범정부 통합전산센터 추진에 따라 수많은 공공기관의 통합전산환경 구축이 요구되고 있으며 이에 따른 보안 정책과 관리 대책 수립이 진행되고 있다. 일반적인 보안 개념에 유비쿼터스 개념인 언제 어디서나 제공될 수 있는 서비스에 따른 보안의 개념이 도입됨에 따라 보안 관리 대책은 관리적, 기술적, 물리적인 측면에서 검토되어야 한다. 본 논문에서는 통합전산환경의 보안 요구사항을 파악하여 보안 관리 아키텍처를 관리적, 기술적, 물리적인 측면에서 현재 진행되거나 향후 추진들 공공기관의 통합전산환경 구축의 기본적인 보안 관리 아키텍처로 제안한다.

네트워크의 발달과 인터넷의 생활화로 컴퓨터 보안이 시대적인 중요문제로 부각하고 있다. 요즘 해킹으로 발생하는 재정적 손실은 특별하게 큰 사건이 아닌 경우에 언론에 보도되지 않을 정도로 만성적인 현상으로 인식되고 있으며 컴퓨터 범죄는 어느정도 사회현상의 하나로 여겨질 정도다. 그러나 컴퓨터 범죄를 퇴치하고 컴퓨터보안의 완벽성을 유지하고자 하는 기술적인 노력은 지속적으로 전개되고 있으나 컴퓨터 범죄는 오히려 늘어가고 있는 추세다. 이에따라 컴퓨터 범죄등 컴퓨터보안관리가 기술적인 수준에 머물지 않는 성격을 갖추고 있다는 인식이 최근들어 확산하고 있다고 할 수 있다. 이 논문은 이런 인식에서부터 출발해 새로운 개념으로 등장한 전사적 보안관리 (Enterprise Security Planning)와 컴퓨터 보안 위험 관리(Computer Security Risk Management)의 개념에 대한 이해를 중점적으로 제기했다. 또 컴퓨터 보안위험관리의 과정을 단계별로 검토해 컴퓨터 보안위험관리를 체계적으로 이해할수 있도록 제시했다. 마지막으로 본 논문은 전사적 보안관리와 컴퓨터 보안위험 관리차원에서 기업이 보안관리를 위해 갖춰야 할 새로운 흐름들, 예를 들어 보안관리자(Chief Security Officer) 제도와 보안보험 가입등 보안정책을 제시함으로써 컴퓨터범죄로부터 기업이 최대한의 안전성을 확보할 수 있는 경영전략의 틀을 제시했다.

이기종 보안제품을 통합관리하기위한 통합보안관리시스템은 보안관리를 위한 불필요한 중복을 피하고 제품들을 효율적으로 상호운용하기위해 제안된 보안관리 구조이다. 본 논문은 다양한 보안제품으로 구성된 보호대상 네트워크의 보호 상황을 모니터링하고, 보안제품들이 상호 유동적으로 결합하여 작동할 수 있는 통합보안관리시스템을 위한 웹 기반 인터페이스 구조를 소개한다. 보안제품들에 대한 통합보안관리를 인터넷상에서 이미 친숙한 웹 기반 관리 기술을 이용함으로써 보안관리자들에게 편의성과 일관성을 제공하였으며, 보안정책에 대한 지식이 부족한 일반 사용자도 쉽게 보안관리를 수행할 수 있도록 설계되었다. 또한, 자바 애플릿을 이용하여 구현된 보안관리 인터페이스는 통합보안관리를 위해 요구되는 정보들을 동적으로 원격지의 보안관리자에게 제공함으로써 보안관리의 공간적 제약을 제거하였다.

