Disaster management in Korea so far was centered on recovery efforts rather than prior mitigations. Besides, there were no systematic attempts to assemble appropriate information for even for the past disasters. In this reason, the nation has been repeatedly suffered from similar disasters. To prevent and minimize damages from disasters, it is necessary to build an information system that can gather and organize proper information and that can analyze and visualize spatial patterns of past disasters. This research aims at proposing policy measures to foster a GIS based urban disaster management system. To do so, the paper firstly takes a close look at the FGIS in the City of Taegu as an example. Then it examines the effects of GIS based urban disaster management system and suggests future directions to promote it.

Objective of Urban regeneration is a recovery of urban utilities through a physical, environmental, cultural, industrial and economic regeneration. The current paradigm of urban regeneration is not a simple redevelopment as physical redevelopment or improvement. This study is proposed that value system management applied the benefit management, value system, Quality Function deployment for a value conflict of urban regeneration. There is a reason to conflict value that value system is unstructured. Because this study is proposed to establish the process of value system, and applied this process to Se-woon 4th area urban regeneration project. This study is analyzed to divide value system of urban regeneration program into city level, district level, zone level in district. An analysis of value system obtained through '2020 urban master plan', 'the downtown recreate a comprehensive plan', 'Se-woon New town plan'. It is proposed that value system management method through Between values correlation analysis and the order of priority deduction. These are obtained to use Delphi technique and Analytic Hierarchy Process(AHP)

에너지 절약 최적화를 위한 녹색 기술개발은 지속가능경제와 화석연료 사용에 의한 부작용을 최소화하기 위한 전세계적 화두로 대두되고 있다. 중소기업은 다양한 품목에서 자체적인 생산활동을 수행하며 대기업 제품에 사용되는 부품을 실질적으로 공급하고 전체 근로자의 85%이상을 고용하는 등 국가적인 부가가치 창출에 큰 역할을 수행하고 있으나, 인적자원과 관리 인프라의 부족과 부재로 인해 체계적인 에너지 관리를 통한 에너지 사용 절감을 위한 최적화 활동 수행에 한계점을 가지고 있다. 그러나, 향후 직접적인 에너지 절감을 통한 원가 경쟁력 향상은 물론 향후 탄소 거래제와 생산 공정과 결과물에 대한 정량적인 탄소배출량 관리제도의 법제화에 대비하여 이러한 제한상황에 대한 해결안 제시가 절실하게 요구되고 있다. 본 논문은 이러한 문제를 해결하기 위하여 서해안 산업단지를 대상으로 한국산업기술대학교 전력저감센터에서 개발중인 중소기업을 위한 energy saving management system (ESMS)에 대해 기술한다. ESMS는 개별 공장에서 소비되는 전체전력과 대표 부하에서의 소비전력의 전력품질과 현황을 모니터링하고 부하특성에 맞는 전력저감 메커니즘을 제공한다. 또한 자체적인 과거 소비전력 경향과 광역 공단의 전체 소비 데이터와의 비교 데이터를 통해 자체적인 전력 소비 현황 및 절감대책을 수립하도록 지원한다.

가뭄시 유역 수문량은 하천수/지하수 취·배수, 하·폐수방류량, 용수재이용 등 복잡한 물이용체계에 따른 영향이 크지만 기존 가뭄시 수문량 평가는 이러한 복잡한 물이용체계를 고려하지 않아 정도 높은 예측에 어려움이 있다. 따라서 가뭄시 유력 내 상세물이용체계 및 수문환경특성 인자들의 상호작용 규명을 통한 정도 높은 수문량 평가 기술의 개발이 시급하다. 대하천 주변 광역상수도 공급지역은 가뭄 발생시에도 안정적으로 물이용이 가능하나, 중소하천을 수원으로 하는 하천의 상류지역은 가뭄시 물공급 안정성이 취약하다. 따라서 중소하천을 대상으로 가뭄시 물 공급시설의 효율적 운영, 물부족 위험도 평가, 가용수자원의 최적이용 등 종합적인 대책 마련을 위해서는 신뢰성 높은 수문량(하천유출량 및 수자원가용량) 예측이 필요하다. 가뭄에 따른 중소하천유역의 수문학적 유출거동을 평가하기 위한 해석 모형으로는 국내의 복잡한 유역 수문환경특성을 평가하기 위해 개발된CAT (Catchment hydrologic cycle Assessment Tool)(김현준 등, 2012)을 이용하였다. CAT은 기후변화나 토지이용변화에 따른 유역의 수문환경특성 변동성을 정량적으로 평가하기 위해 개발된 모형이다. CAT은 인위적인 물이용체계 즉, 광역급수, 용수재이용, 지하수 취수, 하천수 취·배수 등을 분석하기 위한 툴을 제공하므로 가뭄시 상세물이용체계에 따른 시·공간적 수문환경특성 분석 및 수문량 평가를 위한 최적의 모형으로 선정하였다. 본 연구에서는 중소하천유역의 수문량 예측기술 실용화 기반을 마련하기 위하여 낙동강, 금강, 영산/섬진강 중권역을 대상으로 정밀 시공간 수문량을 평가하였다. 각 권역별 보정지점을 기준으로 관측유량 자료와 모의자료의 1:1비교를 통해 수문량 예측정확도를 산정하였으며, 모형효율(Nash Sutcliffe Efficiency, NSE) 및 결정계수(Coefficient of Determination, R²)의 권역별 평균은 NSE 72%, R2 79%로 나타났으며, 대부분의 지점에서 70% 이상을 나타내어 환경부 및 지자체의 가뭄시 물관리 정책을 지원하기 위한 실용화 기반을 마련하였다.

