In order to keep infrastructures such as tunnels and underground facilities safe, cracks of concrete lining in tunnel should be detected by regular inspections. Since regular inspections are accomplished through manual efforts using maintenance lift vehicles, it brings about traffic jam, exposes works to dangerous circumstances, and deteriorates consistency of crack inspection data. This study aims to provide methodology to automatically extract cracks from tunnel concrete lining images generated by the existing tunnel image acquisition system. Specifically, we train a deep learning based semantic segmentation model with open dataset, and evaluate its performance with the dataset from the existing tunnel image acquisition system. In particular, we compare the model performance in case of using all of a public dataset, subset of the public dataset which are related to tunnel surfaces, and the tunnel-related subset with negative examples. As a result, the model trained using the tunnel-related subset with negative examples reached the best performance. In the future, we expect that this research can be used for planning efficient model training strategy for crack detection.

Recently, interest in Building Information Modeling (BIM) has increased globally, and 3D modeling is a start for the application of BIM at construction sites. However, while many studies have been conducted on the efficiency of 3D modeling focused on civil facilities, there is a lack of research on the earthwork BIM. In particular, since 3D slope often has complex shapes depending on the ground models, the efficiency method for 3D slope are needed. This study analyzed the interfaces and procedures of other software to find out what functions users need. Then the functions to enter intervals between 3D faces, select multiple ground models, and improve the interface are reflected on the developed system and is able to efficiently perform modeling with only five steps, and reduce the number of clicks and inputs. As a result of conducting the test to verify the efficiency, using the developed system made skilled users complete modeling at least 1.8 times faster and unskilled people at least 2.4 times faster than using other software. This is expected to perform 3D slope modeling more efficiently, as well as to contribute to the activation of future BIM adoption for housing construction projects.

According to the Facility Management System (FMS) operated by the Korea Authority of Land & Infrastructure Safety, it is expected that the number of aging facilities that have been in use for more than 30 years will increase rapidly to 13.9% in 2019 and 34.5% in 2929, and end up with a social problem. In addition, with the revision of "Common Application of Seismic Design Criteria" by the Ministry of Public Administration and Security in 2017, it is mandatory to re-evaluate all existing road facilities and if necessary seismic reinforcement should be done to minimize the magnitude of earthquake damage and perform normal road functions. The seismic performance management-decision support technology currently used in seismic performance management practice in Korea only determines the earthquake-resistance reinforcement priority based on the qualitative index value for the seismic performance of individual facilities. However with this practice, normal traffic functions cannot be guaranteed. A new seismic performance management decision support technology that can provide various judgment data required for decision making is needed to overcome these shortcomings and better perform seismic performance management from a road network perspective.

