This paper examines how the levy-grant system for on-the-job training affects individual workers' training level and the subsequent wage growth. Some notable results include: (i) the workers at the firms facing high net benefits (i.e., grant minus levy) receive more firm training indeed, and (ii) training provision raises post-training earnings substantially. All these results are found to be robust to changes in firm size and estimation method.

전지구적인 고령화시대를 살아가는 인류에게 행복한 노년기 삶의 질에 관한 유용한 방안은 매우 중요한 과제가 되고 있다. 특히, 고령노인의 건강은 삶의 최우선 순위가 될 뿐만 아니라, 가족과 사회 그리고 국가의 다양한 정책과 제도적 시스템을 조절하는 요인으로서 작용한다. 또한 공적 시스템과 비공식적 지원체계는 노년후기 가족의 삶의 질에 큰 영향력을 가질 뿐만 아니라, 노인에 대한 가족 지원을 조절하기 때문에 전방위적으로 구축되어야 한다. 본 연구는 노인의 일상적 건강성을 향상시키고, 노인에 대한 가족지원체계를 보완하며, 성공적이고 행복한 삶의 질에 대하여 파악하고자 한다. 노인의 삶의 질 향상은 노년기 삶의 긍정적 마무리 및 행복감과 관련성이 높다. 따라서, 노년기 공식적 비공식적 지원체계의 다양한 지원과 동시에 가족 지지의 대처자원을 발굴하고, 보완가능한 대체가족 지원시스템을 개발, 강화시켜 독거노인과 돌봄노인의 케어시스템을 다차원적으로 확충해 나가야 할 것이다.

This study was an attempt to review of tuberculosis control projects supported by(Official Development Assistance: ODA) and to describe the meaning of the influencing factors. Also, the study aims to determine the exit strategies of donor countries to sustain these projects. The research was conducted reviewing of tuberculosis-related reports and documents, and understood the tuberculosis control projects in Philippines. There were 14 people who participated, and explored the sustainability limits using in-depth interviewing and observation method. Data from interviews and participant observations were analyzed to the phenomenological method by Colaizzi(1978). A total 4 categories were grouped on the final. The finding shows factors that affect the sustainability of these tuberculosis control projects within Philippines supported by ODA have been divided and explained as follow; "limit of workforce", "limit of finance", "limit of facility and equipment", "limit of participation". To sustain these projects, the following alternative plans have been exemplified; "strengthening professionalism", "strengthening education and public relations", "activated strategy for community involvement", "matching funds for financing". Furthermore, the study of integrated tuberculosis control projects will be needed.

군 무기체계를 연구개발하는 국방과학연구소가 정밀기술진흥대회 참가를 통해 대.내외적으로 공인된 관련기술들을 산업체에 개방 및 기술이전함으로써 국가산업 경쟁력 제고에 기여하였다. 지금은 세계 속의 경쟁력있는 연구소를 목표로 하고 있기 때문에 세계 수준의 첨단기술 및 기술 경쟁력을 확보하기 위해서는 대외적인 각종 정밀기술대회에 능동적으로 참가해야 할 필요성이 증대되고 있다. 따라서 연구소의 주체인 연구원들이 대외의 각종 정밀기술진흥대회에 자발적인 참가를 통해 자체 보유기술에 대한 대.내외 검증과 이로 인한 창의적인 기술개발을 보다 활성화시킬 수 있도록 연구소 차원의 지원과 관련제도의 뒷받침이 절실히 요구된다.

XMT (Extensible MPEG-4 Textual Format)는 텍스트 형식의 MPEG-4 씬 디스크립션으로 방송용 오디오/비디오 편집 및 이동 단말기 사용자 중심의 미디어 컨텐츠 개발에 활용될 수 있다. 본 논문에서는 다양한 재생 환경에서 컨텐츠의 상호 교환을 지원하는 XMT 저작도구를 개발하고 XMT의 2가지 파일 포맷인 XMT-A와 XMT-$\Omega$를 생성한다. 생성된 파일 포맷 중 XMT-$\Omega$를 이용하여 다양한 객체(비디오, 오디오, 이미지, 텍스트, 기하객체 등)의 시간공적인 특성들을 SMIL 파일로 변환하는 기법에 대해 제시하고 다양한 환경에서 멀티미디어의 상호교환성을 제공한다.

