It is general that mostly congested sections of national backbone networks have been improved based on the national network expansion plan. However, in case of intermodal terminals which are origins of logistics, it is still so congested that travel time between origin and destination is long. Therefore, intermodal transportation systems plan of major intermodal terminals for the intermodal connector networks between intermodal terminal and national backbone network or intermodal terminal was established. With the limitation of priority methodology applying to intermodal connector facility under existing methodology, this study suggests an improved priority methodology. This study includes characteristics of terminal on the hierarchical structure and assessment list, but it does not concentrate on the specific terminal type through survey. To avoid a certain concentration, budget constraint for each terminal type was considered ahead of priority. Finally priority methodology was developed with two-step assessment under consideration that specific terminal is not involved in intermodal connector facility project. As a result of calculating weights by survey, effects such as d/c and accessibility fluctuations index through project implementation gain high weight, and degree of region underdevelopment gets next. Although the methodology in this study could not yields the priority by assessment list, it will be useful for setting the direction on policy related to intermodal connector facility projects.

This study proposes a methodology for assessing the improvement of network connectivity of transport hubs. Extending a previously developed model that measures the connectivity of a node in transportation networks, we define two quantities called the supplied connectivity and the experienced connectivity. Using these quantities, we provide a systematic procedure for analyzing the network connectivity of a transport hub and also suggest criteria for determining whether a given project is effective in improving the network connectivity of the transport hub. The application of the methodology to a test site produces reasonable results, and as such it is expected that the methodology can be used for various transport hubs in the national road network. Once enough data from the application of the methodology are accumulated, a further study on the level of service in terms of network connectivity needs to be followed.

1960년대 이후 경제규명의 괄목할 만한 성장과 생산규모가 확대되어 비용 최소화를 통한 물류분 야의 근대화가 핵심적인 문제로 대두됨에도 불구하고 체계적이며 효율적인 물류체계의 부재로 인한 물 류비의 상승은 산업경쟁력을 약화시켜 물가상승등의 경제불안을 초래하고 있다. 또 가중되는 도시내 교 통혼잡과 최근들어 시행되고 잇는 도시내 화물차량에 대한 각종 규제로 물류비중 수송비의 비증은 지속 적으로 증가되고 있는 실정이다. 이에 따라 사회적으로 물류비를 절감시킬수 있는 물류시설에 관한 관 심이 고조되고 있으며 국가나 지방자치 단체 차원에서도 지역간의 물류거점으로서의 유통단지나 복합화 물터미널 등에 대한 필요성이 강조되고 있는 실정이다. 그러나 이러한 지역간 물류거점으로서 체계뿐만 아니라 도시내에서의 물류활동 즉 도시내에 위치한 최종소비자를 대상으로한 수·배송은 도시교통문제 와 물류서비스를 최종적으로 실행과 직결되어 있다는 점에서 매우 중요한 의미를 갖는다. 따라서 본연 구에서는 도시내 물류거점 시설인 배송센타를 대상으로 배송센타 1일 가동시 총물류비용 모형을 도출하 여 1일 총물류비용을 최소화 할 수 있는 배송센터 최적수 결정 모의 실험 모형을 구성하였다. 이와 병 행하여 최근 들어 대형화물차량에 대한 도심진입규제 통행제한 등 각종 화물차량 규제로 인하여 배송행 태 변화에 따른 사례를 상정하여 민간 차원에서 규제후 변화된 물류비의 변화정도와 그비용을 감소시킬 수 있는 방안의 검토를 시행하였다.

In this paper, we analyse the comparative competitiveness of the 10 major logistic hub cities in China. First, using the input distance function, we calculated the technical efficiencies and the opportunity costs of the transport infra structure investments. Then, based on not only these supply side factors but also demand side, the overall comparative competitiveness by cities are analyzed. Our main findings are as follows: early developed, larger cities such as Shanghai, Guangzhou, Shenzhen are technically efficient but their opportunity costs of the additional transport investments are higher than the other cities. We also found that overall competitiveness of these larger and leading logistic hub cities are dominant over the small and newly developed logistic cities.

The advancement in technology including transportation and information communication has accelerated the flow of supplies, and the importance of the national logistics policy has increased following the expansion of the regional range of logistics to a national range. The rapid growth of the domestic logistics market results in the deficit of logistics facilities, inefficient operation of logistics facilities, and a complicated distribution structure. It has precipitated a plan aimed at efficiency improvement by building base logistics facilities, but this market is now undergoing difficulties due to low performance. Many studies on the revitalization of base logistics facilities have been conducted, but a causal analysis focusing on the function overlap of private logistics businesses has been absent. Therefore, this study has analyzed the function overlap of logistics facilities and the irrationality of the system, which resulted from the lost function of Inland Freight bases in the Yeongnam region. By suggesting the cause of disuse of base logistics complexes from the function overlap in the ground transportation of domestic freight, the study can provide the policy implication for the national logistics infrastructure.

This paper outlines a plan to promote South Jeonnam region's logistics capability in connection with the regional logistics bases such as Gwangyang Port, Jangseong Integrated Freight Terminal, Mokpo Port and Muan International Airport. The capability of regional innovation bodies, and industrial innovation generally, needs to be improved by establishing a systematic regional innovation plan. Smaller import and export logistics bases, presently scattered in downtown Gwangju and its suburban area, need to be integrated as soon as possible, in advance of the completion of a traffic network connecting all of the triangle logistics bases. Moreover, plans to develop Muan International Airport to the status of a hub airport need to be established, and its function as an air freight terminal should be strengthened. Gwangyang Port and Mokpo Port should be developed as Korea's key harbors with international logistics bases the two ports, presently conducting simple cargo work, should be transformed into general logistics ports conducting logistics, assembling, trading, and international business by developing their surrounding areas.

최적의 효율적이고 경쟁력 있는 물류시설을 조성하기 위해 수요업체(화주)를 대상으로 입지, 임대면적, 임대조건, 임대가격, 건물의 배치, 건물의 구조, 교통처리계획, 부대시설 등에 관한 다양한 의견을 사전에 수렴, 물류시설 건립에 반영할 필요성이 대두되고 있다. 조사를 위한 시간과 비용이 과대하게 발생하는데 이러한 비효율적인 조사를 보다 효율적으로 정리하고 더 나아가 투자자의 신속하고 정확한 의사결정을 지원하기 위해서 간단하게 몇 가지의 요소만으로 사전에 진단하고 정확한 의사결정을 할 수 있는 도구의 필요성이 대두된다. 즉, 기존에는 상기에서 언급한 '수요자 접근법'을 이용하여 진행하여 왔는데, 거점적인 측면과 시설적인 측면의 요소를 반영한 새로운 "요인비교법"을 도출하였다.

As globalization is making rapid progress, place of international trade based on seaports is changing to airports, which make logistic function in airport getting more important. Airports are required to serve as social overhead capital representing economies of scale as well as a logistic hub for integrating production, sales and transport for multinational corporations. In order to keep regional airport hub, many strategies are required such as development of hinterland and competitive advantage strategies. This paper tried to find determining factors to be a hub airport and competitiveness for hubbing, using the data from Incheon, Narita, Kansai, Nagoya, Singapore-Changi and Taipei airports. As the result of making an analysis of competitiveness of airports and competitive ranking excluding hinterland factors.
