용접규격의 현황과 발전방향

  • 규격은 제정 주체에 따라 사내표준, 단체규격, 국가규격, 지역규격 및 국제규격으로 분류된다. 시장경제의 블록화, 관세이외의 무역장벽 및 공업제품에 대한 품질향상의 요구확대등에 기인하여 공업규격에 대한 인식이 날로 증가하고 있다. 최근에는 ISO 9000 시리즈가 국내 공업제품의 생산활동과 수출활동에 미치는 영향에 대한 관심이 증가하고 있다. 이와 같은 상황에서 용접관련 규격의 현황을 파악하고 우리가 지향하는 목표를 설정하는 것은 중요한 일이다. 본 글에서 규 격의 종류를 개괄하고, 용접관련 규격이 각 공정에서 어떻게 적용되는가를 살폈으며, 끝으로 용 접학회가 규격활동에 정진하여야 함을 나타내고자 하였다.

  • 오늘날 노사분규로 인한 인건비 상승, 무역마찰등의 경제환경이 변화하고 시장환경의 특성이 다품종소량생산, 시장다변화에 따른 생산계획의 빈번한 변화, Life Cycle의 단축, 단납기화, 품질의 고신뢰성 등의 추세를 따르고 있어 이에 대응하기 위해서는 생산기술과 관리기술면에서 일대 혁신이 필요합니다. 자재, 공정, 설비, 재고, 원가, 납기등을 유기적으로 연결하고 이를 하나의 체계로 관리함으로써 얻을 수 있는 생산성의 향상은 생산기술의 진보에 의하여 얻어지는 것에 비해 결코 적지않을 것입니다. 또한 생산자동화를 위한 선행조건 으로 제조관리 업무의 개선이 필요하므로 제조관리의 중요성은 아무리 강조하여도 지나침이 없다.

생산공장의 제어.측정장치에 관한 실태조사

  • 최근 우리나라의 제반 생산공정이 자동화되어감에 따라, 연간 백만불을 넘는 제어용기기가 외자도입형식 또는 무역거래에 의해서 미국이나 일본등지로 부터 도입되고 있다. 조사자들은 일차적으로 생산공장에서 사용중인 제어 및 보호용기기류에 대한 기술적 현황을 알고자, "국내의 주요 생산공장에서 사용하는 측정계기 및 제어기기의 실태조사서"(1969. 9. 10)를 이용하여 기업체의 견해를 묻는 한편 직접적인 기업체 방문을 통하여 실태를 관찰하였다. 이 조사자료가 앞으로의 계속적인 조사사업을 위한 토대가 되고, 제어기기 및 측정용기계기구등의 국산화 연구용 참고자료로 이용될 수 있으면 기쁜일이라고 생각한다.일이라고 생각한다.

  • In determining the content of the FET standard, the tribunals stated protection of investor's legitimate expectations, due process and denial of justice, transparency, discrimination and arbitrariness, good faith, etc. The most major elements of the FET standard is the protection of the investor's legitimate and reasonable expectations. It is necessary to consider whether it is possible to what the expectations of investors are protected as legitimate and it is formed under any circumstances. If host state frustrate investor's legitimate expectations, it found a breach of the FET. The host state's specific assurance may reinforce investor's expectations, but such explicit statement is not always necessary. The host state must preserve a stable environment for investments. However, It must not be understood as the inalterability of the host state's legal framework. It implies that the host state's subsequent changes should be made consistently and predictably. The host state is entitled to exercise a reasonable regulatory authority to respond to changing circumstances in the public purpose. Therefore, whether the violation FET shall be determined through a balanced against the investor's legitimate expectations and the host state's reasonable regulatory exercise in the public interest. And investor should keep in mind that the principle of proportionality is applied unless host state provides stabilization clause or similar commitments to investor. Also host state should establish the basis of an argument about reasonable regulatory authority for public interest.

