The Significance of Registration Convention and its Future Challenges in Space Law (등록협약의 우주법상 의의와 미래과제에 관한 연구)

  • The adoption and entering into force of the Registration Convention was another achievement in expanding and strengthening the corpus iuris spatialis. It was the fourth treaty negotiated by the member states of the UNCOPUOS and it elaborates further Articles 5 and 8 of the Outer Space Treaty(OST). The Registration Convention also complements and strengthens the Article 11 of the OST, which stipulates an obligation of state parties to inform the UN Secretary-General of the nature, conduct, locations, and results of their space activities in order to promote international cooperation. The prevailing purposes of the Registration Convention is the clarification of "jurisdiction and control" as a comprehensive concept mentioned in Article 5 8 of the OST. In addition to its overriding objective, the Registration Convention also contributes to the promotion and the exploration and use of outer space for peaceful purposes. Establishing and maintaining a public register reduces the possibility of the existence of unidentified space objects and thereby lowers the risk such as, for example, putting the weapons of mass destruction secretly into orbit. And furthermore it could serve for a better space traffic management. The Registration Convention is a treaty established to implement Article 5 of OST for the rescue and return of astronaut in more detail. In this respect, if OST is a general law, the Registration Convention would be said to be in a special law. If two laws conflict the principle of lex specialis will be applied. Countries that have not joined the Registration Convention will have to follow the rules concerning the registration of paragraph 7 of the Declaration by the United Nations General Assembly resolution 1721 (X V I) in 1961. UN Resolution 1721 (XVI) is essentially non-binding, but appears to have evolved into the norm of customary international law requiring all States launching space objects into orbit or beyond to promptly provide information about their launchings for registration to the United Nations. However, the nature and scope of the information to be supplied is left to the discretion of the notifying State. The Registration Convention is a treaty created for compulsory registration of space objects by nations, but in reality it is a treaty that does not deviate from existing practice because it is based on voluntary registration. With the situation of dealing with new problems due to the commercialization and privatization of the space market, issues related to the definition of a 'space object', including matter of the registry state of new state that purchased space objects and space debris matter caused by the suspension of space objects launched by the registry state should be considered as matters when amendments, additional protocols or new Registration Convention are established. Also the question of registration of a flight vehicle in the commercial space market using a space vehicle traveling in a sub-orbital in a short time should be considered.

  • Micro dust is closely related to real life. Especially, the micro dust forecasting system is being implemented from February 2014. Reliability of data through air pollution monitoring network is important. The Ministry of Environment operates 506 air pollution monitoring networks (11 types) to analyze national air quality and establish air policies. However, there is not enough system to confirm and check the site suitability of the measurement site. Therefore, this study analyzes urban space using GIS. Assess the appropriateness and equity of air pollution measurement facilities. The final goal is to reflect the results of the analysis into the Seoul Metropolitan Air Pollution Monitoring Network Installation Plan.

A study on the Price Policy of the National Base Map (국가기본도의 가격정책에 관한 연구)

  • It is impossible to call in the cost of map-production from the supply cost because the map produced in NGI is the public property. The aims of this research are to calculate a map manufacture cost and to assess the reasonable map prices with considering public property of map. For these aims, We have calculated the cost according to the scale and the form of paper and digital map, have determined the map supply cost, and have analyzed the situation of map supply and the map circulation market. We propose two alternatives. Firstly, supply price of map is reached the goal price after 6-years(raising ratio 30%) and Secondly, supply price of map is reached the goal price after 3-years(raising ratio 50%) because map supply price raising ratio is very much if research results are reflected after 1-year.

  • Roads have been developed throughout the history of mankind, and play a significant role among many traffic facilities for the economy, politics and cultures of our lives. However, the management of roads has not been fully scientific or systematic due to governmental policies focused on construction resulting in damages, and the loss of drawings for existing roads. In this case, it is difficult to manage roads using normal cadastre due to its time consuming work. And, when applying satellite surveying to rapidly extract the centerline of roads, it is impossible to obtain data about the status of internal tunnels. Therefore, this study can be used to extract optimum alignment data of tunnels using the data from satellite surveying, and is a practical paper which can contribute to efficient management and usage of alignment data and road facilities in establishing a HMS(Highway Management System) for the renewal and management of the alignment data of roads, by comparing the data from satellites with the alignment data in existing drawings.

  • This study is to develop the direction of the development of the next-generation mapping of marine information required to develop a base of the utilization localization of maritime production tools. The GIS data-processing products and technologies currently used in the Korea's marine sector depend on external applications which is renewal costs, technical updates, and unreflected characteristics. Meanwhile, the S-100 standard, the next generation hydrographic data model that complements S-57's problems in marine GIS data processing, was adopted as a new marine data standard. This study aims to present the current status and problems of marine GIS technology in Korea and to suggest the development direction of GIS software based on the next generation hydrogrphic data model S-100 standard of IHO(International Hydrographic Organization). S-100-based marine GIS localization technology development and industrial ecosystem development research is expected to scientific decision-making on policy issues that occur with other countries such as marine territory management and development and use of marine resources.

