교육과학기술부는 정보화 시대의 '디지털 인재'를 육성한다는 비전을 담은 '교육과학기술 정보화 5개년(2010~2014년) 기본계획'을 확정하고, 2010년부터 본격적으로 추진하였다. 교육과학기술정보화 기본계획은 1996년 이후 교육과 연구개발 분야가 별개 추진되던 정보화 계획이 통합됨으로써 교육과 과학기술 정보화 융합의 전기를 마련하였다. KISTI는 과학기술 정보화 대표기관으로서 교육과학기술정보화 기본계획 수립에 참여 하였으며, 이에 본 논문에서는 과학기술분야 중심으로 기본계획을 살펴보고 발전방향을 살펴보도록 한다.

인터넷 활용을 통한 교수학습이 교육 전반에 파급되면서부터 교사 홈페이지의 필요성이 대두되고 있다. 하지만 대부분의 교사들은 홈페이지 제작 능력이 부족하거나 제작하는데 근무외 시간을 많이 들여야 한다는 부담감으로 인해 홈페이지를 제작하여 운영할 엄두를 내지 못하고 있다. 따라서 본 논문에서는 홈페이지 제작을 위한 기본지식이 전혀 없는 초보자나 비전공사라 할지라도 최소의 필요정보 입력만으로 학급 홈페이지를 제작할 수 있는 인터넷의 기반의 초 중등학교 교사용 홈페이지 자동생성시스템 구현에 관한 연구를 하였다 그에 따라 초·중등학교의 교육정보화를 위한 홈페이지의 요구사항을 분석하였고, 학교와 가정을 연계할 수 있는 동적인 홈페이지 구현을 위한 표준 모형을 설계하였다. 또한 제안한 홈페이지의 설계를 기초로 하여 홈페이지 자동생성시스템의 요구사항을 분석하였고, JSP 프로그래밍 방식을 이용하여 자동생성시스템을 설계 구현하였다. 본 시스템의 결과를 바탕으로 향후 초·중등학교 교사의 홈페이지가 쉽게 구축될 수 있음은 물론, 학교 정보화를 위한 교육보조수단으로 활용함으로써 교육 정보화를 향한 작은 밑거름이 될 수 있을 것이다.

‘벼락공부’로 지난 10년 인터넷 인프라에 전력투구한 수험생을 연상시키는 우리나라의 손에 쥐어진 정보화 사회의 비전은 과연 무엇일까. ‘부끄러운 자화상’일까, 정보강국의 장밋빛 미래일까. 최근 고학력실업이 사회문제로 대두되고 있다. 이론 중심의 대학교육과 실무형 전문인재를 원하는 기업의 시각차가 크기 때문이다. 이제 대학교육도 바뀌어야 한다. 실습위주의 교과과정 편성으로 새로운 도전에 나선 경원대학교를 찾아봤다.

The intelligent information society is expected to drastically change our lives. The purpose of this content is to derive tasks in the field of media education for the elderly for the realization of digital inclusion in an intelligent information society. To this end, the vision, goals, strategies, and tasks of the intelligent information society were examined through the 6th National Informatization Basic Plan(2018~2022) and the 2022 Education Informatization White Paper(2022). In addition, the current status of the digital gap among the elderly classified as vulnerable groups was identified through the results of the 2022 Digital Information Gap Survey. In order to ease the digital information gap between the elderly in the intelligent information society, it is believed that the development of intelligent media education services using intelligent information technology, provision of media education services for the elderly through learning online service channels, and support for digital intelligent media education for the elderly are necessary.

본 연구는 지능 정보화시대에서 요구하는 역량을 길러내기 위해 소프트웨어 교육 내용을 제안하는 데 그 목적이 있다. 특히 비전공자 대상의 SW 기초교육의 개선점을 제공하고자 한다. 연구 방법은 수도권 소재 D대학교 SW 기초교육의 사례 통해 핵심 역량을 신장하기 위한 디자인씽킹과 소프트웨어 교육을 접목하여 개발한 1단계 SW 기초교육 내용을 알아보았다. 연구 결과는 1단계 SW 기초교육은 SW 교육의 필요성을 인식할 충분한 기회를 제공하도록 한다. 그뿐만 아니라 팀 과제와 팀 활동을 통해 협업의 기회를 제공하고, 의사소통과 창의력이 향상되도록 한다. 본 연구의 시사점은 SW 기초교육에서 SW 교육의 필요성을 체득할 수 있는 활동의 기회를 제공하고, 컴퓨팅 사고뿐 아니라 미래핵심역량의 준비도 함께 되어야 함을 이야기하고 있다. 본 연구는 향후 체계화된 SW 기초교육의 밑거름이 될 것으로 기대한다.

