Development of Visual Inspection System for Culvert in Levee Using Checklists and Smart Phone (육안점검표 및 스마트폰을 이용한 하천제방 배수통문 육안점검시스템 개발)

  • Culverts are structures constructed across river levees. Since river levees are to be constructed continuously, constructions of culvert are known to reduce the stability of river levees. In order to establish an effective inspection system of culverts, a visual inspection system using checklists and smart phone was recommended in this paper. It was determined that the recommended visual inspection checklist is applicable in establishing the investment priority based on the culvert's repair plan establishment, repair and precision safety inspection.

  • After the collapse of the Seongsu Bridge in 1994, the 「Special Act on the Safety Control and Maintenance of Establishments」 was enacted in Korea, and many efforts have been made in the field of safety inspection and maintenance of facilities. Among these facilities, a total of 33,165 bridges, which account for the largest share next to buildings, are currently in use, and 28,150 bridges of type 2 and 3 account for about 85% of the total. However, compared to the relatively more important type 1 bridges, type 2 and 3 bridges, which occupy most of the bridges, have insufficient maintenance status regarding inspection and diagnosis. This reason appears in the subjective judgment and records of the inspection performer when performing inspection and diagnosis of bridges, and in the inspection and diagnosis report form that has not been systematically established. Therefore, in this study, we intend to derive an improvement (draft) of the inspection and diagnosis report that can be systematically and continuously utilized by correcting and supplementing the problems of the existing inspection and diagnosis report.

  • According to "Special law for the safety management of facilities", facilities of group 1 and 2 which are larger than a specified size should be examined periodically by experts. In addition, the other ones not belonging to the group 1 and 2 should be also managed in accordance with "Basic law for the management of disaster and safety" by the facility managers. However, there are many cases that these regulations are not kept in the field of safety management because most of safety management work has been done manually without a formal procedure. The purpose of this research is to develop an facility safety management system based on the National Geographic Information System(NGIS) which can integrates and manages the facility safety management information. The final system integrates the information which is related to several laws and distributed among several organizations.

Problems of Insufficient Detailed Inspection and Precision Safety Diagnosis and the Improving Direction for the Evaluation System (부실 정밀점검 및 정밀안전진단의 문제점과 평가제도의 개선방향)

  • As importance of the field of maintenance and management come to the fore because of collapses of the Seongsu bridge and the Sampoong department store, "Special Act for the Safety Control of Public Structures" was established in 1995 and the major maintenance and management system began taking effect "Detailed inspection and Precision safety diagnosis". However, a technical standard of "Detailed inspection and Precision safety diagnosis" was low because its history was not long, and also the results of research were not enough so anxiety for "Insufficient Detailed inspection and Precision safety diagnosis" was continuously left. While its evaluation system introduced in 2002, the ratio of "Insufficient Detailed inspection and Precision safety diagnosis" has been getting lower. However, according to the evaluation result after carrying out "Detailed inspection and Precision safety diagnosis" recently, it seems difficult to become lower for the ratio of "Insufficient Detailed inspection and Precision safety diagnosis" in future. Therefore, it is considered of questionary survey of the concerned organization and the mechanism side in connection with "Insufficient Detailed inspection and Precision safety diagnosis". So it is arranged the fundamental problems caused by an "Insufficient Detailed inspection and Precision safety diagnosis" that is to show the improving direction of the existing evaluation system in a based on this.

  • Function and performance degradation in tunnel structure can cause road's function loss, proactive maintenance is needed to prevent the initial damage from progressing to intensified damage. Inspection and diagnosis are implemented in accordance with regulations, but it does not fully reflect maintenance processes such as inspection and diagnosis, planning rehabilitation and carrying out. It was carried out for 5,540 cases inspection and diagnosis result in 1,728 tunnels was analyzed to suggest rational maintenance plan in this study.

  • 최근 우리나라의 건설 분야에서는 생애주기비용(Life Cycle Cost;이하 LCC)/가치공학(Value Engineering; 이하 VE)을 적용한 구조물 설계가 실시되고 있다. 이는, 건설교통부에서 공공건설사업의 효율성을 제고하기 위하여 실시하고 있으며, 대통령령에 따라 "건설기술관리법시행령"을 제정하여 공공사업분 수행 절차와 기준을 법제화 하였으며 이후 시행령 38조 13의 "설계의 경제성등 검토" 실시를 의무화하는 시행지침을 작성하여 수행하고 있다. 이러한, LCC/VE의 검토에서 보수 보강 공사비 산정은 유지보수공사 프로파일링을 통한 보수 보강 시기를 산정(건설교통부, 2003)하여 교량 구성요소별 보수 교체 주기를 산정(건설교통부, 2001)에서 제시한 기간을 적용하여 LCC/VE를 평가하고 있다. 하지만, 이러한 보수 보강 공사비의 적용은 일괄적인 적용이며, 예전 국내의 교량 건설기술이 현재와 같이 발전된 상태에서의 현황이 아니므로 본 연구에서는 현재 고속국도에 완공되어 운용중인 교량 구조물을 시설물의 안전관리에 관한 특별법 시행령(2008)에 따른 "시설물의 안전점검 및 정밀안전진단 지침"에 의한 교량의 초기점검, 정밀점검 및 정밀안전진단 자료를 조사 분석하여 보수 보강 공사비 곡선을 추정하려 한다.

  • OHSAS 18001(Occupational Health and Safety Assessment Series 18001)은 안전보건 경영 시스템으로서 기업이 자율적으로 산업재해를 예방하기 위하여 안전보건 체제를 구축하고, 주기적으로 유해위험 정도를 자체 평가하여 그에 따라 설비 및 작업환경을 개선토록 함으로써 산업재해를 체계적으로 예방 관리하도록 요구하는 표준이다. 표준의 구성은 ISO 14001 환경시스템과 그 골격이 거의 같은데 크게 4.1 일반적인 요구사항, 4.2 안전보건방침, 4.3 계획, 4.4 실행 및 운영, 4.5 점검 및 시정조치, 4.6 경영자 검토로 구성되어 있으며 전체적인 구조로 보면 지속적 개선을 이루기 위한 PDCA개념, 계획, 실행, 점검, 조치의 Cycle을 이루고 있다.(중략)

Probabilistic Finite Element Analysis of Plane Frame (평면 FRAME 구조물의 확률유한요소 해석)

  • In order to take account of the statistical properties of random variables used in the structural analysis, the conventional approach usually adopts the safety factor based on past experiences for the qualitative assessment of structural safety problem. Recently, new approach based on the probabilistic concept has been applied to the assessment of structural safety in order to circumvent the difficulties of the conventional approach in choosing the appropriate safety factor. Thus, computer program called "Probabilistic finite element method" is developed by incorporating the probabilistic concept into the conventional matrix method in order to investigate the effects of the random variables on the final output of the structural analysis. From the comparison of some examples, it can be concluded that the PFEM developed in this study deals consistently with the uncertainty of random variables and provides the rational tool for the assessment of structural safety of plane frame.
