International Comparison of the Income Distribution (소득분배의 국제비교를 통한 복지정책의 방향)

  • When the definition of income and the equivalence scale was applied just as it was in the LIS (Luxembourg Income Study), the adjusted disposable income inequality calculated by Gini coefficients in Korea was 0.358 for the year 2000. Compare to the 1996 figure of 0.298 the increase of income inequality has skyrocketed. In addition, the adjusted market income inequality increased from 0.302 in 1996 to 0.374 in 2000. The disposable income inequality ranked the third and the market income inequality ranked at the mid level in 2000 among OECD countries. One significant finding in this paper was that the difference between the disposable income inequality and market income inequality in Korea is very small compared to those of other OECD countries. The relative poverty ratio, which is calculated by using 40% of the medium income bracket of the disposable income was calculated at 7.6% in 1996 and 11.5% in 2000. The poverty ratio in 2000 for Korea ranked one of the highest in OECD countries, also.

An Analysis of the Poverty Reduction Effect of Social Security Benefits in Korea (사회보장급여의 빈곤완화효과 분석)

  • Using 2006~2015 Korean Welfare Panel Survey data, this study analyzed the poverty reduction effects of social security benefits. The results show that social security benefits have substantial impacts on reducing the poverty gap. National Basic Livelihood Security, public pensions, and Basic Pension have relatively larger poverty reduction effects. Other benefits such as disability benefits, workers' compensation unemployment insurance, and childcare subsidies have much smaller poverty impacts. Two determining factors of the poverty reduction effect are (1)the amount and (2)the poverty reduction efficiency of social security benefits. With the expansion of the social security system in recent years, the poverty reduction efficiency has decreased in general. Due to a greater increase in the amount of benefits, however, the poverty reduction effect has gradually increased. In order to increase the anti-poverty effect of social security, it is important to find ways to improve efficiency while minimizing the disadvantages of the selectivistic welfare benefits.

A Comparative Study on the Poverty Trend and Driving Factors in Welfare States (복지국가의 빈곤 추세와 변화요인에 관한 비교연구)

  • Since the 1980s, the western welfare states have experienced a wide spectrum of socio-economic changes; changes in population composition, the economic globalization, the post-industrialization, an increasing flexibility in the labor market. etc. This study examines the trend of poverty in welfare states, and analyzes how those socio-economic changes are related to it. For these purposes, this study first calculates the poverty indices for several years in 10 welfare states using the Luxembourg Income Study database, and then decomposes the index by subpopulation and income sources. Major findings of this study can be summarized as follows. First of all, the welfare state in general has experienced an increasing trend in the degree of poverty since the 1980s. In particular, poverty has greatly intensified in the United Kingdom and the Netherlands. Many other welfare states including Canada, Germany, Sweden, and Norway have also experienced substantial increases in poverty. The increasing trend of poverty is not wholly due to changes in population composition such as increases in the aging population and one-parent(mother) families. Contrary to the traditional belief, these population groups are not as much poor as the working-age population. In particular, the degree of poverty in the elderly is less severe than in the working-age group. Furthermore, since the 1980s the market income poverty in the aging population has shown a decreasing trend in many welfare states. The degree and trend of poverty in one-parent families vary greatly across countries, owing to the labor market and income transfer policies. The most important reason for the increasing poverty trend in the welfare state is that the degree of poverty has been deepening in the working-age population. Especially, the market income poverty of the working-age population has considerably increased in every country except the Netherlands. Structural changes in the economy and the labor market may drive the increasing trend of poverty. Further studies and deliberate anti-poverty policies are needed to tackle the factors relating to the increase in the market income poverty.

Determinants of Pastors' Economic Preparations for Old Age (목회자의 경제적 노후 준비 결정요인)

