  • 통일에 대비한 남북한 인터넷 통합을 위한 준비작업으로서 통일 국가도메인 제정에 대한 논의가 계속되어 왔다. 분단상태의 남북한이 국가 도메인을 하나로 통합하여 공동으로 사용한다는 상징성이 크다는 점에서 남북한 모두가 동의할 수 있는 도메인을 제정하는 일은 중요하다. 통일 국가도메인에 대한 기존 제안들은 우리나라의 현 영문 국호인 'Korea'를 전제로 한 것들이었다. 논자는 일제 강점기 이전까지 우리 나라 영문 국호로 'Corea'가 사용되었다는 주장에 근거한 국호 영문표기 변경 논의가 남북 학술대회와 국회 결의안 등을 통해 공론화되어 많은 호응을 얻고 있음에 주목하였고, 남북한 국호의 영문표기 변경 논의와 연계하여 통일 국가도메인 제정을 추진하는 것이 시의적절하고 효율성도 높다고 판단하였다. 본 논문에서는 통일국가 도메인에 대한 기존 논의들을 검토하고 유사국가들의 국가도메인(ccTLD) 등록 사례를 통해 통일 국가도메인의 등록 가능성을 탐색한 후 통일 국가도메인명으로서 '.uc'(United Corea)를 최종 제안하였다.

  • Images play an important role in the symbolic system as they are connected with imagination through the association of language. Through history, we know that Korean people have been a people of strong spiritual unity and unity for thousands of years. I tried to study how the Korean people's unified mental symbol system was utilized and accomplished through mythological images. Our people are recognized as a people of white clothes because they are connected with white clothes, and modifiers such as the country of the east where the sun does not go down are connected with the sun. The Korean people have been handed down according to the times, such as the son of the sky, the Hongik man, the birch tree and the Gyerim of Silla, as a symbol of the myth of Gojoseon, and do not know when it became a country that loved the sun and whether brightness became a symbol. In relation to the spiritual symbolic system of our nation, the mythical image of Jeju musindo embedded in the shamanist ideology was reinterpreted through the meaning of Roland Bart to provide a basis for the study of the spiritual symbolic system of our nation.

  • The emergence of pop art in the 1960s exerted a profound impact on integrating art into the real lives of the general public, which continues in the current area of culture of post-industrial society. Thus, this study aims to attempt the popularization and modernization of Korean images by applying the concept of pop art to the development of a national symbolic image. This study utilized Mugunghwa, Taegeukgi, and the Great Seal, which are national symbolic images that establish the identity of Korea through differentiation, universality, and visual formativeness. It then proceeded with the development of neo-pop art motives and patterns using national symbolic images from the standpoint of symbolism, mix-match, and repetitiveness from among the characteristics of neo-pop art. This study carried out pattern design by departmentalizing each characteristic according to the standpoint of neo-pop art through scribbles composed of the following: Signs, pictograms, and childlike characters; drawing simplification for symbolism; a mix of the East and the West; a mix of subfashion and subculture for mix-match; the repetition of lines, characters, and icons; and the exaggeration and grotesqueness of characters and icons for repetitiveness. This study is expected to serve as momentum for raising the cultural value of Korea and for the development of a pattern design capable of achieving worldwide competitiveness through the combination of the permanence and continuity of national symbols with the popular universality of pop art.

  • 한 나라의 우주 능력은 국력을 상징적으로 나타내고, 다른 모든 산업을 선도할 뿐만 아니라 국민의 일상생활에도 커다란 영향을 미친다. 이러한 세계의 질서 속에서 구소련 우주능력의 핵심적 역할을 하다가, 특별히 1990년대 초 구소련연방의 해체와 아울러 변화의 소용돌이 속에서 독립국가의 형태를 갖추고 나름대로의 우주능력을 증명하고 마케팅을 실시하면서 실익을 취하는 국가들의 모습을 볼 수 있다. 이러한 독립된 국가 속에 우크라이나의 우주개발동향을 검토해 보는 것은 앞으로 전개될 세계 우주개발 시장에서의 판도를 읽는 데에도 도움이 될 것으로 의미가 있으리라 생각한다. 본 논문에서는 우크라이나의 주요 역사적 사건, 우크라이나 우주청의 구조 및 역할, 우주 프로그램 및 우주 발사체 개발 동향 및 국제 협력 등을 살펴보고자 한다.

  • According to the Library Act enacted in 1963, the national bibliography of Korea has been publishing annually since 1965. Unlike countries around the world that have been promoting the continuous development of national bibliography and service innovation, Korean national bibliography is rarely used due to service degradation and structural problems of data. The national bibliography has great significance as a symbol that reflects a country's knowledge culture, as it is a comprehensive records of publications published domestically or related to the country. This study intends to propose a data construction and operation strategy for improving the Korean national bibliography. To this end, this study (1) analyzes trends and key contents of international guidelines for national bibliography, (2) examines the meanings and sustainability of national bibliography at current information environment, and (3) suggests detailed operational strategies to improve the quality and service of Korean national bibliography. Data was collected and utilized through case studies, interviews with stakeholders including national library staffs, and literature reviews.

