국내 공항에서 보유하고 있는 제한된 주기장에 대한 이용률과 주기되어 있는 항공기의 탑승에 소요되는 시간 및 도보거리는 공항의 운영 및 승객의 편리성 평가에 주요한 척도가 되고 있으며, 공항의 주요 운영 목표는 합리적인 항공기 주기장 배정을 통한 주기장 이용률의 최대화 및 터미널 이용 승객의 편리성 증대라 할 수 있다. 이에 본 연구에서는 대상 공항의 시설배치, 터미널 구조, 공항의 이용 승객 등을 고려하여 사용 가능한 주기장의 이용률의 최대화하고 터미널에서의 여객 이동거리를 최소화하는 주기장 배정 알고리즘의 개발과 그 결과를 국내 공항에 적용시키는 것을 그 목적으로 한다. 이를 위하여 기존의 GAP 정식화 모델을 최적화 소프트웨어인 LINGO를 활용하여 다중 시간 주기를 갖는 복잡한 문제를 단일 시간주기를 갖는 문제로 변환하기 위한 접근 방법을 제시함으로써 기존의 OR 접근 방법이 가지는 최적해 산출을 위한 긴 소요시간의 문제를 해결하고 실제 공항에 적용하여 실시간 의사결정을 위한 배정 결과를 제공하였다. 본 연구를 통하여 현재 발견적 기법에만 의존하여 수행되는 주기장 배정결과를 최적화 알고리즘을 통하여 산출함으로써 공항의 주요한 운영 목표인 항공사 및 여객의 시간 비용을 최소화할 수 있다. 또한 기상 악천후로 인한 항공기의 이착륙 지연이 발생할 경우 복잡한 문제를 배정 알고리즘에 의해 신속히 해결함으로써 공항 운영의 효율성뿐만 아니라 공항 안전에도 기여할 수 있을 것이다.

동북아시아지역에서 인천국제공항이 최고의 허브공항으로서 역할을 위해서는 무엇보다도 환승율에 대한 연구가 필요하다고 판단된다. 인천국제공항은 2005년도에 3,054,485만명의 환승여객을 처리하여 환승율은 11.9% 를 기록하였는데 이는 동북아시아의 경쟁허브공항의 환승율인 30-40%와 비교해보면 공항경쟁력이 상당히 뒤쳐진다고 할 수 있다. 이러한 약점을 보완하기 위하여 여러 가지 관련 인자들을 검토하는 것이 중요하다고 판단되어지는데 그중에서 인천국제공항의 비행편최소연결시간(MCT)을 개선하는 것이 필요하다. 이러한 문제를 개선하기 위해서는 항공기 스케줄, 항공사 배치, 게이트 배정방법, 수하물처리, 여객 동선 등이 함께 검토되어야 할 것이다. 그러나 이러한 인자들에 대한 세부적인 분석이 단기간에 걸쳐 해결되는 문제가 아니기 때문에 본 연구에서는 외국 허브공항의 MCT 수준, 관리방법, 국외사례 등을 고찰해 보고 동북아시아에서 허브공항을 향한 인천국제공항의 환승율 제고차원에서 정책적 방안을 제시하고자 한다.

최근 들어 공항운영에도 마케팅개념을 도입해야 한다고 주장하는 경우를 자주 볼 수 있다. 항공 운송산업 초기에서부터 1970년대까지 공항운영은 안전성확보에 초점이 맞추어져 있었다. 1980년대 이후 항공운송산업의 규제완화와 항공수요 급증에 의한 공항 혼잡화 문제가 대두되면서 공항 운영에도 효율성과 수익성을 강조하게 되었고 일반기업 경영에서 개발한 운영 기법을 공항운영에 도입하게 되었다. 이러한 추세는 당연히 공항운영에 마케팅 개념도입을 고려하게 된 것이다. 그러나 아직도 공항마케팅에 대한 체계적 고찰이 이루어진 적이 없어 본 연구는 공항 마케팅에 관한 일반적 고찰을 목적으로 수행하게 되었다. 본 연구는 공항운영에 있어서 마케팅 개념이 도입되게 된 배경과 공항 마케팅의 특성 등을 고찰해보고 공항운영에서 마케팅 개념을 어떻게 실현 할 수 있는지를 파악하는 것을 구체적 목적으로 했다. 우선은 공항운영에 있어서의 마케팅 개념 도입 배경을 살펴보고, 공항마케팅의 특성을 고찰한 후, 공항마케팅이 처하게되는 환경과 공항마케팅의 목표를 분석했다. 논의된 환경 하에서 마케팅 목표실현을 위해 어떠한 방법으로 마케팅 부서를 조직하고 어떤 업무를 수행하는지를 선진국 공항의 예를 들어 정리하고, 공항마케팅의 주요 대상인 항공사와 여객에 대한 공항의 마케팅 활동 방법을 분석함으로써 본 연구의 목적을 달성하도록 했다.

Since 1961, Aviation Act has regulated all aspects related to air transport business, aviation safety and airport. However, we are to face the new challenges that have to support air transport business more efficiently and air transportation services to the people effectively in condition of the globally competitive air transport industry. In this sense, the government proposed to devide "Aviation Act" into 'Air Transport Business Act', 'Aviation Safety Act', 'Airport Facility Act' in a timely manner. At first I am to take a look about the laws of traffic-related legislation and national laws of Japanese aviation system, and to evaluate implications. In addition, the background, the organization and the main information of the Act (Draft) will be introduced. And I would like to discuss the issues raised and suggest an alternative. In particular, the name of the Act (Draft), the specifying of airport manager operater, accounting method of airport development projects belong to the nation, the delegation of the authority and other issues are discussed to provide a starting point. In conclusion, the division of current "Aviation Act" is considered absolutely necessary. To stimulate fair competition, safety regulations and efficiency, the legislation process would be desirable in the direction of the total development of the aviation industry as well as ensuring aviation safety.

