Evaluation of Records and Archives Management Innovation in 2017~2020 (2017~2020년 기록관리 혁신 평가 국가기록원을 중심으로)

  • Since the launch of the Moon Jae-in government in May 2017, the records and archives community hoped to overcome the delays in records and archives management over the past nine years and to pursue record and archives management innovation. This article focuses on the record and archives management innovation that the National Archives of Korea has been pursuing in the public records and archives management sector for about 3 years until the first half of 2020, and evaluates the progress and contents focusing on the main agent, innovation plan, revision of laws, and major events.

  • 2002년 한국의 국가기록원과 몽골국가기록원 간에 협력협정이 체결된 후 10년간 수많은 협력활동이 있었다. 다수 몽골국가기록원 직원이 한국에서 직무연수를 받았으며 2006년과 2007년에 한국국가기록원, UNESCO 등과 공동으로 기록유산보존을 위한 기술적 협력활동이 수행되었다. 이 학술회의에서는 한국의 기록물의 물리적 보존 기술이 소개되었다. 또한 몽골국가기록원 소장 한국관련 기록의 번역 사업이 추진되었다. 2008년에는 새로운 국가기록보존서고를 건축하는데 필요한 전반적인 자문을 받았다. 2010년 이후에도 한국-몽골 간에 기록전문가 훈련 파견 및 교류활동이 지속되었다. 몽골정부는 서고 신축에 이어 현대적인 정보기술에 의한 기록보존을 위해 노력하고 있다.

Improving the Access Service of National Designated Records in the National Archives of Korea: Focusing on Facet Directory Service (국가기록원의 국가지정기록물 웹 기반 기록정보서비스 개선방안 연구 - 패싯 기반 디렉토리 서비스를 중심으로 -)

  • National Records Designation System is designed to protect valuable civilian records from loss or damage. It also intends that government administrates important civilian records to raise public concerns civilian records and to foster archival culture in Korea. This study investigates the current states of service fo the designated record through the web page of National Archive of Korea. Major findings are as follows. First, the information of designated records is dispersed in two web pages by the National Archive of Korea, an introductive web page of every collection in the National Archive of Korea and a web page of designated record service. Second, the web page of designated record service provides information of designated records only at collection level, so it is not easy for users to understand the contents of the records. In order to improve the service for the designated record service of the National Archive of Korea, this study proposed the unification of dispersed web pages to provide information of the designated records consistently. It also suggested a facet based directory service and word cloud service to give access to the contents of each designated record collection. The facet based directory and word cloud service will help users to understand the designated records in more detail.

Reestablishing the Roles of the National Archives of Korea and the Branch Archives (국가기록원과 권역별 기록관의 역할 재정립)

  • This study explores the present state of the National Archives of Korea (NAK) and the branch archives and proposes development programs to reestablish their roles. With regard to the NAK, I discussed five issues, and for the branch archives, I discussed three. The issues on NAK are as follows: 1) Is NAK the nation's record keeper?; 2) Does NAK promote the establishment of local archives?; 3) Does NAK supervise and oversee the records management of all public institutions?; 4) What is the raison $d^{\prime}{\hat{e}}tre$ and the vision of NAK?; and 5) Does NAK perform a simple administrative service? Meanwhile, the issues on the branch archives are as follows: 1) Is the branch archives a permanent records management institution?; 2) Are the names of the branch archives appropriate?; and 3) Are the branch archives simple document warehouses?

Reformation of the Korea's National Archiving System (한국 국가기록관리체제의 개혁과 국가기록원 개편)

  • This study aims to analyze the features and problems of the Korea's national records archiving system established in 1999, as well as to suggest the countermeasures. First, in Korea, permanent records are archived by the administration, legislature and judicature separately. However, around the world there are very few cases where a national archives controls the records of the administration alone, whereupon there is the need to set up an integrated archiving system regarding the records of the administration, legislature and judicature. Second, in Korea, the records archiving system leans too much towards the centrally-controlled system, which is urgent to be solved. 'Record Management Act' stipulates that all the public records, including nonpermanent ones, shall be managed by National Archives, wherewith National Archives is overburdened. Hereat, it may be desirable for National Archives to manage very important records that deserve to be archived permanently and for Record Center to archive other records, which needs to be made into law.

Presidential Archives Management in Crisis - An Archival Approach to the Solutions - (위기에 처한 대통령기록물관리, 문제의 인식과 해결을 위한 접근 방식)

  • This paper reviews recent records issues surrounding former president Roh Moo-Hyun's private possession of the copies of the presidential records in Korea. While the former president transferred his records to the National Archives of Korea, he copied his electronic presidential records and kept them in his house after the term. His retention of the "records copies" arouse critical records issues and criminal charges. In this paper, I examined the definition of presidential records and legal status of records copies, authenticity of electronic copies of public records in public and private records systems, nature and scope of presidential privilege of access to his records, and most importantly, political neutrality of national archives. I examined these issues comparing with foreign experience, especially that of the United States which has the Presidential Records Act like Korea. All issues are examined in the professional spirit of archives principles and archives ethics. Legal status of the electronic copies of presidential records is not firmly established and the criminal charge seems groundless. However, it is against public archives principles and ethics that private former president privately possesses and manages private information and national security information held in the electronic copies of the presidential records. Presidential Records Act of Korea provides an effective tool to protect the presidential records for 15 years and it should be respected. It is time to consolidate the public records management institutions in Korea, not to disintegrate them.

A Study on the National Archives and Records Management Committee (국가기록관리위원회 연구)

  • This article analyses 10 years of the operation condition of the National Archives and Records Management Committee since its constitution. The object is to provide basic data for its evaluation. The Committee deliberated specific issues defined by records management act. The issues and the reports were concentrated on the task of the National Archives. As a consequence, the Committee could not play a role as a governance organization but as merely a consultative body of the National Archives.

A Study on Evaluation of National Archives Websites (국가기록관 웹사이트의 평가에 관한 연구)

  • This study is aimed to evaluate the national archives websites and to propose improvement schemes for National Archives of Korea(NAK)'s website. As the first step to develop the evaluation indicators, this study investigated the roles of national archives and features of national archives websites through literature review. Second, it developed the evaluation indicators for national archives websites to evaluate the websites on the basis of previous studies. The evaluation indicators are composed of 3 evaluation areas, 10 evaluation items, and 42 evaluation questions. Third, evaluation was conducted to examine the present state of national archives websites in United Kingdom, United States, Australia, Canada and Korea.

A Study on the Transfer Effect of Continuing Education in the National Archives of Korea for Records Managers (기록물관리 전문요원의 국가기록원 계속교육 전이효과에 관한 연구)

  • This study aims to analyze the factors affecting the transfer effect of continuing education in the National Archives of Korea and suggest ways to improve the education. To do that, the study grouped the factors that affect the transfer effect of continuing education into learner characteristics, educational program characteristics, and organizational transition climate. An online survey was conducted with records managers. In total, 272 responses were received and statistically analyzed. Based on the records managers' opinions, this study suggested ways to improve the transfer effect of continuing education from the perspectives of learners, the educational program, the organizational transition climate, and the roles of the National Archives of Korea.