  • This study is intended to figure out determinants affecting the economic preparations for old age of pastors from major four protestant associations having a church ministerial pension system: the General Assembly of Presbyterian Church in Korea (GAPCK), the Presbyterian Church of Korea (PCK), the Presbyterian Church in the Republic of Korea (PROK), and the Korean Methodist Church (KMC). Thereby, it conducted a survey to 452 pastors from the four religious associations in Korea. The followings sum up the results of this research. First, it was shown that the conventional idea that there is no need for pastors to prepare for their old age or their preparations for old age imply disbelief had been diminished. Second, there were few pastors who had made economic preparations for their old age privately. Third, associations adopting a compulsory church ministerial pension system were PCK, PROK, and KMC indicating a high occupation of more than 75% whereas GAPCK with an optional system showed a very low percentage of 11.5%. Fourth, with regard to the national pension system, the associations except for PROK (61.8%) had more non-enrolled pastors (53.3%), and they responded economic difficulty as the biggest reason for the unenrollment. Fourth, determinants affecting their economic preparations for old age were academic career, total income, church independency, church reserving, and national pension enrollment. Fifth, among the pastors from the four associations, the ones of PROK prepared for their old age best in consideration of GAPCK. According to the results of this paper, the most critical determinant affecting pastors' economic preparations for old age was total income. Pastors with higher income can make church ministerial pension, national pension, and private preparations while the ones with lower income cannot afford for public as well as private preparations; that is, there exists a polarization phenomenon in pastors' economic preparations for old age. Therefore, it is necessary to make devices to narrow the income gap between pastors in religious associations. Second, even in the associations having a compulsory church ministerial pension system, many pastors were not insured, so it is needed to reform or improve the pension system. Third, it is also required to better the national pension system and change the recognition on it.

Influence Factors on Health and Medical of Retirees Expense to Public Pension Recipients (공적연금유형에 따른 은퇴자들의 보건의료비지출 결정요인)

  • Background: This study aims to identify the monthly average medical expenses of public pension recipients, and analyze the determinants of total health and medical expenses and Western and Oriental medicine expenses, medical service expenses, and medical supplies expenses. Methods: This study used the fifth year data of 2013 out of the raw data of the Korean Retirement and Income Study collected by the National Pension Research Institute. This study conducted t-test, analysis of variance, and linear regression to verify publicly the relevance between pension recipients' general characteristics and health and medical expenses status using IBM SPSS ver. 21.0 for data analysis. Results: It was analyzed that there is a difference in the spending of expenditure and health care costs according to public pension recipients. Medical expenses of the national pensioners was higher compared to the special corporate pensioners. The national pensioner is related expenditure size, education level, family members living together, residential areas, status of spouse, number of chronic illness, and status of limitation in daily life with psychological health status. Conclusion: Therefore, fairness does not occur fire to the medical use between the special corporate pensioners and national pensioners, aggressive of government such as health policy and financial support for the retiree pension policy that reflects the reality intervention would be required.

횡단면(橫斷面) 자료(資料)를 이용한 시간할인율(時間割引率)의 추정(推定)

  • 본(本) 논문(論文)에서는 1993년에 퇴직한 공무원(公務員)들에 대한 자료(資料)를 사용하여 이들의 시간할인율(時間割引率)을 측정하였다. 시간할인율(時間割引率)은 여러 경제학 모형에서 개인(個人)의 소비(消費)와 저축행태(貯蓄行態)를 결정짓는 중요한 요소로 등장한다. 시간할인율(時間割引率)을 추정한 기존의 실증분석(實證分析)들은 1% 내외의 매우 낮은 추정치(推定値)를 보고하고 있으며, 심지어 음(-)인 경우도 있다. 이러한 낮은 추정치는 시간할인율(時間割引率)이 실질적으로 거의 아무런 역할을 하지 않음을 의미한다. 그러나 기존의 실증분석(實證分析)은 대부분 거시(巨視) 시계열자료(時系列資料)를 사용하여 경제내의 대표적(代表的) 개인(個人)(representative individual)이라는 가상적 존재의 시간할인율(時間割引率)을 추정하였다는 단점을 갖는다. 본(本) 논문(論文)에서는 우리나라의 퇴직공무원들에 대한 미시(微視) 횡단면자료(橫斷面資料)를 사용하여 실존하는 각 개인(個人)의 시간할인율(時間割引率)을 추정하였고, 그 결과 기존의 연구(硏究)에서와는 달리 시간할인율(時間割引率)이 평균적으로 14~15% 정도의 매우 높은 값을 가짐을 발견하였다. 이러한 결과는 개인(個人)의 노후생활(老後生活) 안정(安定)을 위한 저축(貯蓄)을 각 개인(個人)의 자발적인 의사에 일임하기보다는 공적(公的), 사적연금제도(私的年金制度)를 통하여 강제하는 것이 합리적일 수 있음을 보여준다.

