Mid & Long-term Library Plan for Exchange and Cooperation between South and North Korean Libraries (남북한 도서관의 중장기 교류협력 방안 연구)

  • The purpose of this study is to present directions and programs for exchange and cooperation between libraries of South and North Korea. Specifically, it is to present the direction of exchange and cooperation programs in the library area and to present library exchange and cooperation programs that can be promoted in the [tight period], [reconciliation and cooperation period], and [South and North confederation period] through research methods of literature review, Focus Group Interviews (FGI), and expert advice. In this study, exchange and cooperation programs were divided into three projects that should be prepared by South Korean libraries, by direct exchange and cooperation between South and North Korean libraries, and by conducting with third countries or international organizations. Along with the conducting program periods, 8 major programs and 33 unit tasks were also proposed. Conclusions and suggestions suggested the need for sector-by-sector, step-by-step exchange and cooperation, establishment of systems to promote effective exchange and cooperation, establishing the formation of consensus within libraries, finding field-oriented agendas, and developing education programs of North Korea libraries for librarians.

  • The Exchange-cooperation of the Korean peninsula on the Internet contains the possibility that forms the basic of the South-North relationship to meet the Age of information. the Exchange-cooperation on the Internet will make a contributes to the frame of mutual cooperation in the two nations as solving the inconvenience, which might follow the direct contact between them, and cutting down on expenses. Focusing on the Internet, especially Software and Communication service in the Information and Communication sector. This paper presents the Establishment scheme of Cyber network for obtaining mutual cooperation on the Korean peninsula.

A Study on the Library Cooperation between South and North for the Unified Korea (통일 한국을 대비한 남북한 도서관교류협력에 관한 연구)

  • Non-ideological information exchange and cooperation based on the scholarly and cultural fields would be the most effective project of south and north Korea for gaining the national homogeneity and trust in the long-term perspective. In this context, this study researched the measures on cultural exchange and cooperation between south and north through national libraries for the unified Korea. Related with that issue, this study analyzed function and limitation of national library in north Korea and evaluated library cooperation between south and north Korea in the frame of cultural cooperation project. So, this study suggested the stepwise model of the library cooperation between south and north based on the five practical measures including the cooperation governance system.

  • 남북한 간 ICT산업 표준화를 통한 교류협력은 상호 공동의 경제적 이익을 추구할 수 있는 실질적인 분야이다. 특히 ICT산업표준은 경제협력의 촉매제가 될 수 있으며, 체제에 대한 부담이 덜하고 양측의 협력을 통해 적은 비용으로 큰 파급효과를 기대할 수 있으며, 남북 경제통일의 기초가 될 수 있다. 아울러 정부 및 민간 차원의 실질적 교류를 여는데 용이하면서도 필수적인 사업이기도 하다. 본 연구에서는 남북한 ICT산업 교류협력을 위한 양측의 기술 및 산업현황, 실현가능성 등을 분석하여 표준화 과제를 도출하였다. 남북한 ICT산업 교류협력을 위한 우선과제는 낙후되어 있는 북한의 기술수준을 선진화하기 위한 노력이 필요하다. 이에 남한의 첨단 정보화 인프라를 적극 제공하여 기술격차를 줄이는 것이 선행되어야 한다. 본 연구에서는 남북 ICT산업의 국가기술규격 및 표준의 통합과 기술적 제도적인 중 장기적 협력체계를 통합방안을 제시하였다.

Research on Instructional Design Models for Cross-Cultural Collaborative Online Learning (온라인 국제교류 협력학습 설계모형 탐구)

  • The purpose of this study is to examine the concepts and types of cross-cultural collaborative online learning that enhance the utilization of advanced ICT in education and contribute to the promotion of educational exchanges between countries, and suggest exchange learning design models necessary for the active introduction. For this study, previous studies related to cross-cultural collaborative online learning were examined. As a result, cross-cultural collaborative online learning is an educational method based on constructivism that explore and construct knowledge by interacting and collaborating with students, teachers, and field experts who are linguistically and culturally heterogeneous based on advanced ICT. The type of cross-cultural collaborative online learning could be divided into synchronous exchange learning centered on remote video classes and asynchronous exchange learning centered on website based tasks. A PPIE learning design model considering the characteristics of each type is presented.

  • Inter-Korean cooperative tourism business has turned mutual confrontation and tension between two Koreas for the past 50 years to a peace, stability, mutual understanding and co-prosperity. Currently, with a million tourists visiting Mt. Kumgang, a new chapter for reconciliation and peace opened in inter-Korean cooperation. This study was initiated as an attempt to discern how inter-korean cooperative tourism business can effectively promote local tourism and economy. The purposes of this study are (1) to explore the present tourism situation of Goseong in Gangwon province such as tourism policy, tourism ressources and infrastructure, tourism products and tourist arrivals; (2) to examine the effect of Mt. Kumgang Tourism Business on the tourism development of Goseong; and (3) to investigate any significant relationship among its factors. This study examines the experiences of 189 Goseong resident groups. The findings of this study will provide future policy makers with useful implications in tourism planning and management.

  • 남북의 상호이해, 신뢰회복, 이질감 완화를 위해 대내외적 정치적인 변수에 상관없이 남북방송교류는 지속되어야 한다. 이를 위해 기존의 사회문화적, 단발적인 남북방송교류를 비정치적인 분야인 방송기술협력을 기반으로 한 장기적이고 지속적인 프로젝트형 남북방송교류로 전환하는 하는 것이 필요하다. 본고는 평화공존과 협력이라는 방향성 아래 남북이 상생할 수 있는 효과적인 방송기술협력 방안을 모색하고자 한다.

Analysis of Demands on the International Development Cooperation Project of Regional Governments (지속가능한 지자체 국제협력사업 수요 분석)

  • The purpose of this study is to analyze the demand for the science park development as a regional innovation hub to strengthen the internationalization capacity of local governments and to promote international exchange and cooperation based on public - private partnerships. For this, i)the main areas of interest and expectation for international exchange and cooperation, ii)preference for major projects, and iii)demand for development cooperation projects were identified, and it was figured out iv)what the core program is for cities of developing countries through network analysis using the UCINET program. Through these analysis, it was found that cities in developing countries wanted exchange and cooperation projects for the development of industrial and economic sectors. Especially, they wanted to develop industrial infrastructures and transfer advanced systems to foster regional strategic industries. In addition, the demand for the development of science park as a development cooperation project was found to be significant. Therefore it could be inferred that cities in developing countries want to develop a science park as a platform for regional development and industrial development, and to acquire development experience of advanced cities through continuous exchange and cooperation.

  • Exchange-cooperation between south and north Korea using the Information can say that it breaks down a physical barrier and recoverys quickly national homogeneity between them. As a case of a unified Germany, Excange-cooperation in the information and communication field has an important influnence on making a decision over the progress speed and quantity of friendly relations between Seoul and Pyong-yang, which ranges over a wide field like economy and society. This paper examines a unified German's precedent and the present condition of Excange-cooperation between the South and the North of Korea so that Excang-cooperation scheme in the information and communication field presents.
