Construction of the Terminology Dictionary for National R&D Information Utilization (국가R&D정보활용을 위한 전문용어사전 구축)

  • National research and development(R&D) information is information generated in the process of performing R&D based on programs and projects issued by national government departments, and includes information from various research fields as ordered by various departments. Therefore, for efficient R&D information retrieval, it is necessary to build a national R&D terminology dictionary that can reflect the characteristics of such national R&D information. In this study, we propose a method for constructing a national R&D terminology dictionary by applying the classification of science and technology standards used to specify the research field in national R&D information. We will discuss the structural characteristics of national R&D project information and the usefulness of the project keyword, and explain the status of national R&D information by the National Standard Science and Technology Classification(NSSTC) Codes and the characteristics of the national R&D terminologies. Based on this, a method for building a national R&D terminology dictionary is defined in terms of the type and structure of the terminology dictionary, preliminary construction procedures, and refining rules. The national R&D terminology dictionary built on the basis of this study can be used in various ways such as expansion of search terms using Korean-English equivalent words and synonyms when searching national R&D information, clarifying the scope of search using NSSTC, and providing user convenience functions using term explanation information.

  • ISO/TC307 기술위원회는 분산원장 기초적인 기술표준에서 응용, 디지털자산 및 디지털 화폐와 같은 응용/서비스 표준개발로 중심이 이동한 듯한 분위기이다. 영국이 TC68과의 협동으로 디지털 화폐 개발에 열정을 보이고 있다. 금융대국영국이 블록체인 기반 디지털 금융 산업에서 선두 지위를 확보하고자 노력하고 있다는 것을 피부로 느낄 수 있는 회의였다고 판단이 된다. 한편 미국은 NFT를 이용한 물리 자산의 디지털 표현 표준을 담당하는 WG8을 신설 한 것은 선진국가들이 블록체인을 이용하여 산업의 실질 표준개발을 지향하고 있다고 판단한다. 이에 한국에서도 블록체인감사지침, 분산원장을 위한 27002 등을 제안하여 표준개발 중이다.

A Study on the Developing Standard Classsification of the National Knowledge and Information Resources (국가지식정보 자원 분류 체계 표준화 연구)

  • The purpose of this study is to make out a draft for the standard classification of the National Knowledge and Information Resources. As the result of the Study the standard classification system of the national knowledge and information resources, named "Knowledge Classification 'KC' is suggested. KC consists of 3 classification systems classification by subject, type of resources and type of media. The classification by subject has 12 main classes, and each main class has divisions. Main classes consist each of major discipline or group of related disciplines. The type of resources is classified by 10 types of content, likewise numbered 0-9, and the media of knowledge are classified by 8 types. likewise 0-7. In the Practice the notation always consists of 2 characters and 2 digits. The first character designate main class and the second character designate division. The first number designate the type of resources and the second number designate the type of media.

S-201 기반 항로표지 정보 서비스 개발 방안

  • IALA는 항로표지 관리기관과 항로표지 수요 기관 간에 정보 교환을 위해 S-201 항로표지 정보 표준을 개발하고 있으며 2018년도에 정식버전 간행을 계획하고 있다. 항로표지 선진 외국에서는 자체 기준으로 국가 항로표지 정보 서비스 체계를 운영하고 있으며, IALA의 S-201 표준 개발에 맞추어 항로표지 정보 서비스 체계를 전환하고 IMO e-Navigation 전략에 대응할 계획이다. 본 연구에서는 IALA에서 개발하는 S-201 표준을 고려하여 해양수산부에서 관리하고 있는 항로표지 정보를 국제표준에 따라 통합 서비스할 수 있는 S-201 기반 항로표지 정보 서비스 개발 방안을 제안 하였다. 세부 내용으로 선진 외국의 항로표지 정보 서비스 사례, S-100 표준 기본 개념 및 S-201 표준 개발 현황, S-201 항로표지 표준 기반의 항로표지 통합 관리 및 서비스 절차 및 활용 개념을 포함 하였다.

National GIS Standards: Contents and Future Directions (국가 GIS 표준의 내용과 표준화 방향)

  • The role of a GIS as a tool for a national information infrastructure can best be fulfilled once GIS standards are implemented. In this paper, we have identified what the contents of GIS standards in other countries are, and what should be the future direction for implementing a nation's GIS standards. Based on a detailed review on GIS standards in the USA, Australia, Japan and the United Kingdom, we derived the following: (1) A nations's GIS standards should include both geographic information content standards and geographic information service standards: (2) A nation's GIS standards should be a profile of ISO GIS standards: (3) Each GIS standards should be developed on the bassis of the Entity-Relationship Model using Unified Modeling Language: and (4) Experts in GIS should pay much more attention on studies on GIS service standardization. As for building the national GIS Standards for Korea, we recommend both GIS Content Standards and GIS Service Standards be simultaneously developed. GIS Content Standards include geographic feature content standard, feature classification standard, portrayal standard, rules for application standards, spatial reference model and terminology. GIS Service Standards include standards for data sharing such as metadata standard and transfer standard, quality standard, quality principle and portrayal standards.

