경찰에게 과학수사는 수사, 형사, 조사 등 범죄수사의 여러 분야에 도구로서 활용 인식되어 왔기 때문에 지금까지 필요함에도 불구하고 중심적인 역할과 위치를 차지하지 못한 것이 사실이다. 이에 본 연구는 경찰의 과학수사 활동에 대한 중요성을 인식하고, 현재 과학수사에 있어서 관련 현황과 과학수사를 위한 지원수준을 살펴보고 문제점을 검토하였다. 이를 토대로 현실적 한계 속에서 어떠한 방식으로 과학수사 활동의 효율성을 향상시킬 수 있을 것인가를 모색하기 위해 근무제도의 발전방안을 논의하고자 하였다. 현재 경찰의 과학수사 활동이 직면하고 있는 문제점으로는 무엇보다 검거중심의 인력 운영에 따른 만성적인 인력부족 현상이었다. 이에 현실적인 제약 내에서 과학수사요원의 활동을 효율적으로 변화시킬 수 있는 방안을 모색하였다. 첫째, 근무체제의 변화가 필요하며, 중 장기적인 관점에서 지휘체제의 개편으로 광역 과학수사체제의 시행이 필요하다. 둘째, 과학수사의 전문성을 확보할 수 있도록 과학수사 경과의 신설이다. 셋째, 과학수사 특기제도가 개선되어야 한다. 넷째, 과학수사의 역량 강화를 위하여 R&D 조직이 구축되어야 할 것이다.

In this paper, we introduce a case of a fire accident during parking of a large truck that is repeatedly occurring. The shape and location of the combustion and electrical singularity commonly found in other vehicle fire accidents could limit the starter motor as the ignition section. In addition, it was possible to confirm the electrical melting singularity that could act as a cause of ignition between the start motor B terminal and the start motor enclosure. By combining the above investigations and investigations, it was possible to estimate the electric fire expressed from insulation breaking of the starter motor B terminal, and by using the renewable starter motor comparison product mounted on the fire vehicle, an experiment was performed to reproduce the ignition process from the starter motor under specific conditions. So. It is hoped that this will raise awareness about vehicle fires, which can lead to large fires or casualties, share the risks of using starter motors for regeneration, and help in the rapid and accurate investigation of similar vehicle fires in the future.

우리가 생활하면서 부딪히는 수많은 판단들 속에서 특히 인간의 권리에 대한 사안은 민감하게 다루어진다. 특히 사실로 입증된 것만 인정하는 증거재환주의에 의해 물리적 증거의 확보 여부는 범죄수사과정에서 필수적임에 따라 과학수사의 중요성 및 수요는 증가하고 있다. 과학수사지질학은 지질학과 과학수사와의 융합 분야로, 과학수사를 위하여 지질학적 지식 및 기법을 바탕으로 물리적 증거를 비교 분석하여 범죄용의자와 범죄사건의 연관성을 파악함으로써 법정에서 유용한 자료로 활용된다. 1970년대 후반 과학수사지질학의 학문적 체계를 구축한 이래로 과학수사지질학의 연구대상은 암석, 광물, 토양, 퇴적물 등의 토양학적 증거에서 역사적 유물, 지뢰, 사체 등의 사회 문화적, 정치적, 군사적, 의학적 대상으로 확대되고 있다. 과학수사지질학의 역할이 단순 위치추적에서 고고학적 학설 증명, 역사적 사실 입증, 환경오염 원인 규명, 연대기적 식생 분포 및 인류학적 발생 규명 등으로 폭넓게 작용할 수 있음을 의미하고, 이는 발전된 지질학적 방법론을 적용할 수 있으며 다양한 과학수사지질학적 수요를 만족시킬 수 있다. 과학수사지질학의 연구 활동은 과학수사 전문기관을 중심으로 이루어지고 있으나, 우리나라 국립과학수사연구소의 과학수사 활동 분포에서 과학수사지질학적 비중은 극히 일부분으로 나타나고 있다. 따라서 전문 지질자원 연구기관을 중심으로 우리나라 지질학적 특성에 기반을 둔 연구방법 확보, 연구결과 활용사례 발굴 등 과학수사지질학의 역할 정립을 위한 체계적인 논의를 이끌어 낼 필요가 있다고 사료된다.

Chan Su the dried toad venom. has been used in Asian countries as the traditional medicine for the purpose of the alleviation of pain, cardiotonic diuresis. hemostasis and et al.. However, Chan Su is the special attention-needed medication because it is known to contain the highly toxic compounds such as bufotenine, an hallucinogen and aphrodisiac, and a series of bufadienolides, cardiotonic steroids that produce physiological symptoms similar to digoxin. Recently, the use of ATV (All-Terrain Vehicle) has increased due to increase in leisure activities, and the awareness of safety and traffic accidents has improved, but it still insignificant compared to other transportation. Therefore, in this study, the current status and characteristics of traffic accidents related to ATVs were investigated, and actual ATV accident was analyzed. As a result, it was confirmed that the condition of the braking system directly connected to the safety of the ATV was not well maintained. For driver safety in the future, it is considered that it is necessary to strengthen safety regulations related to experience centers and rental companies handling AVTs and to conduct regular inspections in accordance with the Motor Vehicle Management Act.

There have been many radiographic studies on age estimation that evaluate reduction in size of dental pulp cavity with secondary dentin formation. The Paewinsky method reported high accuracy in estimating ages by measuring the width of the pulp cavity in panoramic radiographs. The aim of this study was to evaluate the application of the Paewinsky method to digital periapical radiographs. This study was conducted on 103 cases that reported to the Section of Human Identification of the National Forensic Service. The age was calculated by applying the Paewinsky method that measures the root and pulp canal width at three points in a tooth. The estimation results were compared with those calculated by the Johanson method. When the Paewinsky models were applied to digital periapical radiographs, the errors were significantly greater as compared to the original study. The errors of the maxillary second premolar and mandibular lateral incisor were greater than those of the maxillary central incisor, lateral incisor, mandibular canine, and first premolar. Furthermore, errors of the age estimation models in level C were greater than those in levels A and B. This study could be a reference for the application of the Paewinsky method to digital periapical radiographs.

In this study, we estimate the vehicle speed by analyzing the acoustic data recorded in a single microphone of a surveillance camera. The frequency analysis of the acoustic data corrects the Doppler effect, which is a characteristic of the moving sound source, and reflects the geometric relationship according to the location of the sound source and the microphone on the two-dimensional plane. The acoustic data is selected from the horn sound that is mainly observed in an urgent situation among various sound sources that may occur in a traffic accident, and the characteristics of the monotone source are considered. We verified the reliability of the proposed method by time domain acoustic analysis and actual vehicle evaluation. This method is effective and can be used for traffic accident analysis in the blind spot of the camera using a single microphone built into the existing surveillance camera.
