국내 과학기술 연구자의 요구를 만족시키는 고품질 콘텐츠를 제공하기 위한 기초작업으로 국가과학기술정보센터(NDSL) 콘텐츠의 가치평가 기준을 수립할 필요가 있다. 본 연구는 NDSL의 대표적인 콘텐츠인 논문의 가치에 영향을 미치는 요인들을 도출하고 각 요인별 측정 방안을 모색하였다. 제시된 콘텐츠 가치평가 기준에 의거하여 NDSL 콘텐츠 표본을 평가하고, 콘텐츠 가치평가 방안 기준이 적절한지를 분석하였다.

미국에 비해 지식정보사회에 대한 대응능력이 크게 떨어지는 유럽은 성장잠재력을 축적하고 미국과의 정보화 격차를 좁히기 위해 유럽연합 차원과 개별 회원국 차원을 연계한 정보화전략을 추진하고 있다. EU차원에서는 eEurope으로 대표되는 종합계획을 수립.추진하고 있으며, 개별국가들은 이 종합계획의 기본방향 위에서 자국의 여건과 능력에 적합한 국가계획을 추진하고 있다. 본 고에서는 EU의 정보화정책을 eEurope을 중심으로 분석해 보고 우리에게 주는 시사점을 도출한다.

스마트그리드(smart grid)는 발전-송전 배전-판매의 단계로 이루어지던 기존의 단방향 전력망에 IT 기술을 접목하여 전력 공급자와 소비자가 양방향으로 실시간 정보를 교환함으로써 에너지 효율을 최적화하는 지능형 전력망이다. 에너지와 IT의 대표적 융합사례로써 전력망의 선뢰성, 효율성, 안정성을 향상시키고, 전기자동차 충전을 지능화하고 재생에너지와 전력계통 연계를 용이하게 하여 재생에너지 보급을 촉진시켜 준다. 본 고에서는 주요 국가의 스마트그리드 관련 정책 동향을 분석하고 결론에서 우리에게 주는 시사점을 도출하고자 한다.

인구 470만명의 중소국가인 노르웨이는 오랜 세월동안 해운강국의 위치를 고수하고 있다. 아울러 노르웨이는 해운선진국으로서 여타 국가들이 벤치마킹의 대상이 되곤 한다. 노르웨이가 오래 전부터 해운강국으로 확고한 뿌리를 내릴 수 있었던 것은 아마도 바이킹의 후손으로서 해양지향적인 국민성에 있지 않을까 생각된다. 이 뿐만이 아닐 것이다. 사실상 노르웨이 외항해운산업의 대표적인 강점은 해운연관 산업에 국제경쟁력을 갖춘 유수의 기업들이 두텁게 포진하고 있다. 다음은 한국선주협회가 노르웨이 해운산업의 강점을 조사분석한 것이다.

변혁의 소용돌이 환경 속에서 국가의 잠재성장력을 가속화하고 지속적으로 유지하기 위해서는 국가차원에서 지식정보인프라와 지식정보시스템을 단계적으로 구축하는 것이 무엇보다도 시급한 과제이고, 구축된 시스템도 정부중심의 공급자위주 측면에서 벗어나 수요자 측면에서 지식정보를 생산.유통시키는 것이 바람직하다고 판단된다. 지식기반경제에서 과학기술정보의 역할은 대표적인 지식창출과 경쟁력 엔진으로 작용하게 될 것이고, 또한 엔진의 성능은 정보의 생산.유통.활용체제 시스템 수준에 의해서 좌우될 것이다.

The national R&D information from the previous year is collected annually for the evaluation and analysis process and is used for policy making and other related purpose. A total of 83 types of information, including the researcher information and the outcome information, was collected through the evaluation and analysis system. The demand for a real-time interaction of the national R&D information has increased with the use of NTIS as well as the need for increase in the number of information collected. The need to centralize the input system has also risen with the use of the system that utilizes the collected information in various other ways than just the information evaluation and analysis. There is an overall need to make the collection process of the national R&D information more effective. In this study, the method for collecting the evaluation and analysis information online is compared with the real-time collection method of the national R&D information before explaining the considerations that need to be made to effectively link the legacy systems owned by the project management institutes with NTIS.

This study problematizes the dominance of developmental state theory and its negative influences in the field of Korean studies, in particular, dealing with the industrialization during the developmental era, 1960s~70s. As is generally known, the theory has been in a position of unchallenged authority on the industrialization experience of East Asian countries, including South Korea. However, at the same time, it has also misled us into overlooking strategic relations that had articulated the state forms at multiple scales. This study aims to reconstruct the historical contexts by the theorizing prompted by recent work on state space. I shed light on the multiscalar strategic relations that had shaped the Ulsan refinery plant as a representative state space of the South Korean industrialization during two decades after liberation. Specifically, the study illustrates the features and roles of Cold War networks and multiscalar agnets such as Nam Goong-Yeon. By identifying the plant as a result of sequential articulations between Ulsan and other scales, this study concludes by suggesting to reframing the strategic relational spaces, beyond the view of methodological nationalism, in the perspective of multiscalar approach.

With repid development of optical networking technology, Software-Defined Network (SDN) and Network Function Virtualization (NFV), high performance networking service, collaboration platform that enables collaborative research globally, drastically National Research Network (NRN) including Internet Service has changed. Therefore we compared and analyzed several world-class NRNs and took a view of future development strategy of the NRN. Also we suggest high speed security environment in super high bandwidth network with 40Gbps and 100Gbps optical transmission technology, network separation of NRN with Science DMZ to support high performance network transmission for science big data, building security environment for last-mile in campus network that supports programmability of IDS using BRO framework.

The purpose of this study was to investigate the correlation between sports incidence and heart rate variability in nationa lfemale judo athletes. Participants measured heart rate variability using the Autonomic Nervous System(SA-6000). Based on the average incidence of injury, sports injury incidence was classified into upper and lower groups. In addition, Pearson's Product Moment Correlation was performed to examine the correlation between the independent T-test, the number of sports injuries, and the heart rate variability. Heart rate variability was significantly different in total power and low frequency, and there was also significant difference in otal power and low frequency in the correlation analysis of heart rate variability according to the number of sports injuries. These data are expected to be useful as basic data for developing prevention injury programs.

The purpose of this study was to investigate the correlation between visual analogue scale(VAS) of the waist and Oswestry Disability Index(ODI) and the muscle strength of the waist for male field hockey athletes. The VAS and ODI were conducted by self-written evaluation, and muscle strength was measured by using DAVID. Pearson correlation was used for data analysis, and the statistical significance level was set to α = .05. The VAS of the waist of male field hockey athletes and the ODI were statistically significant. However, other VAS and the ODI did not correlate to the strength of the lower back. Therefore, there is a need to develop a new exercise program for the rather than strength training during the waist rehabilitation exercise. It is thought that these studies will serve as basic data useful for the development of treatment and exercise programs for athletes in the future.
