국가연구개발사업의 성과제고가 과학기술계 주요 이슈로 부상되면서 사업의 경제적 성과창출에 초점을 둔 기술이전 및 사업화에 대한 요구가 높아지고 있다. 국가연구개발사업에 대한 종합적인 서비스를 제공 하는 NTIS는 국가연구개발성과를 부가가치 창출로 연계시킬 수 있도록 지원하기 위해서 우수유망기술정보 서비스를 도입하였다. 우수유망기술정보는 국가연구개발과제에 대한 최종평가 결과가 우수한 과제의 연구성과(기술) 중 기술이전·사업화의 가능성이 있거나 후속연구를 통해 기술이전 사업화가 가능한 기술을 칭한다. NTIS에서는 2008년부터 우수유망기술정보 DB를 구축하였고 관련 서비스를 제공하고 있다. 본 논문에서는 우수유망기술정보서비스와 관련된 국내외 현황에 대해서 조사하였고 그에 따른 시사점을 제시하였다. 국가연구개발사업에 대한 대내외 환경변화 및 공익적인 사업성격을 고려하여 NTIS 우수유망기술정보서비스의 활용과 관련한 현황을 파악하였고, 개선점을 도출하였다. 더 나아가서 향후 효과적인 활용을 위한 방안을 도출하였다.

In order to accomplish the successful performance management of the national research and development programs, it is necessary to establish the legal system that provide a institutional foundation and to set up and practice the relative substantial operating system. This paper aims to study the problems and improvement measures of the Performance Management System in National R&D Programs. For this purpose, the development of legal system on the performance management in national R&D programs was surveyed, the problems in existing laws and ordinances on the performance management were analyzed, and lastly the improvement measures on the legal system of the performance management were suggested. The legal system of performance management is being composed of and managed with The Framework Act On Science And Technology that prescribed the national science and technology policy direction, and Act On The Performance Evaluation And Management Of National Research And Development Projects, Etc. that prescribed the basic policies of performance management process and methods, and Regulations On The Management, Etc. Of The National Research And Development Projects that prescribed the concrete methodologies on performance management. Results of the study, it is necessary that the performance management laws and ordinances need improvement of Compatibility, the object and range of performance management system extend more widely to the whole field of national R&D programs in principle, and the performance management process and methods improve reasonably considering the goal and direction of national R&D policy.

지난 1997년은 결핵관리부분에도 많은 어려움이 있었던 해였다. 특히 국가결핵관리사업의 핵심사항인 영유아 결핵예방접종에 있어 민간의 병$\cdot$의원 경피 비시지 사용이 늘어 결핵예방사업에 지장을 주었고 결핵진단용약(PPD)의 공급차질 그리고 교육부와 학생 검진문제에 대한 의견상충 등으로 결핵관리사업편람을 재검토하는 계기가 되었다. 그러한 중에도 현재 마지막 정리단계에 있는 '2000년대 국가결핵관리 발전방안 모색을 위한 작업반'의 활동결과는 지난 1년간 각계의 전문가들이 여러차례의 진지한 토의를 거쳐 얻은 귀중한 결실이었다. 동 활동내용은 민간 병$\cdot$의원과 함께 결핵의 현실을 정확하게 재조명하고 해결방안을 찾고자 하는데 의미가 컸다고 할 수 있으며 우리나라의 중$\cdot$장기 결핵관리사업 계획수립에 기초가 되어 결핵의 조기퇴치에 크게 기여할 것이라고 확신한다. 1998년은 그 작업결과를 바탕으로 단기적으로 그동안 해결하지 못했던 문제점의 해결에 최선을 다하여 국가결핵관리의 체계를 재정립하고 장기적으로는 다가오는 2000년대에 대비하여 보다 발전된 국가결핵관리 사업의 초석을 다지고자 한다.

Over the last two decades, national R&D projects have been increased rapidly. The government has tried to improve the success of national R&D projects. But the weakness of the evaluation process for national R&D projects, there remains some problems. In order to solve those problems this study proposed an advanced evaluation process of national R&D projects on the basis of ISO/IEC15288, ISO/IEC12207 and ISO/IEC14598. The evaluation process consists of preparing evaluation, establishing evaluation requirements, specifying evaluation, designing evaluation, executing evaluation and reporting evaluation. The evaluation process is an artifact-oriented process. The results of this study can be used for reforming the evaluation process of national R&D projects.

