Risk based policy at big data era: Case study of privacy invasion (빅 데이터 시대 위험기반의 정책 - 개인정보침해 사례를 중심으로 -)

  • The world's best level of ICT(Information, Communication and Technology) infrastructure has experienced the world's worst level of ICT accident in Korea. The number of major accidents of privacy invasion has been three times larger than the total number of Internet user of Korea. The cause of the severe accident was due to big data environment. As a result, big data environment has become an important policy agenda. This paper has conducted analyzing the accident case of data spill to study policy issues for ICT security from a social science perspective focusing on risk. The results from case analysis are as follows. First, ICT risk can be categorized 'severe, strong, intensive and individual'from the level of both probability and impact. Second, strategy of risk management can be designated 'avoid, transfer, mitigate, accept' by understanding their own culture type of relative group such as 'hierarchy, egalitarianism, fatalism and individualism'. Third, personal data has contained characteristics of big data such like 'volume, velocity, variety' for each risk situation. Therefore, government needs to establish a standing organization responsible for ICT risk policy and management in a new big data era. And the policy for ICT risk management needs to balance in considering 'technology, norms, laws, and market'in big data era.

  • The purpose of this paper is to search for the construction of UDS(Urban Diagnosis System) which can be effectively applied to selecting or classifying the districts for carving out projects of urban planning based on urban geographic information. In order to promote projects of urban planning, it is essential that selecting or classifying the urban districts should be precisely diagnosed according to the respective blocks. Objective measuring standards are needed for this, and the UDS can be applied to analyzing these standards according to the levels. With these in mind, this paper will consider the present states of Korea and the established states of developed countries. Besides, the interest of this paper is to seek the ways of utilizing GIS most effectively in the urban planning areas and application methods. Also, it will find the ways of applying UDS extensively to selecting or classifying districts far the purpose of carrying out urban planning projects actually in the case areas.

  • This study compared and analyzed the efficiency of the research results of the convergence research project operated by the National Science and Technology Research Council and the general research project carried out by the Government-funded research institute and proposed measures to enhance the efficiency of the operation and management of convergence research. Research data were collected from 21 government-funded research institutes through an information disclosure claim and DEA analysis was conducted for efficiency assessment. The SCI papers of convergence research showed high efficiency, and the patent registration and technology transfer sector showed high efficiency of general research projects. This indicates that convergence research projects for securing lead and original technologies are highly efficient, but their performance is low due to lack of participation by businesses in terms of the utilization of derived technologies, and more companies' participation and opportunities are needed for practical use of convergence research results. Through the analysis of efficiency of convergence research project performance, this study provided policy and guidance for R&D planning for rational investment of limited manpower and research costs. Further, future research on identifying efficiency is proposed depending on the type of technology subject to convergence research as a method for managing convergence research.

  • This paper investigates synthetic data generation methods and their evaluation measures. There have been increasing demands for releasing various types of data to the public for different purposes. At the same time, there are also unavoidable concerns about leaking critical or sensitive information. Many synthetic data generation methods have been proposed over the years in order to address these concerns and implemented in some countries, including Korea. The current study aims to introduce and compare three representative synthetic data generation approaches: Sequential regression, nonparametric Bayesian multiple imputations, and deep generative models. Several evaluation metrics that measure the utility and disclosure risk of synthetic data are also reviewed. We provide empirical comparisons of the three synthetic data generation approaches with respect to various evaluation measures. The findings of this work will help practitioners to have a better understanding of the advantages and disadvantages of those synthetic data methods.

