지금 우리가 살고 있는 대한민국은 공정한 사회를 지향하고 있고, 사회 각 분야에서는 이를 위한 다양한 대책과 방안을 수립하는 중이다. 경제적 비용이 발생하는 분야의 업무에서는 다른 분야 보다 더 완고하게 공정한 비용 지급을 위한 방안 대책을 수립하고 있다. 대표적 사례로 정부기관의 관용차량의 유류비 지급부분이다. 기존의 유류비 지급 시스템에서 유류사용을 올바르게 사용하였는지 근거가 되는 정보가 없어 유류비를 청구하는 사람의 양심에 의존해야 한다. 본 논문에서는 ICT(Information and Communication Technology)기술을 활용하여 자동차 유류비 및 유지보수비용을 공정하게 지급 할 수 있도록 돕는 목적을 가진 시스템을 설계하였다. 본 논문의 시스템은 주행중 자동차의 주행정보(주행위치 및 자동차 내부정보)를 전용단말기(Android 기반)에서 수집하고 인터넷을 이용해 실시간으로 서버로 전송하고, 인터넷 웹사이트를 통해 해당단체 및 개인에게 실시간 및 이전 주행정보 데이터를 제공한다. 수집된 주행정보 데이터를 분석하여 자동차 유류비 및 유지보수비용을 올바르게 지급할 수 있게 도와주는 시스템을 설계하기 위한 내용을 다룬다.

This paper explores how multiple facets of social capital in Korea affects social conflict. The notion of social capital is composed of several elements including (1) social trust in generalized others (2) confidence in public sector fairness and the principles of democracy (3) social networks and closures and (4) community spirit and collective norms. We particularly examine how these multiple dimensions of social capital affect an individual`s tendency of social conflict orientation. The findings address the following four points. First, an individual, who trusts generalized others in a society, is less likely to be exclusive and conflict-oriented. Second, the more an individual has confidence in the efficacy of democratic processes and public sector fairness, the more (s)he is likely to be social integration oriented. When an individual, in contrast, gives strong support to a particular party (or government in power), the person is more likely to be conflict oriented. Third, an individual who mobilizes exclusive social closures to solve a problem is more likely to be conflict oriented. However, an individual who maintains a variety of inclusive social networks is more likely to be social integration oriented. Finally, the internalization of collective norms does not affect directly the tendency of individual's social conflict orientation. Increasing social capital at the individual level does not automatically guarantee societal level conflict resolutions. Rather, building extensive social closures based on strong family or hometown ties, school connections, political interests has detrimental effects on social integration and conflict resolutions. More, constructive social integration in a society requires higher level of open social networks, consistent administrative and democratic procedures, and social trust in generalized others.

해상교통안전에 영향을 미치는 수역의 설정 및 개발 등으로 항해안전 위험요인을 조사, 측정 및 평가하여 선박의 안전한 통항로를 확보하기 위한 진단을 의무화한 해상교통안전진단제도가 시행되었다. 그러나 진단대행자 경력인정기준이 수학적 오류는 물론 비대칭적으로 설계되어 책임진단업무를 극소수로 제한함으로 해상교통안전을 저해하고, 기회균등의 공정사회 구현에 역행 할뿐만 아니라 건전한 학문발전 분위기를 해치는 등 폐단을 초래하고 있다. 본 논문에서는 경력인정방법의 오류와 탈법적 요소들을 고찰하고 그로 인한 폐단을 탐색하여 해상교통안전 진단제도가 공공성, 사회성, 공익성을 기반으로 한 합목적 제도로 발전 할 수 있는 경력인정설계 방안을 제안하고자 한다.

화학플랜트는 폭발성, 유독성 물질의 제조와 취급하므로 사고 발생에 의한 영향은 대단히 크고, 또한 사고 후 몇 년에 걸쳐 그 주변사회에 영향을 미친다. 따라서 화학공장의 화재, 폭발 및 독극물 누출에 의한 사고 등과 같은 가능한 모든 유형의 위험을 예측하고 예방하기 위해서 위험성 평가를 수행해야 한다. 이에 공정안전관리(Process Safety Management, PSM)에 대한 사회적인 관심이 증가하면서 많은 연구자들이 위험성 평가방법을 개발하여 잠재적 위험을 발견하고 안전대책(safety guard)을 제시하여 공정의 안전성을 확보하고자 노력해 왔다. 그러나 개발된 위험성 평가기법은 대부분 전문가들의 수작업을 통해서 이루어짐으로 신뢰성과 안전성을 항상 보장해 주지 못한다. 따라서 근래에 위험성 평가과정을 자동화하고자 하는 연구가 활발히 진행되고 있다. 현재 주로 쓰이는 표면 텍스쳐링 공정은 주로 진공에서 진행하기 때문에 높은 비용과 및 생산성의 한계, 비교적 낮은 효율 등의 단점을 가지고 있다. 그러므로 비용을 줄이고 생산성을 높이기 위해 기존의 공정 방법과 달리 진공을 사용하지 않는 대기압 플라즈마를 연구하고 대기압 플라즈마의 특성을 분석하였다. 위 연구를 통해 대기압 플라즈마를 반도체, 디스플레이, 태양전지에 쓰이는 공정에 적용시킨다면 새로운 공정 방향을 제시 할 수 있으며 사회 및 산업분야에 긍정적 영향을 미칠 것으로 예상한다. 본 연구에서는 대기압 플라즈마 특성을 OES(Optical Emission Spectroscopy)를 이용하여 광학적으로 분석하였다. RF전극과 웨이퍼 사이 간격, 가스 종류, 가스 유량, 스테이지의 움직이는 속도, RF 인가전압에 따라 어느 플라즈마의 광학적 특성이 나오는지 알아보았다.

