  • As environmental pollution becomes serious, natural disasters are frequent and damage is increasing. Also, due to population overcrowding, social disasters are frequent, and it is difficult to predict due to the variety of area, extent, and damage. As the disasters have diversified and the scale of the damage has increased, the scale of evacuees and the period of evacuation have diversified. Should be provide facilities that will be protected from second damages to victims who have lost their homes quickly. It supports a prefabricated house, but it is difficult to supply it. In this study, the ultimate goal is to plan an outdoor temporary housing facility that can supply quickly when the capacity of the evacuation facility is insufficient or the evacuation facility is insufficient.

  • Recently, the construction wastes rapidly increase because of redevelopment, the development of new urbanization of large housing development, the expansion of social infrastructure. With increase of the construction noise caused by these developments, environmental conflicts and civil appeals increase. Moreover, the Government will reduce construction noise level to 65dB from 70dB in January 2009. Therefore, it will be expected to increase environmental conflicts and civil appels related to construction noise. To minimize environmental conflicts and civil appels, this study compared and analyzed measured noisy values of a crusher for the site-recycling to predicted value of simple noisy prediction program developed by "National Institute of Environmental Research". Based on the results, a crusher for the site-recycling can be arranged to minimize the noise.

  • 오늘날 전 세계적으로 가속화되는 기상이변에 따라 돌발성, 국지성 폭우 및 폭설의 빈도가 급격히 증가하는 추세이다. 이 같은 돌발기상 현상은 고층 건물과 인구의 과밀화로 인해 열섬효과가 자주 발생하는 도심지에서 특히 높은 발생률을 보이며, 그로 인한 막대한 인명 및 재산상의 피해가 발생하고 있는 실정이다. 하지만 이러한 돌발성 강수 현상들은 주로 저고도에서 생성 및 발달되며, 그 수명은 2~3시간에 불과하기 때문에 현재의 국내 기상관측 시스템으로는 예측 및 예보에 많은 어려움을 겪고 있다. 현재, 이러한 문제점을 해결하기 위해 국내 관련 기관들에서는 도심지를 중심으로 한 저층 기상 관측을 위한 소형 레이더 네트워크 구축을 계획하고 있다. 그와 함께, 본 논문에서는 향후 도입될 소형 레이더 네트워크의 활용성을 증대시키고, 기상재해의 피해를 줄이는 방법으로써, 구글 어스의 지도 서비스를 기반으로 한 기상 레이더 자료 활용 실시간 돌발성 기상재해 감시/추적 및 경보 시스템 플랫폼을 제안한다. 제안하는 플랫폼은 전 세계적으로 통용되는 GIS 엔진으로서, 높은 확장성이 장점인 구글어스 플랫폼을 바탕으로 하며, 레이더 자료 분석 도구, 위험도 판별 도구 및 자료 표출/경보 도구 등으로 크게 세 가지의 기술도구 집단으로 구성된다. 제안한 플렛폼 상에서 시뮬레이션을 통해 구글어스 기반에서 레이더 누적강수량의 실시간 처리와 3차원 GIS 기반에서의 직관적인 경보 메시지 표출을 구현하였으며, 향후 각 기술 도구들 상의 기법들을 연구 및 개선함으로써 국토관측센서 네트워크 및 기상 재해 예 경보 체계를 위해 활용되어질 수 있을 것으로 기대한다.

  • Due to rapidly increasing air traffic congestion and airspace restrictions, the International Civil Aviation Organization (ICAO) is urging all aircraft to use SBAS by 2025, in order to implement Performance-based navigation to increase airspace capacity. In line with this, research and development of Korean-style SBAS, which reflects the characteristics of Korea's airspace environment, continues in Korea. Since there is no flight inspection procedure for performance testing and verification of SBAS in Korea yet, this paper analyzes FAA, ICAO Regulations, and laws enacted by the Ministry of Land, Infrastructure and Transport to derive essential evaluations and parameters of Korean SBAS, and presents the optimal design using RTK-DGPS as a position fixing system.

  • Recently, cases for inevitable adjacent construction are increasing due to the limited spaces in urban area. When a new structure is constructed near an existing structure, interference effects induced by the pre-existing structure should be considered. Thus, numbers of studies have been conducted to investigate the effects of adjacent construction, while laboratory scales studies are not well reported. In this study, laboratory scale experiments have been conducted to investigate the bearing capacity and settlement variations with different adjacent construction cases. Results show an optimistic ground bearing capacity increase of the new foundation structure due to the existing foundation structure, while concerns on the increased settlement of the pre-existing structure. Thus, both bearing capacity of the new foundation structure and subsequent settlement of the existing foundation structure have to be considered when assessing the technical applicability of adjacent structure construction on site.

