Safety Evaluation Method for Ground Ammunition and Explosive Storage Facilities due to Underground Tunnel Blast (지하시설 굴착공사에 따른 탄약저장시설 안전성 평가방법 연구)

  • Recently, expansion of urban and social infrastructures is planned to go through the transfer of military facilities or crossing the infrastructures via underground tunnels. However, when crossing facilities such as ammunition and explosive storages, a high level of safety assessment is required to prevent an accidental explosion of ground ammunition. In this study, a case study was conducted to evaluate the effect of blasting for the construction of tunnel on the ground ammunition facilities. The design section of Sinansan train operated by the Korea Railroad Authority with agreement of the Ministry of National Defense was selected. For the purpose of this study, the vibration velocity due to explosion was predicted by using GTS-NX, a numerical analysis program. Through literature review, it was confirmed that the vibration velocity of 0.2cm/sec can be a safety evaluation standard. These safety evaluation indicators and procedures used in this study can be utilized as an index of safety evaluation in the planning of social infrastructures that cross the ammunition facilities in the future.

  • 하천의 제방은 홍수 시, 유수를 원활하게 소통시키고, 제내지를 보호하기 위해 하천을 따라 축조한 시설이다. 이러한 제방의 설계에는 제방의 재료에 대한 기준뿐만 아니라 수리/수문학적 요소, 지반공학적 요소, 구조적 요소들이 요구된다. 본 연구에서는 제방의 설계 요소 가운데 수리/수문학적 요소의 하나인 월류에 대한 기준을 검토하였다. 우리나라는 제방의 설계 시, 월류에 대한 안전성 확보를 위해 여유고를 설정하고 있는데, 여유고의 기준은 계획홍수량의 규모에 따라 결정되어 있다. 반면에 미국은 제방 월류에 대한 안전성 평가 지표로서 여유고와 위험도 개념의 조건부 비 초과 확률(conditional nonexceedance probability; CNP)을 사용하고 있다. 조건부 비 초과 확률이란, 주어진 홍수의 정도 아래에서 목표 수위(target stage)가 초과되지 않을 확률이다. 본 연구에서는 국내에서 기 수립된 실제 하천의 제방고와 조건부 비 초과 확률, 여유고가 고려된 미국의 기준을 적용하여 도출된 제방 소요 높이에 근거하여 국내 기준의 적절성을 검토하였다.

Analysis of RSET According to Exit Installation Standards for the Exterior of a Food Manufacturing Plant Building (식품공장 건축물 바깥쪽으로의 출구 설치기준에 따른 RSET 분석)

  • In this study, we investigated whether the evacuation time according to the exit installation standards specified in the building code during a food factory fire is compatible with the evacuation time based on the performance-based design specified by the fire department, in order to determine if evacuation safety is ensured. We used the Pathfinder program to confirm the evacuation time, and experimented with three scenarios for exit installation standards towards the outside of the building: 60m, 80m, and 100m. The target building in the experiment corresponded to the building code's exit installation standard of 100m from each dwelling. The experimental results showed tt in the cases of 80m and 100m, ASET exceeded RSET, indicating tt evacuation safety was not ensured, while in the case of 60m, evacuation safety was maintained. Through this study, it was confirmed tt even when the exit installation standards towards the outside of the building are met, evacuation safety may not be guaranteed.

  • It has been recognized that safety management is activated during the construction phase to prevent accidents and fatalities of workers. However, It is revealed that about 15% of fatal death accidents is caused by the lack of management of planning and design phases. There is a crucial need of assessing safety risk during building design phase. This paper is aimed to develop a safety risk assessment checklist that can be used during building design phase, utilizing the concept of Design for Safety. In doing so, a broad literature survey on safety management of building Process, various safety risk assessment toolboxes being utilized in the HSE and the BAA of UK. The proposed checklist contains the followings: 1) classification structure for safety design on space, element, and trade work 2) hazard risk factor, probability and degree of intensity of accident occurrence, and 3) safety assessment criteria. It is expected that the checklist would be an effective tool of preventing and minimizing fatal accidents of building construction projects.

Safety Evaluation of Void Plywood Slab System with form Work Panel (거푸집 패널이 부착된 중공슬래브의 안전성 평가)

  • In this study, Full-scale hollow slab Mock-up with VPS(Void Plywood Slab System) was produced. Through Mock-up, the safety of the flat plate hollow slab against short-term sagging and long-term sagging is to be evaluated. The hollow rate of the mock-up specimen to which the hollow core slab was applied was designed to be 24%. When loading through concrete blocks, the most central part of the slab was deflection 8.88mm when loading. However, it shows a safe value compared to the reference value (ln/240=17.93mm) for short-term deflection. As a result of 3 months of measurement of the mock-up experiment, the deflection at the center of the slab increased by 6.792mm from the initial deflection. In addition, it was found that the reference value by the load used suggested by KBC2016 was satisfied.

