  • 본 연구에서는 항공운송산업의 발전을 위하여 항공기 운항의 기반이 되는 국내 공역관리의 실태와 문제점을 검토하고, 이의 개선방안을 도출하고져 하였다. 한국은 세계10위의 국제적 민간항공국임에도 불구하고 경쟁력의 원천인 국내여건이 매우 취약한 실정이다. 국내 공역은 약 40만$km^2$인 대구비행정보구역내에 14개소의 접근관제구역과 16개의 항공로가 있고, 민간항공의 비행을 금지하거니 제한하는 71개소의 통제공역과 47개소의 주의공역이 설정되어 있다. 이와 같이 국내 공역은 매우 협소하고 복잡하며, 국가안보의 특수 상황으로 인하여 공역운영의 효율성이 떨어지며, 항공운항의 비경제성과 비행안전요인이 상존하고 있다. 이를 개선하기 위해서는 국가공역관리체제가 실질적이며 체계적으로 확립되어야 하며, 총체적인 국가이익의 극대화를 위하여 안보목적의 군 관할 공역과 민간항공이 활용 가능한 공역의 활당이 최적화 될 수 있도록 공역구조가 재편되어야 한다. 또한 운영상 효율성을 제고하기 위하여 접근관제구역의 광역화, 항공로체제 개선, 공역설계기준의 제정, 수도권 공역 부족의 해소와 미래항행시스댐 운영에 대한 대비가 필요하다.

  • The utilization of UAV and the activities of diverse widening, now the challenge was how to operate and integrate UAV safely in the NAS. The purpose of this study is to look around the trend for interoperability of UAV in the NAS and to provide its implications and the future direction of integrated operating airspace focusing on U.S. where R&D and demand of UAV are the most in the world.

  • Our nation have several procedures and law for national airspace management, however those procedures and law not enough to manage airspace. Therefore, I have studied this paper for improving flight safety and for providing economics flight of civcil aircraft and military aircraft, also, for increasing efficiency of airspace through systematic airspace management, additionally, for improving nation defense ability and for preventation our nation damage when occuring airspace problem. Nowaday. in using airspace. two theory which freely use theory and use theory under jurisdiction is opposed by every nation in worldwide. Consequently. we can realize every nation endeavour to increase their jurisdiction airspace. However. our nation is not still prepared to cope with other nation when occuring airspace trouble. because airspace definition is not prescribed on our aviation law. Therefore. several problems which are improved in our airspace management are presented on this paper. The presented matters are as follows. First, The airspace definition is not prescribed on aviation law and responsibility limit of airspace management is ambugious. Second. problem on structure of approach control area and special airspace, Third. problem on airway system. Fourth. civil agency and military agency apply respectively different regulation in establishment of aircraft flight route, To grasp these problems, considered the airspace conception, airspace classfication. legal character of airspace. our nation airspace state and management together with other nation airspace state and management. also compared our nation airspace management with other nation airspace management. And. improvement methods to solve problems which was appeared by comparing and analysis are presented on this paper.

  • A UAV is defined as a powered, aerial vehicle that does not carry a human operator, and can fly autonomously or be piloted remotely. UAV operations have increased dramatically during the past several years in both the public and private sectors. The utilization of UAV and the activities of diverse widening, now the challenge was how to operate and integrate UAV safely in the NAS.   • 전 세계적으로 드론에 대한 관심이 급격히 커지면서 많은 국가에서 드론을 미래 전략산업의 하나로 주목하고 있으며 드론 관련 기술에 대한 연구개발과 활용을 위해 많은 노력을 하고 있다. 기술개발 투자와 규제해소를 위한 법 정비 등 국내 여건이 미비한 상황에서 군사용 무인항공기 강국인 미국은 국가공역체계 안에서 드론 법제화 정립을 진행하고 있으며, 중국 등 몇몇 국가의 기업들은 초소형 민간 드론 시장에서 강력한 경쟁력을 보이고 있다. 드론 기술의 발전과 시장이 확대되기 위해서는 공공드론의 역할이 매우 중요하다. 기술적 법적 제약이 적지 않은 환경에서 공공분야의 드론 활용은 기술 개발과 수요증대를 동시에 자극 할 수 있는 촉매제가 될 수 있기 때문이다. 본 고에서는 미래 수요 증가의 한 축으로 기대되는 드론의 공공임무 활용부문에 대한 분석과 나아갈 방향을 제시한다.

