A Study on the application of GML for the expansion of services of the National Geographic Information Clearinghouse (지리정보유통서비스 확장을 위한 GML 적용방안 연구)

  • There has been significant progress in the method of digital information sharing in recent years. To take advantage of the benefits of XML, OGC developed GML, which is the application of XML in the field of GIS, and released web service Implementation specification for offering GML services. Through the use of GML, therefore, it is possible to expand the methods of sharing geographical information through the Web. This study aims to develop a method to apply GML to improve the geographic information sharing services. GML can be used to effectively offer data in real time so that the currentness of the data can be maintained. This study analysed the architecture of the National Geographic Information Clearinghouse and developed a GML specification and web services that can be used within the existing architecture to expand the services. Based on the specification, this study constructed a prototype system to proved the concept.

  • The Privacy Impact Assessment, PIPA in Korea refers to the process of analyzing risk factors and identifying improvements that must be carried out by organizations that operate personal information files as stipulated in Article 33 of the Personal Information Protection Act, PIPA and Article 35 of the Enforcement Decree of the PIPA. There are two main limitations of the PIA in Korea. The first limitation is that the targets of the PIA are limited to public institutions and organizations that are legally equivalent to public institutions, and the second limitation is that only organizations with adequate manpower, facilities, and other necessary requirements which are regulated upon the Enforcement Decree of the PIPA can conduct a PIA. This paper proposes to develop a preliminary diagnostic tool that can be performed by private companies, small and medium-sized venture companies, and small businesses in the era of rapidly developing data in recent years and presents an analysis of specific assessment factors. The results of this study are provided in the form of a self-checklist, which is expected to serve as a pre-diagnostic tool for the PIA that can be easily accessed by the general public. It is also expected to contribute to strengthening privacy protection and achieving legal compliance at the national level.

  • Nowadays we are not able to consider and imagine anything without taking into account what is called Artificial Intelligence. Even broadcasting media technologies could not be thought of outside this newly emerging technology of A.I.. Since the last part of 20th century, this technology seemingly is accelerating it's development thanks to an unbelievably enormous computational capacity of data information treatments. In conjunction with the firmly established worldwide platform companies like GAFA(Google, Amazon, Facebook, Apple), the key cutting edge technologies dubbed NBIC(Nanotech, Biotech, Information Technology, Cognitive science) converge to change the map of the current civilization by affecting the human relationship with the world and hence modifying what is essential in humans. Under the sign of the converging technologies, the relatively recently coined concepts such as 'trans(post)humanism' are emerging in the academic sphere in the North American and Major European regions. Even though the so-called trans(post)human movements are prevailing in the major technological spots, we have to say that these terms do not yet reach an unanimous acceptation among many experts coming from diverse fields. Indeed trans(post)humanism as a sort of obscure term has been a largely controversial trend. Because there have been many different opinions depending on scientific, philosophical, medical, engineering scholars like Peter Sloterdijk, K. N. Hayles, Neil Badington, Raymond Kurzweil, Hans Moravec, Laurent Alexandre, Gilbert Hottois just to name a few. However, considering the highly dazzling development of artificial intelligence technology basically functioning in conjunction with the cybernetic communication system firstly conceived by Nobert Wiener, MIT mathematician, we can not avoid questioning what A. I. signifies and how it will affect the current media communication environment.

  • Today, MMS (Mobile Mapping System) uses the strengths of individual sensor technologies on a variety of platforms to increase the efficiency of geospatial data collection. In this paper, we analyzed the market size and technology trend of mobile mapping market in Korea and abroad, and analyzed frequency, trend, and characteristics of MMS related patents. The results of the analysis are as follows: First, it is expected that the domestic and overseas mobile mapping market will continue to grow in the future, and MMS-related technologies and applications are rapidly developing. Active research and development investment is required to preoccupy future market through technology development and patent competition. Second, the frequency of filing domestic patents is highly correlated with the results of national R&D, and industrial patent applications are highly related to national projects. It is analyzed as the result of introduction of preemptive technologies and research and development of companies for preemption in related industry rather than market development. Lastly, in Korean geospatial information industry survey, It is necessary to maintain the data so that it can be compared with the data of foreign institutions. In particular, statistical data that can grasp the market size in terms of geospatial information utilization and technical aspects are desperately needed.

