해상교통관제제도는 공익을 위하여 행하는 능동적이고 적극적인 국가작용으로, 법률에 근거하여 시행하여야 한다. 하지만, 근거가 되는 법률이 부재하거나 미흡하여 여러 문제점들이 발생하고 있다. 본 논문에서는 이러한 미흡한 법률과 이로 인한 문제점들을 고찰하고 개선방안을 마련하고자 한다.

This article analyzed the building regulations, the guidelines for the people with disabilities, and the interior environment of the transportation facilities of Stockholm and Oslo, which wee capital cities of leading countries in this field. Result showed that Swedish 'BBR 94' was made and based on accessibility, safety, and efficiency. But the mandatory items and detailed recommendations were minimal. 'The Swedish Handicap Institute' provided more detailed requirements. As a result of case studies of 4 facilities, it appeared that these facilities used sufficient dimension, variable color, different material, or adaptable lightings in order to provide easy accessibility, adaptability, safety, support, and mobility for the people with disabilities instead of keeping the building regulations and guidelines reluctantly.

Since a variety of factors are associated with crash occurrence, the analysis of causes of crash is a hard task for traffic researchers and engineers. Among contributing factors leading to crash, the characteristics of driver is of keen interest. This study attempted to identify factors affecting the severity of pedestrian in the collision between pedestrian and vehicle. In particular, our analyses were focused on the novice driver. A binary logistic regression technique was adopted for the analyses. The results showed that driver's age, crash location, and the frequency of violations were dominant factors for the severity. Findings are expected to be useful information for deffective policy- and education-based countermeasures.

More than 24.43 million people received a special pardon to mark the anniversary of Liberation Day on Aug. 15 and to commemorate other national event, during 15years(1995-2009), in this period six times of presidential pardon was implemented. The special pardon allows traffic law violator to drive again with their violation records wiped clean. But traffic records show that traffic accidents used to increase very fast in a short period by up to 3-15 percent after implementing the every massive pardons. This study explores the causal feedback relationship between presidential special pardon for traffic law violators and the occurrence of an traffic accidents using a system thinking approach and simulation modelling. Particularly, this study focused on the analysing significant negative impact of the traffic pardon on the occurrence of worrisome traffic accidents. The results of this study show that presidential special pardon have had impact on the traffic accidents as a increasing leverage of positive feedback loop and the obedience of traffic law as a decreasing leverage of negative feedback loop. Finally, this study conclude that the cyclical increasing pattern of traffic accident is resulting from the periodically conducted presidential pardons with political aims.

본 연구에서는 수집된 자료에서 화물차 교통사고를 분류하고 계절과 기상상태, 도로유형, 법규위반, 사고유형 측면에서 각각의 변수들이 사고 심각도에 미치는 영향을 파악함으로써 유의하게 화물차 교통사고 심각도를 높이는 요인을 분석하고자 하였다. 화물차 사고는 가을의 경우 사고 심각도의 오즈비가 1.23배로 증가하고, 안개가 꼈을 경우 사고 심각도는 16.49배 증가하는 것으로 나타났다. 법규위반, 도로형태, 사고유형 등 여러 요인에 의한 사고 위험도가 증가했지만 특히 도로 외 이탈로 인한 추락사고에서 사고 위험도가 크게 나타났으며 전도전복으로 인한 사고 위험도도 큰 것으로 나타났다.

Transportation culture is an inseparable part of a group's overall culture. Since the term "transportation" is directly related to vehicular movement, I would like to propose the more general term: transportation culture and use that in the following paragraphs. Transportation culture is on one hand expressed by the consumers of transportation services reflecting their overall social culture and on the other hand taken into account by transportation professionals. Ministry of Land and Transportation conducted the Transportation Culture Index, a nationally representative survey, to assess a few key indicators of the degree to which ttransportation culture is valued and is being pursued every year. In this study, recommendation for TCI are explained based on theoretical framework and changing environment.

In this paper, an automatic transmission system of traffic information is presented. Here, a traffic event is defined as an obstacle to an emergency vehicle such as an ambulance or a fire truck. When a traffic event is detected from a video recorded by a black box installed in a vehicle, the implemented system automatically transmits a proof image and corresponding information to the control center through an e-mail. For this purpose, we realize an algorithm of identifying the numbers and a character from the license plate, and an algorithm for determining the occurrence of a traffic event. To report the event, a function for automatic transmission of the text and image files through e-mail and file transfer protocol (FTP) is also appended. Therefore, if the traffic event is extended and applied to the presented system, it will be possible to establish a convenient reporting system for the violation of various traffic regulations. In addition, it will contribute to significantly reduce the number of traffic violations against the regulations.
