In an era of global competition, international cooperation in science and technology plays a key role in determining a nation's competitiveness. In fact, without international cooperation, it is almost impossible to keep in touch with the fast-changing technology. In regard to this, the Korean government put much efforts into building a strong base for global R&D networking. As a result, the environment for international cooperation has improved a lot. However, the outputs of international cooperation are still poor and fall short of expectations. With the importance of international cooperation in science and technology rising more and more, it is meaningful to examine the current situation of international cooperation in S&T and analyse the outputs of the cooperation activities to review our past and present international cooperation activities. Therefore, this paper focuses on analyzing the outputs of the MEST's international S&T cooperation programs in various ways and recommends ways to improve the outputs of the international cooperation in science and technology.

오늘날 실현된 원자력발전에 필요한 제반의 과학적 기초와 공업기술은 고도로 발달된 것이며 이와 같은 과학기술개발에는 막대한 자금과 인재 그리고 강력한 공업력의 배경을 필요로 한다. 따라서 현재로서는 독자적으로 원자력발전을 근본적으로 개발하고 있는 나라는 미, 소, 영, 불 정도이며 기타국가는 자국의 사정에 부합된 원자력발전계획에 따라 전기 강대국과 협조하여 그 계획을 추진하고 있다. 원자력발전 개발사업이란 그 기초 기술개발에 막대한 자금이 소요되므로 그것이 대규모화하지 않으면 경제적인 타당성이 없다. 따라서 독자적으로 기술개발을 해온 국가들도 이 사업을 국가사업으로서 추진하고 있을 뿐만아니라 국제원자력기구 등을 통하여 국제적인 유대하에 사업의 경제성을 모색하고 있는 형편이므로 이 사업추진에 있어서는 비교적 국제적인 혜택도 받기 쉬운 것이다. 그리고 원자력발전이란 비교적 새로운 문제이고 또한 방사능문제등의 특수문제도 게재하므로 원자력발전 계획수립상 고찰되어야 할 특수조건이 많다. 이와같은 문제에 관련된 원자력발전의 공학적문제와 그 경제성에 대한 전망을 소개하겠다.

The purpose of this paper is to examine commercialization model of appropriate technology through the case of the Lao-Korea Science and Technology Center (LKSTC). LKSTC has developed washing, water treatment, and sterilization technology in the agrifood sector and three types of pico-hydro generator, Pico-solar hybrid system, and energy remote monitoring technology in the renewable energy sector. Commercialization of appropriate technology was successfully carried out through the establishment of Kaipan community business, school enterprises, and social enterprise. The policy implications are as follows. First, the commercialization of appropriate technology in developing countries should enhance the linkage with the regional development policies of the recipient countries. Second, in order to minimize market risk, innovative technology development and local startup networks should be properly established. Finally, the mid and long term efforts are needed to increase the sustainability of the business.

건설산업은 국민경제에서 차지하는 비중이 높으며, 향후 지속적으로 대상영역이 확대되고 기능 및 규모가 커질 전망이다. 우리나라 건설기술의 현위치는 선진국 수준을 100을 할때 70정도에 불과하며, 발전속도의 관점에서 국내 제조업에 비해서도 저조한 실정이다. 이는 정부의 기술개발사업에서 건설기술 개발 필요성에 대한 인식의 부족으로 과학 및 산업기술의 개발 필요성에 대한 인식의 부족으로 과학 및 산업기술의 분류에서 독자적인 항목으로 설정되지 않고 있으며, 적절한 예산지원이 이루어지지 않고 있다는 데 문제의 원인이 있다. 민간부분의 경우는 매출액 대비 기술개발비용이 일본과 비슷한 비율이지만, 매출액 규모를 고려해 볼 때, 부가가치 창출 효과를 논하기는 이른 실정이다. 한편, 건설산업의 성격 역시 자본절약형으로 선진국에 비해 장비수준 및 자본생산성이 떨어지고 있어, 기술수준의 낙후를 시사하고 있다. 앞으로 국제화, 개방화, 지방화의 시대가 도래할 것이고, 자유경쟁원리에 토대를 둔 경영효율, 기술혁신, 품질 등에 의해 경쟁력의 우위가 결정될 것이다. 향후, 건설기술정책은 건설기술개발의 체계화, 신기술 활용의 극대화, 건설산업의 종합화 및 전문화, 생산체계의 효율화 등을 지향해야 한다.

국민의 생명 안전 중심의 미래지향적 원자력 방사선 기술 개발을 목적으로 하는 2018년도 원자력연구개발사업의 세부사업별 시행계획이 확정되었다. 과학기술정보통신부는 이번 시행계획에 들어가 있는11개 단위 사업 추진을 위해 원자력연구개발기금 1,278억원, 일반회계 및 지역발전특별회계 813억원 등 총2,091억원을 투입할 예정이다(년도 2,335억원, 10.5% 감소) 지원 분야는 크게 원자력 기술, 방사선 기술, 기초 기반 구축으로 나누어진다. 원자력 기술 분야는 원자력 안전 연구, 원전 해체 기술, 사용후핵연료 관리 기술 및 중소형 원자로 개발 등이며, 방사선 기술 분야는 방사선 기술 고도화를 통한 핵심 기술 개발, 대형 의료 산업용 방사선 시설 장비 구축 등에 방점을 찍고 있다. 그리고 기초 기반 구축 분야는 선진기술연구센터, 국제 협력, 인력 양성 등 연구 기반 확충에 역점을 두고 있다. 2018년도 중점 추진 방향과 사업별 세부 추진 계획은 다음과 같다.

This study examines internationalization determinant factors, motivation and goal of internalization, market entry methods, timing, region, internalization strategy and access method, internationalization performance and success factors, problems and troubles of internalization, and ultimately suggests internalization strategies for domestic venture companies. The study found that interior factors of internationalization determinant factors are characteristics of new firm and technological capabilities while exterior factors include narrow domestic market, industrialization level, competition level, product life cycle, economy of scale, and global network. Motivation was found to include securing and preoccupying market, cost reduction and efficient production through moving of production base, and the necessity of network formation.
