The Transition Process and Performance Evaluation Plan of Commissioned Education by the ROK Armed Forces (육군 위탁교육 변천과 성과평가 발전 방향)

  • The overseas military education, which began in 1948, and the commissioned education of professional degrees, which was implemented in 1958 to obtain a degree for a professor at the Korea Military Academy, are expected to be expanded further in order to nurture talent who will lead the future and transformation of the Army in the era of the fourth industrial revolution. However, the Army's commissioned education system has been criticized for being high-cost and low-efficiency, and the systematic evaluation of the performance of commissioned education has also been insufficient. Therefore, this study examined the transition process of commissioned education by the ROK Army. The validity of the assessment area the CIPP evaluation model for the performance evaluation of commissioned education in the Army was verified through expert Delphi survey. According to the Delphi survey, the validity of the assessment area for the performance evaluation was all appropriate and various opinions on commissioned education were obtained.

  • 전세계적으로 급속한 첨단기술의 발전과 지식경영 사회의 전환은 조직의 패러다임 변화를 초래하였다. 이에 따라 조직들은 경쟁우위를 갖추기 위해 과거의 양적인 성과관리 방법에서 벗어나 전략적으로 운영할 수 있는 새로운 성과관리 시스템의 필요성을 요구하고 있다. 이에 본 연구는 비영리 조직 중 교육기관의 성과관리 시스템 도입에 대하여 BSC(균형성과표)를 중심으로 살펴보고자 한다. 먼저, BSC에 대한 개괄적인 선행연구와 더불어 비영리 조직이라는 특수성을 반영한 BSC를 도출한다. 이를 바탕으로 교육기관의 성공적인 BSC 시스템 도입을 위한 정책적 시사점을 제시한다.

  • This Paper presents a clearly explained and richly illustrated case study of assessment and evaluation for program outcomes in accreditation for engineering education, which describe what Program students are expected to be able to do by the time of graduation. In particular, the performance criteria based on performance level, assessment tools, and level-of-achievement rubrics for assessment of program outcomes in electrical engineering program of Kwangwoon university will be briefly addressed. Obviously, the assessment, evaluation, and improvement processes for the specified program outcomes should be continuously carried out to demonstrate that the program objectives and outcomes are being met.

  • As global competition has become keener, importance of standardization has increased due to international trade between firms and countries. Since standardization provide compatibility for parts or products, maintaining a good level of standardization is one of key success factors. This paper studies impact of standardization status and educational effort of standardization on performance of the firm. Also, characteristics of the firm, industry, history, acknowledge of need for education of standardization of the firm are considered as antecedents of standardization status and educational effort on standardization. Data was collected from information and technology and electronics industries. This paper found that characteristics of the firm and acknowledge of need for education on standardization have positive impact on the number of education on standardization. Results of this study also show that the number of education classes and of employees participated in the class positively affect R&D performance and production and quality improvement. Implication of this study is finding the relationship between importance of standardization education and competitiveness of the firm in global market.

  • This study analyzed the effect of education and training of small businessess on improving job satisfaction and job performance. The study results showed availability of training and sufficientness of practice hours affected job satisfaction, quality & availability of training and sufficientness of practice hours affected job responsiveness, information accessability of training, training place & facility and sufficientness of practice hours affected willingness to participate in training. Women and procuction worker had higher willingness to learn, yet who are in their 20s and continuously worked for 3-5 years had lower training satisfaction so it is recommended to improve it. This study provided implications for exploring effective factors to enhance company training performance and verified the effect.

  • The purpose of this paper is to examine factors enhancing the performance of computer education designed for cultivating competing person for information society. It aims to analyze the affecting factors of computer education performance in terms of learner's aspect such as computer self-efficacy and environmental aspect such as educational facilities and professor's traits. The result shows that all factors(computer self-efficacy, innovativeness, motivation, self-regulated efficacy, professor's traits) except educational facilities are found to be significantly related to the performance of computer education. It is expected to provide guidelines on effective computer education and help to nurture talented person for information society in turn by investigating the affecting factors of the performance of computer education.