에티오피아의 수자원은 풍부하지만 그 활용의 수준은 매우 저조하다. 그 중에서 에티오피아의 농업용수 활용 수준은 굉장히 낮게 나타난다. 에티오피아의 농업은 강우량에 의존하는 형태를 지니지만 매우 불규칙한데, 이러한 특징은 에티오피아의 충분한 농업용수 활용을 위해 관개설치로 극복하려고 한다. 여러 선행연구에서는 에티오피아의 경제적 활성화는 근본적으로 농업용수의 충분한 확보가 전제되어야 한다고 주장한다. 왜냐하면 농업용수의 확보는 농업 경제의 활성화로 나타나며, 그 활성화로 농업 생산품이 많아지고 종류가 다양화되기 때문이다. 몇몇 실증적 연구에서는 충분한 농업용수를 갖추고 있는 지역이 농업 경제가 활성화됨에 따라 소득의 증가로 귀결되었음을 증명하였다. 이러한 사실에 입각하여 에티오피아 정부는 관개를 통한 농업용수 확보에 심혈을 기울이고 있지만, 재정적 문제와 인적자본의 결여로 어려움에 봉착하고 있다. 에티오피아의 수자원 개발은 주로 국제적 지원에 의존하고 있다. 특히 World Bank를 위시한 UNICEF, 핀란드 등은 에티오피아 농촌 지역의 수자원 개발에 많은 지원을 하였다. 반면, 대부분의 국제적 지원은 도시에 집중되어 있는데, 이러한 점은 에티오피아의 도 농간 수자원 개발이 확연한 차이로 나타나게 되었다. 우리나라 역시 에티오피아의 지원에 동참하고 있다. 이러한 국제적 지원은 에티오피아에 좋은 영향을 미치지만, 수혜자의 입장을 고려하여 지원을 펼친다면 더 좋은 성과로 나타날 것이다. 실제 독일이 볼리비아의 상황을 고려하여 농촌 지역의 빈곤감소를 위한 각종 프로그램 형성 및 지원은 국제공적개발원조가 어떠한 형태로 나타나야 할 것인지에 대해 큰 시사점을 제공해준다. 독일은 볼리비아의 수자원 지역에서 자연자원 보존과 자연을 훼손하지 않는 방식의 관개를 설치하였다. 더불어 국가 정책과 연관되도록 공무원의 역량강화 프로그램을 실시하였고, 관개 교육을 통해 기술자를 양성하였다. 그 결과 농촌 지역에서는 식량 상황이 개선되었고, 소득의 증가로 귀결되었다. 이와 같이 국제원조에서는 "수원국의 필요"가 전제되어야 하고, 그 나라의 상황에 맞도록 국가 정책과 연동되어야 한다. 우리나라는 과거에 현재 에티오피아가 직면한 수자원 문제에 봉착하였었고, 이를 관개 기술의 발전으로 극복하였다. 이러한 수자원 기술을 에티오피아의 현실에 맞게 지원한다면 독일의 사례에서 살펴볼 수 있듯이 국민들의 삶의 질 향상으로 귀결될 것이다.

Under the COVID-19 pandemic, the importance of Official Development Assistance(ODA) in health and medical service is emphasized more. The number of cases is expected to increase in the future. Therefore, it is necessary to provide differentiated education and training for each type of occupation as a follow-up to realize the operations management and maintenance of medical equipment supported by the ODA project. In this study, for an effective follow-up and operations management of medical equipment supported by the ODA project, the differences in educational training achievement between users and maintainers were analyzed through a t-test. As a result of this study, there were significant differences between users and maintainers of medical equipment in use and manage six types of priority management target medical equipment(Q5) and an instruction manual understanding of medical equipment(Q6). However, there was no difference in the need and purpose of education and training, satisfaction with an instructor, and the need for cross-professional communication.

The pilot GOBT program was carried out from November 17th - December 17th 2021 at KIMFT; self-isolation for 10 days, Basic Safety Training(BST) for 5 days and 2 weeks of on-board training(OBT) were conducted during the period. Total 20 cadets from 5 different Countries were participated under the financial support of IMO ITCP and Korean ODA program. The program aims to provide capacity-building courses focusing on on-board training and assisting future maritime officers in meeting the minimum standard of seagoing experience in accordance with the STCW Convention. In the meantime, the program itself can serve as a platform to share best practices of how the training including the curriculum can be organized on specialized training vessels. The questionnaire survey was carried out to evaluate the GOBT program, and the overall average score was 96.4 points which seems that the cadets were very satisfied with the Global On-Board Training program provided by KIMFT in 2021.

Firstly, our Technical and Vocational Education and Training(TVET) ODA currently uses 70% of its budget on short-term assistance project works without much consideration for continuity from one project to another. Secondly, TVET ODA budget is much too concentrated on hardware support, lowering impact compared to the amount invested. Lastly, there is a lack of research on the needs of recipient nation which leads to lowering effectiveness of TVET ODA. This Study analyzed the characteristics of Korea's TVET ODA through the statistical data analysis of ODA. This study's main focus is to recommend methods for Korean colleges to overcome tendencies and limitations of TVET within Korea's ODA. Colleges have advantages in training students to fit needs of the market and companies based on decades of experience colleges have on academic-industrial collaboration. Colleges can also transfer qualification verification systems to fit the recipient country and dispatch TVET related personnel to strengthen software support. Additionally, the post project evaluation and post job placement management capabilities of colleges can be actively used for post management of TVET projects. I hope that through this study, ways to increase participation of colleges in TVET ODA can be discussed in more variety.

The purpose of this study is to find out the direction of overseas expansion strategy that should be established as a public broadcaster and a media company in order to overseas expand Korea EBS's. This study used a literature research method to analyze the related literature and data for analyzing strategies of major global media companies and overseas public service broadcasters (PSBs). As a result of the research, it suggests that the direction of EBS overseas expansion should approach both commercial business diversification and fulfillment of public responsibility. In particular, it suggests that transferring project of Korea's educational broadcasting system to developing country should be developed as a core business for spreading overseas expansion. In a follow-up study, it is necessary to carry out a research that suggests a comprehensive strategy of overseas expansion of EBS based on the result of this study.
