서울시 강남구청은 지난12월 대치동에 세워질 구민회관 및 구의회청사신축 현상공모를실시하여 명종합건축(대표:김명화)안을 당선작으로 선정하여 발표하였다. 총27점의 작품이 응모된 이번 현상공모에는 당선작외에 예종합건축(대표:김상경)안이 우수작으로 선정되었으며, 건원국제종합건축(대표:이대형)안이 가작으로 선정되었다. 당선작으로 선정된 명종합건축(안)은 서측의 35m도로를 주 진입로로 하고 부지 앞쪽에 개방된 오픈 스페이스를 구성하여 출입을 자연스럽게 접근토록 하였으며, 주민들의 문화활동과 교육,복지를 위한 구민회관을 저층부에 두고 고층부에는 구의회를 위치토록 분리계획하여 동선과 기능의 명확성이 우수한 평가를 받았다. 본지에서는 당선작과 우수작 및 가작을 게재코자 한다.

서울시 동작구에서는 동작구 지역 이미지에 부합하며, 지역문화의 수준을 향상시키고, 지역주민의 안녕을 위한 복지시설을 건립하기 위한 구민회관 및 보건소 청사 현상설계경기를 실시하여 총 8개 작품이 응모한 결과 주수일건축+소람ㆍ두가건축안을 당선작으로 선정, 지난 6월 23일 발표하였다. 이번 설계경기의 우수작은 범일건축(이수형)안이, 가작으로는 공간인식건축(양상준)안이 각각 선정됐다.

The physical environment is one of several service characteristics that are important contributors to service quality. As far as public service buildings, public community facilities serve as arenas for education, social interaction, leisure, and health activities for community districts. The purpose of this study was to investigate the physical state of public community facilities and use of public community facilities in Seoul and Suwon and to identify expectations of users toward the physical environment and service aspects. Site visits to four public community facilities were conducted and surveys were distributed for this study, with one hundred ninety two questionnaires analyzed. Results suggest that in order to provide more equal benefits and service to the public, cities should provide several smaller instead of one large complex community facility. Additionally, facility users indicated large gaps between their expectations and the current state of facilities due to lack of storage, noise and difficulty of use. In general, physical characteristics should be improved rather than employee's attitudes and service behaviors, resulting in greater service quality.

The importance of the community centers has been increased throughout the decade. With the interest on the centers, the quality of the architectural design of the centers have been much improved. But the importance of the interior design and color' design of the centers have been ignored. It is quite sure that the quality of the interior design impact on the satisfaction degree of the users. And color is the important element which can control the quality of the interior design economically. This study surveyed the three community centers in Seoul to investigate the status of the color usages. And to consider the user's need, and preference in color design, this study performs the questionnaire about the color image and color pallette preference of the users and interior design professionals. Mainly highly bright and low chromatic YR colors were used, giving rigid and monotonous atmosphere. The most preferred color image were warm, bright and secondly friendly, simple, soft, open. And the preference for pallette were various but we can find the difference of color preference and color combination type according to the user's group. As a result, This study proposes the basic guidelines for color design, such as ideal color Image and color and color combination type and color pallette. This proposals can be applied as a basic guideline for color design of the community centers.

In general, physical characteristics should be more improved than employee's attitude and service behavior, which result in service quality.

서울시에는 25개 구역의 구청이 있으며, 구청에는 최소 1곳에서 최대 4~5곳으로 소중대규모의 다양한 공연장을 운영하고 있다. 공연장의 용도는 연극이나 뮤지컬의 일반적인 공연에서 학예회, 발표장 등 다양한 용도로 사용되고 있다. 이 점을 착안하여 다양하게 사용되기에 용이한 LED등기구를 기존 할로겐 등기구로 대체 하였을 때 에너지 절감 부분에 대한 측면에서 어떤 이점이 있는 지를 알아보고, 실제 구민회관의 공연장을 대상으로 에너지 절감에 대한 수치로 적용하기로 한다. 기존 할로겐 등기구에서 LED등기구로 교체하였을 경우 약80%가량의 전력량 절감이 나타나며, LED자체의 소자 칩으로 다양한 기능적 특성을 가지는 장점을 지녀, 앞으로 할로겐 등기구를 대체하기에 용이한 LED 등기구라고 할 수 있을 것이다.

LCC (Life-Cycle Cost) analysis is a practical method and a guideline for evalua-ting the economic performance of building service systems. By using the LCC analysis, the most cost-effective design decision can be made, which has the lowest LCC during the project study period among the various design alternatives. The present case shows an example of appro-priate use of the LCC analysis, by demonstrating the procedures of decision making among at-tarnative building HVAC systems at community center and congress hall of a local government.