A Study on Strengthening Personal Information Protection in Smart City (스마트시티 속 개인정보보호 강화 방안 연구)

  • Cities in the world are rushing to develop smart cities to create a sustainable and happy city by solving many problems in cities using information and communication technologies such as big data and IoT. However, in Korea's smart cities and smart city certification systems, the focus is on platform-oriented hardware infrastructure, and the information security aspect is first considered to build and authenticate. It is a situation in which a response system for the risk of leakage of big data containing personal information is needed through policy research on the aspect of personal information protection for smart city operation. This paper analyzes the types of personal information in smart cities, problems associated with the construction and operation of smart cities, and the limitations of the current smart city law and personal information protection management system. As a solution, I would like to present a model of a personal information protection management system in the smart city field and propose a plan to strengthen personal information protection through this. Since the management system model of this paper is applied and operated in the national smart city pilot cities, demonstration cities, and CCTV integrated control centers, it is expected that citizens' personal information can be safely managed.

Utilizing the Idle Railway Sites: A Proposal for the Location of Solar Power Plants Using Cluster Analysis (철도 유휴부지 활용방안: 군집분석을 활용한 태양광발전 입지 제안)

  • Due to unprecedented extreme weather events such as global warming and climate change, many parts of the world suffer from severe pain, and economic losses are also snowballing. In order to address these problems, 'The Paris Agreement' was signed in 2016, and an intergovernmental consultative body was formed to keep the average temperature rise of the Earth below 1.5℃. Korea also declared 'Carbon Neutrality in 2050' to prevent climate catastrophe. In particular, it was found that the increase in temperature caused by greenhouse gas emissions hurts the environment and society as a whole, as well as the export-dependent economy of Korea. In addition, as the diversification of transportation types is accelerating, the change in means of choice is also increasing. As the development paradigm in the low-growth era changes to urban regeneration, interest in idle railway sites is rising due to reduced demand for routes, improvement of alignment, and relocation of urban railways. Meanwhile, it is possible to partially achieve the solar power generation goal of 'Renewable Energy 3020' by utilizing already developed but idle railway sites and take advantage of being free from environmental damage and resident acceptance issues surrounding the location; but the actual use and plan for these solar power facilities are still lacking. Therefore, in this study, using the big data provided by the Korea National Railway and the Renewable Energy Cloud Platform, we develop an algorithm to discover and analyze suitable idle sites where solar power generation facilities can be installed and identify potentially applicable areas considering conditions desired by users. By searching and deriving these idle but relevant sites, it is intended to devise a plan to save enormous costs for facilities or expansion in the early stages of development. This study uses various cluster analyses to develop an optimal algorithm that can derive solar power plant locations on idle railway sites and, as a result, suggests 202 'actively recommended areas.' These results would help decision-makers make rational decisions from the viewpoint of simultaneously considering the economy and the environment.

User Perceptions of a Digital Archive for Content Creation: Focused on the Korea Creative Content Agency (KOCCA)'s 'Culturing' (창작 목적 디지털 아카이브 콘텐츠 활용에 대한 이용자 인식 연구 - 한국콘텐츠진흥원 컬처링(Culturing) 웹 사이트를 중심으로 -)

  • A significant number of studies have been conducted on user perceptions of archive and record contents for the National Archives of Korea (NAK) and local record centers in the field of archives and records management in Korea. Yet, there has not been such a research on the use of digital archive contents designed for contents creation. Accordingly, this study investigated user perceptions of the use of the contents on the Korea Creative Content Agency (KOCCA)'s Culturing archive designed for creation purposes. A survey was conducted, examining the user's degree of interests, the expected user preference of the use and the expected extent of help by the contents of the archive. For the analyses of the survey data, this study performed one-way ANOVA for the comparative analyses of the means related to the subjects' general characteristics and the perceptions, along with cross-tabulation analyses for the association among the same items and nominal variables related to perceptions. On the basis of these analyses, this study suggests the following: ① to supplement the contents of the archive; ② to design customized interfaces and to enhance the readability; ③ to reinforce site PRs for large portal sites and creators' groups.

Application and Analysis of Remote Sensing Data for Disaster Management in Korea - Focused on Managing Drought of Reservoir Based on Remote Sensing - (국가 재난 관리를 위한 원격탐사 자료 분석 및 활용 - 원격탐사기반 저수지 가뭄 관리를 중심으로 -)

