Re-evaluation of Cultural Heritage Preservation Committee Activities in 1961 (1961년 문화재보존위원회 활동 재평가)

  • The Cultural Heritage Committee is an important organization that has been deliberating on important matters related to the preservation of cultural properties in the Republic of Korea for more than 60 years since 1962. The Cultural Heritage Preservation Committee was active in 1961, which was a short period of about a year, but the minutes prepared at the time confirmed that it had the following meanings. First of all, legally, it was meaningful in that the concept of cultural property or intangible cultural property was used for the first time in Korea in laws and regulations on the term of office of professional members. These matters became the basis for the operation of the current Cultural Heritage Protection Act and the Cultural Heritage Committee. The following confirms that, unlike previously known activities, they were active despite political upheaval at the time. In spite of rapid regime change at the time, the committee had no change in its members, and the meetings continued without interruption. At that time, there was an exclusive relationship between different groups in relation to the preservation of cultural heritage, and this relationship was confirmed by the minutes that disappeared with the establishment of the Cultural Heritage Management Bureau, which integrated these groups. Finally, the form of the minutes prepared then shows the form of documentation at the time, where it is confirmed that the traditional documentation format is changing into a new form. It can be good research material in terms of modern and contemporary bibliography. As discussed earlier, the Cultural Heritage Conservation Committee of 1961 has historical significance in terms of legal and actual activities. The reason why the committee's activities were low valued is presumed to be that the minutes and related documents prepared at the time were not organized well due to the lack of a related administrative system. The minutes of the Cultural Heritage Conservation Committee record various facts about cultural heritage policies and decisions at that time. Therefore, analysis and research on these contents can reveal more facts about the cultural heritage policies and perceptions of that time.

School Dietitians' Perceptions and Intake of Healthy Functional Foods in Jeonbuk Province (전북지역 일부 학교 영양사의 건강기능식품 인식 및 이용실태)

  • This research involved 226 Jeonbuk Province school dietitians as subjects to investigate intake and perceptions of the healthy functional foods. Sixty nine percent of the school dietitians didn't even know about the law enforcement concerning the health functional foods. Although 68.1% of the respondents said that they slightly knew about health functional foods, only 25% knew exactly what it was. As shown in the survey, most didn't have the cognitive understanding did not understand which should be obtained by education. Sixty two percent of the answerers said they had experience of taking health various functional food products of various kinds such as supplements (57.9%), red ginseng products (52.9%), and chlorella products (30.0%). The motive of intake was in the order of fatigue restoration (25.7%), sickness prevention (22.9%), and nutrient replenishment (22.9%). A fascinating fact from this study was that the reason for healthy functional product intake was different between groups that was primarily interested in the products and those that was not. For those who had interest, the reason for intake was for sickness prevention. On the other hand, for those who didn't have any interest, the reasons was primarily for fatigue restoration and they were mostly persuaded by close friends and relatives. Main concerns were in the order of side effects (4.72), efficacy after intake (4.59), cleanliness (4.51), reliability of the company (4.29), and price (4.23). In view of the study, it is clear that a lot of people are showing interest in healthy functional food products. However, dietitians who are experts in food and nutrition lacked knowledge and information on healthy functional food.

  • We have developed standards based on international criterions for the quality control of dose tested by the measurement institutions of individual exposure doses through improving the reliability of data on the exposure dose of individuals working in radioactive environment and securing the accuracy and reliability of individual dose measurements. Laws related to radiation dose applied to domestic institutions refer to ANSI N13.11.1993, but currently, in U.S. and some other countries the measurement of radiation doses is based on ANSI N13.11.2001 that reduced test categories and tightened the standards. We made efforts to simplify the standards and to reduce the number of dosimeters required in experiment, and avoided preventing or hindering the use of future technologies not approved under the current law such as glass dosimeter and optical stimulation dosimeter. The Quality Management Manual of Radiation Dosimetry Service, Assessment Manual of Radiation Dosimetry Service Accreditation Program, and the Personnel Dosimetry Performance. Criteria for Testing are documents applicable in supervising laboratories.

  • A shipbroking is maritime service business, which is consist of market of freight, shipbuilding, sales & purchase and demolition for intermediation between customer and supplier. In this way, a shipbroking business has strong relationship with shipping industry and is also knowledge service business for creation additional value based on shipping, shipbuilding, financial and law etc. However, the research on the evaluation items and a method for shipbroking company were not carried out in previous research. In this paper, We defined evaluation items with three high level, six middle level and sixteen low level for evaluation of shipbroking service by expert's brainstorming and AHP(analytic hierarchy process) method. And also carried out survey to employees of shipbroking company as supplier and shipping company as customer. As a result of survey, result of service in high level, convenient of middle level and credibility of low level are evaluated highly, and also business credit rating, profit of customer, achievement of customer's object are considered to more important than others items. In case of comparison between group, a method of contact with client, problem-solving ability, good relationship with clients of international and domestic evaluated importantly in common.