사회의 변화는 교육의 패러다임 및 교육 인프라에 많은 영향을 미치고 있다. 변화하는 사회에 발맞춰 교육인적자원부는 90년대 중반부터 교육정보화 종합 추진 계획 3단계 사업을 진행하고 있다. 그로 인해 교원 1인당 1PC, 컴퓨터실 및 다양한 멀티미디어실 구축, 교단선진화 기자재 보급이 계속 되어왔다. 또한 미래의 교육 비전으로 u-러닝을 제시함으로써 2011년까지 중등학교에 u-러닝 인프라 구축 및 단말 보급을 계획하고 있어 고가의 교육 기자재는 지속적으로 증가할 것으로 보인다. 그러나 현재 학교에서는 교육 기자재 관리가 단순히 보유현황 파악에만 머물고 있어 고가의 기자재 도난 위험, 신속하게 처리되어야하는 요지보수 문제, 노후 기자재 교체 및 폐기에 대비하고 있지 못하다. 이런 문제점을 해결하기 위해 본 연구에서는 기자재 관리에 RFID와 USN을 활용함으로써 기자재를 효율적으로 관리하고 교육에 적극 활용할 수 있도록 한다.

Teachers should actively maintain and improve their ICT competency in today's ever changing information society. A standardized system should now be developed to assist educators when choosing courses to improve their ICT competency. Previous ICT competency studies have only measured one's current ICT abilities rather than analyzing the skills necessary for educators to be successful in the educational system. This study developed an assessment tool to measure the ICT competency levels of CEOs who have the potential to be the decision makers in ICT education. In order to accomplish this, the jobs, duties, and tasks of educational CEOs were analyzed against the ICT Skills Standards for Teachers to determine which ICT skills are required by educational CEOs. Sixty-three questions were extracted from this analysis, guiding educational CEOs in the determination of their own ICT skills level.

정보화 시대에 한국어의 활발한 보급을 위해서는 다양한 모국어 사용자들의 학습 요구를 충족 시키는 한국어 코스웨어의 개발 및 통신망을 이용한 제공이 필요하다. 하지만, 외국어로서 한국어를 학습하고자 하는 학습자들을 위한 한국어 코스웨어는 영어와 일본어에 국한되어 있어서 유럽어를 모국어로 하는 학습자들의 한국어 학습 효율을 저하시키므로, 그들의 모국어로 된 한국어 코스웨어의 개발이 요구된다. 이러한 개발 단계에서 제일 처음 부딪히는 문제로 한글 윈도우(Windows)나 통신망(net-work) 환경에서 영어의 알파벳을 제외한 유럽어(European Languages) 특수문자의 입 출력이 불가능하다는 것이다. 따라서 비전산 전문가들이 손쉽게 코스웨어를 만들 수 있도록 개발된 기존의 저작 도구(authoring tool)로는 유럽어와 한글을 동시에 사용하는 한국어 학습 내용을 기술할 수 없다. 본 논문에서는 한국어 학습을 위한 원격 교육의 필요성 및 문제점을 알아보고 이를 바탕으로 설계한 유럽어 지원 한국어 코스웨어 개발 도구(developing tool)인 반디(BANDI)의 시스템 구성, 사용자 인터페이스 및 비전산 전문가인 학습 내용 개발자를 위한 스크립트 언어를 소개하였다.

This research, with the recent change in the paradigm of education, has its purpose on suggesting the direction of Japanese education that best suits the environment in Korea, by analyzing the education and information policy in Korea and Japan. As it is shown in Mackey's model, policy in language and education cannot be separated, and the 'smart education' policy as well as 'Education and Information Vision' that is implemented in Korea and Japan is likely to be connected with policies in language in the near future. Both of these policies has its goals on the spreading of information in education, and is predicted to lead to development in contents in regard to education of foreign language. When looking at recently developed smart-learning programs, it can be found that the credibility and authenticity is weak because in most of those programs, there was no participation of experts in Japanese education. Thus there is a need for expertise in Japanese education for development of these contents and also many attempts with application of 'smart-learning' collaboration of technology and academic knowledge in humanities and education is needed. At the same time, various support from the government is essential so that these policies can simultaneously work together, along with the field of foreign language education.

There are growing interests for knowledge-based information to build up competitiveness both in public and in private. Construction industry compared to other industries, shows strong knowledge usages in products and process. R&D investment over the construction industry has been decreased since economic crisis (IMF), so technology status of domestic construction industry has gap of 4.6 years with developed countries. Information infra also lowers in use of information and investment than other industries. In case of knowledge management, usage of information technology and vision establishment show high status but knowledge sharing and evaluation stay in low level. For the administration of knowledge-based information, there are needs of continuous R&D investments, educations for inspiring employees to knowledge share, systems for knowledge estimation and evaluation, and organizational culture.