A Comparative Analysis Model of Overcrowded Spaces Considering the Evacuation Behavior of Users in Women's Hospital (여성전문병원에서 이용자의 피난행태를 고려한 과밀화 공간 비교분석모델 연구)

  • Purpose: The purpose of this study is to compare variant analysis results regarding overcrowded spaces and suggest a space analysis model for women's hospitals at the outpatient clinic department, central treatment department, and inpatient ward considering evacuation capability of newborns unable to perform automotive evacuation, pregnant patients and maternal patients with limited mobility. Methods: Firstly, precedent studies on women's hospitals and evacuation in hospitals were reviewed. Secondly, the analysis conditions and necessary set values for simulation were designed after analyzing the design documents of the research target hospital. Thirdly, evacuation simulation was conducted by adjusting the variables related to the evacuation behavior of inpatients and newborns. Fourthly, based on the derived results, overcrowded spaces were compared and analyzed according to evacuation behavior. Result: The study results are as follows: (1) It is necessary to check the main escape routes for occupants and to expand and adjust the size of mainly used entrances. (2) It is necessary to widen the stairs' width to alleviate overcrowding caused by patients with non-autonomous walking. (3) Due to overcrowding of the main escape route, it is necessary to identify the bypass route and adjust the width of the corridor. (4) It is necessary to plan an evacuation route for newborns to escape from the main escape route for occupants. Implications: The study result is expected to be used as primary data for research that considers the evacuation behavior of newborns and pregnant women in women's hospitals.

  • 지역사회교정은 기존의 시설내처우와 대비되는 개념으로 형사절차 전반에 지역사회가 개입하여 사회내처우를 실행하는 것이다. 이는 시설내처우가 지닌 과밀 수용, 교정 프로그램의 효율성, 범죄의 학습화 등의 문제점을 극복하고 범죄자들의 진정한 사회복귀를 도모할 수 있는 방법으로 인식되고 있기 때문이다. 하지만 지역사회교정 또한 많은 문제점들을 가지고 있어 이에 대한 해결책의 연구가 필요하다. 이 연구에서는 이러한 문제인식에 기인해서 지역사회교정의 개념과 문제점들에 대해 살펴보고 이의 대안을 제시하였다. 지역사회교정의 활성화를 위해서는 담당기관 및 인력의 확충 및 담당 직원의 세심한 채용 및 지속적인 관리를 통해 전문화를 유도하며, 전문 프로그램을 수행할 수 있는 민간봉사자와의 네트워크 구축이 필요하며, 지역기관, 지자체, 관계 당국 간의 이해와 협조가 반드시 필요하게 될 것이다. 이와 함께 지역사회교정의 실천단계에 있어 발생될 수 있는 많은 문제점들에 대한 객관적이고 실증적인 후속 연구가 진행되어야 할 것이다.

VTS 해역에서 주묘 사례를 통한 주묘 위험성 판단 프로그램의 활용과 시스템 개선방안에 관한 연구

  • 최근 선박의 대형화, 태풍 및 돌풍 등 급격한 자연환경의 변화, 한정된 정박지의 과밀 등으로 VTS 해역에서 선박 주묘가 자주 발생하고 있다. 선박의 주묘를 예측하기 위해서는 기상 조건에 의한 외력과 선박의 묘, 묘쇄 등 대항력의 정확한 비교, 현수부 및 파주부를 고려한 주묘 발생 가능 시점 예측 등의 노력이 요구된다. 본 연구에서는 VTS 관제 구역에서의 주묘 사고 사례 분석을 통하여 주묘 위험성 판단 프로그램을 검증하고, 관제 시스템에서 활용을 위한 시스템 개선 방안을 제안하고자 한다. 향후 관제 시스템의 주묘 위험성 판단 기능 도입을 통하여 주묘 사고의 예방 및 조기 대응이 가능할 것으로 기대한다.

Experimental Study on the Fire Behavior in Double Deck Tunnel (복층터널내 화재특성에 대한 실험적 연구)

  • In the wake of expanding and overpopulating urban areas, traffic congestion has been worsening increasingly, causing huge economic losses. In a bid to effectively use the space of metropolitan areas, the construction and operation of a double deck tunnel has been on the rise. On the other hand, a lower height of a double deck tunnel is expected to generate more smoke and soot in a fire than other usual tunnels. Therefore, it is undesirable to apply the standard for fire intensity or smoke generation, which were designed for existing road tunnels. A part of an effort to propose a design fire curve that is useful for double deck tunnel, is intended to obtain and analyze the fire characteristics in a double deck tunnel through a real scale fire test. The test was conducted according to the fire scenario with one passenger car and two passenger cars; the monitored fire intensity was a maximum of 2.4 MW and 3.5 MW, respectively.

Analysis on Daily Variation Mechanism of Short-wave Radiation between Downtown and Suburban Area during Summer Season (하절기 도심과밀지역과 인근 교외지역의 단파복사 일변화 메커니즘에 대한 해석)

  • The purpose of this study is to understand daily variation of short-wave radiation trends according to the state of surface and observation of atmosphere conditions in downtown and suburban observation area. The followings are main results from this study. 1) We found out daily air temperature variation of downtown is less than that of suburban area because of bigger heat capacity of artificial elements such as massive buildings and pavements. 2) It is more effective to estimate of air condition by water vapor pressure than relative humidity in the atmosphere. 3) The difference of solar radiation ratio between downtown and suburban area is dependant on different atmosphere conditions at two observation stations.
