The purpose of this study was to investigate the current state of foreign online databases in the field of Science and Technology. Evaluation of databases is becoming increasingly important for information users and for information providers as well. Previous research studies on evaluation of Science & Technology databases were summarized. This paper examined major online databases of Science & Technology with a short annotation. And the results of analysis by subject fields, by publishers, by frequency, by online availability of 618 titles were also described.

Currently the copyright law and the online digital contents industry development law aim to protect the producers of databases and digital contents. A report on databases in the United States describes that an additional protection of databases is needed as databases get more significant in terms of science and economy and become a key factor on Internet. At this moment, Korea does not recognize the importance of databases of science and technology when we look into any public or civil organizations. Accordingly this paper deals in depth with overall issues surrounding the regal protection of science and technology databases, key contents for science and technology databases protection by current laws, and additional protection problems. Considering that the industry of science and technology databases plays a pivotal role in the securement of national competitiveness, the preparation of legal measures to properly protect databases as one of the policies for the continuing development of databases should not be overlooked.

일본 최대의 데이터베이스 전시회인‘DATABASE TOKYO 2004’가 지난 10월 20일부터 22일까지 동경에 위치한 일본과학미래관에서 개최됐다. 매년 개최되는 이 데이터베이스 전시회는 일본데이터베이스진흥센터(DPC)와 일본데이터베이스협회(DINA)가 주최하고, 과학기술진흥기구(JST)와 한국과학기술협회(INFOSTA)가 공동 주관한 가운데 경제산업성, 문부과학성, 총무성 및 미국대사관이 후원해 일본의 24개 데이터베이스 관련 기업이나 기관이 전시자로 참가했다. 또 전시와 함께 전시자들의 최신 데이터베이스 관련 솔루션에 대한 20여개의 주제를 행사 기간중에 발표하는 솔루션 세미나가 공동 행사로 진행됐다.

한국과학기술정보연구원은 국가 과학기술 지식정보인프라의 중심기관이자 과학기술종합정보센터로서 논문, 특허, 연구보고서, 사실정보, 생물다양성정보 등을 비롯한 다양한 종류의 과학기술관련 데이터베이스를 구축, 수집 및 서비스 하고 있다. 그러나 이러한 정보들은 약 40여개의 웹사이트에 분산되어 서비스되고 있어, 하나의 서비스 접점에서 다양한 정보를 쉽고 편리하게 얻고자 하는 이용자들의 요구를 만족시키지 못하고 있다. 따라서 본 논문에서는 분산 서비스되고 있는 대용량의 이기종 과학기술관련 데이터베이스를 각 데이터베이스의 특성을 고려하여 효과적으로 통합검색 될 수 있도록 하는 통합검색 데이터베이스 구축시스템을 설계한다. 본 논문의 통합검색시스템은 KISTI에서 자체 개발한 정보검색관리시스템인 KRISTAL-2002를 사용한다.

대량의 정보를 체계적으로 정리하여 저장 관리하는 데이터베이스 시스템 기술은 정보 기술 발달에 따른 시스템 환경 변화 및 새로운 응용의 요구 사항을 흡수하며 계속적인 발전을 해 왔다. 관계형 데이터베이스 시스템 기술, 객체지향 데이터베이스 기술, 멀티미디어 데이터베이스 기술, 그리고 분산된 데이터베이스 시스템간의 연동 기술에 이르기까지 데이터베이스 관리 기술은 끊임없이 발전되어 있다.

세계는 군사패권주의에서 과학기술에 의한 기술패권주의로 국제질서의 개편이 급격히 이루어지고 있으며, 이로 인하여 선진국간 기술블럭화 등 기술이기주의가 심화되고 있다. 일찌기 과학기술 선진국들은 연구개발활동의 성패를 좌우하는 핵심요소인 기술정보의 중요성을 인식하고 1950년대 이래로 국가적 차원에서 정보의 수집, 분석, 가공, 유통체제를 구축해 오고 있다. 이에 비해 우리는 1980년대 중반 이후 국가적 차원의 기술정보관련 활동을 추진해 오고 있으나 아직도 보유 정보량의 절대부족, 정보활동 및 지원 미흡, 과학기술전담 정보자료센터의 부재, 정보의 공동활용에 대한 인식부족 등이 문제점으로 남아있다. 이러한 문제점에도 불구하고 2000년대 과학기술선진국으로 진입하기 위하여 우리는 단 기간내에 선진국과 대등한 과학기술정보 보유국으로 발전할 수 있는 체제의 정비는 물론, 데이터베이스구축 및 유통체제의 확립을 통한 연구개발의 생산성 제고 등 전체적인 과학기술혁신의 기반을 조성하는 것이 필요하다. 이를 위하여 국내외 정보수집체계확립, 심도있는 정보의 조사ㆍ분석, 양질의 데이터베이스구축, 정보유통 및 서비스체제를 이룩하여야 하며, 정부의 정책적 지원과 함께 과학기술관련 출연 연구소가 종합적인 정보기능을 충실히 수행하여야 할 것이다.

With the development of information communication technology, the demands for various, profound and advanced information on science and technology and the necessity for establishing science and technology information infrastructure with the aim of future oriented industry are ever increasing. Advanced countries are providing material property DB as well as bibliographic DB though the Internet. Establishment and dissemination of bibliographic DB at domestic is properly settled but research on material property DB is much to be desired. Accordingly, development and research on material property DB to construct the information infrastructure in science and technology are highly necessary. In this study, we have developed superconducting materials property DB which is highly advanced industry field in future. We provide the thermal and mechanical, and superconducting property data for oxide superconductors, and the database is designed by bibliographic information, material information and material property information section.

The objective of this study is to prepare a source data in order to establish a standardization of scientific and technical terms in Korean language. This will contribute to accelerate the production of Korean databases in scientific and technical field and will be used as the most convenient search tool for accessing to the foreign database. This study includes the construction of the multi-lingual thesaurus comprising of Korean, English, and Japanese. First of all a theoretical background on thesaurus is reviewed, and terms are collected from JICST Thesaurus, English-Japanese List and JICST Thesaurus, Japanese-English List published by JICST in 1987. This multi-lingual thesaurus covers 38,318 terms of Korean descriptors, 2,870 terms of Korean non-descriptors, 38,318 terms of English descriptors, 11,910 terms of English non-descriptors, and 38,318 terms of Japanese descriptors, 9,789 terms of Japanese non-descriptors.

최근에는 정보통신부에서 주관하는 '2000년도 지식정보연계 활용체제구축사업' 중 '과학기술종합정보시스템 구축' 사업의 일환으로 연구보고서 데이터베이스를 구축하였다. 이 사업은 연구보고서과제목록, 본문, 목차 및 참고문헌에 대한 데이터베이스 구축을 주요내용으로 하였으며 한국과학기술정보연구원의 과학기술종합정보시스템을 통하여 서비스하고 있다.

This study aims to evaluate the quality of databases in scientific and technical fields. The maul discussion is about the quality issues of KORDIC's seven database the most typical web database of scientific and technical fields in Korea. Eighteen evaluation criteria, considered two aspects of data itself and service of database, are used to measure their quality. The purpose of this study Is to diagnose the qualify of databases mentioned above and to analyses the measured result of quality objectively and to find out the problems of them and also to provide possible suggestions for their improvements.