EDI감사용 의사결정시스템의 개발

  • 본 연구에서는 EDI감사 의사결정지원시스템을 개발하였다. 이를 위해서 기존의 EDP감사 의사결정지원시스템 및 감사전문가시스템분야의 연구를 고찰했다. EDI감사를 위한 의사결정지원시스템은 통계, 위험, 회사의 개요, 테스트 항목등의 데이타를 저장한 데이타베이스 시스템이다. 시스템 개발을 위해서 E/R(Entity Relation)이나 DFD(Data Flow Diagram)분석을 통해서 논리적인 설계를 하였다. 시스템 개발은 개인용 데이타베이스팩키지인 FoxPro를 사용하였다. 이 시스템을 통해서 감사인이 필요한 테스트 결과를 조회하거난 저장할 수 있고 통제, 위험, 회사등의 상호조회를 통한 필요한 통제나 위험정도를 쉽게 조회해 볼수 있다. 회사마다 필요한 통제, 위험, 테스트 항목등의 체크리스트가 달라지는 경우에 이 시스템을 통해서 입력 저장하여 각각의 회사에 대해 다른 체크리스트를 저장하여 놓을수 있다. 본 시스템은 EDI감사뿐만 아니라 일반 EDP감사분야에도 적용가능할 것이다. 종이를 사용한 감사증적이 없음으로 인해 수작업에 의한 EDI감사는 어려움이 있고 EDP감사시스템분야의 국내 연구가 전무한 실정에서 EDI감사를 지원하는 시스템의 연구는 의의를 갖는다고 생각된다. 본 시스템을 통해서 EDI의 보안 및 감사업무의 효율성이 높아지고 EDI에 대한 위험에 효율적으로 대처할수 있게 될 것이다. 그리고 이러한 보안 및 감사기법과 통제모형을 지식베이스로 구축해서 실제의 위험노출상황에서 가능한 보안을 위한 통제방안이 여러가지가 있는 경우에 비용/편익 분석, 효율성, 회사방침 및 법률적인 문제등을 고려해서 최적의 보안통제 및 감사기법을 선택하는 것을 지원할 수 있을 것이다.고리듬을 개발 함으로써 내부점 선형계획법의 수행속도의 개선에 도움이 될 것이다.성요소들을 제시하였다.용자 만족도가 보다 높은 것으 로 나타났다. 할 수 있는 효율적인 distributed system를 개발하는 것을 제시하였다. 본 논문은 데이타베이스론의 입장에서 아직 정립되어 있지 않은 분산 환경하에서의 관계형 데이타베이스의 데이타관리의 분류체계를 나름대로 정립하였다는데 그 의의가 있다. 또한 이것의 응용은 현재 분산데이타베이스 구축에 있어 나타나는 기술적인 문제점들을 어느정도 보완할 수 있다는 점에서 그 중요성이 있다.ence of a small(IxEpc),hot(Tex> SOK) core which contains two tempegatlue peaks at -15" east and north of MDS. A Study on Security Performance of Registered Security Guards in the Government Buildings (정부청사 청원경찰의 보안성과에 관한 연구)

  • The purpose of this study is to analyze the influence which affects security performance of registered security guards hired by government buildings via job engagement so that basic data can be provided to improve their security performance. To accommodate this study, a survey was conducted from November 26th to December 27th, 2019 through the cooperation of registered security guards working in government buildings in Seoul, Gwacheon, Daejeon, and Sejong. A total of 234 survey sheets were collected and 28 sheets out of them had missing data or incomplete data so a subsequent total of 206 survey sheets were used in this analysis. SPSS 23.0 was applied making use of the collected data for frequency and descriptive statistics analysis, trustworthiness analysis, exploratory factor analysis, and correlation analysis. By applying AMOS 23.0, a means to examine the structural relation between organization, job engagement, and security performance were able to be analyzed. The result of this study is as follows. First, it was found that organizational justice gives a meaningful positive (+) influence on job engagement for registered security guards. Second, it was found that job engagement for registered security guards gives them a meaningful positive(+) influence in their security performance. Third, it was found that organizational justice does not give any meaningful influence on security performance directly. Fourth, organizational justice does not give any meaningful influence on security performance directly but it gives meaningful positive(+) influence on security performance via job engagement as it takes the role of full mediation variable. Based on the results, in order to maximize security performance of registered security guards, this study recommends that government building administrators to try their best to propose to the National Assembly a proposition for Police Assigned for registered security guards Act to be legalized in order to improve the leveling system of registered security guards so that registered security guards can have more job engagement.

