심각한 학력저하, 일 과학교육계도 들썩

  • 일본에서는 학생들의 심각한 학력 저하 문제를 해결하기 위한 논의가 활발하게 전개되고 있다. 초.중.고등학교의 교육과정에 해당하는 새로운 '학습지도요령'이 올 연말에 발표될 예정이다. 과학교육을 중심으로 지금까지 일본에서 논의되어 왔던 내용과 앞으로의 개혁 방향에 대해 살펴본다.

  • 최근의 한국사회는 모든 분야에 있어 개혁을 추진하고 있다. 이러한 개혁은 문민정부라는 국내 정치변화도 한 요인이지만, 지구촌 시대로 들어서는 국제적 환경 변화도 큰 요인이다. 이제 교육 분야, 특히 대학은 외부세계와 단절되어 오직 진리만 추구하던 '상아탑'적 전통에만 안주할 수 없게 되었다. 대학도 환경의 변화에 능동적으로 대처하여 조직 체계와 그 운영에 있어 개방성을 추진하여야 한다. 대학의 최고 정책 결정기구인 대학이사회의 구성과 기능 그리고 집행기관인 총장의 선출과정 및 리더십에 대해 개방성이 강조되고, 행정의 운영에 구성원의 참여와 공개가 보장되는 것은 대학행정의 민주성을 확립하는 필수적 요소이다.

A Case Study of 'Lesson Study' in an U.S. School: As an Alternative Model for Teacher-led School Reform (미국의 레슨 스터디 실행 사례 연구: 교사주도의 학교 교육개혁의 대안적 모델)

  • This article presents a one and half-year process of Lesson Study conducted at a K-8 school in an urban district in the eastern U.S. Lesson Study, a Japanese form of professional development that centers on collaborative study of live classroom lessons, has spread rapidly in the U.S. since 1999 and has been argued as a promising alternative model for teacher-led school reform through professional development. The Lesson Study group described here was composed of five teachers, one administrator, and one instructional improvement coordinator belonging to the participant school and two instructional super-intendants from the school district. Data was collected from October 2007 to February 2009 and a qualitative case study method was employed for this study. Drawing a case of Lesson Study, this article intended to show how Lesson Study group members participated in planning, teaching, observing, discussing, and improving lessons collaboratively for student learning by enhancing teacher professional competence so that find directions for future implementation in Korea. This article investigates (1) process of Lesson Study, (2) issues Lesson Study group members mainly dealt with, and (3) changes have taken place in Lesson Study as it is conducted over time. (4) Finally, this article concludes with challenges to adopting Lesson Study successfully in Korea.

A Study on Alignment of Assessment with Curriculum and Instruction in Mathematics Education : A Synthesis of Research (평가와 교육과정 및 교수방법의 일관성에 관한 연구: 연구의 종합)

  • The present study aims at theoretically reviewing studies en the need of alignments among assessment, curriculum and instruction in order to implement the goals of mathematics education. This paper discusses about issues and models fer alignment between instruction and curriculum, and then mainly focuses on alignment of assessment with instruction and curriculum at two levels, classroom and large-scale assessment. It was pointed out that both many published standardized tests for large-scale assessment and classroom assessments failed to meet curricular goals and contents, and instructional methods. The findings imply that reform in mathematics education should not be driven by assessment, but be embedded in instructional practices.

  • 우리나라에서 공과 대학 학생들의 효율적인 교육을 위하여 유사학과의 계열별 통폐합이 추진되고 있는 바, 현 시점에서 미국에서 논란되어지고 있는 전기공학 교육과정의 내표하고 있는 많은 문제점이 미국 뿐만 아니라 한국에서도 공통적인 문제점들임을 감안할 때 미국의 여러 기관, 학교 등에서 연구, 계획, 실행되어가고 있는 교과과정에 대해 그 방향을 정리 검토하여 한국의 전기공학 교육발전에 참고하려 한다. 미국 대학에서 일반적으로 시행되고 있는 교과과정 및 제도는 한국과 거의 유사하다고 볼 수 있다. 그러므로 일상적인 제도에 관한 것을 포함시키지 않고 현재의 공통적인 문제점들을 개선하고자 하는 새롭고 창의 적인 개혁 방안들을 중심으로 정리하였다. 이 글에서는 한국 사회의 현실성이란 변수를 감안하지 않고 미국의 전기공학교육의 방향을 객관적으로 검토하는데 촛점을 두었다.

