Since the problems associated with disaster management have been at the core social issues in Korea, this study analyzes the relevant ordinances of the metropolitan city of Busan and its 16 autonomous subregions, called gu in Korean language, based on the evaluation model of disaster management organizational system, which consists of interrelatedness, professionalism, integrity and responsiveness. As a result, the ordinances related to responsiveness are the most frequently identified in the ordinances, followed by interrelatedness, professionalism and integrity. A range of suggestions are discussed, including: establishing cooperative network between officials and the community; and restructuring of the work system for unity.

A source of records is critical and highly valuable for records management. The compositions and functions of an administrative organization, which is the source of public records, are changing according to its frequent reorganizations. In particular, changes in local governments are frequent, and the possibility of change increases over time. The processing department is responsible for various records management tasks as the source and producer of records; however, its scope of qualifications is unclear. As such, this study aims to clarify these sources of records and suggest ways to improve their management. For the objective, this study selected D regional local government and analyzed the forms and frequency of its administrative organizational changes. In particular, the processing department's modified organizational functions and compositions due to reorganizations were also examined. Through the analysis, problems concerning records sources that could arise from changes in the administrative organization and processing department were identified, and improvement plans for records management were suggested.

본 연구의 목적은 충북 지방재정의 실태를 검토하고 운영에 따른 재정건전성을 여러 가지 지표를 통하여 분석하며, 이에 근거하여 충북 지방재정의 문제점을 도출하고 개선방안을 제시하는 것이다. 연구 목적을 달성하기 위하여 행정안전부 및 행정자치부, 각 광역자치단체 등에서 2004년부터 2009까지의 자료를 구하여 재정지표 분석 제도의 틀에 따라 분석하였다. 전체적으로 보아 세입 부문을 보면 충북의 재정자립도와 자주도는 도 평균 대비 우수한 편이다. 주민 1인당 세외수입은 상대적으로 많으나 1인당 자체수입액 및 지방세부담액은 상당한 수준으로 낮다. 세출부문을 나타내는 경상경비 비율은 매우 양호하나 세입 세출 균형 측면에서는 불균형을 나타내고 있다. 이는 기본 경비는 타 도에 비해 적게 사용하고 있어 효율적인 반면, 주민 1인당 주민세 부담액이 매우 낮기 때문이다. 이러한 사실에 기초한 재정건전성 방안을 연구할 필요가 있다.

Regional comparative analysis for the variability of young man's employment indexes is important to unemployment or employment policy data of central and local government. Through the result of comparative analysis, central and local government can use differentiated policies for the regions and keep the efficiency for the application of detailed policy. In this study, based on economically active population survey data which consider economically active population rate, employment population rate and unemployment rate as typical employment indexes of young man, we analyzed the variability of these indexes by metropolitan cities and province regions using coefficient of variation. Also we proposed the largest index in variability of three employment indexes, and proposed the city and province region with the largest variability for each employment index.

This article aims to analyse the overview and issues of current disaster management training and exercise program for local government officials who is currently in charge of the disaster management tasks by surveying and interviewing. Main issues that raised in the survey and interview are that current disaster management training and exercise program is not practically related with the current work tasks. Furthermore, the organizational issues including lack of awareness in disaster management from upper and middle management are derived. In order to solve such issues, this article suggests to establish regulations to force local government officials completing certain hours of training and exercise programmes and integrated system that can manages local government officials' training records and to improve awareness of senior officials towards importance of training and exercise in disaster management.

본 연구의 목적은 우리나라 17개 광역자치단체의 주요 관광지와 축제의 입장객 데이터를 관련 예산과 관광지 수와의 효율성 평가를 위해 DEA분석을 실시하였다. 이를 통해 각 지역별 문화시설과 관련한 효율성을 지역별로 비교할 수 있다.

민선지방자치제가 실시된 지 10년이 지난 지금 지방자치단체간 소모적인 경쟁보다는 생산적인 협력이 중요하다는 분위기가 고조되고 있으며, 행정구역 경계를 넘어선 지역개발 협력 모델이 구체적으로 논의되고 있다. 특히 도시가 점차 확장되면서 그 주변지역을 망라함에 따라 연담도시권은 생활권 경제권역을 공유하게 되어 각종 행정사무에 대한 상호 협력의 필요성이 증대되고 있으며, 교통, 공공시설, 수질, 대기 등의 문제들이 중요한 이슈로 부각되고 종종 지역간 갈등의 주원인으로 나타남에 따라 이러한 사안들을 협의할 수 있는 지역단체간 협력기구에 대한 중요성이 대두되고 있다. 금번 해외정책연수기간 중 방문한 SCAG(Southern California Association of Government) 와 ABAG(Association of Bay Area Governments) 는 미국의 광역도시계획기구 (Metropolitan Planning Organization: MPO) 중 하나로, 광역행정의 추진 및 정부간 갈등 조정, 협력 촉진의 역할을 수행하고 있어, 작금 우리의 행정현실에 대해서도 시사하는 바가 크다 하겠다.

인류가 살아온 역사는 재난을 극복하기 위한 과정의 연속이였다. 효율적인 재난 대응을 하기 위해서는 중앙정부 뿐만 아니라 지방자치단체도 통합관리체제로 재편되어야 할 것이다. 기초자치단체의 재난관리체계가 상당히 미흡한 상태이기에 광역지방자치단체와 긴밀한 상호공조체제 유지로 역할 분담을 명확히 하여 신속하고 체계적인 대응체계를 구축하고, 재난관리 전문인력을 집중 육성 및 구난장비의 확충과 더불어, 국민들의 안전의식 수준을 향상시키고 위기 상황발생시 극복할 수 있는 가상체험 훈련 등을 통하여 유사시에 대비할 수 있도록 한다. 또한 재난관리 정보시스템을 설계하고, 재난관리 대응매뉴얼을 활용하여 재난시 국민들이 슬기롭게 대처하여 재난피해를 최소화 하는 방안을 강구하여야 한다.