A Study on the Health Information Standards for Health Information System Implementation (의료정보시스템 구축을 위한 의료정보 표준에 관한 연구)

  • Ubiquitous health care system, which is one of the developing solution technologies of IT, BT and NT, could give us new medical environments in future. Implementing health information systems can be complex, expensive and frustrating. Healthcare professionals seeking to acquire or upgrade systems do not have convenient, reliable way of specifying a level of adherence to communication standards sufficient to achieve truly efficient interoperability. Great progress has been made in establishing such standards-DICOM, IHE and HL7, notably, are now highly advanced. In this paper, there are suggestions that provide a test bed, demonstration and specification of how standards such a IHE, HL7, ASTM can be used to provide an integrated environment.

S-100 기반 차세대 전자해도 개발 계획 및 시사점

  • 국제수로기구(IHO)는 수로데이터의 상호 운용성 확보 및 활용 증진을 위해 ISO 19100 지리공간 정보 표준을 수로분야로 확장하여 S-100(범용수로데이터모델) 표준을 개발하여 현재 2.0 버전에 이르고 있으며, S-101 차세대 전자해도 표준을 포함하여 전자서지 및 동적 수로정보 등의 다양한 표준을 개발 중이다. 한편, 국제해사기구는 e-Navigation 전략 추진을 위해 전략이행계획(SIP)를 개발하고, e-Nav 정보표준인 CMDS를 S-100 표준을 기반으로 개발하기로 결정 하였으며, 국제항로표지협회는 AtoN, IVEF, AIS-ASM, 측위 인프라에 관한 S-20X 표준개발을 진행하고 있다. 우리나라의 해양조사 및 수로도서지 간행을 담당하고 있는 국립해양조사원은 S-100 표준 기술을 확보하고 국가 수로국으로의 역할 수행을 위해 S-100 수로데이터를 구축할 계획으로 있다. 본 연구에서는 S-100/S-10X 표준개발 현황 및 우리나라의 차세대 전자해도 개발 계획을 검토하고, 해사안전, e-Navigation 및 VTS 분야 관점에서 시사점을 정리 하였다.

The Trends and Prospects of Health Information Standards : Standardization Analysis and Suggestions (의료정보 표준에 관한 연구 : 표준화 분석 및 전망)

Implementing health information systems can be complex, expensive and frustrating. Healthcare professionals seeking to acquire or upgrade systems do not have a convenient, reliable way of specifying a level of adherence to communication standards sufficient to achieve truly efficient interoperability. Great progress has been made in establishing such standards-DICOM, IHE and HL7, notably, are now highly advanced. IHE has defined a common framework to deliver the basic interoperability needed for local and regional health information networks. It has developed a foundational set of standards-based integration profiles for information exchange with three interrelated efforts. HL7 is one of several ANSI-accredited Standards Developing Organizations operating in the healthcare arena. Most SDOs produce standards (protocols) for a particular healthcare domain such as pharmacy, medical devices, imaging or insurance transactions. HL7's domain is clinical and administrative data. HL7 is an international community of healthcare subject matter experts and information scientists collaborating to create standards for the exchange, management and integration of electronic healthcare information. The ASTM specification for Continuity of Care Record was developed by subcommittee E31.28 on electronic health records, which includes clinicians, provider institutions, administrators, patient advocates, vendors, and health industry. In this paper, there are suggestions that provide a test bed, demonstration and specification of how standards such a IHE, HL7, ASTM can be used to provide an integrated environment.

Development of Cross Reference R&D Information Model using Topic Map (Topic Map을 활용한 연구개발정보의 연계 모델 개발)

  • Recently, under the pressure of national necessity, the national S&T information system(NTIS) for collecting, managing and distributing various R&D information is under discussion. The close inter-connections and cooperations among elements in R&D process, activity, information and data levels are the basis of national S&T information system. In this paper, we propose a cross reference model of R&D information. The proposed model includes research project, person and output information which are essential in the R&D activities. By using the proposed model, a cross navigating and referencing among R&D information is possible. And various queries on the models from various viewpoints are also possible. XML Topic Map, ISO13250 Standard, is used for development of the proposed model. The efficiencies and further practical usages of proposed model are discussed by demonstrating the proposed model with an example.

  • This study aims to investigate a framework for linkage of national research performance evaluation and research information service from the perspective of metadata representation and exchange. Based on results of the functional requirements for metadata of national research performance evaluation are derived, this study suggests strategies for the application of international metadata standards. Also, this study presents an method to implement the metadata of research performance evaluation based on OAI-ORE, which is an international standard that can reuse and exchange the research information on web architecture.
