1차 안전기준은 안전한 공사관리를 위한 목표치이며, 2차 주의기준은 주변구조물이나 주민에게 안전에 영향을 미칠 수 있는 범위 값이며, 3차 정밀분석기준은 공사장 자체의 위험에 대비하는 기준을 의미 하므로 향후에는 계측항목별로 계측관리기준을 세분하여 적용하는 것이 필요하다.

The purpose of this research is to systematize safety management for practical application through analysis and review of several safety standards currently in force among the statutes and rules regarding various safety accidents. Accordingly, the safety standard systems of Japan, US, and Germany were examined and a KOSAM entity relationship diagram (ERD) was drawn based on the ontology system. The ERD consists of the safety standard scope, safety management statute, safety management standard, safety management subjects, causes of safety accidents, and safety management organization entities. Next, each entity was assigned a code and finally a KOSAM safety management condition search screen was designed based on the ERD. This research is expected to bring an overall improvement in safety standard management and operation through safety standard DB construction and the execution of safety management system development.

유선은 수상에서 고기잡이, 관광, 그 밖의 유락하는 사람을 승선시키는 것 등 「해운법」을 적용받지 아니하는 유선사업에 종사하는 선박으로, 안전관리 부분의 경우 해양경찰청에서 담당하고 있다. 선령기준 초과 유선의 선박검사 및 선박관리평가 기준을 마련하여 해양경찰청에서는 노후 유선에 대한 안전관리를 지속적으로 평가 하고 있으나, 기존의 여객운송사업의 선박관리평가 기준을 준용하여 평가함에 따라 내항만을 통항하고 출발지와 도착지가 동일한 관광등의 유람 목적 등 유선의 특수성 등을 반영하지 못하고 있다. 본 연구에서는 유선의 통항 특성과 일반적인 운영 환경등을 고려하여 유선에 적합한 선령기준 초과 유선의 선박 검사 및 관리평가 기준 마련의 필요성을 제안하였다.

This Study was investigated in main breakage types of 50 interlocking block pavements in apartment houses and evaluated on their performance. According to performance evaluation, maintenance control index of 9 aged interlocking block pavements ranged 7.9 to 8.9. These values meant that the condition of interlocking block pavements were still good. Therefore, it was concluded that the 10-year cycle of the block replacement recommended by Ministry of Construction & Transportation is necessary to reappraise. To objectively evaluate the performance of interlocking block pavements, this study presented the criteria of maintenance control by combining two maintenance control standards suggested by Ministry of Construction & Transportation and the Japan Interlocking Block Pavement Engineering Association. Also, this study suggested that the domestic standard is necessary to include durability standards and quality standards of joint filling materials and bedding sand layer for increasing expectation life and reducing maintenance costs of interlocking block pavements.

본 연구는 건설교통기술혁신 사업의 일환으로 '국가기준점의 관리 및 위치정보서비스 제공을 위한 전자표지석 개발' 과제에 관한 연구내용 및 결과를 중심으로 하고 있으며, 주 내용은 2차 년도 연구에서 수행한 TOA(Time Of Arrive) 방식을 적용한 전자표지석 개발에 관한 것이다. 본 연구의 궁극적인 목적은 국가기준점을 효율적으로 관리하기 위한 새로운 방안을 제시하는 것으로, 기준점의 현황을 실시간 모니터링하고 기준점의 위치파악을 용이하게 할 수 있는 시스템을 연구하는 것이다. 이를 위해 기준점의 현황을 모니터링 가능하도록 기준점의 움직임을 파악할 수 있는 센서를 부착하였고, 편리한 기준점 위치파악을 위하여 TOA(Time Of Arrive) 방식을 적용한 전자표지석의 설계 및 시제품을 제작하였다. 연구결과를 기준점 관리에 활용하기 위한 시제품을 개발하였다.

식품의약품안전청은 식품의 제조.가공 또는 판매단계 등에서 식품이력을 추적.관리하기 위하여 필요한 기록의 작성.보관.관리, 표시 및 계획서 등에 관한 기준 등을 규정하여 식품이력추적관리제도의 시행에 차질이 없도록 하고자 식품이력추적관리기준 등에 관한 규정을 제정 고시했다. 본고에서는 주요 내용에 대해 살펴보도록 한다.