  • This study aimed to establish the 2nd Comprehensive Library Development Plan (2024~2028) for Chungnam Library as a metropolitan representative library to enhance the quality of life for the province's residents through library service development and provide comprehensive and systematic support for public libraries in the province. To achieve this, a diagnosis and analysis of libraries in Chungcheongnam-do, an analysis of the policy environment in Chungcheongnam-do, and a future policy environment outlook for libraries were conducted. Ultimately, the study proposed the mission, vision, goals, implementation strategies, and action plans for the 2nd Comprehensive Library Development Plan for Chungcheongnam-do. Firstly, the mission was proposed as "Leading the future 'knowledge and cultural values' by embracing the people of Chungcheongnam-do." Secondly, the vision was suggested as "An inclusive space that leads the knowledge and culture of the future." The goals include: 1) Creating an inclusive library environment accessible to everyone, 2) Providing library services that embrace the community, 3) Operating the library to realize knowledge and cultural values, 4) Developing library infrastructure to lead the future, and 5) Strengthening community exchange and cooperation networks.

  • The appreciation of cultural properties related with what the aspects of society was is mandatory to understand our culture correctly. To make over all cultural properties to our descendants without breakage or damage is our natural duty and national obligation. On the contrary, inhabitants in the preserved area should be restricted and controlled by the cultural property law. The conflict between the inhabitants in the preserved area and the government raises economical problems and damages all the time. Especially it is time to discuss to mediate between them and solve the problems. This feasible study is a proposal to settle them up through renovating abolished school in the preserve area to the museum and a case to preserve the cultual properties as well as habitant's assets in that area.

  • 국내에서 자연재난의 대부분을 차지하는 홍수는 매년 반복되어 인명과 재산상의 막대한 손실을 유발하고 있다. 이러한 피해 중 인적피해를 최소화하기 위한 방재계획 및 정책수립이 우선되어야 하지만 적용성 측면에서 미진한 부분이 있는 것이 현실이다. 본 연구는 인적피해 평가를 지원하기 위해 피해실적에 근거한 경험적 인적피해 평가기법을 개발하였다. 또한, 해당기법의 적용성을 평가하기 위해 2017년 청주시 호우피해를 기준으로 적용성 검증을 실시하였다. 인적피해의 경우 인명과 이재민 피해를 동시에 고려하였으며, 인적피해를 위해 기본적으로 노출위험인구와 인적피해 발생확률을 기반으로 하였다. 노출위험인구의 경우 침수구역도와 집계구를 기준으로 계층화된 인구 인벤토리를 이용한 GIS 공간분석 결과로부터 결정된다. 그리고 인적피해 발생확률은 행정안전부의 국가재난관리시스템 내 피해이력, 재해연보 및 한국국토정보공사에서 제공받은 침수흔 적도를 토대로 침수등급과 인구계층을 구분하여 제시하였다. 본 연구를 통해 제시된 보다 효율적이고 정밀한 인적피해 평가 방법이 위험지구 결정, 자연재난 리스크 모델링, 방재사업 대안결정, 예산배분 등의 실무와 학술적 접근에 있어 활발히 활용되길 기대한다.

격자별 선박 점유율을 고려한 해상교통량 분석 및 예측 모델 개발

  • 육상, 철도, 항공 등 타 교통분야에서 지속적으로 사고와 인명피해가 줄어든 반면, 해양분야는 해양사고가 증가하며 실효적 해양교통안전관리에 대한 필요성이 대두되고 있다. 최근 3년간 국내 해상에서 발생한 충돌사고 중 어선을 포함한 충돌사고가 전체의 약 84%를 차지하며, 해상교통의 주요 변수인 어선을 포함한 국가의 해상교통량 파악은 반드시 필요한 실정이다. 본 연구에서는 현 정부 국정과제인 '디지털 해상 교통망 구축'과 더불어 해양교통안전관리체계 마련의 일환으로 국내 전체 선박위치발신장치(AIS, V-PASS) 데이터를 활용하여 해상교통량을 분석하고 예측 모델을 개발한다. 이를 위해 선박 밀집도를 통한 그리드별 공간가산분석과 항적 데이터 전처리 및 선형화, 선박 길이에 따른 점용면적 산정을 통한 단위 그리드별 해상교통량을 분석한다. 또한, 과거 교통량 데이터는 딥러닝 기반의 시계열 특성을 지닌 RNN과 LSTM 모델을 활용하여 교통량 예측 모형을 개발한다. 본 연구의 결과는 해상교통량과 해양사고의 연관성 분석 및 속력제한구역 등 해상정책 수립의 정량적 근거를 제공하며, 국민에게 해상교통정보 제공을 통해 교통복지 증진에 기여할 수 있다.

  • A balanced regional development has a great meaning of economics in the fact that the People could enjoy the equal level of lift everywhere in the country by reducing the income disparity and economic productivity between regions, however as the our country was given Preponderance of economical power and development to the metropolitan area centering around Seoul due to a factor of politics, social structure as well as a national economic policy centering around a rapid economic growth, the unbalanced regional growth gave rise to great hindrance to a national development. Especially, the unbalanced 9rowth between regions gave rise to a sense of alienation to a citizen in a special region as well as a distortion of an effective resources distribution. therefore it was deepen a social discord to hinder the unity of the people due to always coming to involve social ,political affairs. The major contents of this study is to clarify relations between the economic growth and the balanced regional development to form a concept of a national development, and this thesis made disparities in population and convenient facilities between regions through change of convenient facilities of life, economic growth, and population between regions an analytic object to concrete the studies. Also, this thesis made a whole countw land an analytic object of spatial sphere. and it made a unit of ten years when the five-year economic development plan was achieved from the year 1962 to 2001 an otject of the time range of studies.
