세계적으로 그린에너지에 대한 관심이 높아지고 있는 시점에 기존의 전력망에 IT기술을 결합하여 보다 효율적이고 친환경적인 지능형 전력망을 이루는 스마트 그리드 사업이 활발히 전개되고 있다. 우리나라에서도 국가차원의 적극적인 스마트 그리드 구축을 위한 로드맵을 확정하고 이에 기반한 실행계획을 실행하고 있다. 한국의 좁은 국토는 국가단위의 스마트 그리드 구축에 좋은 이점으로 작용하여 세계최초의 스마트 그리드 모델 국가가 될 것으로 예상된다. 한편, 이러한 순기능에 더해 역기능으로 전력망에 IT기술을 적용함에 기인해 다양한 위협 시나리오가 나타날 수 있다. 이 위협을 효과적으로 대응하는 것이 보안 기술이며, 스마트 그리드의 보안 기술은 스마트 그리드 사업의 성패와 직접적으로 연결되는 중요한 요인이 된다. 또한, 이를 제도적으로 지원하는 정보보호관련 법제도도 매우 중요하다. 본 논문에서는 스마트 그리드의 필요성 등을 살펴보고, 스마트 그리드 보안 위협, 위협 대응을 위한 산업체 이니셔티브 등의 국내외 추진 동향을 분석한다.

우리나라는 아ㆍ태지역에서의 IT Hub 국가로 도약하고 첨단분야의 핵심기술기반을 확보하기위해 세계 선진 국가를 연결하는 TEIN, 아태지역 내 주요국가를 연결하는 APII Testbed 등의 초고속 연구망을 구축 운영하고 있다. APII Testbed는 1994년 APEC 정상회담에서 우리나라가 제안하고 1995년 제1차 APEC 정보통신장관회의에서 채택한 사업으로 아ㆍ태지역 정보통신 기반 구축을 위한 초고속 연구망이다. 또한 TEIN은 2000년 서울에서 개최된 제3차 ASEM 정상회의에서 채택된 ASEM의 국제기구사업으로 유럽과 아시아의 연구망을 연결하는 초고속 연구망으로서의 중요성을 갖는다. 현재, 국내 240개 기관이 TEIN/APII Testbed를 통해 IPv6, Grid 등 차세대 인터넷과 기상, 의료 등 다양한 기술응용분야에서의 국제공동연구가 수행되고 있으며, 아시아 및 유럽지역과의 급속한 연구수요 증가로 인해 TEIN/APII Testbed 증설이 적극 추진되고 있는 상황이다. 본고에서는 TEIN/APII Testbed의 추진배경 및 성과를 살펴보고 향후 발전방향을 전망하여 우리나라가 연구인프라 부문에서 한단계 진일보한 ‘IT 강국’으로서의 위상과 역할을 갖추기 위한 발전방안을 모색해 보고자 한다.

본격적인 정보화시대를 맞아 정부에서는 정보화사회를 조기에 구현, 정착시키고자 행정,금융, 교육/연구, 국방, 복지등 5개 분야에 걸친 국가 기간망 구축사업을 위시하여 각종 정보화 정책 및 사업을 추진하고 있다. 그러나 국가정보화사회를 성공적으로 구현하기 위해서는 그의 인프라(Infra)인 지역별 정보화가 추진되어야 한다. 지역정보화는 이제 국가정보화사회를 구현하는데 필수적으로 거쳐야 할 중간단계로 인식되고 있다. 충북지역에서도 청주/청원 지역을 정보화의거점으로 삼아 지역데이타베이스를 구축하고 이를 공중통신망에 접속하여 주민들이 가정이나 직장에서 컴퓨터 단말기를 통하여 필요한 정보를 검색하고,주민간 상호정보교류는 물론 의견이나 제안을 해당 기관 및 단체에 알릴 수 있는 본격적인 지역정보통신 시대를 개막하고자 하는 계획을 추진하고 있다. 그러나 지역정보란 개념과 범위가 방대하고 이용집단에 따라 정보 수요가 다양한 차이를 보일 수 있기 때문에 단번에 지역의 모든 집단의 정보수요를 충족시킬 수 있는 데이터베이스를 구축한다는 것은 불가능한 것이다. 따라서 지역 데이터베이스는 단계적이며 일관성을 유지한 추진 계획과 지속적인 구축노력이 필수적이다. 이러한 배경하에 본 소고에서는 정보항목별 데이터베이스 구축의 우선순위를 파악하고 데이비스의 기술수용모델을 중심으로 사용자에 대한 기술 수용태도를 알아보기 위해 검증을 시도하였다.