The structure of the turnout track is very complex, so it is a facility that is more difficult to maintain and requires detailed management than a general track type. The purpose of this study is to analyze the effect on the deformation of the turnout system of the ground section due to the excavation work adjacent to the serviced urban railways. In this study, based on finite element analysis for each stage of adjacent excavation, the track deformation for each major location of turnout system was analyzed in consideration of the layout of the turnout system installed on the ground section, and the safety and stability was confirmed by comparing it with the track irregularity regulation. As a result of the study, it was found that the major construction stage affecting the track deformation of the turnout system on the ground section was the final stage of excavation. In addition, although the vertical displacement which is a vertical irregularity occurred relatively large, it was analyzed that the horizontal deformation was dominant overall, because of the excavation site is located on the side of the turnout system. In addition, it was analyzed that the amount of displacement at each major location of the turnout system is different, and there is a possibility that there may be a twist irregularity due to the deviation of the track deformation for each location according to the distance from the excavation site. Therefore, it was analyzed that it is necessary to classify and manage the importance of the track deformation of the turnout system of actual operating line, including additional displacement due to adjacent excavation, based on the track irregularity that has occurred at each location where the major deformation characteristics occur.
The number of CCTV installed in Korea is over 1.3 million, increasing by more than 15% annually. However, due to the limited budget compared to the installation demand, the infrastructure is composed of 500,000 pixel low-quality CCTV, and there is a limits on identification of objects in the video. Public CCTV has high utility in various fields such as crime prevention, traffic information collection (control), facility management, and fire prevention. Especially, since installed in high height, it works as its role in solving diverse crime and is in increasing trend. However, the current public CCTV field is operated with potential problems such as inability to identify due to environmental factors such as fog, snow, and rain, and the low-quality of collected images due to the installation of low-quality CCTV. Therefore, in this study, in order to remove the typical low-quality elements of public CCTV, the method of attenuating scattered light in the image caused by dust, water droplets, fog, etc and algorithm application method which uses deep-learning algorithm to improve input video into videos over quality over 4K are suggested.
Purpose: The Serious Civil Accidents consist of the public use facilities, the public transports, and the material and its products. According to the Serious Civil Accidents of the Serious Accidents Punishment Act, it must be constructed the safety and health management framework and execution system. In this study. we are design the model of the Serous Civil Accidents management and action system. Method: Firstly, we review from 8th article to 11th article of the enforcement ordinance of the Serious Accidents Punishment Act. From the articles, we design the visual and structural management system supporting the Act. Result: The Serious Civil Accidents apply to the system is consisted of 6 monitoring modules and 4 kinds DB modules. Conclusion: The Serious Civil Accidents are managed by the private enterprises, local governments, and public institutions. Specially, the CEO of restaurants, cafes, et al, do not know the detail information related to the Act. Also in case of the local governments, there are many facilities related the Act. It is not easy to the construct the management framework of the Act. This study provides the simple management structure for the Act.
Purpose: This study aims to come up with improvement measures to improve the effectiveness of child safety measures. Method: The current status of child safety accidents was investigated and implications were deduced by analyzing major child safety measures by government department in the past. In addition, a perception survey was conducted on 1,000 people including children, guardians, and children's facility workers who are subject to child safety policies. Result: Regarding the safety of children's living space(environment), 35.3% of guardians answered that more than 1/3 of them were not safe. Both guardians(95.3%) and children's facility workers(89%) answered that there was the highest risk of 'traffic accidents', and the second risk factor was parents(carelessness of workers at children's facilities) and children's facility workers(careless of guardians at home). Looking at the risks by place, "road and sidewalk" was the most dangerous place and for child safety, guardians(64.3%) and workers (78.3%) both said that the role of "parent" is the most important. For improvements to prevent child safety accidents, the response rate of "strengthening safety management of road traffic facilities" is the most necessary with 75.8% for guardians and 65% for child use facilities. Conclusion: The reinforcement measures to strengthen the effectiveness of child safety measures are as follows. First, in order to ensure the continuity of child safety measures, it should be operated effectively so that those subject to the establishment of the Comprehensive Plan for Child Safety, which took effect in August 2022, can feel it. Second, in order to improve the sensitivity of children's policy targets, promotion measures that take into account the characteristics of each child safety field should be continuously strengthened. Third, it is necessary to expand safety infrastructure for each field to secure child safety. Fourth, it is necessary to strengthen safety education that can ensure safety for children themselves and to come up with detailed measures to make safety education for parents(guardians) mandatory.