Over the last few years, the major airports in Asia have been operating at or close to their capacity. As a result, Korea, Japan, China, Hong Kong, Thailand, Malaysia, and Indonesia decided to expedite the development of new airports. Accordingly, some of the existing airports have been completely used as other functions or purposes and the others operated as a domestic airport. In the latter case, re-development plans are needed for idle facilities. This paper evaluates the alternative options for re-development of idle airport facilities of Seoul Gimpo International Airport. The proposed methodology makes it possible to provide a practical and applicable evaluation of airport re-development plan. In particular, it can take into account the qualitative aspects of different interesting groups such as airport experts. passengers and airport peripheral community. The interview was conducted in order to obtain the different groups' view. To evaluate and select the best option of the airport re-development, this study adopted a fuzzy linguistic approach.

An air traffic management (ATM) has been studied in a variety of fields to utilize an air traffic capacity efficiently and solve a congested air traffic situation due to an increment of an air traffic demand. In this paper, an air traffic management, which is related with controlling and determining the sequencing of an aircraft approaching to an airport, in terminal control area is studied. This paper focuses on scheduling algorithms with a given problem for the air traffic management with operational constraints, such as a space separation, an overtaking on the same air-route, and a route merge point (a scheduling point). For a real-time calculation, the presented algorithms focus on dispatching heuristic rules which are able to assign tasks in a fast time period with an adequate performance, which can be demonstrated as a proper and realistic scheduling algorithm. A simulation result is presented to illustrate the validity and applicability of the proposed algorithm. Each scheduling rule is analyzed on the same static and dynamic air traffic flow scenario with the ATM Monte-Carlo simulation.

정부는 그동안 항공정책을 수립하고 시행함에 있어서 '항공운송'과 같은 경쟁력 있는 부문만을 특정하여 중장기적인 발전전략을 수립하여 온 것이 사실이다. 지방공항은 처음부터 물적, 인적 자원을 수송하는 규모나 주변 환경여건에 있어 국제공항을 따라갈 수 없는 일정한 한계를 가지고 있다. 지방공항의 적자문제를 국제공항의 목표치에 두는 것 자체가 이치에 맞지 않기 때문이다. 그러므로 지방공항은 국제공항과는 다른 관점의 항공 정책이 절대적으로 필요하다. 국가전체의 운송기능 향상을 위한 종합적인 대책도 지방 공항에 적용할 필요가 있지만 지방 공항 고유의 지방자치단체와의 협력을 통한 특색 있는 공항 역할을 재정립하는 것도 필요한 것이다. 한편 항공 스포츠의 역사는 60여년에 이르고 있으나 정부 관련기관의 관심 부족과 활성화 하려는 의지부족으로 여전히 침체되어 있는 것이 사실이다. 그런데 본 연구에서 항공 스포츠의 특징상 공항과의 연계성을 검토하여 보니 상당히 긍정적인 Win-Win 전략이 될 수 있을 뿐 아니라 지방공항과 항공 스포츠 양자가 실제 활성화될 수 있는 공항정책이 구체화될 수 있음을 알게 되었다. 다만 항공 스포츠에도 종목이 다양하므로 지방공항의 특성상 적정한 스포츠 항목과의 연계가 요구된다. 그리하여 본 연구는 항공 스포츠를 활용한 지방공항 활성화 방안으로 항공 스포츠에 적합한 지방공항 요건을 접근성, 안전성, 편의성으로 나누어 검토하고 지방공항과 접목 가능한 항공 스포츠를 제시하고자 하는 가설을 설정하였다. 더 나아가 항공 스포츠를 통한 지방공항 활성화의 기대효과로서 지방공항의 활성화, 지방연계산업의 활성화, 지방공항의 발전 가능성에 대한 가설을 설정하였다. 본 논문은 지방공항 활성화를 위한 전략체계를 항공스포츠 동호인 즉 조종자들의 기지선택 요인을 중심으로 실증분석을 통하여 정리하였고, 일반인들의 인식과 전문가 의견을 토대로 지방공항의 활성화를 위하여 항공스포츠와 전략적 제휴를 하고자 할 경우 관련기관들이 고려할 부분과 운영체계 개선방안을 제시함으로써 구체적인 정책적 제언이 될 수 있도록 하였다.

This paper suggests a heuristic algorithm to obtain optimal solution of minimum number of aircraft delay in multi-airport arrivals/departures problem. This single airport arrivals/departures problem can be solved by mathematical optimization method only. The linear programming or genetic algorithm that is a kind of metaheuristic method is used for a multi-airport arrivals/departures problem. Firstly, the proposed algorithm selects the median minimum delays capacity in various arrivals/departures capacities at an airport for the number of aircraft in $i^{th}$ time interval (15 minutes) at each airport. Next, we suggest reallocate method for arrival aircraft between airports. This algorithm better result of the number of delayed aircraft then genetic algorithm.

In this article, it is that have highlighted the importance of the creative communication, convergence and identity of airport operations. This research verifies to influence in the airport performance by the diversity, mediator effect of creativity, and moderator effect of the public enterprise management evaluation performed degree in the operation of the airport. This study design how participants were selected as study the employees from two airports on the enterprise of the Incheon International Airport, Gimpo International Airport in Korea using the simple random sampling method. The findings indicate that the positively internal diversity, mediated creativity, and moderated public enterprise management evaluation performed degree affects performance of airports. This research provides a few implications and insights in the operation of airport.