본 연구는 기업의 사업연속성 확보를 위한 관점에서 정보보호 영역의 통합보안관리 기능을 확장, 제시한다. 기업은 윤리경영을 기초로 사업과 서비스를 통한 수익창출을 목적으로 하며, 기업이 사업의 중단을 가져올 여러 요인을 사전 파악하여 예방, 대응하는 것은 기업의 생존에 직결된다. 기업의 사업연속성에 관련된 요인은 다양하고 복합적으로 관련되어 있어 조기 파악하고 관리하는 것은 어려운 일이다. 그러므로 사업연속성에 영향을 미치는 위험 요소에 대한 기능들이 개별적으로 운영되기 보다, 종합적으로 연계되고 일관적으로 관리되어지는 것이 필요하다. 대부문의 기업이 자사의 사업 및 서비스를 정보화에 의한 정보통신 및 정보처리 환경에서 운영하고 있어, 주요 경영정보 및 고객정보의 유출 및 해킹으로 인한 보안사고는 기업의 사업연속성에 점점 심각한 영향을 미치고 있다. 종합적인 보안관리를 위한 통합보안관리의 기능은 매우 중요하나, 현재 정보보호의 범위안에서 보안관제를 주 기능으로 활용하고 있으며, 구축된 보안관리 기능도 제한적으로 활용되고 있는 상황이다. 그러므로, 사업연속성 확보를 위한 기업의 통합보안관리 기능과 환경에 대한 개선 및 재검토가 요구된다. 이를 위해 사업연속성 확보를 고려한 통합보안관리의 기능항목과 구성을 정의하고 통합보안관리의 추진 방향과 기 구축된 통합보안관리 환경의 개선사항을 제시하여 통합보안관리가 기업의 사업연속성 확보에 실질적인 역할을 하게 함에 있다.

컴퓨터와 네트워크 기술이 발전하면서 물리적으로 분산되어 있던 시설들이 논리적으로 통합 관리되고 있다. 이 시대에 맞춰 국방부 또한 "국방정보화" 라는 단어를 통해 국방체계를 IT 중심의 군 체계로 전환하고 있는 가운데 네트워크 전체를 마비시키는 사이버 위협은 날이 갈수록 늘어나는 상황이며 사이버 안보에 있어 외부로부터의 침입을 막고 내부로부터의 유출을 막기 위한 실시간 보안관리는 점점 더 중요해지고 있는 상황이다. 또한 군사기반시설에 대한 관리적 및 기술적 환경측면에서 발생할 수 있는 보안 사고에 대응하기 위하여 실시간 보안관리 체계는 수립단계부터 세부적인 평가가 반드시 수행되어야 한다. 이에 본 논문은 국외 관리체계 및 국내기업 우수사례 분석을 통해 보호체계 수립단계에서 세부적인 평가단계까지 실질적으로 보안에서 중요시하는 관리적, 기술적, 개인정보에 근거한 실시간 보안관리 체계를 통하여 군에 효과적으로 적용할 수 있는 국방망의 지속적인 실시간 보안관리 체계를 제안한다.

이종의 분산환경에서 다양한 보안시스템에 대한 효율적인 보안 관리를 위해서 관리자는 보안 시스템들이 설치된 네트워크 환경에 대한 사전에 전문적인 보안 지식을 갖고 있어야하며, 개방형 네트워크 환경의 경우 새로운 보안시스템이 추가되면 새로운 보안 정책과 기술을 적용해야 한다. 이는 전산망 운영 기관의 보안 관리 비용을 가중시키며 체계적이고 일괄적인 보안 정책 및 기술 구현을 불가능하게 하여 오히려 보안 문제를 야기시키는 역기능을 초래할 수 있다. 이에 본 논문에서는 관리대상 보안 시스템들에 대한 효율성, 편의성 및 보안성 향상을 목적으로 하며, 보안 시스템들 간의 상호연동이 가능하도록 보안정책의 일반화 프로세스를 제시하고자 한다.