조형공간의 다원성에 대한 생태학적 접근

  • 21세기는 과학적 물질문명의 발달로 인하여, 과거에는 느껴보지 못했던 물질문명의 풍요를 이끌어 냈으며, 컴퓨터, 메스미디어의 발달로 인하여, 인간 문명의 관심은 지구계를 벗어나 우주론적으로 확장되어 마침내 우주시대를 열었다. 하지만 인간의 이성과 함께 영원하리라 믿었던 과학적 합리성은 20세기 초두에 제국주의적 전쟁을 일으키게 되었으며, 그로 말미암아 이성 파괴 현상이 드러나게 되었다. 급기야 20세기말에 이르러 다원주의라 칭하기도 하는 후기산업사회의 병적 증후군들, 국가간의 경제전쟁, 컴퓨터 및 각종 정보매체를 통한 신속한 정보교환의 이면에는 인간의 자기정체성의 혼돈을 아울러 초래하게 되었다. 과학기술의 발달로 생태계 및 환경은 오염되고 파괴되었다. 20세기말에는 산성비, 엘니뇨, 라니냐 현상으로 인하며, 환경의 재앙을 초래하면서 이제 인간은 문명에 대하여 여태껏 가져왔던 확고한 믿음에 회의를 갖게 된 것이다. 이와 같은 현상은 인간의 주체적 인식과 과학적 믿음의 지나친 숭배로 인하며 자연도 인간에 의하여 지배되고 인간을 위해서만 존재하는, 인간과 자연의 이원론적인 생각 즉, 인간의 이성에 의해서만 가능하다고 생각한 "근대적 주체"에 대한 맹신의 결과인 것이다. 이렇듯 20세기의 문제점은 21세기로 전가되어 여전히 계속되고 있으며, 세계내의 가장 큰 문제점은 전쟁, 기아 등 보다 이제는 오히려 환경. 생태문제로 귀결되어 지구의 생존권 자체가 위협을 받게 되었다. 미술도 서구문명의 근대주의적 영향에 의해서 모더니즘 등 이성위주의 미술인 "근대 주체적 미술"로 발전하였지만 포스터모더니즘에서 보여 지듯 이미 인간의 순수한 이성을 근간으로 한 미술에 있어서의 주체성 주장은 상당부분 무너졌으며, 이제는 장르의 해체와 다원화 현상으로 나아가게 되었다. 환경파괴에 직면하여 이제 주체는 자연이라는 타자를 새롭게 등장시킨다. 그리하여 생명중심주의, 전체론, 감각 중심주의 등 인간과 자연이 함께 공생하는 자연을 향한 생태적인 미술이 절실히 요구되는 것이다. 이에 본 연구논문은 무비판적 서구미술에 동요되지 않고, 지극히 자연적이고 동양적이기도 한 끊임없이 생명력을 창출해 내는 자연에 관심을 같게 되었으며, 환경의 중요성과 함께 생태학적 미술, 즉 생태미술에 본인의 작업을 관계시키고자 한다. 근대적 문명사에 의해 매장된 생태적 유기성의 흔적을 고고학적 탐사방법을 통하며 발굴해 내며, 환경윤리와 생태학, 심층 생태학, 북친의 '사회 생태학'을 수용하여 물질성의 생태적 복원과 함께 조형공간의 다원성에 대한 생태 미술의 일단을 규명코자 하였다.

  • We are living in Ubiquitous society now. There is also trend of integration in medical field that is largely affected by outside environment. At this time, it is necessary to rightly understand the abstract, function, expected effect and management method of Integration Medical Information System(IMIS) to use this system effectively for solving many hospital information system problems and disadvantages. It is fact that large-sized hospitals are improving the quality of service for treatment of patients through building integrated Medical Information System. So it is necessary to change this individual system that is previously developed and used for treatment assistance, hospital affair or general management respectively to integrated management system, modify patient information or treatment information data to the data suitable for new system and build the integrated medical information system suitable for the hospital service with treatment data and integrated medical information. This paper suggested and designed abstract of integrated medical information system, the organization of system, the character of system and the plan and materialization of IMIS when building integrated medical information system. And the context of this paper is suggested trend of industry and solution of integration EMR, HIS, PACS. Therefore this paper is suggested development strategy, implemented integration medical information system.

  • As a Korean national institute, KISTI has assigned and deposited DOIs to use Korean journals internationally as well as to enlarge the citation all over the world. In addition, KISTI has provided the service, Cited-by linking, which is to identify the citation among journals. In the paper, we would like to propose the way to expand the citation, finding the result of citation by using Cited-by linking based on DOIs in CrossRef for Scientific and technical journals deposited by KISTI.

  • The purpose of this study is to analyze the statistics of document delivery services(DDS) in 2007 and to suggest improved Plan at foreign journal supporting center which is established at K University library in 2006. This study is based on the monthly collected statistics of DDS from February 20 to October 31, 2007. Analysis is performed for the various aspects of DDS services and improvement plan is provided through the acquired knowledge in the process of watching daily routine.

  • This study assessed citation analysis results in light of their usefulness for national scientific and technical information (STI) policy formulation and review in Korea. using electrical and electronics engineering field as a case. After brief summary of citation analysis results was presented. current Korean STI policy was reviewed. which aims at establishing national STI sharing system by constructing many STI databases and information networks. Citation analysis results were discussed in light of their significance for Korean databases and information network construction and for use of informal networks such as E-Mail and invisible colleges. The problem of access to current information was also reviewed. Some recommendations were made to policy makers. which include creation of a centralized national STI center: development of guidelines for effective utilization of STI networks and STI; and. standardization of information processing technology and support for the automation of information centers and libraries. Based on the literature review. the best possible way of presenting recommendations to policy makers was examined. It was concluded that citation analysis could be a useful methodology for STI policy formulation and review when reliability and validity of the study is assured and the samples well represent the population of scientists and engineers. Finally recommendations for further research were offered.