The Exploration of the Usefulness of Comparative Educational Approach in Education Policy Studies (교육정책탐구에서의 비교교육학적 접근방법의 유용성 탐색)

  • The purpose of the study is to identify the usefulness of comparative educational research approach for rational educational policy development and operation through the analysis of the area, contents, methods, and so on that comparative educational research approach in educational policy studies is used. For achieving the purpose, the study examined as the follows. First, the study discussed the academic traits and research target of educational policy and comparative education using the academic trait of definition method and the academic trait of approach method. Second, the study examined the contents of the exploration of educational policy studies in comparative education. For this, the study analyzed previous research on the relationship between comparative education and general education. And using articles published in Journal of Comparative Education, the study analyzed the contents of educational policy research in comparative education. Based on the main results, the discussions and suggestions are provided.

New Directions for School Algebra in ICT based Society (ICT시대의 대수교육의 방향과 과제)

  • The relevance of secondary school algebra focused on paper and pencil manipulation has been reconsidered along with the expansion of universal education and the development of ICT such as computer or calculators. This study was designed to investigate the issues and trends of the recent algebra so as to provide implementations for algebra curriculum in Korea. The focus of algebra education has being shifted from paper pencil manipulation to algebraic thinking. The early algebra or informal algebra is one of the important traits of revolution, and the role of ICT is integrated in newly developed curricula. In Korea, algebra education has been retaining the traditional line even though the national curriculum documents allows ICT for instruction. The reasons of these discrepancies were analyzed and the tasks for the new curriculum in accordance with the current trends were suggested in this paper.

  • 앞으로 점차 늘어날 공동연구에서는 직접 연구에 종사하는 전문가 외에, 연구개발을 운영하는 유능한 리더나 관리자의 역할이 중요하게 될 것이다. 그들이 하는 일은 연구자금의 확보, 공동연구자의 물색, 연구 정보의 수집과 정리, 연구전략의 수립, 연구성과의 공개 등이 될 것이다. 이러한 전문가를 양성하기 위한 과정은 대학의 교육과정에 어떤 방식으로든지 편성 될 수 있을 것이다. 경영학적 전문성과 과학에 기반을 둔 사회학적 전문성을 가미한 '연구개발 경영학'이 필요한 시대가 반드시 올 것이므로 이에 대한 대비가 필요하다.

Educational Reforms under the Bologna Process in Former Socialist Countries: An analysis of educational policy transfer (체제 변환기 러시아 및 동구권 국가들의 교육 개혁이 정책 전이 논쟁에 주는 시사점: 볼로냐 프로세스를 중심으로)

  • The purpose of this study is to investigate the influences of educational policy transfer on transitional countries by analyzing the impacts of the Bologna Process on the educational systems of former socialist countries in Europe including Russia, Ukraine, and Hungary. For this purpose, documents published by European Union and its associated educational institutions, as well as academic institutions and scholars were analyzed to evaluate the changes made not only in the systemic level but also institutional and personal levels. The Bologna Process, instigated by the rise of knowledge economy and globalization, is purported to be the most influential educational reform conducted by the member countries since the formation of EU. However, unlike its original intentions to promote the voluntary participation of universities and students, the Bologna Process strengthened the structure of centralized bureaucracy in the educational systems, and restricted the freedom of professors, since most of the universities in these countries relied on governments for their funding. This indicates that in analyzing the influences of educational policy transfer in transitional countries, it is important to analyze the roles and motivations of actors participating in the decision-making processes. Moreover, Bologna Process reforms, made under the direction and control of government, were often turned into cases in which administrators hurriedly implement new policies against the will of faculty members and students, thus impeding the efficient localization of the reforms. This case, thus, implies that while educational reforms driven by policy transfer can change external systems and policies of universities, the fundamental reforms in the minds of faculty and inner workings of organization can only come about after a careful consideration of the societal and cultural values embedded within society.
