Strategies for the Expans ion of Internet Trade Leads Site in Korean Exporting Firms (우리 나라 무역업체의 인터넷 무역거래알선사이트의 활성화방안)

  • 무역거래의 패턴이 최근 크게 변화하고 있는데, 기존 무역거래방식에서 인터넷무역방식으로 그 비중이 확대되면서 인터넷 무역거래알선사이트에 관한 관심과 활용도가 점차 높아지고 있으며 특히 무역거래알선사이트의 구축 및 운영은 국내외의 무역 유관기관과 지방자치 단체, 대기업 종합무역상사 및 개별기업을 중심으로 활발히 진행되고 있다. 이에 실제 우리 나라 무역업체들의 사이트 이용 및 현황과 이용만족도 조사를 위해 설문조사를 한 결과, 현재까지 무역업체들이 가장 선호하는 사이트는 무역 유관기관이 운영하는 사이트들이다. 또한 실제 무역거래알선사이트를 이용한 결과와 관련하여 거래알선사이트 제공서비스에 대한 만족은 대상 업체 중 불과 17.9%의 낮은 수준으로서 이렇듯 낮은 만족도를 보이는데는 다음과 같은 문제점들이 있었다. 즉, 정보 인프라 측면에서의 관련정책의 분산, 보안 인프라의 우려, 오프라인 상의 결제 및 세금문제, 인터넷무역 관련 국제협력문제 등을 들 수 있으며, 무역업체의 측면에서는 전문인력의 부족, 최고경영자의 정보화 인프라에 대한 마인드 부족과 업체내의 웹 기반 환경 구축 미흡 등을 들 수 있다. 이상의 문제점들을 개선하기 위한 활성화방안을 살펴보면 첫째, 거래정보 보호기술의 육성 둘째, 무역거래알선사이트의 적극적인 국내외 홍보 셋째, 무역거래알선사이트 관련 분쟁 신용조회 등의 통합관리 넷째, 사이트관련 온라인과 오프라인상의 제반환경 개선 및 국제거래 규약 개선 다섯째, 무역거래알선시스템의 효율성제고를 위한 전문인력 양성 및 교육훈련 강화 등이 절실히 요망되고 있다.

A Study on the Itinerant Librarian at Small Libraries (작은도서관 순회사서 운영에 관한 연구)

  • Since 2010, the itinerant librarian project has aimed to support small libraries and to establish cooperative systems between public libraries and small libraries. However, the project has been criticized for several issues, although there are some positive evaluations. In this context this study aims to analyze various issues of the project and to provide alternative strategies. Based on analyzing previous studies the study discusses the concept and social background of itinerant librarians. Furthermore, it explores the issues of the project, including low awareness and employment instability of itinerant librarians through the interviews with participants of the project. As a result, the study provides six alternative strategies to improve the project.

  • 국가지리정보체계의구축및활용등에관한 법률(이하 NGIS법)에 따라 국가GIS의 효과적인 구축 관리 및 활용을 위하여 기본지리정보가 구축되고 있다. 기본지리정보는 국가공간정보기반으로서 기본이 되는 데이터이며, 법적 근거에 따라 중첩활용이 가능해야 한다. 따라서 본 논문에서는 기본지리정보 중첩활용성 제고를 위하여 지리정보 중첩활용에 대한 수요를 조사 및 분석하였다. 설문 응답자는 민간기업이 38.2%로 가장 많았으며, 교육기관, 정부투자기관, 연구기관, 중앙행정기관, 지방자치단체의 순으로 조사되었다. 기본지리정보 활용목적은 기술관련 업무용으로 가장 많이 사용하였으며, 연구관련 업무용, 부가가치생산용의 순으로 나타났다. 기본지리정보 활용 우선순위는 교통분야가 가장 높았으며, 지적분야, 공간영상분야, 지형분야의 순으로 나타났다. 기본지리정보 상호간 중첩활용수요는 교통분야가 가장 높고, 지적분야, 공간영상분야, 지형분야의 순으로 나타났다. 기본지리정보 상호간 중첩활용 수요에 있어서도 '교통-시설물' 중첩활용수요가 가장 높았으며, '행정구역-교통', '행정구역-지적', '행정구역-시설물' 등의 순으로 나타났다. 기본지리정보 중첩활용을 위한 요구사항을 1순위부터 5순위까지 조사한 후 가중치를 부여하여 합산한 결과 데이터품질이 가장 높았으며, 데이터포맷, 데이터모델, 데이터구축지침, 데이터생산사양의 순으로 나타났다. 이러한 수요조사 결과를 기반으로 향후 기본지리정보 중첩활용성을 제고하기 위한 시범구축 등을 수행하여 사용자의 수요를 만족시킬 수 있는 상호호환성이 확보된 기본지리정보의 공급이 요구된다.

A Study on the Determinants of the Public Library Budget of South Korea: Focused on Macro and Micro Environments (한국 공공도서관 예산결정요인에 관한 연구 - 거시환경과 미시환경을 중심으로 -)

  • This study was conducted with a view to examining the determinants of the public library budget in the local governments of south korea. To the end, this study used the public library budget data and macro/micro environments data of 167 local governments in 2017. The analysis results shows that the determinants which have an effect on the public library budget are metropolitan area, the level of education, the population size of young adults in terms of the macro environment, and the number of users, books, and librarians in terms of the micro environment.

