운영에서 경기회복을 위한 수출증가 및 이를 위한 개별국가 통화의 환율절하로 전환하였음을 의미한다고 할 수 있다. 또한 중국과의 국경무역 등 경제적 영향이 상대적으로 큰 GMS(라오스, 미얀마, 베트남)국가들의 경우 그 외 아세안 7개국들에 비해 두 환율변수 간 동조화 현상이 강하게 나타나는 것으로 분석되었다. 이는 이들 국가들이 상대적으로 기타 국가들에 비해 위안화 국제화에 대한 민감도가 높다는 것을 의미한다. 향후 동남아시아 국가들의 경기가 회복되고 위안화의 국제화가 가속되면 두 환율 간 동조화 기조는 강화될 것으로 예상된다.

Forecasting the BDI during the Period of 2012 (2012 BDI의 예측)

  • In much the same way as the US Lehman crisis of 2008-2009 severely impacted the European economy through financial market dislocation, a European banking crisis would materially impact the US economy through a generalized increase in global risk aversion. A deepening of the European crisis could very well derail the US economic recovery and have a harmful impact on the Asian economies. This kind of vicious circle could be a bad news to the shipping companies. The purpose of the study is to predict the Baltic Dry Index representing the shipping business during the period of 2012 using the ARIMA-type models. This include the ARIMA and Intervention-ARIMA models. This article introduces the four ARIMA models and six Intervention-ARIMA models. The monthly data cover the period January 2000 through October 2011. The out-of-sample forecasting performance is also calculated. Forecasting performance is measured by three summary statistics: root mean squared percent error, mean absolute percent error and mean percent error. The root mean squared percent errors, however, are somewhat higher than normally expected. This reveals that it is very difficult to predict the BDI The ARIMA-type models show that the shipping market will be bearish in 2012. These pessimistic ex-ante forecasts are supported by the Hodrick-Prescott filtering technique.

An Empirical Analysis on the Effects of Kyoto Protocol on the Greenhouse Gas Emissions (교토의정서의 온실가스 감축 변화로 본 레짐효과 분석)

  • This study is analyzed based on the statistical data for the effect of Kyoto Protocol which is adopted on 1997. The first greenhouse gas obligation reduction countries such as OECD (Organization for Economic Cooperation and Development), and the first non-obligated developing countries such as China and India, the increasing rate of carbon dioxide emission displayed -10.2% and 88.1% in 2005 with respect to 1990, respectively. This increasing rate is not only shows statistically significant differences but also shows significant meanings when we consider the global increasing rate of carbon dioxide is 29.1%. Changes in the carbon dioxide emissions are also analyzed based on the time of the adaptation of Kyoto Protocol, time of the publication of the second and third reports of IPCC, and withdrawal of the Kyoto Protocol of the United States. Withdrawal of the Kyoto Protocol of the United States is the most significantly affected to the differences in the carbon dioxide emission rates rather than the adaptation of Kyoto Protocol, international agreement on the greenhouse gas reduction, and belief on the scientific evidence for the reasons for increasing carbon dioxide concentrations. Therefore, acceptance of the post-Kyoto Protocol in the United States is very important in order to success as a climate regime.

  • This study aims to understand main contents of the National Mental Health Strategy and changes after mental health reform through the National Mental Health Strategy in Australia, and to find some convergence policy implications on mental health policy in South Korea. The direction of reform has changed considerably over the 20 years that the National Mental Health Strategy has been in place including the National Mental Health Policy(1992, 2008), the National Mental Health Plan(1993~2014), COAG National Action Plan on Mental Health(2006~2011), the Roadmap for National Mental Health Reform 2012-2022. The National Mental Health Strategy has advocated fundamental change in the national spending on mental health, mental health service provision, the expansion of community-based mental health services and care system, NGO, consumer and carer participation in mental health care.

  • The ROK's military is attempting to change to advanced information science force through 'the Defense Reform 2020', which essentially creates the requirements of new military force. Therefore, the importance of defense industry and defense budget have been emphasized in order to successfully promote military build-up. However, the ROK defence industry has been going serious difficulties in the present day, and what is worse, unreliable rationality stability of Defense Capability Improvement Cost put the industry in the harder situation. In this circumstances, the improvement measures of the rationality stability of Defense Capability Improvement Cost should be immediately studied to satisfy the requirements of ROK military force in a suitable time and the development of ROK defense industry. The purpose of this study was to propose reinforcement measures to improve the arrangement system of yearly allocation for Mid-term Defense Plan of defense capability improvement programs and connect Mid-term Defense Plan to National Fiscal Management Plan to raise the rationality stability of ROK Defense Capability Improvement Cost.