The various technologies of the science and technology field were systematized to manage information, personnel and R&D activities related to S&T effectively. The resulting “National Standard Science and Technology Classification” which were composed of 19 areas, 160 divisions and 1,023 categories could contribute to establish rational S&T policy. “National Standard Science and Technology Classification” is synthetic in national level because they include all areas of S&T activities. 5 criteria, which were inclusiveness, exclusiveness, likeness, scale and universality, were used to exert every effort in including the opinion of all experts and to consider harmony between S&T areas. In addition, “National Standard Science and Technology Classification” was prepared to be interchangeable with various classification which were used in other R&D management institutes under the different ministries.

With the rapid socioeconomic change the siting of SOC is getting more difficult due to so-called NIMBY syndrome. The objective methodology using GIS was かid as a case study to solve the complexity of the power transmission line routing. We anticipated that the new optimization of transmission routing would be the efficient and reasonable way in getting the public acceptance and settling the public complaints from transmission construction project in our country.

원자력연구개발중장기계획사업은 초대형ㆍ장기국가연구개발사업으로서 계획의 성공은 물론, 연구개발 성과가 스핀오프를 통하며 국가 산업 및 경제발전에 충실히 기여해 줄 것을 요청 받고 있다. 이러한 맥락에서 본 연구는 원자력연구개발성과가 민간부문으로 기술이전되는 스핀오프의 성과와 영향요인을 규명하고 그 성과를 증진시키기 위한 방안을 도출하기 위해서, 본 연구는 기술제공자요인, 기술도입자요인 및 상호요인으로 구성된 개념적 모형을 설정하고 12개의 사례에 대해서 심층면담과 설문을 통해서 자료를 수집하였으며, 스피어만 상관관계분석을 통해서 스핀오프 영향요인과 그 성과간의 상관관계를 검증하였다. 원자력연구개발 결과의 스핀오프는 연구결과의 활용 증진을 통한 국가발전에 기여하고, 연구조직의 연구경쟁력을 강화시킬 수 있도록 원자력기술혁신 전략의 일환으로서 체계적으로 추진되어야 한다.

Recognizing the need for the nation-wide reading initiative to promote reading activities of the whole nation, this study was conducted to provide the foundation for planning the National Year of Reading in Korea. It reviewed the details on the administration, budget, cooperation, promotion, program and implementation strategy of the National Year of Reading in the U. K., Japan, and Australia. To investigate the nation's perception of reading and the nation-wide reading initiative, a focus group interview with 13 professionals in reading and a survey partaken by 719 citizens were conducted. This study provides the foundation for establishing the implementation strategy for the National Year of Reading by examining people's perception and the specific requirements for implementing the initiative.

Along with trends of other countries, the Ministry of Information and Communication in Korea decided to operate an Information System Audit Institution for raising qualify of computer network facilitated in state organ and public institution, and to construct effective construction of information system. The aim of the audit institution is applying it to public information business, establishing an information system audit qualification system, and upbringing Private audit organs. The Ministry of Information and Communication realized that although the demand of information system area audit is explosively expanding, the National Computerization Agency cannot satisfies the demand and realize to have audit control for the information of national business as well. The Ministry of Information and Communication plan to enforce the audit on public information business by correlate with information business. The ministry enforce that the supervisory company has major roll to audit and national import business decided by the Information Promotion Committee is subject to have audit control. Therefore, in this paper, the contents of internal audit among internal/external audit will be presented.

Access re-review is a valuable and important task, but it is burdensome for archivists. Thus, an access re-review automation was proposed to address this. In this situation, the National Archives of Korea actually utilized the access re-review solution in the performance of the "2020 Access Re-Review Project" and compared and analyzed it with human work. The project was, however, not a research project centered on analysis on access re-review solutions, and it has a limited result in terms of experimental use of commercial programs. Nevertheless, in the current situation where there are only macro and superficial discussions on access re-review of intelligent archives, it would be meaningful to apply the access re-review solution to archivists in real businesses and examine the results. This paper seeks to discuss the practicality that can mitigate the task of access re-review through an analysis of use cases of access re-review solutions.
