정보보안 선진국인 미국과 프랑스 정부는 사이버위협을 국가안보에 대한 중대한 문제로 생각하고 국가 보안을 담당하는 기관(미국, 국토안보부/사이버보안실(NCSD); 프랑스, 중앙정보시스템보안국/프랑스 정보 CERT인 CERTA 및 정부 사이버보안운영센터(ITSOC)들로 하여? 사이버위협대응을 위한 정부의 경보체계를 구축·운영하도록 하고 있다. 이러한 미국과 프랑스 정부의 사이버조기 경보체계는 국가사이버안전센터를 중심으로 사이버보안 사각지대를 해소하고 최신 사이버위협 대응 기술을 확보하며 민관협력을 통하여 우리나라의 사이버조기 경보체계를 강화·발전시키는데 좋은 참고자료가 될 것이다.

본 논문에서는 전 세계적으로 사이버공간에서 발생하는 위협 등에 대한 대응으로 다각적인 방식에서의 사이버공간 내 행위에 대한 제재와 통제에 대한 법제변화에 대한 연구를 토대로 최근 사회주의체제 국가들에서의 적극적인 사이버공간 내 규제를 위한 입법동향을 비교·분석하고 있다. 더불어 현재 사이버안보법, 사이버기본법 등 사이버공간상 보안과 안보에 연계된 관련 입법안들이 사회적으로 논의가 지속되고 있는 상황에서 개인정보 등 헌법상 가치를 보호함과 동시에 국가차원의 사전적 방어를 위한 방안으로 '사이버 아이언돔(가칭)' 구축과 이를 위한 제도화를 제안하고 있다.

애그플레이션은 공급이 부족해서 발생하는 '희소성' 문제가 아니라 공급보다 수요가 그 이상 증가해서 발생하는 '풍요'의 문제에서 나타나는 식품가격 급등현상이다. 우리나라가 주도하는 곡물조달체계와 해외농업개발을 통해 곡물메이저 의존도를 낮추고 국가식품시스템 구축으로 유사시 식량확보대책 등 국가 차원의 식량안보체계가 절실하다.

Stability and security of energy resources are one of the most important factors for a national-development. In this research, we analyzed the Republic of Korea's policy making system on energy security and identified the problems from an innovation system perspective. In terms of the actors, they had limitations that ROK's navy do not have enough strategic plan for energy transportation. The links between innovation actors except defense area were relatively good, but links between the military area(navy) and other innovation actors had weak linkage. The infrastructure did't have enough consideration for military force development. For the institution; the role of the military area on energy security was not completely established. Therefore, participation of the defense area(navy) is required to be stated institutionally.

This paper focuses on the security problems in atlantic ocean involved in the USA and Latin America and the Caribbean. The ocean security matters in this region have mainly argued military concerns traditionally. However, the concept of ocean security has been changed in the 21st century and strongly debated with various dimensions: social, human and resource, environment as well. This paper traces these changed concepts currently with many empirical cases existed in many security conflicts in this ocean, especially between the USA and Latin(South) America region. Historically, security conflicts in the OAS(Organization of American States) countries have involved with many military matters, territory and oceans, and currently added up with terrorism and drug problems as well. However, the great and potential conflict emerged in the security issues is resource matter in this ocean and get a dilemma to be sorted out between military and social security matter. For example, the re-establishment of 'the 4th Fleet' in US Navy got a great conflict between the USA and the South American countries, both of them wants to achieve to resource security in this ocean to meet their energy security. Finally this paper addresses some implications and prospects in this conflict in near future and suggests a few solutions and advices for Korean's relation in this ocean.

National security of post cold-war since 1990's shift that conception of the national security transfer traditional military strength to economic strength. Accordingly, the national interest about how to protect the of the high-technology industry enterprises has become contentious social issue. The U.S. and advanced countries promote the policy to protect The United State's Economic Espionage Act(EEA). The Korea reaching to high level a field at IT, Shipbuilding, Steel, Automobile Industry and huge capital investment to high-technology & development. But, systematic industry security activity not an unfold. So private investigator collect the evidence and information of business case for prevent danger is efficient. The private investigator system, deal with the matter efficiently, will good system to prevent economic loss of business, state and nation through make a good use in business crime that machinery of law difficult to intervene. This article countermeasure about industry spy through make a good use of private investigator.