  • Education for an organization is implemented to improve the organizational and each individual's performance. However, the actual results are not as expected. Accordingly, this study is committed to investigate the education related factors that have impact on the organizational performance, which is defined by the trainee's organizational commitment and work performance. Based on the acquired knowledge, we suggest things to consider when designing corporate training for performance creation. First, it is investigated whether the task value and job relevance(educational content characteristics) and the degree of support for education within the company(organizational characteristics) affect learning-transfer of trainees. After that, the causal relationship from the learning-transfer to organizational commitment and work performance(organizational effectiveness) is analyzed. In this overall process, the effect of on-/off-line education is analyzed and compared. As a result, it is found that the task value, the job relevance, and organizational compensation have a significant impact on the learning-transfer, and the learning-transfer has impact on organization commitment and work performance. In addition, the moderating effect of the on-/off- education is identified. This study is conducted only with franchise enterprises and as a future study, a more general sampling is required to extend this work.

사용자 태도 및 교육.훈련과 정보시스템 실행 성과간의 관계

  • 본 연구는 사용자 특성 중 조직에서 통제 가능한 요인의 사용자의 태도 및 교육· 훈련이 정보시스템이 실행 성과에 미치는 영향을 검증하기 위한 것이다. 이를 위해 본 연구 에서는 최근 신정보시스템으로 전환한 D사의 사용자를 대상으로 설문조사를 실시하여 다음 과 같은 결과를 얻었다. 첫째, 사용자 태도와 교육·훈련은 각각 독립적으로 정보시스템의 실행 성과에 영향을 미치는 것으로 나타났다. 둘째, 사용자 태도와 교육·훈련이 결합한 상 호작용 효과는 시스템 사용도에는 유의적인 효과를 미쳤지만, 사용자 만족도에는 유의적인 효과를 미쳤지만, 사용자 만족도에는 유의적인 효과를 미치지 못한 것으로 나타났다. 이러 한 연구 결과에 비추어 볼 때, 조직에서 정보시스템의 실행 성과를 높이기 위해서는 사용자 태도를 호의적으로 변화시키고, 사용자에 대한 교육·훈련을 많이 시켜야 하며, 특히 사용자 에 대한 교육·훈련은 차별화하여 실시하여야 한다는 것이다.

A Study on Influence Factors of the Academic Library on College Education and Research Performances (대학의 교육 및 연구성과에 미치는 대학도서관 영향요인 연구)

  • This study aimed at analyzing the influence factors of the academic library on college's education and research performances. The researched subject was 144 colleges targeted for information disclosure by Center for Higher Education Information Disclosure. The conclusion of the present study is as follows. First, the educational performance in college showed the positive relation with 'library environment' variables except 'seating capacity per capita'. Second, the educational performance in college was positively related to the variable of 'library outcome' and particularly, it was directly influenced by circulation, visit, and interlibrary loan. Third, the research performance in college showed a positive correlation with 'library environment' variables except facility scale of library. Fourth, the research performance in college showed a positive relation with the variable of 'library outcome' and research performance excluding 'publication in domestic journals per capita' was positively influenced by 'document delivery services usage per capita' and 'commercial DB usage per capita' in common.

A Structural Analysis of Factors Affecting Adult Learners' Learning Outcomes at the University Lifelong Educational Institutions (대학평생교육원 성인학습자의 학습성과 영향요인 구조분석)

  • This study was conducted by implementing a structural analysis regarding adult learners' learning outcomes and their affecting factors in the lifelong educational institutions in Daejeon area with 960 adult learners. Research result was as following. First, learner and educational characteristics were confirmed to have an indirect impact on learning outcomes, which were mediated by learning satisfaction and commitment. Second, adult learner's characteristics directly influenced to learning commitment and satisfaction as well as educational institutions did. Third, learning commitment also directly affected learning satisfaction and outcomes. Fourth, learning satisfaction had a strong influence on learning outcomes. By all accounts, learning outcomes was directly influenced by learner, educational characteristics, and learning satisfaction. In addition, learning outcomes was indirectly impacted by mediating with learning satisfaction and commitment. Therefore, lifelong educational institutions should reinforce any strategies in order to enhance learning outcomes such as developing and providing more variable programs, making better class atmosphere and facility, positioning highly qualified teachers, and one-stop administration services.
