A Comparative Study on Seafarers' Industrial Accident Compensation System - Focusing on the German Legislation - (선원재해보상에 관한 비교법적 연구 - 독일의 법제를 중심으로 -)

  • Seafarers are exposed to various unpredictable maritime risks due to the spatial specificity of the working environment of the sea; thus, sufficient compensation for injured crewmembers is needed. However, Korea does not provide such compensation. Therefore, this study attempted to examine the Maritime Labor Act and the Industrial Accident Insurance Act of Germany, an advanced European social insurance country, and derive implications compared to Korea. First, we investigated how compensations are managed by a public institution in Germany and by shipowners in Korea. Second, regarding the contents of accident compensation, Germany does not only provide continuous treatment and care through various support systems, but also operates various programs to enable a return to ship work. In contrast, Korea has a temporary compensation system that allows shipowners to avoid liability for accident compensation, which is disadvantageous to shipwrecked seafarers. Finally, in Germany, workers' compensation insurance is public, judged considering the origin of work, whereas in Korea, it is determined by shipowners or insurance companies. Therefore, it is necessary to establish a public institution in charge of crew accident compensation to ensure proper compensation for crewmembers in Korea and to improve the Seafarers Act or system to provide compensation for additional medical care, disability pension, and rehabilitation benefits.

  • The purpose of this research is to investigate the factors which effect the intention to reemploy after the retirement and the mediation effect of the social capitalism for retired and prospective retired baby boomers. Starting from 2010, baby boomers have been retiring at a large scale. However retirement at a large scale without securing provision for fiancial wise in later life can lead to many issues regarding social and fiancial wise such as instability of labour market and increase of spending in society welfare cost and such on. Change of individual's self prospective and institutional support to help prepare find new career for next 3decade after the retirement needs to be concretized. Also, while in the work force, potential retiring baby boomer workers should be systematically supported with education, training and reemployment program based on individual's career orientation and allowing them to stay for a longer period in the labour market can be the implication to the solution for the economic stability and increasing social cost such as public pensions.

Influence of the Financial Preparation of the Disabled for Old Age on Their Satisfaction of Life (장애인의 경제적 노후준비가 삶의 만족도에 미치는 영향)

  • The purpose of the present study was to identify the state of financial preparation of the disabled for their old age, and the influence factors on their quality of life. To this aim, the 4th data from the Panel Survey of Employment for the Disabled were used to examine 3,396 subjects of 40 years or older. First, regarding the difference between life satisfaction according to whether or not the disabled were preparing for their old age, the preparing people had higher satisfaction in daily life. Second, the most popular way of financial preparation of the people with disabilities for old age proved the state-run public pension, and the disabled were cognitive that their preparations were not enough. Lastly, the satisfaction of the disabled in daily life who were financial preparing for the old age proved higher depending on the higher sufficiency of their preparation.

The Factors Determining on the Employment Rate of Men Aged 55~64 in 15 OECD Countries (OECD 15개국 중고령 남성의 취업률 결정요인)

  • This study intends to analyze the trend of employment rate of men aged 55~64 in 15 OECD countries from 1980 to 2005. Furthermore, this study means to examine the determinants of men aged 55~64 in 15 OECD countries to support the labor force participation among them. The analysis is based on the data of OECD, ILO and LIS. The analysis method is Arellano and Bond(1981)'s difference GMM which used instrumental variables by dynamic panel model which estimates state dependency of labor market participation and individual panel's heterogeneity. The main results from this analysis are summarized in three points. First, the employment rates of men aged 55~64 had decreased until the middle of the 1990s, while that has been increasing since 1995. Second, the sate dependency strongly worked in the employment rates of 55~64 men and positive period effect was observed for 1980~2005. This study cannot find the pull effect of public pension, while labor market push effect have negatively affected. Third, temporary work rates had contributed to increase the employment rate of men aged 55~64 for 1996~2005. The poverty has become the mechanism of the labor.

Welfare Effects of Publicly Provided Self-Insurance Against Unemployment (실직대비 공적 자가보험의 후생효과)

  • This paper examines the welfare aspects of loan-based self-insurance against unemployment, and discusses the scope of government intervention in its provision. This paper deals with these issues in a model where the individuals may experience unemployment shocks frequently to leave little savings for retirement, so that the government may have to provide them with unemployment and retirement insurance benefits during their unemployment and retirement, respectively. We identify the two interesting features in the model: the externality that the self-insurance exerts, upon other social insurances, and the incentive of private sector to provide loans that exerts the externality upon other social insurances. In particular, this paper shows that, although the inefficiency associated with private loan warrants the government provision of loans to unemployed workers, the over-incentive of the private sector to offer loans may reduce the scope of the government intervention. This paper also shows that, unless the inefficiency associated with private loans is high, the private incentive for loans would reduce welfare because of the externality generated by private loans.