본 연구는 충남도청의 현행 성과관리제도를 민선 5기를 기점으로하여 효율적인 통합성과관리 운영방안을 모색하는데 연구의 목적이 있다. 현재 충남도청에서 목표관리제, 실 국장 책임경영제, 성과관리(BSC)제도가 운영되고 있는 상황에서 본 연구는 기초적인 연구로서 현행 제도의 현황과 문제점을 도출하였다. 또한 타 광역자치단체 수준에서 도입 운영 중인 성과관리제도를 파악하여 충남도청에 접목가능한 시사점을 도출하였다. 나아가 충남도청 관리층 공무원들을 중심으로 현행 성과관리제도에 대한 인식과 현행체계에서 성과관리제도 운영의 효과성을 실증적으로 분석하고 이 분석을 토대로 하여 통합성과관리 모형을 설계하였다.

Recently, information technology is considered as a basement of management for industries as well as administrations. Especially, government agencies deal with more high sensitive and Important data than other businesses, so, their security managements should be fair and efficient. At present, most government agencies possess and operate their own information security systems, but apply them for the sake of formality only, even do not adapt an audit system for management polices. This paper presents a design and implementation of an automated audit system which is suitable for the operation environment in government agencies, using the audit system based on the BS7799. The. proposed system aims to objectively, numerically and daily control the ISMS (Information Security Management System) for different level of government agencies. In addition, it permits to design and implement an adaptive audit tool, in order to meet a given condition of audit organization and guard the personal relationship between the auditor and its counterpart.

In the forthcoming next generation highspeed networks, the provisioning of broadband mobile multimedia services is the most important issue while an efficient network management architecture, which can manage the network resources efficiently, is essential. The next generation highspeed networks will be composed of the ATMand SDH-based transport network systems and the H-based interworking systems. The management functions of these network systems are implemented various technologies, such as TMN and SNMP. In order to integrate these network resources efficiently with heterogeneous management functions, the distributed network management architecture such as TINA is most appropriate. In this pape, we propose an interworking architecture for TINA manager and TMN agent. where the TINA-based EML subnetwork management operations mapped into the related management operations of the TMN NE agent. The proposed interworking architecture is simpler than JIDM, and the processing overhead is minimized.

Since the establishment of the Gyeongnam provincial archives in 2018, the researches for establishing local archives has been steadily conducted by many other provincial or municipals. This paper focus on the cultural functions of local government archival institutions and critically examine the current status the establishment stages of local archival institutions from the perspective of the whole national records management system. To do this, From 2017 to 2021, we collects the research reports which was written by the government institution conducting researches on the establishment of local archival repositories and analyzes the pros and cons of current establishment of local archives management.

주차 관리원에 의한 주차요금 징수체계가 경영효율이 낮고 부조리의 발생요인이 높아 기계화설비의 도입에 의한 주차요금징수 자동화시스템으로의 변환이 요구되고 있다. 본 논문에서는 무선 단문 서비스(SMS ,Wireless Short Message Service)와 개인 휴대 정보 단말기(PDA : Personal Digital Assistant)를 이용하여 광역에 걸쳐 설치되어 있는 주차 관제용 기계화 설비를 원격으로 관리하며 최소의 주차 관리요원으로 넓은 주차시설의 효율적인 관리를 가능하게 하는 기계화설비에 대한 원격관리 시스템을 설계 및 구현하였다.