The purpose of this study is to present efficient methods of preserving and managing the fish shelter forest in Mulgun-ri on the southern coast of Korea on the basis of its humanistic, sociological and ecological characteristics. The study object is Korean natural monument No. 150, which is presumed to have been forested by descendants of Jeonju Lee Family who settled there, and village rituals are held every October to pray for the peace of the village. The forest is managed by Namhae-gun as a historical and cultural resource as well as its disaster-preventing, economic, and environmental and ecological functions. The linear form of the area is $23,962.6m^2$ and farmland(48.5%) and urbanization area(38.2%) are extensively located in its periphery area. Actual vegetation was sub-classified into three types of land according to use pressure and whether or not damage was done: land where its stratification was formed; land where it was restored, and the land where it was damaged. Plant communities were sub-classified into Aphananthe aspera community(I) and Zelkova serrata community(II) which had a low use pressure; Z. serrata-Chionanthus retusa-A. aspera community(III) and A. aspera-Z. serrata community(IV) which had a high use pressure; and Celtis sinensis-A. aspera community(V) whose underlayer was damaged by use. Fragmentation of the forest is under way and its inside vegetation growth is hampered due to the installation of traffic and resting facilities such as the through roads costal roads, wooden-deck walkways, parking lots, washstands, etc. As a restoration management plan for this, the following were required: an establishment of preferred restoration area; a selection of restoration vegetation species; and an appropriate restoration method. The damaged area($7,868.2m^2$) will have to be set up as the preferred restoration area; seedlings of restored vegetation species should be raised with dominant species within the forest(i.e., Z. serrata, A. aspera, C. sinensis, and C. retusa) as their 'mother trees' for the benefit of for the next-generation forest; and sub-tree and shrub layer should be complementarily planted with 5 and 115 trees(unit $100m^2$) respectively to facilitate the formation of a multi-layered vegetation structure. In addition, resting facilities scattered inside the forest should be demolished; and indiscriminate use of them should be controlled; management and monitoring should be carried out so that the area can be preserved and restored as a deciduous broad-leaved forest.

The inspection department of the Presidential Security Service develops and acts a perfect safety plan wherever the President stays so that it is possible to get immediate actions for various contingencies. Some events, in which the President take part, could be held in a lower or higher store in a tall building. Additional to the routine work at this case it is to emphasize on a plan of fire precaution to check the spot and respond to a real fire situation, so that the damage could be minimized. First, the agents of the President Security Service should possess basic knowledge concerning to the fire accidents and be trained on their manuals, even in a busy events plan. An organization, whatever it is, could be improved in that it tries to develop not only the personal abilities, but also education programs of the organization continually. And enhanced abilities of the members lead to the driving force for the advance. The knowledge of fire accident should be able to adapt to the real situation. Second, related to the event, it should be cooperated with the relevant departments, so that it is possible to conduct and control the system. It is urgently required to know that the security event could not be done perfectly with only one part or department. Third, from the time of recognizing of the event it is necessary for the fire department to get an action plan with fire fighting measures, evacuation measures based of the instructions given by the Security Service. Fourth, on the knowledge of the action plan of the fire department the Security Service should inspect the safety activities of the spot and establish the practical operation plan through the fire fighting and evacuation plan. Fifth, the Security Service should share final informations and plan of fire fighting in a high-rise building with the other relevant departments. If not, it could cause a great confusion that could lead to a great damage.

As the 4th Industrial Revolution era in worldwide, interest in autonomous vehicles is increasing. but due to recent safety issues such as pedestrian accidents and car accidents, as a technical model for this, the demand for 3D HD maps (High Definition maps) is increasing in including lanes, road markings, road information, traffic lights and traffic signs etc. However, since some complementary points have been continuously raised according to demand, It is necessary to collect the opinions of institutions and companies utilizing HD maps and to improve HD maps. This study was conducted by utilizing the results of the contest for usability verification of HD Maps hosted by the National Geographic Information Institute and organized by the Spatial Information Industry Promotion Institute. For this study, we researched HD maps' layers and codes for HD maps object usability to improve HD maps, constructed HD maps object usability items accordingly, and contested usability verification of HD maps according to the items The contestants conducted verification and analyzed the results. As a result, the most frequently used code for each layer was the flat intersection, and the code showing the highest usage rate was a safety sign. In addition, the use rate of the sub-section and height obstacles was 16.67% and 8.88%, respectively, showing a low ratio. In order to utilize HD maps in the future, this study is expected to require research to continuously collect opinions from customers and improve data objects and data models that are actually needed by customers.