A Study on the Size, Composition, and Characteristics of Poor Elders Excluded from the Public Assistance (공공부조 수급에서 제외된 빈곤노인의 현황과 특성)

  • The public assistance scheme plays more important role in income maintenance for poor elders than the public pension does due to insufficient coverage of the public pension resulted from late introduction of it in Korea. However, only limited numbers of poor elders are financially protected by the public assistance contrary to the general perception that the elderly population most benefits from public aids. Based on data set of 2000 from the Korean Labor and Income Panel Study, this study analysed the size, composition and characteristics of poor elders excluded from the public assistance, and determinants of the elderly's participation in it. Findings of the study can be summarized as follows: (1) More than half of poor elders are excluded from the public assistance although their economic status is similar with that of recipients, which may cause income reversal between recipients and non-recipients. (2) It was identified that non-recipient poor elders especially those with same income level of recipients of the National Livelihood Guarantees(NLG) are actually in desperate need of public aids considering their serious financial conditions. (3) Participation in public assistance among the elderly is more affected by socio-demographic factors that reflect family conditions than by economic factors, which is mostly caused by the strict eligibility criteria of the public assistance that reinforces family duty of financial support for elderly relatives in Korea. Policy implications for more effective income security for poor elders include revising inappropriate eligibility criteria of the NLG concerning family obligations, expanding the coverage of the old age allowance for poor elders to near-poor elders, and providing work opportunities to non-recipient poor elders to supplement their income deficit.

Old Age Early Retirement and Careering Ending Patterns : Centering around the US Older Men (노년기 조기퇴직과 경력마감 형태 : 남성노인을 중심으로)

  • This study aims to identify early retirement and the subsequent career ending patterns and explain the phenomena in terms of social security policies and labor market perspectives. Although many older workers retire early, there are very few studies to examine how the retirees end their careers after quitting the long-time jobs. The paper investigates individual work experiences 55 through 61, identifies the career ending patterns, constitutes the micro and macro analytical models to estimate the impacts of labor market and work-related variables. The findings show that many older workers have diverse career ending patterns after long-time career jobs, that is, still working at age-55 job, exiting and reentering, sporadic work, retired permanently from age-55 job, a repeat of labor force entry. Also the estimation results indicate that pension, social security, labor market condition, work structure variables better explain the career ending behaviors than social psychological factors of health, education, attitudes toward retirement and job, ethnicity. Finally, this paper discusses theoretical importances of labor market perspectives and policy implications at the end of thesis.

Study on Factors Affecting Life Satisfaction of the Disabled Seniors (장애노인의 삶의 만족도 영향요인 연구)

  • This study is on understanding the reality of disabled seniors and investigation of factors that affect overall life satisfaction, making a proposal to improve their life quality. Situation data for the disabled, gathered by Korea Institute for Health and Social Affairs (KIHASA) in 2014, was used to perform the study, and the target group is 3,181 people with disability, above the age of 65. Descriptive statistics was presented for data analysis and logistic regression analysis was performed to investigate factors that affect life satisfaction. It was concluded from the analysis that gender, age, presence of spouse (demographic factors), house income, possession of house, presence of pensioner, registration to public pension plan, social discrimination (social-economical factors), level of disability, subjective health status, level of help needed for daily living, presence of care-giver, sufficiency of help, ability to go out by oneself, difficulty of using public transportations, and presence of medical checkups (disability and health factors.) make meaningful effects to life satisfaction of disabled seniors. Based on the derived results, this study suggests intensive interests and care-giving service for disabled seniors that live alone, institutional complementations to guarantee income security, including public or private pensions, improvements to social recognition and environments for discrimination of the disabled, organization of health and medical treatment service and health care system, comprehensive service provision to social welfare for both the disabled and seniors, and comprehensive service provision to both health care and social welfare.

A Study on Transition to Retirement of the Middle-Aged in Korea: Focused on the Career Job and the Bridge Job (우리나라 중·고령자의 은퇴 과정에 관한 연구: 생애주된일자리와 가교일자리를 중심으로)

  • The purpose of this study is to explore the transition to retirement of the middle-aged in Korea according to the notion of "the career job" and "the bridge job". In order to scrutinize basic elements for the transition, three aspects such as the job history of the middle-aged, the characteristics of the demographic and economic status were investigated through the one to three wave of Korean Retirement and Income Study(KReIS). In addition, the characteristics of the career job and the bridge job were analyzed by both descriptive statistics and the conditional transition probability. Moreover, the influential factors to the job status of the middle-aged were examined by the multi-nominal logistic regression. The results of the study are as followed: first, gradual retirement is increasing in the transition to retirement of the middle-aged in Korea. Over time, the career job is decreasing whilst bridge job is increasing. However, the quality of the bridge job is poorer than the career job in terms of wage, employment status, industry, and occupation. Lastly, the middle-aged who work in the bridge job have vulnerable characteristics, so they work in the bridge job to supplement their economic needs. The results can be influential in the adjustment of the labor policies for the middle-aged in Korea. Moreover, the partial pension system could be a good alternative since the pension system is needed to protect the vulnerable situation of the middle-aged in Korea.
