A Comparative Study of the Vocational Education Training in Germany, Switzerland and Austria (독어권 국가의 도제훈련제도 비교연구)

  • The apprenticeship training is given as a solution of the youth unemployment problem. The apprenticeship is a system that companies hire and instruct trainees and is implemented in various countries. In Korea, there is a Korean work-learning dual system which is managed by the government rather than the company itself. This Study analyzed Germany, Switzerland and Austria's apprenticeship training system and compared common factors of apprenticeship system, a trainer in company and cost-benefit analysis. The result of the study can be shown as follows. First, Germany operates practical training, meanwhile Switzerland and Austria provide a pre-education course before students enter the upper-secondary VET course. Second, Germany and Switzerland give a single type apprenticeship training, whereas Austria runs a modularization system, which enables students to specify their skills and improves clarity. Third, social partners as well as the government, states, companies/schools actively participate in apprenticeship. Fourth, there is a suitable trainer's qualification system in all countries. Finally, Germany and Austria's companies cause larger cost than benefit in apprenticeship. On the other hand, Switzerland gets larger net-benefit than cost. We can give implications to the Korean work-learning dual system based on this study.

Comparative Study on Qualification System of Competency Assessor in Australia and Scotland (스코틀랜드와 호주의 NCS기반 직무능력평가자(Competency Assessor) 자격제도에 관한 비교 연구)

  • The purpose of this study is to examine the qualification system of competency assessor based NCS(National Skill Standards) in Australia and Scotland. To meet the purpose of the study, the characteristics of competency based assessment and the role of assessor was reviewed, and competency assessor qualification system of both countries were analysed. Australia and Scotland have developed the certification system of competency assessor based on national qualification framework. Education and Training Institutes in both countries should meet the requirement of RTOs(Registered Training Organizations) and CRBs(Credit Rating Body), which can develop and operate assessor qualification course based NQF. Also they must ensure all assessors are qualified with competency, currency and professional development and show how they have maintained, upgraded or developed new skills relevant to the current industry needs. In recent years, Korea has been introduced competency based curriculum linked with NCS in education and training sector. Also the introduction of competency assessor qualification system are currently under consideration by government. In this circumstances, the results of comparative analysis about Australia and Scotland can help the Korean government review the policies and strategies qualifying competency assessor. They also provide some implications for exploring and examining assessor qualification system based NCS and KQF(Korean Qualification Framework) in Korea.

Education and Training Measures on Multi-crew Pilot License(MPL) Application in Korea for Improving Air Navigation Safety (항행안전 증진을 위한 국내 부조종사자격증명(Multi-crew Pilot License; MPL)제도 도입 관련 교육·훈련방안)

  • Multi-crew pilot license (MPL) is a new pilot licensing concept introduced and operated by ICAO. Mostly, candidates for MPL are educated and drilled with competency-based trainings (CBTs). In this paper, to present education and training measures for the domestic MPL application, ICAO documents and Korea aviation laws for pilot licensing, domestic and foreign airlines' employee requirements, and status of operations related to MPL system are identified. Also feasibility of MPL application in Korea is reviewed by checking approved domestic aviation training institutions' capabilities, airlines' pilot demands, and concerns of airlines and trainees with MPL system. Finally, three education and training measures on MPL application in Korea for the air navigation safety are suggested.

  • Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention law" had entered into force from January 20. 2008, the education system for marine pollution prevention manager is scheduled to change in some ways. Major changes in education/training institutions, education/training courses, trainees, marine pollution prevention manager's works and business, marine facilities and educational subjects are summarized, comparing between new "marine environment management act" and old "marine pollution prevention act".

  • This study discusses some topics of Security License System and Security Training System in Japan. Especially, the Security License must be very influence that the growth of security industry. And it's true that a few enlightened approach to cooperation between police and private security has already begun to take place in some divisions. The most important thing of the License Test System in Japan is the method of test rule and test section. Then the training systems of the security agent have been very impressive rule and the system for security agent. Today, the market of the security industry in Korea have been going to develop and extend to the future industry. The assignments that are leaved to security industry in Korea must be that the improvement of the License & Training System of Security Agent in Korea should be made effort by the security industry and the public section that looks like the police.

  • A public librarian is an occupation, which requires long-term. continuous training and difficult study to acquire and cultivate professional knowledge and skills. It is a necessity to achieve new knowledge, information and skills via appropriate retraining. A training system is the method which gives chances of retraining to public librarians. After examining some of the problems with the existing training system, it is apparent that the direction of training system needs to be decentralized. That is each local branch should be autonomous in terms of new training for librarians. For the method of training system, each autonomous unit would integrate the different theories to apply to the community-at-large and invite practical specialists from the local community to lecture. The training classes would be elective in that the each librarian could choose the classes he/she wants to take and give them credits for that, but the certificate for the class would also go towards completion for the required technical training. Finally, the utilization of cyber-education should be introduced, and the library association's role strengthened, to help public librarians cultivate their specialties.

  • This study examines the paradigm shift in vocational training with the introduction of remote training, which has been conducted fragmentarily by project, to respond to the COVID-19 pandemic. It analyzes the operation's problems and limitations by dividing the remote training process from assessment to budget execution by subject, stage, and procedure. Additionally, it collects various stakeholders' opinions to propose improvement plans for the vocational training support system to effectively respond to the paradigm shift in vocational training in the digital and non-face-to-face era. The study assumes that the assessment of training institutions and the training process should be innovated in a way that can accommodate the direction of vocational training in the digital and non-face-to-face era instead of focusing on traditional collective training. Based on this premise, it suggests ways to enhance the pre-approval screening system and the training institution assessment system.

  • 최근 우리나라의 해양플랜트 산업 성장과 관련하여 이 같은 산업에 종사하는 필수 인력 가운데 각종 수중작업을 수행하는 고도의 기술을 가진 인적 자원의 확보가 필수적이다. 따라서 본 연구는 우리나라의 산업잠수 종사자 교육 및 훈련실태 그리고 자격요건 등을 조사하고, 선진국에서의 Offshore Diver 종사자를 위한 교육 및 훈련과정과 자격인증 제도 현황을 조사 비교하여 향후 우리나라의 Offshore Diver 인력양성 및 교육의 제반여건을 마련하는데 기초 자료를 제공하기 위한 목적으로 수행하였다.
