민영화정책(民營化政策)의 핵심논쟁(核心論爭)에 관한 소고(小考)

  • 현행 민영화정책이 공기업의 효율성제고를 최우선 목표로 설정한 것은 타당한 선택이었음에도 불구하고, 경제력집중 심화에 대한 우려와 주식시장의 제약 등을 이유로 민영화정책은 그 추진실적이 부진하고 향후 지속 여부가 불투명한 것이 현실이다. 본(本) 논문(論文)은 우리나라 공기업민영화를 둘러싼 논쟁의 핵심인 경제력집중(經齊力集中), 경쟁도입(競爭導入), 주식시장여건(株式市場與件) 등이 공기업민영화와 관련하여 어떻게 이해되어야 할 것이며, 바람직한 정책대응(政策對應)은 무엇인지를 논의하고 있다. 재산권이론(財産權理論)을 동원하여 주인(主人) 있는 경영(經營)의 의미를 재해석할 때, 기업지배(企業支配) 통제구조(統制構造)의 정착이 요원한 우리 현실에서 민영화가 기업효율을 제고하려면 민간대주주(民間大株主)의 지배(支配)를 인정하는 방식이 최선책(最善策)이며, 소유가 분산되고 전문경영체제(專門經營體制)를 도입하는 민영화방식은 지배구조(支配構造)의 실패가능성(失敗可能性) 때문에 차선책(次善策)이라고 평가된다. 그러나 효율성 차원의 최선책은 경제력집중이라는 국민경제적 비용을 초래하므로, 정부로서는 경제력 집중이라는 비용(費用)과 효율성이라는 편익(便益)을 조화시키는 방안을 모색할 수밖에 없다. 이 경우 정부가 고려할 보완책(補完策)으로는 감자후(減資後) 민영화(民營化)와 분할민영화(分割民營化)가 있다. 한편 자연독점의 특성이 뚜렷한 일부 네트워크사업분야를 제외하면, 민영화시 경쟁도입(競爭導入)은 기업효율성과 국민경제의 배분효율성을 제고하므로 정부로서는 당연한 선택일 것이다. 경쟁은 공기업의 인수자격규제에 있어서도 새로운 기준을 제시하는데, 민영화를 정부(政府)와 민간(民間)사이의 M&A로 이해하고 경쟁제한적(競爭制限的) 기업결합(企業結合)을 규제하는 공정거래법(公正去來法)의 정신(精神)이 인수자격규제기준이 되어야 하며, 업종전문화(業種專門化) 발상(發想)에 근거한 인수자격규제는 득보(得)다 실(失)이 클 것이다. 아직도 자생적 성장기반이 취약한 주식시장의 제약에 따라 민영화일정의 탄력적인 조정은 불가피하지만, 정부는 상장(上場)의 필요성(必要性)을 재검토하고, 매각(賣却)의 우선순위(優先順位)를 조정하며, 무엇보다도 양질(良質)의 주식(柱式) 공급(供給)이 수요(需要)를 창출하는 메커니즘을 개발해야한다. 이와 함께 본(本) 논문(論文)은 현행 추진체계(推進體系)에 내재된 민영화의 지연가능성이 심각한 문제임을 지적하였고, 대규모 공기업의 민영화가 대기업(大企業)의 새로운 전형(典型)을 창출하여 한국자본주의(韓國資本主義)의 건전한 발전을 앞당기는 역사적 기회라는 점을 강조하고 있다. 마지막으로 재벌인수가 가능한 경우와 규제되어야 할 각각의 경우에 대하여 민영화정책(民營化政策)의 '체크리스트'를 제시하고 있다.

