기후변화에의 대응을 위한 기회비용이 점차 커지고 있으며 이에 대한 적절한 대응의 확립은 곧 미래의 국가 경쟁력의 수립으로 이어질 수 있다. 이러한 대응은 기후변화 영향이 주는 시장실패를 최소화하며 주어진 조건하에서의 최적의 자원배분을 가능하게 하는 요건이라 하겠다. 기후변화의 영향이 미치는 자원배분의 효과를 고려하여 기후변화를 위한 예산의 적절한 확립이 필요할 수 있다. 극심한 기후변화의 진행과 더불어 물관리 재정은 그 규모의 증가가 요구되며 동시에 기후변화를 반영하는 구체적이고 새로운 체계를 요한다 하겠다. 그러나 이에 부응한 물관리 재정정책의 역할의 중요성에 비하여 기후변화를 위한 명확한 정책의 확립은 미흡한 현실이라 할 수 있다. 기후변화의 대응에 대한 비전과 전략의 확립이 물관리 재정에도 필요할 수 있으며 우리는 이전의 피상적인 부처별 예산배분의 정책에서 탈피하여 좀도 확고한 물관리 재정의 확립을 이룸이 필요하다 하겠다. 기후변화의 영향을 완화하고 또 그에 적응하고자 하는 제 정책의 결정과정은 현재의 수용력(capacity)을 변화시킬 수 있는 부존자원의 사용 여부와 직접적으로 연관되어 있음을 부인할 수 없다. 본 연구는 구체적인 예산의 활용방안에 관하여 기후변화 과정 속에서 적응하며 진화하는 물관리 재정의 형태 및 속성을 구분 점검한다. 나아가 우리의 지역별 유역별 시나리오의 변화의 과정 속에서의 기후변화대비 완화와 적응의 틀에서 정책적 조합의 모습을 진단한다. 현재의 예산 정책에 대한 확인으로 그 효과성을 점검하는 방법론의 제시 속에서 기후변화 대비 효과적인 재정정책은 지역별 사회경제시나리오와의 관계 속에서 확립됨을 보임으로써 정책제언이 가능함을 보인다.

COVID19 is causing many fundamental phenomena all over the world. Since January 2020, the number of confirmed medical examinations has increased significantly worldwide, and the medical systems in each country have become paralyzed. South Korea has taken a proactive approach and is doing well, befitting the name K-Peace Prevention. However, it can be said that there is still a lack of awareness of legal and administrative limits. In this study examines the shortcomings and limitations of the laws relevant to the current infectious disease prevention and management systems from the perspective of criminal policy based on the "Infectious Disease Control and Prevention Act," and comparatively analyzes the laws in advanced countries to propose effective and practical criminal policy response measures for the prevention and control of infectious diseases.

IPv6 보안의 특징은 늘어난 주소공간으로 자동화된 스캐닝과 웜 전파가 어려워지고, 링크로컬 주소의 사용으로 외부공격자의 내부네트워크 접근이 제한되고 IPsec을 기본적으로 제공하는 등 향상된 부분이 있는 반면에 IPv6 운용 및 관리 부주의로 인한 보안위협 및 공격자의 위장, 메시지 변조, 오남용 등 적극적인 공격에는 여전히 노출되어 있다. 또한 IPv4와 IPv6가 혼재하는 구간에서는 IPv4와 IPv6 각각의 보안위협뿐만 아니라 패킷 변환과정에서 나타날 수 있는 보안위협까지 고려해야 한다. 본고에서는 IPv6 표준에 명시된 기능들에 대한 새로운 보안 위협과 대응방안을 정리하며, IPv4와 IPv6간의 전환에 따른 보안위협과 대응방안을 기술한다.

This study is intended to comprehend the level of Crisis management through the review of the government Crisis management system, to draw its problems and improvement methods, and to present implications on the establishment of effective Crisis management systems for the future. For this, the condition of operating Crisis management system was analyzed based on legal system, organizations and networks through the major disaster cases during Park Geun-hye administration period. The result of the study showed that there was lack of the interconnectedness among laws in the legal system, manuals and disaster preparation training. The Crisis management organizations had such problems as inappropriate response to crisis, perfunctory re-organization and lack of organizations' functions. The problems in the networks were relations between central and local governments, lack of cooperation and association among each division, and operation methods. The presented improvements for the above problems were the comprehensive revision of legal system, securing responsiveness of Crisis management organizations and the establishment of organic network system.

Purpose: The purpose of this study is to prepare an environment that can provide high-quality 119 rescue services by analyzing the causes of casualties at the water rescue and suggesting improvement plans to prevent them. Method: 5 major cases were analyzed among firefighters' casualty accidents during rescue activities related to the water over the past 10 years for case study. And the causes of the accidents were analyzed in terms of 4 values (Man, Machine, Media, Management) through the 4M analysis technique. Result: ① man: the main causes are lack of awareness of on-site safety, etc ② machine: the problem of the absence of the equipment itself, etc ③ media: the lack of information on the rescue site and the poor rescue environment conditions, ④ management : the main causes were the absence and inadequacy of the response manual for each rescue site, Conclusion: ① man: knowledge of SOP and reinforcement of education and training, etc. ② machine: there are measures such as the introduction of equipment suitable for the changing rescue site, ③media: providing sufficient information about the rescue activity environment and conducting regular road training, ④ management: policy suggestions such as establishment and dissemination of on-site safety management plans and manuals were derived.