  • The aluminum handrails used for promoting structural strength and weight reduction of the topside in an offshore platform are designed according to international standards (ISO, NORSOK, and Austria Standard), and consider the most conservative load combinations. Existing aluminum handrails are bolted to a socket when installed on the topside of a platform, and the amount of deflection of the handrail is largely influenced by the socket design. However, the importance of socket design has been overlooked, and furthermore, separate evaluation procedures or guidance for socket design are ambiguous. Therefore, a series analysis was performed for estimating the structural strength of aluminum handrails to obtain the governing parameters that minimize their deflection against loads. Experimental verification was performed to validate the structural safety of the new model, and we confirmed that all were satisfied within allowable deflection according to international standards. The developed model could be used in several areas in the future as it is lighter and more productive compared to existing models from overseas makers.

A Systematic Approach to Decide Maximum Berthing Ship Size Coupled with Berth Design Criteria - A Case of Port of Ulsan - (부두 설계기준을 고려한 접안가능 최대선형의 결정에 관한 연구 - 울산항을 중심으로 -)

  • "Summer Deadweight Tonnage(SDWT)" is used as the criteria of the berthing capacity when establishing port entry limits under current guideline. The important factors affecting to the maximum ship size of possible berthing are mass, length and breath of the ship rather than deadweight. Therefore this guideline should be modified to ensure safety and efficient operation of berth. This study aimed to propose a rational guideline to adjust the berthing capacity. In order to decide proper berthing capacity, three berths of Port of Ulsan were selected and systematic evaluations for the safety of passage transit, berthing maneuvers, ship motions at berth and stabilities of structures were conducted. Small changes of ship size had little effect on those characteristics and little significant differences were found according to the increase of ship size at the same displacement. The evaluation results of the increasement of 50% of berthing capacity at 20,000 DWT, 25% at 40,000 DWT and 13% at 150,000 DWT were within the design criteria in which the berths were built. Therefore, if the channel width, diameter of turning circle, berth length and mooring arrangements are satisfied with the criteria, the current berth limitations should be adjusted by the displacement. as substitute for the deadweight.

Seismic Safety Assessment of Containment Building (격납건물의 내진안전성 평가)

  • In this study, the seismic safety of containment building is assessed using response surface method. The structural analyses considering random variables such as load, resistance and analysis by ABAQUS are performed to obtain the structural response. The structural response is represented by polynomial of random variables, and the reliability analysis is performed by Level II method. Drucker-Prager failure criterion is applied as limit state function to take bi-axial stress states into account in the concrete. The lifetime probability of failure is evaluated by considering the lifetime of containment building, the annual occurrence rate of earthquake and the conditional probability of failure. Also the sensitivity analysis on the selection of sampling points is performed to obtain the steady results from response surface method.

  • The objective procedure and criterion needs to efficiently perform the safety assessment and improve reliability for results of the cost analysis. There are many studies about cost analysis of safety assessment, but the these studies have problems such as non-quantification of criterions and methods. The purpose of this study to suggest the procedure and criterion for successful cost analysis and quantify cost factors. First, in the cost analysis of the housing reconstruction that is presented this study, determinate the life-cycle and the discount rate, then estimate reconstruction cost and remodeling cost. Finally, compare the annual equivalent LCC of two costs for decision malting to reconstruction or remodeling.

A Study on Seismic Performance Evaluation of Road Tunnel according to Seismic Analysis Conditions (내진해석 조건에 따른 도로터널 내진성능평가에 관한 연구)

  • When constructing a tunnel on a stable ground, stress is changed in the ground during excavation stage and installation of ground support materials. In the standards for safety evaluation of structures in use, it is suggested to perform numerical analysis reflecting the excavation stage. But method of seismic performance evaluation was not presented. Therefore, in this study, numerical analysis was performed with different analysis methods, and the results were compared and analyzed. As a result of the numerical analysis, seismic wave applied in the horizontal direction were no difference depending on the analysis methods. However, there was a big difference in the result according to the evaluation methods of tunnel member forces. When reviewing with the strength design method, the structure performance could be not satisfied depending on the existence or nonexistence of reinforcing bars. Based on these research results, it is suggested that the interpretation method should be clearly presented and reflected in the relevant standards.