국가경제 전반의 생산성, 기술혁신, 수출, 고용을 유지함에 있어 제조업의 역할 및 경쟁력 확보는 매우 중요하다. 제조업은 ICT 기기, 자동화기계 등을 공급함으로써 경제 전분야에 걸쳐 생산성 향상과 기술혁신을 견인하고 있다. 무역에서 가장 큰 비중을 차지하고 있는 제조업 분야는 전체 무역의 약 70%를 차지하고 있으며 제조업 경쟁력이 무역수지 흑자에 필수적이며 이를 위해서 로봇기술을 바탕으로 융합 신(新)산업을 창출하여 우리 제조업만의 경쟁우위를 확보해야 한다. 인건비 상승, 고령화 사회 진입, 중국이나 일본 등 경쟁국가 기업들의 위협으로 위기를 맞고 있는 중소제조기업들이 생산공정에 로봇도입을 통해 기업 경쟁력을 회복하는 것이 필요하다. 정부에서는 제조업의 위기 타개책으로 '스마트팩토리'를 제시하고 있다. 그러나 대부분의 중소제조기업이 아직 전산화 단계도 벗어나지 못하고 있는 현시점에서 기존 수공정에 로봇도입을 통한 제조공정의 스마트화가 우선적으로 필요하다. 본 고에서는 국내 중소제조업 현황을 알아보고 중소제조기업의 로봇도입을 통한 제조공정 스마트화에 대해 적용 사례를 중심으로 살펴보도록 한다.

당원중심 정당조직이 약화되고 있는 정당정치 변화추세 및 진성당원이 절대 부족한 실정에서 의원이나 원외위원장에 의해 동원되고 있는 당원들이 참여하는 경선의 현실적인 한계를 고려한다면, 당원 이외 유권자도 참여하는 보다 개방적인 경선을 지향할 수밖에 없는 상황이다. 이번에 국민경선의 확대내지는 제도화를 목표로 중앙선관위 및 한나라당과 민주당의 개혁특위가 제시하고 있는 공천안, 특히 모든 유권자가 참여할 수 있는 여야 동시 완전국민경선안은 선거인단을 모집하여 실시하는 기존의 제한적 국민경선보다 불공정한 동원, 역선택 등의 문제 해결에 도움이 되리라 본다. 하지만 여전히 해소되야 할 경선 공정성과 관련된 구조적인 문제는 경선이 치러지는 지역의 정당조직이 비민주적으로 운영되는 데에서 비롯되는 경선 후보들 간의 불균형 문제이며, 전략공천이라는 형태로 치러지는 사실상 하향식 공천 역시 경선 공정성을 크게 훼손할 소지가 있으므로 정당의 전략공천 비율은 더욱 축소되어야 할 것이다. 2012년 총선이 임박한 상황에서 현실적으로 무엇보다 시급한 것은 한나라당, 민주당 모두 공천제도 개혁안을 조속히 확정하고 선관위안을 법제화하는 일이며, 이를 통하여 유권자가 참여하는 정당경선의 제도화가 이루어질 때 최근 시민후보의 등장과 같은 시민사회의 도전으로부터 비롯된 정당정치의 위기상황을 더욱 새로운 정당정치로 나아가는 계기로 전환시키는 일도 보다 용이해 질 것이다.

This study is to investigate determinants of social workers' career commitment, compare the level of career commitment of social workeks by social work organization, and analyze the effects of career commitment on job attitudes. Social workers working for government agencies and community welfare centers and institutions in Busan city and Gyeongnam province were surveyed using structured questionnaires and 326 usable questionnaires were obtained. The questionnaires were analyzed for job, career, role, and organizational justice characteristics models and comprehensive model using SPSS/PC+.. The results are as follows; the level of social worker's career commitment was relatively high but the level of career commitment of social workers working for government agencies was slightly lower than that of social workers working for private agencies. According to the demographic characteristics, the level of career commitment of males was higher than that of famales. That of older workers was higher than that of younger worker, that of 2nd rank workers was higher than that of 1st rank workers. Task significance, task identity, feedback for the job done, career satisfaction, low role conflict, high distributive justice and interactive justice were related to higher level of career commitment while the skill variety was related to the lower level of career commitment. However, the main determinants differ according to the social work organization. Career commitment affected negatively on the career turnover intention while it affected positively on organizational commitment, organizational citizenship behavior, job involvement, and intrinsic job satisfaction. Therefore, different approaches and systematic measures are needed according to the organization.

As contemporary society becomes information-oriented, major construction companies have recently invested in information management, but small and medium ones have not. Though the small and medium companies recognize the information management is necessary and important, they don't have an ability to possess technical expertises. The purpose of this study is to develop a Schedule Risk Control System based on blogs using IT and web technologies for construction managers in small and medium construction companies. The system makes a chance to identify risk factors and prepare for responses to settle risks happened in preconstruction phases, and enables the managers and headquarters to predict and handle schedule risks by sharing information about risks on the blogs.
