Recently The public project ordering is a tendency increasing of CM service because of the visible and affirmative effect in the CM which is advanced meanwhile. The CM services of project all phase excepts a planning business are performed. But recently the CM services of project all phase including a planning business are increasing every year. To develop CM must be prepared the system plans concerned with the CM application from planning phase, actuality maintenance of CM fee-estimation standard, understanding conversion of participation subjects, etc. But, unexpected actuality the problems occurs when the CM business is performing. The purpose of this study are to present the solution to the problems concerned with the planning business management, additional business by owner, schedule control and establish the plan to perform CM services efficiently in the public sector through analyzing the case of CM application in Daegu Gyeongbuk Institute of Science & Technology.

It has become difficult with R&D capabilities of single nation to secure the weapons systems we need, particularly when faced with an increasingly limited budget and transforming into state-of-the-art weapon systems. Therefore, our country is also pursuing international joint technology cooperation for the efficient use of limited defense budgets. In this study, we analyzed the strategy focused on international joint technology cooperation with India. We identified three groups based on the level of defense science and technology cooperation, then we also present a possible cooperation areas and implementation strategies for each group. In addition, we suggest the need for maintenance of the legal system, and professional organizations in order to efficiently access the Indian market.

It is said to be very difficult to maintain the aids to navigation such as buoys end lighthouses due to their geographical characteristics. This paper, as a part task of the construction of aids to navigation control center, describes the method to make the module for remote-controlling lighthouses and buoys. We become to be able nor only to get informations such as the condition of lights and batteries, but also to control remotely the aids to navigation by using microwaves so as to maintain them in good condition.

This article intends to provide a direction for reconstructing the national regime of archival appraisal in electronic record environments. Functional appraisal, which inevitably carries out for appraising electronic records, has defects in aspect of selecting archives important in a national point of views. To do so, this article discusses defects of functional appraisal, and then suggests the necessity of archival appraisal strategies that complements functional appraisal. To investigate this archival appraisal strategies, it analyzes Australia's Whole-of-Government Functional Analysis, United Kingdom's Acquisition Policy and Appraisal Policy, Germany's Cooperative Cross-Archives Appraisal and Canada's Macro Appraisal. Ultimately, this analysis is able to establish a base of the regime of archival appraisal which will harmonize primary value at current stage with secondary value at non-current stage in a national point of views.

The cost of preparing munitions in weapon system operation and management has been rapidly increasing and current weapon systems have become complicated and diverse due to new warfare pattern changes and the rapid growth of advanced scientific technology. Moreover, as a part of the execution plans of creative economics, the Korean government is actively reviewing how to minimize the costs of preparing munitions. Accordingly, this study derived the issues of munitions management for decreasing munitions preparing costs. First, the issues of munitions management were introduced through review and analysis with respect to the munitions classification criteria, regulations and systems, and equipment maintenance information systems. Second, we proposed the application and necessity for the real-name system which is responsible for munitions management and the fragmentation of the maintenance instructions status classification criteria.. Also, we were analyzed that the effects depending on the application. Finally, we proposed that the linkage system which is currently military active with equipment maintenance information systems as well as the total life-cycle management system (TLCSM) improvements to the itemized data and records management system by utilizing IT technology CMB that must be done in order to improve the issues.

General branches of science and engineering now enjoy being substantially repleted in their databases. However, comparing the databases of such branches with chemistry or medical science and pharmacology, the strata do not seem to be fully equipped yet. As a matter of fact, the variety of such databases in practical application is still somewhat limited. Moreover, these databases are, with a few exceptions, prepared abroad. In this paper varieties and features of databases now available on the market for each database service system, as well as crucial points for practical use are introduced. At present, it is focussed more or less on the application of bibliographical information. Yet, it would be inevitable to equip them with factual data in order to increase the efficiency of research and development activities. Of course, it is still not easy to solve problems for better profitability and higher technical achievement. The author wishes to emphasize the necessity to fully equip the commercial factual database for said branches as quickly as possible.

As so clearly have been demonstrated in the Gulf War and Iraq Freedom Fight, along with the civilian space exploration and development, the 'militarization' of aerospace technology and the 'battlefield-worthiness' of space are becoming more and more at issue. Korean peninsula, the last major theatre where the 4 world powers' national interests stand face to face, no doubt is in dire need for understanding and organizing necessary legislations for establishing national security from any space threats, such as satellite imaging, as well as countering against such threats. Compare to United States, Japan and China that have already declared the national security as the purpose of the space development, and equipped themselves with necessary legislations, Korea's legislations fall short of fully appreciating and effectively responding to the significance of military use of outer space and its control. This article will review legislations of leading countries' of space law and space technologies from two different perspectives. After briefly summarizing the problems of Korea's current legislations, particularly with the National Space Development Act (proposal), drafted by Ministry of Science and Technology, in mind, this article reviews and offers certain legislative directions to which Korea should pursuel for national security of outer space.

Two of most important industries in Changwon, the distribution industry and the construction industry have been threatened by the recent economic downturn. Rehabilitating plans for traditional markets tend to focus on renovation of facilities rather than on the managerial solution. Traditional market plays vital roles as a social safety net and a source of development of regional economy. Modernization of facilities and differentiation of business areas are two most important issues for the revitalization of the traditional market. Traditional markets should adopt a strategy which can make a difference in characteristics of the market, regional culture, regional industry and consumer behavior of the region. Purposes of this study are: first, to understand characteristics of traditional markets in Changwon, second, to draw implications for administrative and financial supports for traditional markets in Changwon.

Japan is considered to have accumulated much experience of the maintenance. financial support. construction. and related law system of non-national forest road. These data were collected and reviewed to provide the basis of the legal and institutional framework for the forest road construction of Korea. The results show that the non-national forest road plays a key role in the development and enhancement of rural areas' surroundings as its legal and institutional systems are brought to effect and meet the period' s requires.

홍수범람 또는 피해에 의해 발생한 인명피해 및 재산손실과 이를 치유하기 위해 구호 복구에 들어가는 노력 등 수해가 가져오는 여러 가지 사회경제적 역기능은 홍수의 특성을 정확하게 이해하고 이를 예방하기 위한 적절한 계획수립 및 시행을 포함하는 과학적인 홍수분석시스템을 도입해서 홍수를 사전에 예방하거나 경감할 수 있는 수방대책을 수립하는 것이 방안이 될 수 있다. 우리나라의 하천에 대한 홍수재해특성은 체계적인 하천정비의 미비, 하천제방, 호안시설의 붕괴 및 유실 등이 있을수 있으며, 또한 저수지 소류지 보 등의 파제가 홍수시 잦은 발생을 초래하고 있다. 하천부속시설물(수문, 갑문, 방수구 등)의 기능 및 제방과의 접속부실은 최근에 많이 발생하는 하천의 피해양상이 된다. 하천유역관리 및 방제의 비구조물적인 요인으로는 하천유역의 개발에 의한 유출요인의 증대가 있으며, 하천연안 저지대의 난개발로 인한 상습침수 지역조장 등이 요인이 될 수 있다. 또한 소하천, 지방하천 및 국가하천의 분리관리로 인한 일관성있는 하천관리가 미비한 점도 있다. 항상 피해가 발생한 후 원상복구에 치중하는 복구계획과 환경단체 및 방제조직 그리고 제도 및 법규의 미비도 홍수재해의 원인이 될 수 있다. 우리나라는 지역특성 및 강우특성에 따라 많은 차이를 나타내기 때문에 그 특성에 적합한 홍수재해대응시스템을 구축해야 하는 것도 충분히 고려해야 한다.