Development of Spatial Database Management System for Land Management Information System(LMIS) (토지관리정보체계를 위한 공간자료관리 시스템 개발에 관한 연구)

  • The purpose of this research is to develop system and to establish methodology for managing spatial Database in Land Management Information System(LMIS). Spatial Database which is used by a various public department such as parcel survey and registry, land use planning and Land value appraisal in local government, is composed of parcel map, topographic map and zoning map. Spatial data has been constructed and managed by various department and then hard to maintain accuracy and coinsistency. So, it is important to establish the basic data management concept that source data(ex : parcel map, topographic map, zoning map, etc.) should be managed by responsible department. at the same time, application data for bussiness (ex : individual parcel price map) must be recomposed from base map by it's own objects. This is, Spatial data management system (SDMS) should be designed, developed according to this concept for managing consistency among data, reducing construction and management cost of database. Our SDMS was developed based on Open LMIS middleware architecture using OpenGIS CORBA specification for standard interface, RUP(Rational Unified Process) for development methodology, UML(Unified Modeling Language) for system design and VisiBroker, C++, CAD system for system implementation.

Structural Features of Korean Legislative Communication: Focus on the U.S. Beef Imports Bill Evaluations from Legislative Expert Groups (국내 입법 커뮤니케이션의 구조적 특징: 쇠고기 수입 법안에 대한 입법 전문가 집단의 인식과 평가를 중심으로)

  • Legislation needs to be understood within a political, societal relationship among lawmaking bodies rather than by legal provision itself. In order to examine features and functions of communication in the process of legislation, this study conducted focus group interviews with experts as well as in-depth individual interviews. The result of this research as follows: First, the study found that although the domestic legislative process has been made by active interactions among lawmaking subjects, it was hard to conclude that this procedure is providing effective and productive legislative agenda because of chaotic communications made along the process. Second, the study found that national legislative process has been gradually moving, although restricted, to an open political space, the National Assembly, from a closed space, the executive branch. Third, the study found a remarkable feature including growing influence of experts groups and civic organizations in the legislative process. It is a significant change that legislative staff such as National Assembly aides, investigators, expert committeemen and deputy director generals played a role of "insiders," unnoticeably influencing the legislative process, and that civic organizations and NGOs, which have been excluded in the previous legislative processes, emerged as a new influencing circle in the process. Lastly, the study found that media organizations, in the process of developing agenda, had a strong impact on the National Assembly as a subject forming public issues and as a messenger of the legislative agenda while they played a limited role in affecting the government. This study discusses why communication in the domestic legislative process is important and what are some hindering and facilitating factors in the process.

  • It is actively opening the market to fintech companies through open platforms, such as financial institutions and public institutions. In this thesis, we will look at the conceptual differences between the "provision of third-party information" and "entrustment" of information protection related laws, such as the Personal Information Protection Act, the Act on Promotion of Information and Communications Network Utilization and Data Protection Etc (Network Utilization Protection Act). In addition, the legal obligation to provide information regarding the legal rights of information is considered to be relevant, whereas the legal obligation of the private information provided by the company is excessively mitigated, whereas the legal obligation of the company to provide information is excessively mitigated. In addition, I suggest self-diagnosis checklist to help fintech companies improve their privacy levels. It was found that the level of information protection was relatively insufficient compared to the consignees based on the results of a survey conducted for 31 fintech companies. Aggressive use of the checklist is suggested to raise the level of information protection for those companies.

Surrogate and Shared Medical Decision Making for Unrepresented Patients (의료행위에 대한 동의에서 환자 보호자의 법적 지위와 역할 - 대행결정권과 공동의사결정을 중심으로 -)

  • In Korea surrogate medical decision makings happen without legal grounds. The purpose of this article is to research the issues in preparing policies for decision-making on behalf of unrepresented patients. As aspects of comparative law, there are two approaches. One of them is to regulate default surrogate list. If no agent or guardian has been appointed, some legislatures provide that members of patient's family who is reasonably available, in descending order of priority of not, may act as surrogate: (1) the spouse, unless legally separated; (2) an adult child; (3) a parent; or (4) an adult brother or sister. If none of them is eligible to act as surrogate, some legislatures allow close friends to make health-care decisions for adult individuals who lack capacity. On the other hand there are other legislatures which provide no surrogate decision maker list but oblige the responsible authority to determine with advice of family members or friends of the patient. In the end the first approach can not guarantee that the surrogate decision maker like family members or friends will determine in the best interest of the patient.