Analysis of the Effect of Traffic Safety Investment on Traffic Accident Reduction Using Panel Data (패널자료를 이용한 교통안전투자 종류별 사고감소 효과)

  • There are many investment budget drafts in the filed of a road traffic safety. The traffic safety budget is spitted into following three major areas: 1) traffic safety facility (Engineering), 2) traffic enforcement (Enforcement), and 3) traffic safety education & public relation (Education). The three area are known as so-called 3E policy. This study investigates the effect of the investment in the 3E policy on the reduction of traffic accidents analyzing the data annually collected from the 15 local governments during 1992 to 2007. The analysis employing the traffic accidents as the dependent variable reveals that the effect of the investment is higher if same amount of investment is made on areas of the traffic safety education and public relation than the area of facility improvement. The similar conclusions are resulted from the separate investigation of traffic accidents data by 6 different types. All the results consistently indicate that the current traffic safety investment being primarily made on traffic safety facility needs to shift to the areas of traffic safety education and public relation budget.

The Factor Influencing to the Effectiveness of Prevention Policies of the Criminal Victimization of North Korean Defectors (북한이탈주민 범죄피해 예방정책의 효과성에의 영향요인)

  • The purpose of this study is to analyze the actual situation of crime victimization by North Korean defectors and to examine whether any of the protection and support systems for defectors has a statistically significant effect on the perceived effectiveness for preventing the criminal victimization of North Korean Defectors. The subjects of this study were 107 police officers from the 17 provincial police departments. Independent variables were (1) social adaptation education in Hanawon, (2) protection officer system, (3) legal support system, (4) private participation system, (5) support for family life, (6) community participation activity. And the dependent variable is the crime prevention effectiveness for the defectors. As a result of multiple regression analysis, it was found that the independent variables that have a significant effect on the effectiveness of prevention of crime victimization were protection officer system and support for family life. First, in order to prevent the crime victimization of North Korean defectors in advance, three kinds of protection officer system that will be received after the transfer of the residence should play the role successfully. Second, the efforts of the government and municipalities alone are insufficient for the early settlement of North Korean defectors. Therefore, it is necessary to diversify the support and protection programs for North Korean refugees through cooperation with civic organizations. Third, it is necessary to expand the legal education time so that North Korean defectors do not suffer crime because of lack of legal knowledge. Fourth, in order to prevent North Korean defectors from being victimized by various kinds of crime, it is necessary to actively support them so that family life can be stabilized.

A Study on Web Accessibility Status of Metropolitan and Provincial Offices of Education from the Universal Design View (유니버설 디자인 관점에서 본 국내 시도 교육청의 웹 접근성 실태에 관한 연구)

  • Due to the enforcement of a law about disability nondiscrimination and rights protection in 2008, the web accessibility has become an obligation. According to a survey targeting public sectors such as central administrative organization, local autonomous entity and etc., the level of compliance with web accessibility appeared to be improved every year. However, such legal mechanism focuses on the improvement of convenience for disabled people only and does not meet the concept of universal design that aims to satisfy every user. Therefore, this study verifies the status of web accessibility on 17 homepages of metropolitan and provincial offices of education. The status survey was carried out with 3 steps: 1) Verification through automated verification tool by National Information Society Agency, 2) Verification through Web Content Accessibility Guidelines(UD-WCAG) that adopts the concept of universal design, 3) Verification by using screen reader. Compared to the verification through automated verification tool, the overall compliance rate verified through UD-WCAG was reported lower.

Facilitating Health Promotion Programs at the Local Level: An Educational Approach (지방자치단체의 건강증진사업 활성화 방안 -교육적 접근을 중심으로-)

  • This paper will discuss about how we can foster educational support mechanisms to facilitate health promotion programs at the local level. Health promotion in Korea is in the early developmental stage; it has only been since the Health Promotion Act was legislated in 1995, the health promotion programs have been planned and implemented. In the context of the recent decentralization process, local health departments have a major responsibility for developing and implementing health promotion programs at the local level. The short history of health promotion in Korea has meant that local public health departments have limited experience and organizational capacity for health promotion planning & practice. The results of one survey for investigating the progress of health promotion at the local level are instructive. The survey demonstrated that the public health workers recognized that the lack of personnels, insufficient budget, the lack of policy & the organizational support, the lack of skill & knowledge to be effective health promotors, the lack of guidance for health promotion practice were major barriers to implementing health promotion programs at the local level. The object of this paper is to suggest some ways of overcoming barriers to implementing health promotion programs at the local level This paper emphasizes on the importance of educational supports as well as environmental supports - legislative, policy, organizational, economical - in building the organizational capacity and infrastructure of local health department for health promotion. It suggests some ways of providing educational supports to the public health workers at the local level. and supports the positions that educational opportunities for training in health promotion can be better provided to the public health workers at the provincial level rather than at the national level. It argues that the educational & training programs should be developed and based on the educational need assessment; that the application of the main educational principles & theoretical models for health promotion be used to develop educational programs for the public health workers; and that professional health organizations should make plans to provide more educational programs at their annual conferences or at other convenient times. These kinds of educational supports facilitate the ability of public health workers to improve their capacity for health promotion practice at the local level and help to alleviate some of the pressure on state resources.
