Establishment of Flood Monitoring Criterion Considering Watershed Characteristics on small river (중소하천 유역특성을 고려한 지자체 홍수 모니터링 기준 수립)

  • 최근 기후변화 및 지구온난화의 영향으로 집중호우, 돌발홍수, 가뭄 등 기상 이변이 빈번하게 발생하고 있어 물관리의 불확실성과 복잡성이 매우 높아지고 있다. 대규모 하천의 경우 다목적댐과 다기능보를 이용하여 홍수 및 가뭄에 대응이 비교적 용이하나, 중소하천의 경우 하천길이가 짧고 하천경사가 급해서 홍수파의 이동시간이 짧기 때문에 홍수대비를 위한 시간이 매우 짧다. 또한 중소하천 관리를 담당하는 지자체는 열악한 재정 여건과 전문인력 및 기술력 부족으로 인해 예방보다 사후복구에 집중하는 상황이며, 최근 하천 고수부지를 수변공원, 천변주차장 등으로의 공간적 활용이 증가됨에 따라 홍수발생시 위험성도 증가하고 있어 예방 및 대응 중심의 홍수 모니터링 기준 수립이 시급하다. 이에 K-water는 공익사업의 일환으로 K-water의 홍수 및 하천관리 노하우를 지자체와 공유하고 있다. 해당지자체의 과거 기상 및 수문자료들을 활용하여 홍수분석을 수행하고 지자체 중소하천에 최적화된 우량 및 수위 홍수 모니터링 기준을 수립하여 선제적 홍수대응을 할 수 있는 여건을 조성하였다. 또한 해당지자체의 우량 수위관측소의 분포와 용수전용댐 및 농업용저수지를 반영하여 유역특성을 고려한 홍수분석모형을 구축하였으며, 예상강우에 따른 주요 지점별 예상수위 및 도달시간 분석으로 지자체 담당자의 홍수대응을 지원하고자 한다. 하천 수위국 기준의 우량 알람은 하천 수위 상승 전 예비 알람의 성격으로 수위국의 수위가 상승하기 전 대비할 수 있는 선제적 대응 예방시간 확보에 도움이 될 수 있다. 또한 단계별 수위모니터링 기준에 의거하여 보행자 및 차량 통행제한 등의 조치를 취할 수 있으며, 제방월류 전 사전대응시간을 확보할 수 있어 자자체에서 능동적으며 선제적인 홍수 대응이 가능할 것으로 판단된다. 하지만 하천 수위국의 상황이 홍수에 따라 변화될 수 있으며, 홍수량 재산정 또는 하천기본 계획의 재수립 등 정책적, 현실적인 상황의 변화로 인해 모니터링 기준이 변화되어야 하는 경우에는 지속적인 보완이 필요할 것으로 사료된다.

Computations of Forest Road Density considering for Forest Terrain and Characteristics (산지 지형 및 특성을 고려한 임도밀도 산정)

  • To provide the basic policy informations for environment-friendly and economical construction of green forest road, forest road density considering for the forest terrain and characteristics was computed. As results, designing the effective forest management and protection, standard forest road density as a social overhead capital (SOC) concept was computed to 8.57 m/ha. Considering as based facilities for forest management, we also optimal forest road density for preparing the sustainable forest management system was computed to 14.01 m/ha.

A Study on the Participation's Status and Promotion Plan of Senior Social Activity Support Project (노인 사회활동 지원사업의 참여 실태 및 활성화 방안 연구)

  • This study aims to examine the participation status and working conditions of seniors that participate in senior social activity support project, and analyze the influential relationship with subjective participation satisfaction based on participant attributes. In terms of the participation status, participating seniors became aware of the project through facilities and about 70% participated in the public interest type; the primary goal was for a short-term financial preservation. As an analysis result on participation effectiveness, longer participation period and time affected the participation seniors' working conditions and self-esteem negatively, implying that a flexible and effective operation of participation period is necessary. Also, while seniors with financial stability were more positively affected on their subjective satisfaction, other significant variables had negative effects. This study holds a significance in providing political implications as the basic data to improve and vitalize future senior social activity support project through the analysis of effectiveness, such as working conditions, self-esteem and subjective satisfaction based on participant attributes, including participant characteristics, participation status and participation degree.

  • The purpose of this study is to analyze the strategic behaviors of the Broadcasting advocacy coalition and IT advocacy coalition in the process of establishing the Korea Communications Commission(KCC) in 2008. Broadcasting and telecommunications convergence policy has been confronted with long-term conflicts because of ideological clashes between public interest and industrialism and stakeholder relations. Under this circumstance, the two advocacy coalitions sought to bring out the favorable outcomes through strategic behavior. However, the strategic behaviors were limited, and the establishment of the Korea Communications Commission was decided by political negotiation. Since then, KCC has been buried in political issues and has produced policy failure cases. In order to reduce these adverse effects, it is necessary to establish institutional devices in the reorganization process. Above all, efforts are needed to overcome the practice of using organizational restructuring as a political tool.