  • In modern society, human and social damages caused by natural disasters and frequent disaster accidents have been increased year by year. Prompt access to dangerous disaster sites that are inaccessible or inaccessible using state-of-the-art Earth observation equipment such as satellites, drones, and survey robots, and timely collection and analysis of meaningful disaster information. It can play an important role in protecting people's property and life throughout the entire disaster management cycle, such as responding to disaster sites and establishing mid-to long-term recovery plans. This special issue introduces the National Disaster Management Research Institute (NDMI)'s disaster management technology that utilizes various Earth observation platforms, such as mobile survey vehicles equipped with close-range disaster site survey sensors, drones, and survey robots, as well as satellite technology, which is a tool of remote earth observation. Major research achievements include detection of damage from water disasters using Google Earth Engine, mid- and long-term time series observation, detection of reservoir water bodies using Sentinel-1 Synthetic Aperture Radar (SAR) images and artificial intelligence, analysis of resident movement patterns in case of forest fire disasters, and data analysis of disaster safety research. Efficient integrated management and utilization plan research results are summarized. In addition, research results on scientific investigation activities on the causes of disasters using drones and survey robots during the investigation of inaccessible and dangerous disaster sites were described.

Analysis on Results and Changes in Recent Forecasting of Earthquake and Space Technologies in Korea and Japan (한국과 일본의 지진재해 및 우주이용 기술예측에 대한 최근의 변화 분석)

  • This study analyzes emerging earthquake and space use technologies from the latest Korean and Japanese scientific and technological foresights in 2022 and 2019, respectively. Unlike the earthquake prediction and early warning technologies presented in the 2017 study, the emerging earthquake technologies in 2022 in Korea was described as an earthquake/complex disaster information technology and public data platform. Many detailed future technologies were presented in Japan's 2019 survey, which includes largescale earthquake prediction, induced earthquake, national liquefaction risk, wide-scale stress measurement; and monitoring by Internet of Things (IoT) or artificial intelligence (AI) observation & analysis. The latest emerging space use technology in Korea and Japan were presented in more detail as robotic mining technology for water/ice, Helium-3, and rare earth metals, and manned station technology that utilizes local resources on the moon and Mars. The technological realization year forecasting in 2019 was delayed by 4-10 years from the prediction in 2015, which could be greater due to the Corona 19 epidemic, the declaration of carbon neutrality in Korea and Japan in 2020 and the Russo-Ukrainian War in 2022. However, it is required to more active research on earthquake and space technologies linked to information technology.

School Experiences and the Next Gate Path : An analysis of Univ. Student activity log (대학생의 학창경험이 사회 진출에 미치는 영향: 대학생활 활동 로그분석을 중심으로)

  • The period at university is to make decision about getting an actual job. As our society develops rapidly and highly, jobs are diversified, subdivided, and specialized, and students' job preparation period is also getting longer and longer. This study analyzed the log data of college students to see how the various activities that college students experience inside and outside of school might have influences on employment. For this experiment, students' various activities were systematically classified, recorded as an activity data and were divided into six core competencies (Job reinforcement competency, Leadership & teamwork competency, Globalization competency, Organizational commitment competency, Job exploration competency, and Autonomous implementation competency). The effect of the six competency levels on the employment status (employed group, unemployed group) was analyzed. As a result of the analysis, it was confirmed that the difference in level between the employed group and the unemployed group was significant for all of the six competencies, so it was possible to infer that the activities at the school are significant for employment. Next, in order to analyze the impact of the six competencies on the qualitative performance of employment, we had ANOVA analysis after dividing the each competency level into 2 groups (low and high group), and creating 6 groups by the range of first annual salary. Students with high levels of globalization capability, job search capability, and autonomous implementation capability were also found to belong to a higher annual salary group. The theoretical contributions of this study are as follows. First, it connects the competencies that can be extracted from the school experience with the competencies in the Human Resource Management field and adds job search competencies and autonomous implementation competencies which are required for university students to have their own successful career & life. Second, we have conducted this analysis with the competency data measured form actual activity and result data collected from the interview and research. Third, it analyzed not only quantitative performance (employment rate) but also qualitative performance (annual salary level). The practical use of this study is as follows. First, it can be a guide when establishing career development plans for college students. It is necessary to prepare for a job that can express one's strengths based on an analysis of the world of work and job, rather than having a no-strategy, unbalanced, or accumulating excessive specifications competition. Second, the person in charge of experience design for college students, at an organizations such as schools, businesses, local governments, and governments, can refer to the six competencies suggested in this study to for the user-useful experiences design that may motivate more participation. By doing so, one event may bring mutual benefits for both event designers and students. Third, in the era of digital transformation, the government's policy manager who envisions the balanced development of the country can make a policy in the direction of achieving the curiosity and energy of college students together with the balanced development of the country. A lot of manpower is required to start up novel platform services that have not existed before or to digitize existing analog products, services and corporate culture. The activities of current digital-generation-college-students are not only catalysts in all industries, but also for very benefit and necessary for college students by themselves for their own successful career development.