A Study on the Performance Evaluation of Effectiveness and Satisfaction of Veteran Medical Service Delivery System : Focused on the Perspective of Provider and Beneficiary (보훈의료서비스 전달체계의 효과성과 만족도에 관한 성과평가 연구 : 공급자 측면과 수요자 측면을 중심으로)

  • This study examines determining factors of effectiveness and satisfaction of Veteran Medical Service Delivery System. Especially, the association between the relevant variables of the effectiveness of the Veteran Medical Service Delivery System and the variables of the satisfaction from the perspective of beneficiaries was studied. Multi-level analysis was utilized to separate results of the evaluation of effectiveness in organizational-level and the evaluation of satisfaction in individual-level. This study tests key posited hypothesis by using survey data collected from 5 medical center of country(Seoul, Busan, Daejeon, Daegu, Gwangju). In terms of the result of the hypothesis testing on the effectiveness variable, integrity(${\beta}=.156$), accountability(${\beta}=.376$, financial sufficiency(${\beta}=.109$), and adequacy (${\beta}=.367$) are the determinants among various factors in evaluating veteran medical service delivery system, statistically reflecting the perception of directors of the veteran medical service delivery facilities on effectiveness. In other word, professionalism variable(${\beta}=0.99$) and effectiveness variable(${\beta}=-1.09$) are statistically reflecting the perception of directors of the beneficiaries satisfaction with employee. The findings suggests that the theoretical and practical implications will improve Effectiveness and Satisfaction of Veteran Medical Service Delivery System.

  • 청정개발체제(CDM)란 '기후변화의 부정적 효과 완화'와 '개도국의 지속 가능한 발전 지원'이라는 기후변화협약의 양대 목표를 비용 효과적으로 이행하기 위해 교토의정서에 마련된 수단이다. CDM은 선진국인 부속서 I 국가와 이에 해당하지 않는 비(非)부속서(non-Annex) I 국가 즉 개도국이 배출감축을 위해 공동으로 노력하고 그 결과 창출된 온실가스 감축 분을 이 두 그룹 국가간에 배분되도록 한 제도다. 즉 선진국은 개도국에 자본과 기술을 투자하여 온실가스 저감사업을 벌이고 이 과정에서 발생한 온실가스 배출감축 분을 자국의 감축실적(credits)으로 인정받게 되고, 개도국은 이 과정에서 기술이전 및 재정지원의 혜택을 받을 수 있게 되어 있다. CDM은 따라서 세계 대다수의 국가가 직 간접으로 영향을 받지 않을 수 없을 것이며, 이로 인해 CDM의 구체적 실천 방안을 둘러싸고 각 국간의 이해 관계가 좀처럼 좁혀지기 어려운 상황이다. 이에 따라 지난해 부에노스 아이레스에서 개체되었던 COP-4에서는 CDM 체제를 비롯한 기후변화협약의 핵심 쟁점사항을 오는 2001년(또는 2002년)에 개체될 COP-6까지 일괄 타결키로 한 부에노스 아이레스 행동계획을 채택하는 데 그쳤다. CDM이 향후 어떤 형태로 결정되는 가에 따라 우리 나라가 받는 영향도 상당한 차이가 날 것이다. 따라서 CDM의 전개 방향을 면밀히 주시하고 이에 대한 대응책 마련이 절실히 요구되고 있다.

Analysis of Alternative Formats Development Policy for the Disabled Persons in the Major Countries (주요 국가의 장애인용 대체자료 개발정책 분석)

  • In an increasingly digital world, knowledge and information accessibility is becoming a key factor to personal, professional and national development. But only 5% of the world's publishing output is made accessible in alternative formats for people who cannot use print. People with disabilities say that the biggest barrier to access to the material they want or need to read is a lack of accessible information. This study aims to analyze the development policies(governance and role, funding and support, production and distribution system, etc.) of alternative formats for people with disabilities in major countries(Australia, Canada, Japan, Korea, Sweden, UK, and USA). And result of this preliminary study will be used as background information for development of the national plan and role model for production and distribution of the alternative formats in Korea.

  • The purpose of this paper is to suggest guidelines for building up an integrated information network(IIN) model that enables to enhance production, flow and use of knowledge and information. The IIN consists of four areas of key infrastructure, such as, education, labor market, school-industry cooperation, and lifelong education information infrastructure. Based on the analysis of current situations and problems of each information infrastructure, this paper raises variety of issues and solutions for the IIN model. Directions for building up the IIN includes both information base infrastructure and information support infrastructure.