This study was designed to empirically analyze the effect of control activities(physical, managerial and technical securities) of information protection on organizational effectiveness and the mediating effects of information application. The result was summarized as follows. First, the effect of control activities(physical, technical and managerial securities) of information protection on organizational effectiveness showed that the physical, technical and managerial security factors have a significant positive effect on the organizational effectiveness(p < .01). Second, the effect of control activities(physical, technical and managerial securities) of information protection on information application showed that the technical and managerial security factors have a significant positive effect on the information application(p < .01). Third, the explanatory power of models, which additionally put the information protection control activities(physical, technical and managerial securities) and the interaction variables of information application to verify how the information protection control activities( physical, technical and managerial security controls) affecting the organizational effectiveness are mediated by the information application, was 50.6%~4.1% additional increase. And the interaction factor(${\beta}$ = .148, p < .01) of physical security and information application, and interaction factor(${\beta}$ = .196, p < .01) of physical security and information application among additionally-put interaction variables, were statistically significant(p < .01), indicating the information application has mediated the relationship between physical security and managerial security factors of control activities, and organizational effectiveness. As for results stated above, it was proven that physical, technical and managerial factors as internal control activities for information protection are main mechanisms affecting the organizational effectiveness very significantly by information application. In information protection control activities, the more all physical, technical and managerial security factors were efficiently well performed, the higher information application, and the more information application was efficiently controlled and mediated, which it was proven that all these three factors are variables for useful information application. It suggested that they have acted as promotion mechanisms showing a very significant result on the internal customer satisfaction of employees, the efficiency of information management and the reduction of risk in the organizational effectiveness for information protection by the mediating or difficulty of proved information application.

정보보안은 조직의 거버너스와 사회적 책임의 기본적인 구성요소의 하나다. 조직이 정보보안을 구현하고 관리하는 것은 일반적으로 기대되는 관리자의 책임이며, 많은 선진국에서는 투자자와 고객의 이익을 보호하고 안전한 거래 기반을 마련하기 위해 정보의 보안관리에 관한 다양한 법적 규제를 수립하여 강제 또는 권고하고 있다. 이러한 조직의 책임을 지원하고 최적의 실무를 제시하기 위하여 여러 국제기구에서 보안관리 표준화를 진행하고 있다. 보안관리 표준화 분야의 국제 표준화를 주도하고 있는 대표적인 표준화 기구로는 ISO와 ITU-T가 있다. 본 논문에서는 이 두 기구에서 진행되고 있는 보안관리 표준화 동향에 대한 정보를 제공하고자 한다.

Although three types of the information security measures (technical, physical and managerial ones) are all together critical to maintaining information security in the organizations and should be implemented at the same time, this study aims at providing theoretical basis of establishing and implementing effective managerial security measures. The rationale behind this research objective is that it is very important to effectively perform the managerial security measures to achieve the target performance level of the technical and the physical security measures because main agents of practicing the information security measures in the organizations are staff members even though the technical and the physical ones are well constructed and implemented. In particular, this study intends to develop and propose the theoretical model applicable to providing the way of improving organizational members' intention to use information security technologies since the very intention to use them is essential to effectively establishing and promoting managerial security measures. In order to achieve the objective of this study, the factors critical to influencing upon the intention to use information security technologies are derived through systematically reviewing related theories and previous studies, and then the research model and hypotheses are proposed by logically reasoning the casual relationship among the these factors. Also, the empirical analyses are performed by conducting the survey of the organization members of domestic large companies and analyzing the structural equation model by PLS (Partial Least Squares) method. The significant results of this study can contribute to expanding the research area of managerial information security and can be applied to suggesting the practical guidelines for effectively establishing and implementing the managerial security measures in various organizations.

인터넷을 중심으로 e-business의 급속한 발전과 정보자산의 보호가 경쟁력을 좌우하는 중요한 수단이라는 인식이 확산됨에 따라 정보보안관리체계 구축에 대한 요구가 급증되고 있다 효과적 정보보안관리체계를 구축하기 위해서는 정보보안관리에 관한 실질적인 지침이나 표준이 개발되어 상호 연계성이 확보되고 이결과로 시장확대가 이루어져야 한다. 특히 선진 외국에서는 정보보안관리체계에 대한 인증작업이 진행되고 있어 향후 정보보안관리가 조직의 국제간 거래에서 충족되어야만 하는 요구조건으로 대두될 것으로 예상된다, 따라서 본 고에서는 정보기술 보안관리 지침에 관한 국내외 표준화 동향을 살펴보고 국내 정보보안관리 지침 표준화 작업이 보다 효과적이고 효율적인 방향으로 전개되기 위한 몇가지 제안을 제시하고자 한다.
