Big Deal, Open Access, Google Scholar and the Subscription of Electronic Scholarly Contents at University Libraries (빅딜, 오픈액세스, 구글학술검색과 대학도서관의 전자학술정보구독)

  • The dominant model of acquiring scholarly contents at academic libraries is so called big deal where libraries subscribe to a bundle of hundreds, if not thousands of journals in a multi-year contract with fixed annual rate increase. The bid deal, started in the mid-1990s, offered a number of advantages for academic libraries and their users. However, escalating prices for these packages have become a serious issue casting doubts about the sustainability of the subscription-based model. At the moment, it appears there is no viable alternative other than pay-per-view method that is being tested at some libraries. Libraries' budget situation will remain a key factor that might change the situation. Open access started in the 2000s as a vehicle to eliminate barriers to publishing and distributing peer-reviewed scholarly journal articles. Open access publishing is witnessing two-digit growth annually. Open access articles now occupy close to 20% of two major citation databases: Scopus and Web of Science. Google Scholar service, debuted in late 2004, is now a popular tool for discovering and accessing scholarly articles from a vast selection of journals around the world. There is a call for taking Google Scholar seriously as a potential replacement of library databases amid concerns regarding the quality of journals indexed, limited search capabilities vis-$\grave{a}$-vis library databases, and monopoly of public goods. Escalating budget problems, rapid growth of open access publishing and the emergence of powerful free tool, such as Google Scholar, need to be taken seriously as these forces might bring disruptive changes to the existing subscription-based model of scholarly contents at academic libraries.

A Study on the Evaluation of Foreign Science and Technology Serials with Reference to the Result of Interlibrary Loan Activity (상호대차 활성화에 따른 대학도서관 이.공계열 외국학술지의 평가에 관한 연구)

  • The purpose of this use study is to evaluate foreign science and technology serials with reference to the result of interlibrary loan activity and to present the model of cooperative acquisition. This study was based upon an analysis of actual use data by library users and Interlibrary loan from March 1, 2000 to February 28, 2001. 603 titles of foreign serials which were composed of 459 subscription titles of I University Library and 144 cooperative acquisition titles in the fields of science and technology were analyzed. The study reveals that only 439 serials(72.8%) were used even more once and 164 serials were not used at all during 1 year interval. A relationship was found between rankings of serials as measured by use and JCR citation ranking. Based upon various aspects of use analysis, this study suggested effective techniques for managing academic serials.

An Effective Way to the International Distribution of Korean Medical and Life Science Journals (국내 학술지의 국제적 유통 활성화에 관한 연구 - 의학과 생명과학 분야를 중심으로 -)

  • It is essential to conduct an analysis of superior journals, facilitate the international distribution of domestic journals, and determine an effective way to promote a journal's international distribution. This study seeks to determine an effective approach to the international distribution of Korean medical and life science journals and investigates the bibliographies, home pages, and databases about four international distribution factors with regard to 90 journals arranged into three categories. For the effective way of distributing domestic journals internationally, we should develope Korean journals with international standards, record the journals' articles in international and domestic databases, raise the rate of international subscription and holding journals. and publish electronic journals linking their electronic files with many databases.

An Economic Analysis of Foreign Scientific and Technical Journals using Cost Per Use Approach (이용 당 비용(CPU)에 의한 과학기술분야 해외학술지의 경제성 분석)

  • The purpose of this case study is to analyze the economics of journals of Science and Technology using the cost per use(CPU) approach. To achieve this purpose, we selected 1,745 foreign academic journals randomly among the holdings at K institute in Korea, and analyzed the relationships between the CPU and 5 factors of journal, i.e., Impact Factors (IF), Overlap numbers of holding with other institutes, Language, Cost, and Frequency of use. It is found that all factors, except IF, are significantly influence to the CPU of foreign journals, and further detailed analysis is provided in term of the group differences within each factors.

What is the Starting Point of Discussions for the Open Access of Korean Journals? (국내 학술지 웹DB 구독료 현황과 오픈액세스에 대한 사서의 인식)

  • What is the starting point of discussions for the open access of Korean journals? This study analyzed whether the serials crisis in Western societies are in academic libraries in Korea. The rising of prices of Korean electronic journals in academic libraries and recognition of librarians for it were surveyed. This study found that the subscription fees for web DBs of Korean journals have been increased from 1.3 times to 34 times during the last 10 years. But librarians in the universities did not think that the subscription fees are very high. And the 35% of respondents thought that the subscription fees for the web DBs in academic libraries will be increased to bring to a crisis to libraries. This study suggested that the leading groups of discussions for open access in Korea wilt be interested in the aspects of public goods and social justice, another values of open access.