최근에는 지구온난화의 영향으로 집중 호우, 가뭄 등 기상 이변이 빈번하게 발생하고 있어서 물 관리의 복잡성과 불확실성이 매우 높아지고 있다. 특히 중소하천은 하천의 경사가 급하고 하천길이가 짧아 홍수파의 이동시간이 짧기 때문에 홍수대비를 위한 시간이 매우 짧다. 국회예산정책처(2012)에 따르면 과거 5개년간(2007~11) 발생한 자연재해 피해 중 87%가 집중 호우 및 태풍에 의한 피해이며, 이 중 98.7%가 중 소규모 하천에서 발생하였다. 그러나, 중소하천 관리를 담당하는 지자체는 열악한 재정 여건으로 인해 예방보다 사후복구에 집중할 수밖에 없는 상황이다. 또한 최근 하천 고수부지에 주차장, 위락시설 등 공간적 활용이 증가함에 따라 홍수발생시 위험성도 증가하고 있어 예방 및 대응 중심의 홍수대응기준 수립이 시급하다. ICT 인프라를 이용하여 유관기관의 실시간 수문자료를 공유하고, 수집된 실시간 수문자료를 활용한 홍수분석 및 홍수대응 기준 대응기준 수립을 통한 예방적 재난대응 체계를 마련해야 한다. 이에 본 연구에서는 A지자체를 대상으로 홍수분석 모형을 구축하고, 구축된 모형의 계산결과를 활용하여 예상강우별 도달시간, 수위상승 등을 예측하고, 하천수위별 홍수대응기준을 수립하였다. 수위별 대응기준은 현장에서 계측되는 수위값을 기준으로 홍수예보기준, 하천기본계획의 제방고 및 주변 제약 사항을 고려하여 직접알람 기준으로 활용하였다. 특히 A지자체는 상류에 B댐이 위치하여 홍수시 B댐 수위 및 운영의 영향을 반영하는 홍수대응기준의 수립이 요구된다. 본 연구에서는 강우 시나리오별 모형분석을 통하여 예상되는 호우사항에 대한 홍수대응기준을 제시하였다. 향후 본 연구로 산정된 홍수대응기준의 지속적인 보완, 실시간 수문자료 공유체계 확대, 재해관련 책임기관과의 유기적인 기술교류 등을 통해 지자체 및 중소하천 홍수피해 저감을 위한 능동적인 홍수대응 체계 구축이 수행되어야 할 것이다.

Survey control points managed by national and local governments are associated with civilian's property and they are very important national facilities. Despite the importance of surveying results, Database and mark of survey control points, there are many problems noticed of the management aspects such as manpower, systems, and related law. Currently, each local government has built and operated Geographic Information System(GIS) independently by National Geographic Information Systems(NGIS) results. but it is still difficult to have the integration, linking and utilizing. Therefore, In this study proposed the functional improvement of GIS based control points integrated system for providing information and management and the establishment of first-payment system due to the moving of control points. Through this studies will be able to solve the problem of recovery charges according to unknown contractor and establish the basis of manager and user-centric one-stop integration system.

프로젝트 수행에 우리는 괸리를 목적으로 다양한 산출물을 작성하고 생성한다. 미국 PMI의 PMBOK은 다양한 산출물을 표준화하고 있고 ISO21500 역시 다양한 종류의 산출물 생성을 표준화하고 있다. 그러나 산출물의 상세한 내용에 대해서는 PMBOK이나 ISO21500에서도 규정하지 않고 있다. 프로젝트 관리 산출물은 프로젝트 성공을 위한 산출물로 각종 관리계획, 중요 마일스톤 일정, 각종 이슈, 변경, 위기관련 다양한 지표 등을 중심으로 구성되어야 한다. 본 연구는 프로젝트 관리 산출물들에 프로젝트를 기준정보 6가지(Requirement, Work, Activity, Change, Issue, Risk)가 프로젝트 관리 산출물에 표기되어 추적기능을 가지고 있고 가시화를 할 수 있는지에 대하여 프로젝트 관리 산출물 template를 가지고 분석하였다. 이러한 분석 결과를 바탕으로 프로젝트 관리 산출물에 기준 정보를 추가하여 프로젝트 기준정보를 통합하고 가시화 하여 정보의 추적기능이 강화되기를 기대한다.

Administrative information datasets are a kind of record produced based on an organization's work performance. A dataset is evidence of the act of recording and contains a lot of information that can be used for work. Datasets have been neglected in Korea's records management system. However, as the law was revised in 2020, the management of administrative information datasets was legislated. Organizations that require management of administrative information datasets have already gradually begun record management. The core of managing administrative information datasets is the preparation of the Management Reference Table for the dataset. Regardless, there is confusion with the Records Management Reference Table for Dataset in institutions that work on records management, and it is difficult to work because the Management Reference Table for Dataset has a new concept. This study looked into the problems in the records management of datasets that appeared at the beginning of work. It isuggests a method to effectively settle records management for datasets. In that way, the Management Reference Table was selected as the research subject, and the problems discussed so far were summarized. In addition, the items of the current Management Reference Table were analyzed. As a result of the study, we have proposed the simplification of items in the Management Reference Table, the reorganization of areas in the Management Reference Table, the introduction of the concept of retention periods, and the preparation process of the Management Reference Table.