A Study on the Participation of Rural Elderly People in Senior Employment Programs, Satisfaction Level and Needs (농촌노인의 일자리사업 참여실태와 만족도 및 요구도에 관한 연구)

  • The purpose of this study was to examine the participation of rural elderly people in senior employment programs, their satisfaction level and needs in an effort to provide some information on the improvement of rural elderly people's quality of life. The findings of the study were as follows: First, the largest group of the rural elderly people investigated took part in senior employment programs for the public good. The biggest group engaged in activities for environmental improvement, and the greatest group participated in these programs to earn their livelihood. Second, they were most satisfied with their relationship with the working-level employees of the institutions that were in charge of these programs, and they were least contented with their own pay. Third, the rural elderly people perceived that in terms of senior education for employment, customized education should primarily be conducted in consideration of the differences and diversity of senior citizens, and they faced the most difficulty due to traffic while they participated in these programs. Given the findings of the study, it's required to take measures to bolster the self-support of rural elderly people.

Institutional Roles of Korea Cadastral Survey Corp. in the Spatial Information Eco-system (공간정보생태계 활성화를 위한 대한지적공사의 역할)

  • This paper, at first, intends to develop a conceptual model of spatial information eco-system based on the related literature reviews. The basic requirements in constructing the model are also specified. Next, the functional roles and interrelationships among the actors constituting the eco-system are analyzed to investigate the major reasons of inefficient and unsmooth flows of value-added process of Korean spatial information industry. Especially, the Korea Cadastral Survery Corp.(KCSC), which has dual organizational characteristics of public and private entity, is analyzed to be positioned as the most dominant actors in the eco-system. However, the KCSC needs to be changed and challenged to re-establish the missions and institutional roles for upcoming network societies. Here, we proposed 4 future-oriented development strategies and action plans to promote the Korean spatial information industry and to activate the eco-system.

A Study on Consumer's Acceptance of Medical Internet Marketing According to Medical Departments (의료서비스 인터넷 마케팅 활동에 대한 진료과목별 소비자 수용에 관한 연구)

  • In this study, the marketing activity of medical service providers via Internet was considered as a new technology for approaching this problem and the consumers' acceptance of the new marketing activity was analyzed through the TAM (Technology Acceptance Model) path analysis. The path analysis was conducted for the non-insured medical departments and the insured medical departments. The path analysis revealed that the consumers felt usefulness of the marketing activity of non-insured medical service providers, which means that they have intention to accept and are satisfied with the Internet marketing activity provided by non-insured medical service departments. On the other hand, in the case of insured medical service, it was clarified that the 'easy of use' preferentially affects the users' intention of accepting the marketing activity rather than 'usefulness'.

  • The purpose of this study is to segment recreational forest's visitors for marketing based on purpose of visit. Using the factor analysis, cluster analysis, cross tab, and t-test to find out different behavioral intention in each clusters, the result elicited some implications. First, 2 clusters was founded and has difference in behavioral intentions. Cluster 1(married, 200~300hundred won income) has higher satisfaction, revisit intention, recommendation intention. The result shows that market researcher in recreational forest should approach different marketing strategy and has various facility, active program. This research need to survey broad region to generalized result.

A study on broadcasting service model of medium wave digital radio (중파 디지털라디오 방송서비스 모델에 관한 연구)

  • A In the rapidly changing media environment, radio needs to be digitized in order to provide regular compatible service. Especially, most medium high frequency Medias have program contents thar are similar to the standard FM bandwidth, so digitizing radio will bring less effect than it is expected. However, the characteristics of radio medias are mobility, individuality, site-to-site, wide service coverage, immediate delivery and publicity, so it is necessary to study the future of radio media to provide continuous services, moreover, the main discussion regarding balanced development between medias will be the trend of the digitization of radio. Also it is easy and will cost less to change compared to other medias. AM was the first media to broadcast in Korea, and its network is spread all over Korea, also the receivers are the most widely distributed which means the signal reaches everywhere in Korea. In this study, the proper service model for AM digital radio is provided in this environment in which all Medias are rapidly digitizing due to the advancement of digital technology. The results of experimental are based on library study and KBS data of sound wave.

  • Due to the advance of technology, the technology of various media is rapidly converged into digital technology. However, the conversion into digital radio is not achieved in korea yet. This paper is to suggest the best method of digital conversion of radio in korea by examining some conversion examples in foreign countries. In addition, the survey results on radio audience attitude is analysed by 2,000 audience samples in Korea based on the literature analysis. Radio is the unique media which have the strengths such as mobility, individuality, presence, broad coverage and instant. Most of all, radio cannot help keeping continuously the public broadcasting service in the future. So, the conversion into digital radio is crucial to sustain the competitiveness in digital media environment. This paper suggested that the digital conversion of radio broadcasting needs DRM transmission and should pursuit the policy which is distinguished between a AM and a standard FM, and between domestic broadcast and an international broadcast. Additionally, this paper proposed that we need to develop the multiple device for receiving of signal and the setting of standard technology.