Recently, the establishment of Project Management System for National Research and Development Projects focusing on researchers has drawn sharp attention through revision of applicable laws and regulations, and presentation of national policy tasks for the management of national R&D projects, however, it is insufficient to say that a remarkable system has been established by researchers. In this study, a National Research Automated Registry Code Numbering System was suggested by using a National R&D Projects Human Resource Declaration System for Project Management System for National R&D Projects focusing on researchers. In addition, a National Research Automated Registry Code System was sought in order to realize this system. Through this suggestion, consolidation of personal information protection can be attainted through the national career management, and by raising the participation of researchers naturally, reduction in administrative affairs, simplification of accomplishments verification, and improvement in investigation, analysis and evaluation statistic quality can be expected.

1991년 방조제 착공과 함께 시작된 새만금간척사업. 농업용지확보를 위해 진행되었던 사업이 새만금종합개발사업으로 내용을 변경하면서 탄력을 받기 시작했다. 방조제는 올해 말 완공된다고 하니, 그 광활한 모습을 살펴보고, 앞으로 진행될 사업에 대해서도 알아보고자 새만금방조제가 시작되는 군산 비응항을 찾았다.

사업결과물의 핵심인 연구성과물은 각 부처 혹은 사업수행기관에 분산되어 대다수가 활용되지 못한 채 사장되었다. 이에 정부는 중요 연구성과물에 대한 성과관리전담기관을 지정 운영하여 연구성과물의 수집 및 관리에 대한 법적인 기초를 다지고, 국가과학기술종합정보서비스를 이용하여 연구성과물의 활용을 위한 정책을 수립하였다. 본 논문에서는 이러한 체계를 반영한 국가R&D 연구성과물의 효율적인 수집 연계 활용을 위한 구체적인 운영 및 실행체계를 제시한다. 이러한 체계를 통하여 국가R&D 연구성과물에 대한 공동활용을 극대화할 수 있다.

본 연구에서는 미래 유망산업영역 발굴시 기술영역과 산업/사업 영역을 연계하고, 국가적 차원과 기업차원에서의 유망산업 영역을 연계할 수 있는 방법론을 제시함으로써 기존 연구가 가지는 한계점을 극복하고자 하였다. 즉, 주요기술을 중심으로 국가적 차원의 유망산업 발굴을 주요 내용으로 하는 기존의 연구로부터 출발하여, 국가차원으로부터 기업차원으로 대상을 세분화하고, 유망산업의 기술-산업간, 산업-사업간 영역의 연계를 강화하고자 하였다. 이를 위하여, KISTI에서 개발한 새로운 유망산업/사업영역 발굴 프로세스를 새로운 방법론으로 제시하고, 발굴된 유망산업 및 사업영역의 평가에는 내 외적 평가 7단계 프레임워크를 활용하였다.

우리 나라에서도 세계적 추세에 따라 세계공통으로 사용되는 $\ulcorner$세계측지계$\lrcorner$ 에 의거한 신국가기준좌표계를 결정하고, 대한민국경위도원점을 고정도로 유지 관리하기 위해 국립 지리원이 주관해서 측지 VLBI 사업을 추진하고 있다. 국내에서는 처음으로 추진되는 측지 VLBI 사업이기 때문에 사업을 성공적으로 수행하기 위해서는 면밀한 사전조사 연구와 추진전략이 필요하다. 본 논문에서는 이러한 국가측지 VLBI 사업을 효율적으로 수행하기 위한 추진전략에 대해서 논하였다.

국가R&D정보표준은 과학기술기본법 제7조 및 동법 시행령 제41조에 의거하여 국가R&D정보의 체계적인 수집 연계 및 공동활용 기반구축 등에 활용하고자 범부처 차원에서 국가R&D사업 현황파악, 종합조정, 공동활용하기 위한 필요 최소한의 정보를 공유 활용하기 위한 표준정보이다. 2007년 8월 과학기술관계장관회의에서 341개의 항목으로 구성된 국가R&D정보표준이 제정되었고, 2009년 7월 국가과학기술위원회 운영위원회에서 340개의 항목으로 개정되었다. 본 논문에서는 국가R&D정보표준의 2009년 7월 개정내용과 그에 따른 데이터 모델링 결과를 제시함으로써, 15개 부처 청 14개 대표전문기관 및 연구관리기관 업무 담당자들과 R&D종사자들에게 NTIS에서 수집 공유 활용되는 국가R&D정보에 대한 이해와 활용을 증진시키고자 한다.