A Prioritization Method Considering Trip Patterns to Introduce Short-turn Buses (단거리 순환버스 도입을 위한 통행패턴 기반의 우선순위 결정방법)

  • A short-turn bus is a bus that is operated within a subsection of an existing bus line. Previous studies regarding short-turn buses decided optimal turn-back points for a single bus line rather than a bus network. Also, in-vehicle crowding which has a significant impact on transit convenience was rarely considered. Therefore, this study aimed to develop a methodology to set priorities for the introduction of short-turn buses of bus lines and sections, considering crowding. To achieve this objective, we calculated occupancies and crowding alleviation benefits of existing bus lines overlapping a new short-turn route based on transit card data, before and after the introduction of short-turn strategy. Also, operator and social costs caused by the introduction of short-turn buses were calculated. Those procedures were iterated over bus lines and sections to operate a short-turn service, and a section whose benefit-to-cost ratio (B/C) is the largest in a line was selected to operate a short-turn service in the line. After, priorities of bus lines to introduce short-turn services could be determined based on B/C values, and the optimum total fleet size could be determined when a short-turn strategy is applied in multiple lines.

  • There are relatively many research results of the validation of the cryptography. But few researches on the validation of cryptography implementations were accomplished. However, developer\`s misunderstanding the crypto-algorithm or a mistake in implementation of the crypto-a1gorithm leads to lose reliability of security products. Therefore, as validation of the crypto-algorithm itself also validation of the implementation is important. The major objective of this paper is to propose Security Products Validation Tool. Our tool validates implementation of the public key algorithm (RSA. KCDSA) and hash algorithm (SHA-1, HAS-170). The validation process is composed of several items and our tool performs validation teats for conformance to related standard.

  • 홍수빈도분석의 실용적 측면의 목적은 특정 재현기간에 대하여 발생 가능한 홍수량을 설계홍수량(design flood)으로 설정함으로써 댐, 제방, 배수시설, 하수관거 등의 치수기능을 가진 치수시설물이 설계홍수량 내에서 홍수로 인한 피해를 발생시키지 않도록 그 규모와 기능을 설계함에 있다. 특히 우리나라의 경우 유량자료의 부족으로 강우빈도분석을 수행하여 재현기간별 확률강우량을 먼저 산정하고 이를 강우-유출모형을 통해 확률홍수량으로 전환한 뒤 하천등급에 따른 재현기간 기준에 따라 설계홍수량을 산정하고 있다. 그러나 이와 같이 결정된 설계홍수량이 특정유역에서 발생될 수 있는 피해규모에 대해 얼마나 적정한 지의 여부를 과학적으로 판단하기 위한 연구는 국내·외에서 찾아보기 어려우며, 이러한 문제를 개선하기 위한 기초 이론을 제공하는 것이 본 연구의 가장 중요한 목표이다. 홍수빈도분석을 통해 산정된 설계홍수량의 적정성 여부를 과학적으로 판단하기 위해 최근에 진행된 해외의 몇몇 연구에서는 총 기대비용함수(total expected cost function)의 개발에 근거한 최적설계홍수량을 활용할 수 있음을 제안한 바 있다. 이 개념은 계획된 설계홍수량 이상에서 발생될 수 있는 피해함수(damage function) 및 기대피해함수(expected damage function)와 비용함수(cost function)가 결정되면, 이로부터 총 비용을 나타내는 총 기대비용함수(total expected cost function)을 도출하고 총 기대비용함수가 최소가 되는 최적설계홍수량(optimal design flood)을 산정하여 이를 계획된 설계홍수량(tentative design flood) 비교함으로써 계획된 설계홍수량의 적정성을 판단하는 과정을 기초이론으로 활용한다. 본 연구에서는 불확실성으로 발생되는 범위를 고려한 최적설계홍수량을 산정하기 위하여 Metropolis-Hastings 알고리즘을 사용하였으며, 자료의 종류에 따른 홍수량의 변화를 분석하기 위하여 년최대계열 및 부분시계열 자료를 각각 적용하였다. 한강유역에서 가평대성, 여주 및 한강대교 수위표 지점에서 측정된 자동관측유량장치에 의한 홍수량 자료를 활용하였으며, 최적설계홍수량이 기존 설계홍수량에 비해 크게 산정됨을 알 수 있었다.