A Study on the Duty of Fair Presentation in Insurance Act 2015 (2015년 영국 보험법 상 공정표시의무에 관한 연구)

  • Since 2006, the Law Commission and Scottish Law Commission have been engaged in a major review of insurance contract law, finally leading to the legislation of Insurance Act 2015. According to the enforcement of the Insurance Act 2015 on 12 August 2016, ss 18~20 of the Marine Insurance Act 1906(MIA 1906) were repealed and substituted by the new concept of fair presentation. This article intends to analyze the legal implications through the comparative research between the duty of fair presentation in Insurance Act 2015 and ss 18~20 of MIA 1906. The major changes in Insurance Act 2015 are designed to (1) encourage active engagement by the insurer rather than passive underwriting, asking questions of the insured if the desired information is not provided at the stage of proposal; (2) encourage policyholders to structure and signpost their presentation in an clear and accessible way, and prevent data dumps; (3) give guidance as to how the insured should prepare a fair presentation, by undertaking a reasonable search of available information and giving examples of what circumstances might be material; (4) clarify whose knowledge in the insured's organization is attributed to the insured for the purposes of disclosure; (5) clarify the exceptions to the duty of disclosure, including circumstances "which are known or presumed to be known to the insurer"; and (6) replace the remedy of avoidance in all circumstances with more proportionate remedies. This is a default regime, which may be altered by agreement between the parties.

工業集積論考

  • This study examined the flexibility strategies and the spatial division of labour on production system in the industrial restructuring process of textile and apparel industry in Daegu. Textile and apparel firms in Daegu have come to have power after holding trade function. In the context of existing variant production units across all the sectors of the textile and apparel industry, individual firms that hold trade function can organize the lowest cost production system. Daegu's Textile and apparel industry in Daegu shows the complicated and closely realted production system through individual firm's flexibility strategies. Although the textile and apparel firms produce the same item or have the same size, they pursue different flexibility strategies and form different networked production system and different spatial division of labour.

  • Korea Shipping Act admits shipping conferences' joint actions like rate agreement, sailing agreement in some degree for development of shipping transport industries for decades. Meanwhile, EU has prohibited all kinds of shipping conferences' joint actions since October 2008, and many advanced countries also have similar position on shipping conference. The balance development between shippers and ship owners is very important in terms of national economic growth. So it is appropriate time to revise related laws such as Shipping Act and Monopoly Regulation and Fair Trade Act. First, It is direction for revision of Korean Shipping Act. The act has to define precisely the criteria of "unfairness" in case of admitting of shipping conferences' joint actions. Shipping conferences have a conference with shipper or shipper's delegation substantially on freight and transport conditions and so on. Second, It is direction for revision of Monopoly Regulation and Fair Trade Act. The fair trade commission has to perform fair roles between shippers and ship owners. The judgement of fairness has to confirm according to the spirit of not Korea Shipping Act but Korea Monopoly Regulation and Fair Trade Act itself.

Aerospace Industry promotion under WTO regime (WTO 체제 내의 항공우주산업진흥)

  • This paper focuses on finding the way of aerospace industry promotion in Korea compatible with fair trade system under international rules by considering and analysing the WTO subsidy rules and WTO dispute settlement cases. As for subsidy rules in WTO, the paper deals with two matters such as financial contribution and benefit and further studies provisions on the prohibited subsidies and actionable subsidies. And as for the dispute settlement matters, it reviews the Brazil-Canada case and the US-EC case on civil aircraft export subsidies. While aerospace industry in Korea is not yet internationally competitive still requiring government's continuous supports, it must not be in conflict with subsidy rules under WTO mechanism. This paper makes several suggestions to meet these conditions.

  • Textile industry of Domestic has beeb confronted with Free Trade, and Regional Trade Blocks. In addition, textile industry market is changing from the provider market-oriented to consumer-driven market. RFID is the core technology to correspond in the these environmental change. In this study, we reviewed characteristic and present condition of domestic textile industry and newest technology aspect of RFID. Also, we suggested application plan of RFID technology in textile industry through the analyzing RFID application case of domestic and outside the country textile industry. More precisely, it is propsed that tracking, inspecting and logistics management of raw materials or yarn in up-stream, and Development hysteresis and process management of textile fabrics in middle-stream sector, theftproofing or returning clothes and providing information of products in down-stream sector, through RFID Technology.