  • This case study analyzed how electronic journal subscription had an effect on special library management including budget, information behavior, library operations, facilities, space et al. in KIST. This study suggests the followings; 1) Since electronic journals has an effect on overall operations of special libraries, draw big pictures not by functions. 2) Though the most method for subscription is consortium, it is necessary to build cooperation network for information sharing and vary cost architecture of information use. 3) Through job analysis, redesign jobs. 4) Reconstruct stacks and facilities. 5) It is necessary paradigm shift that it is more important to use than preserve materials in the special libraries.

  • The purpose of this paper is to suggest a h-index as a new collection development technique using a number of document delivery per a journal focusing on journal subject. It will be to support a decision making of journal subscription in the field of library. This method will be applied to identify a major journal for developing continuously and low-use journal for moving a remote depository.

A Study on A Model Sample for Guidance System for Copyright of Domestic Journals and Open Access Policy (국내 학술지 저작권 및 오픈액세스 정책 안내시스템 모형 연구)

  • The study aimed to suggest a model sample for guidance system for copyright of domestic journals and open access policy. Toward this end, analyses were conducted to examine copyright of domestic journals and open access environment. As a result of analyses, it turned out that 33.8% of domestic journals had 'regulations on ownership of rights to papers published in journals,' and that the subject to ownership of rights to papers published in domestic journals accounted for 28.8%, which was the highest rate. Of domestic journals, 34% charged a subscription fee, and they were toll access journals, and 56% were free access journals. As for system examples of guide system for copyright of foreign journals and open access policy, analyses were conducted to examine and investigate SHERPA/RoMEO in the U.K. and SCPJ in Japan and generate considerations at a time of domestic application. What needs to be taken into account is that overseas examples are focused on collecting and introducing self-archiving policy by authors for academic journals, so there are limitations in offering information including open access publication policy for domestic journals. Based on the analytical result, the study designated the purpose, direction and four steps that need to be considered at a time of development of guide system models for copyright and open access policy for domestic journals before suggestion of the basic direction and operational methods by stage.

Analysis and Proposals Concerning Big Deals of Scholarly Journals (학술지 빅딜판매의 문제점 및 개선 방안)

  • The most remarkable business model to Have merged in electronic publishing is the so-called 'Big Deal'. Major Publishers have begun offering libraries bundled packages that are across journals and across print and electronic versions. This paper examined consortium conditions of scholarly journals in the light of big deal. The result skewed that various pricing models have been appeared and freedoms to choose collections have been on the increase in comparison with the past. But many major Publishers have adopted a typical big deal contract condition that a library enters into a long-term arrangement to get access to large electronic journal collections at a dramatic discount interchange of a promise not to cut print subscriptions. The publishing and library communities need to find alternative pricing models that provide better deals for those disadvantaged by the prevalence of the big deal. Much in the world of scholarly publication is changing, combination of traditional publishing and open access publishing may well be gained public favor in the future.

  • 학술연구를 수행하는데 도움이 되는 중요한 정보 중의 하나는 학술연구자가 연구 중인 분야의 최신 논문에 대한 원문 정보와 이 논문이 실려 있는 학술지의 소장 정보라고 할 수 있다. 이러한 정보를 효과적으로 학술 연구자에게 제공하기 위해 첨단학술정보센터(Korea Research Information Center: KRIC)에서는 전문학술정보센터(Special Research Information Center: SRIC)로 지정된 대학도서관에서 구독하는 학술지에 게재된 논문에 대한 목록 데이터를 통합하는 학술지논문 종합목록 시스템을 구축 중이다. 이 시스템에서는 기존의 대학도서관에서 사용하고 있는 목록기술규칙인 MAEX(MAchine Readable Cataloging)대신 인터넷 기반의 디지털 도서관에 적합한 형태를 가지는 더블린 코아를 새로운 목록기술규칙으로 채택하였다. 이러한 더블린 코아를 사용하게 되면 목록자는 전문적인 교육 없이도 간편하게 새로운 목록을 작성할 수 있다. 학술지논문 종합목록이 구축되면 학술연구자들은 원하는 논문이 검색된 경우, 원문이 구축되어 있으면 인터넷을 통해 곧바로 원문을 볼 수 있고, 원문이 구축되어 있지 않다면 복사/팩스 서비스 시스템을 통해 원문을 제공받을 수 있게 된다.