  • 휴대용 SAM은 최전방 야전부대와 병행하여 차량 또는 도보로 기동하면서 일정한 사하지점에서 운용병이 직접 휴대하여 운용되므로 진지선정이 용이하고 관심공역에서 명중률이 높아 거점 및 기동방어로, 저고도로 침투하는 항공기를 효율적으로 대처할 수 있는 우수한 방공무기로 평가받고 있다. 따라서 세계 선진국가에서는 방위예산의 삭감에도 불구하고 휴대용 SAM 개발 및 배치를 계속 추진하여 효율적인 지근거리 방공 무기체계로 적극 운용한고 있는 실정이다

The Air Space System and UVA's Regulation in Japanese Civil Aeronautics Act (일본 항공법상의 공역체계와 무인항공기 규제)

  • An amendment to Japanese Civil Aeronautics Act came into effect December 10, 2015. The Act prohibits flying drones over residential areas or areas surrounding an airport without permission from the Minister of Land, Infrastructure and Transportation. Flying drones during night time and during an event is also prohibited. The term "UAV" or "UA" means any aeroplane, rotorcraft, glider or airship which cannot accommodate any person on board and can be remotely or automatically piloted (Excluding those lighter than a certain weight (200 grams). Any person who intends to operate a UAV is required to follow the operational conditions listed below, unless approved by the Minister of Land, Infrastructure, Transport and Tourism; (i) Operation of UAVs in the daytime, (ii) Operation of UAVs within Visual Line of Sight (VLOS), (iii) Maintenance of a certain operating distance between UAVs and persons or properties on the ground/water surface, (iv) Do not operate UAVs over event sites where many people gather, (v) Do not transport hazardous materials such as explosives by UAV, (vi) Do not drop any objects from UAVs. Requirements stated in "Airspace in which Flights are Prohibited" and "Operational Limitations" are not applied to flights for search and rescue operations by public organizations in case of accidents and disasters. This paper analyzes some issues as to regulations of UAVs in Korean Aviation Safety Act by comparing the regulations of UAVs in Japanese Civil Aeronautics Act. This paper, also, offers some implications and suggestions for regulations of UAVs under Korean Aviation Safety Act.

A Proposal on the Aviation Rules of the Military UAV in the National Airspace System (국가공역체계 내에서 군용 무인항공기 비행규칙에 관한 제언)

  • Military UAV(Unmanned Aerial Vehicle) operated as a RC(Remotely Control) model level within the limit of the military special use airspace until now. However, the high and medium altitude of URA(Unmanned Reconnaissance Aircraft) which the ROKAF have been trying to import recently is at the UAV level and needs the criteria for the classified airspace flights. The required flight criteria includes operator location, mission operation limit, equipment, etc., which are the principle and standard applied based on the airspace use for UAV. Also, the general flight rules, visual flight rules, instrument flight rules are required in order to have to be applied to the actual flight. Besides, an appliance regulation needs to be arranged regarding two-way communication, ATC and communication issue, airspace and area in-flight between UAS( Unmanned Aircraft System) users. An operation of the UAV in the air significantly requires the guarantee of the aircraft's capacity, and also the standardized flight criteria. A safe and smooth use is ensured only if this criteria is applied and understood by the entire airspace users. For the purpose, a standardized military UAV flight operations criteria that is to be applied for each airspace by UAV is to be prepared through analysis of the present state, a legend UAV system, and a special character analysis.

A Study on the Legislation for the Commercial and Civil Unmanned Aircraft System Operation (국내 상업용 민간 무인항공기 운용을 위한 법제화 고찰)

  • Nowadays, major advanced countries in aviation technology are putting their effort to develop commercial and civil Unmanned Aircraft System(UAS) due to its highly promising market demand in the future. The market scale of commercial and civil UAS is expected to increase up to approximately 8.8 billon U.S. dollars by the year 2020. The usage of commercial and civil UAS covers various areas such as remote sensing, relaying communications, pollution monitoring, fire detection, aerial reconnaissance and photography, coastline monitoring, traffic monitoring and control, disaster control, search and rescue, etc. With the introduction of UAS, changes need to be made on current Air Traffic Management Systems which are focused mainly manned aircrafts to support the operation of UAS. Accordingly, the legislation for the UAS operation should be followed. Currently, ICAO's Unmanned Aircraft System Study Group(UASSG) is leading the standardization process of legislation for UAS operation internationally. However, some advanced countries such as United States, United Kingdom, Australia have adopted its own legislation. Among these countries, United States is most forth going with President Obama signing a bill to integrate UAS into U.S. national airspace by 2015. In case of Korea, legislation for the unmanned aircraft system is just in the beginning stage. There are no regulations regarding the operation of unmanned aircraft in Korea's domestic aviation law except some clauses regarding definition and permission of the unmanned aircraft flight. However, the unmanned aircrafts are currently being used in military and under development for commercial use. In addition, the Ministry of Land, Infrastructure and Transport has a ambitious plan to develop commercial and civil UAS as Korea's most competitive area in aircraft production and export. Thus, Korea is in need of the legislation for the UAS operation domestically. In this regards, I personally think that Korea's domestic legislation for UAS operation will be enacted focusing on following 12 areas : (1)use of airspace, (2)licenses of personnel, (3)certification of airworthiness, (4)definition, (5)classification, (6)equipments and documents, (7)communication, (8)rules of air, (9)training, (10)security, (11)insurance, (12)others. Im parallel with enacting domestic legislation, korea should contribute to the development of international standards for UAS operation by actively participating ICAO's UASSG.