학문이 발달하고 시대가 변하면서 발생한 새로운 개념이 외국에서 우리나라로 들여오면서 그에 대응하는 우리말인 외래어가 생성된다. 학문의 발전과 교류가 점차 빠르게 이루어지면서 외래어의 수는 급증하고 있는 실정이다. 그러나 끊임없이 증가하고 있는 외래어를 체계적으로 관리하지 못하고 있어 외래어를 효율적으로 사용하지 못하며 여러 문제가 발생하고 있다. 본고에서는 외래어의 정의와 표기법 및 문제점에 대해 알아보고 외래어 관리 방안에 대해 연구하였다.

Heat waves are not new, but due to climate change, the probability of occurrence and severity of heat waves increases, which results in more adverse impacts and damages on local community. Accordingly, the need to tackle heat waves in a more comprehensive and precautionary manner increases. Our study therefore lays emphasis on 1) a long-term plan which not only includes short-term plans in response to the observed damages, but also incorporates relevant sectors to deal with potential impacts in longer term perspective; and 2) a mechanism to manage and adjust the plan in a sustainable manner. In doing so, it examines the impacts of heatwaves and existing plans to tackle them. Based on that, two key conceptual frameworks, namely policy integration and adaptive management, are applied to provide strategies for the development and management of a long-term adapting heatwave plan addressing climate change.

기후변화로 인하여 가뭄은 그 위험성이 점차 높아질 것으로 예상되고 있다. 잠재적 대규모 가뭄피해를 사전에 예방하기 위해서는 가뭄에 보다 효과적으로 대응하기 위한 방안을 마련하는 것이 필요하며, 국가적 수자원 관리를 넘어선 국민 전반이 가뭄 심각성을 인지하고 적합한 대응을 하도록 유도하는 것이 중요하다. 기상, 수문, 농업 등 가뭄 발생의 다양한 측면들을 표현한 여러 가뭄지수 및 정보가 이미 생산되고 있으므로, 이러한 정보를 국민에게 제공한다면 국민이 가뭄의 심각성을 인지하고 물 절약 등의 행동에 동참하도록 하거나 농민의 경우 사전에 대처 방안을 마련하도록 하는 등, 공급측면에서의 수자원 관리 뿐만 아니라 수요 측면에서의 대응도 가능하게 될 것이다. 하지만 현재 제공되는 가뭄지수 및 정보는 전문적 지식이 있는 의사결정자 및 연구자 등을 위한 것으로, 일반 시민이 이러한 정보를 통해 가뭄의 상황을 이해하고 해석하여 그에 따른 행동을 하기란 어려운 것이 사실이다. 따라서, 본 연구에서는 국내 가용한 가뭄지수 및 정보로부터 국민이 체감할 수 있으며, 적절한 행동을 하도록 설득할 수 있는 가뭄정보 생산 방안을 도출하고자 한다. 사회과학적 이론, 포커스그룹 인터뷰 및 설문조사를 통하여 국민의 가뭄정보에 대한 인지 및 이해 특성을 파악하고, 시민자문단을 통하여 직접적으로 국민에게 현재 가용한 가뭄정보를 제공하고 어떻게 바라보는지 분석함으로써, 국민이 체감 가능한 가뭄정보의 방향을 제안하였다. 또한 현재 가뭄에 대한 뉴스 등이 어떠한 방식으로 생산되고 유통되는지를 분석하여 이로부터 사회과학적 측면에서 국민을 설득하기 위한 보다 효과적 방안을 제시하였다. 결과적으로 국민이 가뭄의 상황을 인지하고, 국가적 차원의 가뭄 대응의 필요성을 이해하며, 물 절약 등의 행동을 하도록 설득하는 것이 가능하게 되어, 점차 심각해져가는 가뭄에 효과적으로 대응할 수 있을 것으로 판단된다.

물류활동의 효율성을 극대화시키기 위해서는 물류정보시스템의 구축이 필수적이다. 그리고 물류정보시스템은 각 물류활동의 문제점에 대한 명확한 관리지표를 제시할 수 있는 통합적인 시스템으로 구성되어야 한다. 연구결과 물류정보시스템에는 통합, 의사결정지원, 유연성, 예외적인 처리, 성과측정, 피드백, 물류관리 지식 등에 문제가 있음을 알 수 있었다. 따라서 물류정보를 합리적, 유기적으로 결합, 제공하여 물류비용 절감과 고객서비스 향상을 기하고 상대적 우위를 차지하기 위한 전략적인 차원의 물류정보시스템의 구축이 필요하다.