  • Korean Longitudinal Study of Ageing(KLoSA)', launched in 2006, has developed a research network with 'Health and Retirement Study(HRS, US),' Studies on Health and Retirement in Europe(SHARE, EU),' and 'English Longitudinal Study of Ageing(ELSA, UK)'and tried to construct a mega data library. The KLoSA team has designed their research with focusing on the following three points, in order to use KLoSA for international comparative studies. First, KLoSA shares the key research areas such as family structure, health, employment, income, asset, subjective expectations with the comparable studies. Second, KLoSA team has developed the instrument to reflect the Korean culture and institutions. They considered the institutional characteristics in public pension and health care system and in employment practices. They also counted the cultural conventions in family life such as financial management and care exchange, Finally, KLoSA tries to capture the psychological characteristics of the Korean elderly by making the measurement scales more understandable.

Factors Influencing the Economic Status of the Elderly in Korea (우리나라 노인 빈곤의 원인에 관한 연구)

  • This study investigates whether previous experiences in the labor market such as previous employment type and job type are related to the economic status and poverty in the elderly in Korea. Previous studies are limited in explaining the causes of poverty by using only the proxy variables such as age, marital status, and gender to classify the poverty status of the elderly after poverty has been identified. Therefore little is known about how the economic well-being after retirement is interrelated with previous job experiences in the labour market. The results indicate that the last job type and type of employment are significant predictors for the economic status of elderly. Job type in the labour market is critical for the lifetime economic status of an individual. These findings imply that we might need to reconsider the current public pension system which directly relates the benefit level to the amount of contribution. A system introducing a basic pension or a minimum pension benefit based on the citizenship or residence might be an alternative worth to consider.

Factors Influencing Poverty of the Elderly : Utilizing the Panel Data Model (노인 빈곤에 영향을 미치는 요인에 대한 연구: 패널자료를 활용한 분석)

  • The purpose of this study is to explore factors influencing the poverty of the elderly in Korea. In spite the fact that poverty of the elderly is more serious than any other demographic group, this important issue is rarely studied. Using the 7-year accumulated data from the KLIPS(Korean Labor and Income Study), I combined the work history of the elders, their demographic characteristics and residence to estimate pooled data analysis of the elderly after reaching age 55 and who are also only living by themselves(only the elders). The results of this study are as followed: first of all, age, education, marital status, wealth, residence and work history are shown to be significant predictors for the poverty of elderly. Second, the results show that factors influencing the poverty is different depending on the elder's (demographic) characteristics. For example, age and marital status is a more important predictor in female than in male, and wealth and health status is a more important predictor in elders who do not have a spouse than in elders who do. Such results suggest that the policy of the poverty of the elderly which is only focused on elder's characteristic is limited. Therefore we can suggest that a policy which workable people can earn decent income and saving wealth for their elderly in job is needed. Especially, policies on the 'Working Poor' and reconstruct the current public pension system is very much needed.

  • Korea is entering into an "Aging Society" rapidly. In this currency, the Elderly Supporting Problems is emerging as a main issue of elderly welfare services policy. The study is based on the welfare panel data of 2016 (11th), and it is divided into the national selection group and the family selection group who are in charge of the elderly welfare services in terms of operation and delivery and financial burden. And analyzed the factors that affected the effect. As the result of the analysis, it is found that the higher the age of the elderly, the higher the age and education level, The more we experience welfare services, the more we receive public pensions, the greater the responsibility of the elderly, the greater the elderly spending. It is meaningful to provide basic data for solving the elderly supporting problem at the present time which is not sufficient for the elderly welfare system.

The results of this study suggest that the management orientation affects the social capital positively and the autonomous orientation does not affect the relationship between career orientation and social capital. In terms of the relationship between career orientation and reemployment intention, management orientation does not affect the intention of the entrepreneur but affects the reemployment intention positively, while the autonomous intention affects neither entrepreneurial intention nor reemployment intention (+), Respectively. Social capital has a positive effect on the intention of reemployment, and the mediating effect of social capital on the relationship between career orientation and reemployment. Also, while in the work force, potential retiring baby boomer workers should be systematically supported with education, training and reemployment program based on individual's career orientation and allowing them to stay for a longer period in the labour market can be the implication to the solution for the economic stability and increasing social cost such as public pensions.