  • 지난 3월 권영걸 위원장이 국가건축정책위원장으로 취임하며 국가건축정책위원회(이하 국건위)가 새롭게 거듭났다. 제7기 국건위는 자연친화적인 국토환경, 건강한 생태도시 구현을 목적으로 '공원같은 나라, 정원같은 도시'를 슬로건으로 내걸고, 스마트 기술을 기반으로 도시의 쾌적성을 높여 국민 삶의 질을 높이고자 한다. 국가와 사회의 과제를 건축공간적 해법으로 풀겠다는 목표다. 이를 위해 국가상징공간 조성, ESG+Art 기반 선진 생태도시 모델 제시, ICT 융·복합 기반 '한국형 건축도시' 개발, 지방소멸에 대응한 도시건축 사업 추진 등 네 가지 중핵과제를 설정, 불철주야 노력하고 있다. 지난 7월 28일 권영걸 위원장을 직접 만나 정책 방향을 물어봤다. 한편 권영걸 위원장은 이날 인터뷰에서 "8월 3일부터 협회 의무가입제도가 도입된 것을 축하드린다. 이를 계기로 건축계 의견을 하나로 모으고, 건축사들의 직업윤리를 강화할 수 있게 됐다는 점에서 건축산업 발전에 크게 기여하게 될 것으로 기대한다"고 말했다. 그러면서 "건축사들의 직업적 권위가 보호되고 스스로 국가 디자이너이자 신문명 디자이너라는 시각을 갖고 일할 수 있도록 제반환경이 조성돼야 한다"며 "협회가 그런 길을 인도할 수 있는 역할을 해주시길 바란다. 국건위도 열심히 돕겠다"고 밝혔다.

A Study on the Characteristics of Commemoration in World War II Memorials - Focus on the War Memorials of the United States, the Soviet Union, and Germany - (제2차 세계대전 전쟁 메모리얼에 나타난 기념성 - 미국, 소련, 독일의 전쟁메모리얼을 대상으로 -)

  • This study aimed to analyze the commemoration characteristics of the national war memorials made by the United States, the Union of Soviet Socialist Republics(the Soviet Union), and Germany that participated in World War II(WW II). The results of the study are summarized as follows. First, the creation of the WW II memorials of the United States, the Soviet Union, and Germany aimed to commemorate the dead and victims. By country, the United States promoted unity and victory with representing the just and great cause for freedom, and the communist Soviet Union emphasized the Great Patriotic War that defeated fascist Nazi Germany. On the other hand, Germany, which had difficulty in national commemoration, cherish the victims of the war and aimed for peace. Second, WW II memorials were located in places of national significance such as national representative places and battlefields, and in Germany they were built in church cemeteries and public cemeteries. In addition, it showed concise and moderate aesthetic characteristics with a symmetrical and formal form centered on the axis of space in memorials. Third, the United States and the Soviet Union commonly visualized the appearance of war on the memorial wall. By country, the United States engraved sacrifice and dedication for freedom, and differently the Soviet Union and East Germany engraved messages promoting communist ideology as memorial texts. As for landscape details and sculpture, the United States emphasized national unity through eagles symbolizing the country and a colonnade representing each state and territory, and the Soviet Union set up a communist-style soldier sculpture. The United States and the Soviet Union, both countries used sculptures and laurels that symbolize victory, but in Germany, the statues of a fallen soldiers were installed in the memorial. Politically, the United States commemorated the victory of the war and also promoted unity, and the Soviet Union emphasized the Great Patriotic War and promoted communism. As the United States, the Soviet Union, and the Germans believed in Christianity universally, Christian symbols such as the crucifixion, the church, and the statue of Evita were often used. Further study will be required to establish national identity at memorials and advanced commemorative culture in Korea.

From a Developmentalist Welfare State to a Social Investment State: A Case Study of Japan (발전주의 복지국가에서 사회투자국가로: 일본 사례를 중심으로)

  • Japan has generally been considered as the developmentalist welfare state. However, Japan has recently been transformed into a social investment state. Although it still has a developmentalist characteristics with its institutional path dependence, the new social and economic challenges derived from the new social risks such as low birth rates and aging population forced Japan to adopt a new welfare state strategy. The paradigm shift in terms of welfare state strategy was launched by the Third Way positioning of the Democratic party government and succeed to the Second Stage of Abenomics under the Third Abe Cabinet. This paper argues that the welfare state paradigm shift towards a social investment state in Japan is not limited to the Japan's Plan for Dynamic Engagement of All Citizens for a virtuous cycle of growth and distribution, but expands its scope to include the work-family balance policies such as labor market activation for women and public caring for children.
