  • 최근 연안 활동자의 사고율이 높아짐에 따라 구명조끼의 의무 착용에 대한 논의가 되고 있다. 이에, 본 연구에서는 국내외 구명조끼 착용 배경 및 동향을 살펴보고 현재 생산되고 있는 구명조끼의 종류 및 부력시험에 대해 분석하였다. 구명조끼 착용 여부에 따른 생존율과 해외에서의 사례인 영국 등을 조사하였다. 이를 바탕으로 구명조끼의 착용의 의무화가 연안 해역 활동자의 안전를 제고하는데 역할을 할 수 있음을 알 수 있었다.

  • 본 구명조끼는 해양 사고시 구조되기까지의 시간을 단축시키며 구조되기까지의 생존율을 높여 주기 위해 연구 하였다. 본 구명조끼는 구명조끼와 LED를 결합하여 야간 사고 시 지속적인 구조요청을 가능하게 한다. 또한 구명조끼 내부에 발열체를 내장 시킴 으로서 해양사고 시 사망원인의 1순위인 저체온증이 오기까지의 시간을 연장시켜 구조되기까지의 생존율을 높여 준다.

  • In order to reduce the risk of deaths from hypothermia at sea, this paper suggests the performance criteria of life rafts for small fishing vessels less than 20 m in length. In our country, the life rafts are not used and have no performance criteria. This research compared the performance criteria of the domestic, foreign, international standards, and the performance comparison between foreign life rafts and the user-friendly valise prototype(2 & 4 persons) which is developed by this study. As a result, it is considered to be appropriate that ISO 9650-1 can be applied to the life rafts for offshore fishing vessels while a milder criteria can be applied to the life rafts for coastal fishing vessels.

  • 우리나라 조선산업은 생산성 향상을 통한 건조척수의 증가를 통하여 일본과 더불어 세계 $1^{\sim}2$위의 시장 점유율을 기록하는 등 세계 최고의 수준이다. 그러나 국내 중소형 조선소나 조선기자재업체의 경우에는 기술 인력의 부족으로 인하여 독자적인 기술의 확보와 기술개발 여건이 마련되어 있지 않은 상황이다. 특히, 구명정(Life boat)은 선박의 비상 탈출 장비로써 법적으로 의무 설치가 강제화 되어 있는 선박 안전에 있어 필수적인 장비로서 수요도 꾸준히 증가하고 있으나, 국내의 구명정 제작업체로는 현대라이프보트가 유일하며 2004년 기준 국내 신조선박에 탑재되는 수량의 25%, 세계시장의 4% 만을 공급하고 있다. 이외의 수량은 $7^{\sim}8$ 개의 유럽 등 외국업체와 중국업체들이 제작, 공급하는 실정이다. 이에, 본 연구에서는 구명정의 신선형 개발과 선형시험 통한 성능 검증 및 품질 향상과 풍수절감을 위한 생산성 향상 방안, 기존 몰드 개선 방안 연구 등을 수행하고 시제선을 건조하여 저가의 외국 구명정에 대응하여 국내 구명정 기술 경쟁력을 향상시킬 수 있는 전폐형 구명정의 국산화를 달성하였다.

Comparative Studies of Thermal Insulation Performance of Life Vests by Numerical Analysis and Experiment (보온 재료에 따른 구명 조끼 별 단열성능의 비교 실험 및 해석)

  • Although the life jacket can provide the buoyance with the drowner, heat loss can make the drowned individual be subject to the hypothermia. In this study, The thermal insulation of two types life jacket including inflatable and foam type were evaluate by both experiments and numerical analysis. To estimate the thermal resistance of the jackets, experiments on the heat flux were conducted by the thermal manikin exposed to cold water. Heat flux loss on the surface of thermal manikin were measured for both foam and inflatable type life jacket. Also, finite element method is applied to a body section in order to understand the level of hypothermia of each life jacket. The segmental of human thigh is represented by a multi-layered section which considers the heat conduction within tissue, bone and fat. As a result, the thermal resistance and hypothermia time of each jackets have been compared based on the finite element analysis. It was found that the insulation ability of suggested life jackets is better than that of conventional type.

A Study on the Effect Analysis and Improvement of Cardiopulmonary Resuscitation on Life-rafts (구명뗏목에서의 비상대응 심폐소생술의 효과 분석 및 개선에 관한 연구)

  • Offshore working environments such as ships, offshore oil and gas plants, and offshore wind turbines are isolated and directly exposed to rough seas, which pose high risks of safety accidents. Therefore, all workers in offshore plants should be able to cope with emergency situations and must be qualified according to relevant laws and regulations such as the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention) and Offshore Petroleum Industry Training Organization (OPITO) standards. In particular, marine workers should be able to perform cardiopulmonary resuscitation (CPR) in isolated locations or enclosed and confined spaces such as those in life-boats, life-rafts, rescue-boats, etc. Because the floor material is made of rubber, it may be difficult to perform chest compressions in life-rafts used to escape from emergency situations in ships or offshore plants. Chest compressions performed on life-rafts may reduce the accuracy of CPR and increase fatigue for those providing aid. To measure the accuracy and fatigue of those performing CPR in life-rafts, 15 experimenters with more than five years of experience as first aid instructors were exposed to different CPR environments in a marine safety training center equipped with an artificial wave generator. The results showed that the accuracy of CPR in the classroom was 99.6 %, but that in various life-raft environments was only 84 %. T-verification of the two sites confirmed the reduced accuracy of CPR performed on life-rafts. CPR on life-rafts should be performed in groups of two and with the use of automated chest compression devices.

Preventive Measures of Battery Explosion in Lifeboat (구명정 배터리의 폭발사고 예방을 위한 대안)

  • Emergency batteries on board are used for stairs, pathway lights, and emergency communications during alternator black-out. In addition, there are engine start-up batteries in lifeboats. Typically, these batteries are installed under the Classification Rules. However, Since batteries inside life boats are installed in a confined narrow space, it is difficult to perform regular maintenances. Also, even though there are air vents in the life boat, the temperature inside the life boat often reaches above $65^{\circ}C$, which is much higher than the regulation temperature, $45^{\circ}C$. In this paper, we will summarize the accident of battery explosion occurred in MMU training ship, and possible causes. We will propose preventive measures of battery explosions as well as the revision of the regulation.

  • The characteristics of temperature profile around human body with heating life vest at sea were investigated in this paper. Especially, the temperature profile of human body was numerically calculated by finite difference method with Mathcad. The main parameters were seasonal mean sea water temperature, heating amount and heating duration time of heating life vest. In this paper, the boundary layer was composed by the difference matters, and the thermal conductivity was calculated with an adjacent cells using thermal resistance method. It was clarified that the body temperature was kept highly and the risk of death from hypothermia was reduced by wearing heating life vest.