Assessment of Vehicle Safety Standard Requirements for New Micro-mobility Vehicle (초소형자동차의 자동차안전기준에 대한 효과분석)

  • In general, an assessment of the benefits and costs with regard to vehicle safety standards are validated before regulations are implemented. This paper performs this validation for the mandatory automobile safety devices requirement for new micro-mobility. The reviewed car safety standards involved the installation of seat belts, airbags, ABS, crash speed standards, and pedestrian warning system. The benefit was estimated as the cost of accident reduction due to the installation of vehicle safety standards. As a result, the safety belt showed a B / C of 4.0 or higher, and it was found that the seat belt should be installed from 2017. After the seatbelt regulation in 2017, the results of the scenarios with the airbag, ABS, crash speed of 40 km/h, and the pedestrian warning system showed B / C of 1.0 or more according to the year of regulation. This study can be useful as a tool in the decision-making process with regard to the timing and type of vehicle safety standards requirement of micro-mobility in the future.

  • The construction industry is known to be one of the representative industries that generate fine dust. Therefore, reducing the amount of fine dust generated in construction sites is very important for the overall fine dust management. Based on this, this study proposed the fine dust measurement and removal technology combined with advanced technologies such as autonomous mobile vehicle IoT and DFS. The qualitative, quantitative and risk elimination effects that can be expected when applying the proposed technique are analyzed. The proposed technique will be validated through system development and field application and evaluated specific economics through cost analysis.

  • This research sought to determine the optimal cycle of Planned Depot Maintenance (PDM) for Unmanned Aerial Vehicle (UAV), and PDM through Reliability and Maintainability-based simulation and Operating and Support (O&S) cost analysis using Reliability and Maintainability analysis results. The effectiveness of the PDM was verified economically, and the optimal PDM interval that balances UAV effective operations and sustaining engineering costs was presented.

  • The accident risks in the marine environment are increasing because of the tendency to build faster and larger ships. To secure ship safety, risk-based ship design (RBSD) was recently suggested based on a formal safety assessment (FSA). In the process of RBSD, a ship designer decides which risk reduction option is most cost-effective in the design stage using a cost-benefit analysis (CBA). There are three dimensions of risk in this CBA: fatality, environment, and asset. In this paper, we present an approach to estimate the environmental costs based on the size of an oil tanker involved in an accident using a neural network. An appropriate neural network model is suggested for the estimation,and the neural network is trained using IOPCF data. Finally,the learned neural network is compared with the cost regression equation by IMO MEPC 62/WP.13 (2011).

Life Cycle Assessment of Activated Carbon Production System by Using Poplar (포플러를 이용한 활성탄 제조 시스템에 대한 전과정 평가)

  • Phytoremediation is a technology to mitigate the pollutant concentrations such as metals, pesticides, solvents, oils, or others in contaminated water and soils with plants. The plants absorb contaminants through the root and store them in the root, stems, or leaves. Rapid growth trees such as poplar are used to remove low concentrated contaminants eco-friendly and economically in a wide contaminated region. This study was practiced to evaluate an activated carbon production system by using poplar wood discarded after phytoremediation. Life cycle assessment methodology was used to analyze environmental impacts of the system, and the functional unit was one ton of harvested poplar. It was estimated that the small size rotary kiln for activated carbon production from poplar wood had an environmental benefit in optimized conditions to minimize energy consumptions. The results of an avoided environmental impact analysis show that the system contribute to reduce environmental impacts in comparison with activated carbon production from coconut shell.

A Feasibility Analysis of a Low Noise and Dust Suction Type Pavement Cutter (저소음·분진회수형 도로절단기 개발의 타당성 분석)

  • A large amount of fine dust is generated during the process of pavement cutting. Consequently, reducing the amount of fine dust generated during pavement cutting is crucial for the overall management of fine dust. Based on this premise, in this study, a conceptual model is proposed for a device that can be employed for recovering scattered dust generated at the site of pavement cutting. The economic feasibility associated with the incorporation of the proposed model was analyzed. Results obtained from the economic feasibility analysis of the proposed conceptual model indicate that the benefit ratio is 2.96, which is significantly higher than 1. The rate of return is found to be 62.78%, which significantly exceeds the minimum expected rate of return (i.e., 10%), as established on the basis of interviews conducted with companies that implement pavement cutting. Furthermore, the break-even point is found to be at approximately 21.6 months. Hence, the proposed pavement cutter, which features dust suction and a low noise level, is economically feasible.
