  • We analyzed both current local policies and in-depth survey data to find out a way to provide job opportunity and income source to local young people in so-called job guarantee system. The young generation in current Korean society has been experiencing both growth without employment and severe economic inequality at the same time, though they should have taken part actively in social development. Their rights for work and survival have also been threatened and losing hope for the future is an widespread symptom in this generation. Kwangju metropolitan city(KMC) has been supporting certain amount of case income and job experience to young people in Kwangju through a local government policy called Kwangju Young Generation Job Experience Dream Service. In spite of high level of satisfaction from the participants, limitations such as below average job performance level of participants and a barrier in the transition to regular position still remain. This study hopes that a case of Kwangju gives pragmatic insights for a realizable path to expanding universal welfare through assuring job opportunity to the young generation in local area.

  • This study identified predictors of intention to work among people with disabilities who maintain economic inactivity for two successive years by analyzing a total of 2,255 Participants in the 2014 data of the Panel Survey of Employment for the Disabled (PSED) with through $X^2$, t test, logistic regression. To explore factors affecting intention to work among people with disabilities who maintain economic inactivity, this study hypothesized the effectiveness of variables of demographic, disability, human resources, psycho-social factors based on previous studies. The analysis showed that male, spouse-being, low income status out of demographic variables were related to high probability of having intention to work among people with disabilities who maintain economic inactivity. In case of disability variables, experiencing disability-related discrimination significantly predicted the probability of having intention to work. However, the relationship between disability-related discrimination experiences and high intention to work needs to be viewed as correlated rather than cause-and-effect.In addition, literacy related to computer use/English proficiency/interpersonal and adaptation skills(human resources), experiences of vocational rehabilitation services (human resources), self-esteem (psycho-social) significantly predicted the probability of having intention to work among people with disabilities who maintained economic inactivity. Based on these results, support services for females with disabilities, effective rehabilitation programs of improving literacy related to computer use/English proficiency/interpersonal and adaptation skills and self-esteem, general expansion of vocational rehabilitation services for people with disabilities are suggested.

  • In knowledge-based economy where the human capital has an strong compatibilities, the life cycle of technologies and skills get shorter, and the mobility of labor get greater, the role of the signal system of qualifications have greater importance. This article used the KLIPS(Korean Labor Institute Panel Study) data, and analysed the factors of the acquisition of qualifications and the employment and wage effects of the acquisition of qualifications by fixed effects logit model and random effects model. The lower school stratification acquired the more qualifications, and in the case of men the unemployed one acquired the more qualifications. The employment effects of the acquisition of qualifications are significant at first year and second year in women, but the men's of the employment effects of acquisition of qualifications are not significant. The wage effects of the acquisition of qualifications are not significant. The results of the regression suggest that in Korea the signal system of qualifications do not working, and that the qualifications in Korea need to reform.

  • This study investigates the status of English scores in the Korean labor market. We provide an empirical explanation of how English scores affect labor performances in Korea. Specifically, we focus on the effects of TOEIC scores on college graduates' job opportunity and wage premium. Our empirical tests for TOEIC scores are implemented in three dimensions: (1) Screening effects (2) Signaling effects (3) Wage effects. The results are as follows. First, we find the positive correlation between TOEIC scores and job opportunities, which implies that TOEIC scores play an important role in employee selection process. Second, our tests give the same results when it comes to job seeker's use of TOEIC scores as signaling instrument. That is, high TOEIC scores have positive signaling effects in the labor market. However, there also exists disadvantage effect of low TOEIC scores, in that job applicants with TOEIC scores below certain level are even more disadvantageous than those with no TOEIC scores. Finally, wage premium of TOEIC scores are found, even when other variables (e.g. GPA) are controlled or we use the instrumental variable estimate.

  • A survey was conducted and analyzed for strengthening the employment competitiveness of engineering students. Questionnaires were conducted to students and graduates majoring in mechanical, civil engineering and computer science as well as to small and medium sized industries. It includes the level of satisfaction and requirement to recognize the situation of the students in metropolitan Seoul area. Survey results indicate that for undergraduates and graduates, knowledge of their own majors is most important. However, for industry, the most important factor is the ability of analysis and application, and their personalities. With the results of this survey, it is expected that these discrepancies between industries and students are reduced and the competitiveness of students is strengthened.

  • This study attempts to analyze the structure of the knowledge and duties of the vocational counseling service industry by using the text mining method and network analysis, which are methods of big data analysis. The subjects of the survey were vocational counseling, job placement and career change support, three fields in the unit elements of competence included in the National Competency Standards (NCS) which areproposed by the government. Although the analysis results of frequently used words showed that all three fields had independent duties, many were overlapping, such as counseling, examination, employment support, etc. for clients, job seekers, and others. The knowledge required by the employees of this field includes many new fields, such as start-up development, lifelong career consulting, job adaptation and culture conflict, besides the five subjects of vocational psychology, vocational counseling, labor market, job information, and law, which are included in the vocational counselor certification examination. Also, we suggested that the consultants adhere to emotional approaches, such as empathy, acceptance and attentiveness, and take a neutral stance. This study isvaluable in that it is the first attempt to objectively analyze the duties of the vocational counseling service field by big data analysis. In addition, it is also meaningful that we first confirmed the difference between the direction of government policy and the actual practice in the field.

Self-leadership is the ability to control and lead oneself to achieve goals. CLOC is that attribute own's success of failure to own's effort and ability internally or luck or environment externally. Both have been known to strongly affect variables associated with career planning. We also explored SL and CLOC based on the variable related subjects' characteristics. Method: After receiving informed consent, 58 subjects were collected from University in D metropolitan area in Korea from March to June 2016. CPP was provided to college students who agreed to join this study, which consisted of a 15 week career development program. During the program, recruitment information was provided as well as encouragement and motivation. The program also focused on self-exploring and self-initiating experiences by themselves. Data were collected before and post CPP and were analyzed using SPSS 21.0. Result: self-leadership increased from $3.02{\pm}0.36$ points to $3.23{\pm}0.35$ points after CPP (t=-4.45, p=0.00). There were significant differences in self-leadership and in internal attribution (t=-3.26, p=0.00). The CPP based on the understanding of oneself was effective to cultivate university students' self-leadership. Moreover, the CPP increased internal attribution of the college students significantly from $2.96{\pm}0.35$ points to $3.15{\pm}0.32$ points (t=-3.26, p=0.00). CPP was also found to effectively influence the internal locus of control. Although external attribution was reduced from $2.19{\pm}0.31$ to $2.13{\pm}0.35$, this different was not significant (t=1.68, p=0.09). Conclusion: The results of this study suggest that the CPP based on understanding of oneself should be actively applied in career education.
