Introduction to Master Plan and Pilot Project with ICT-Based Integrated Water Resources Management System in Uzbekistan (우즈베키스탄 내 ICT기반의 수자원정보화 마스터플랜 수립 및 시설기반강화 시범사업 사업수행용역 소개)

  • 우즈베키스탄은 수자원의 의존도가 매우 큰 국가이다. 과거로부터 농업이 발달하였으며 하천에서 용수를 취수하여 농업용수로 이용하지만 연간 강수량이 적어 수자원의 대부분은 중앙아시아 공유 하천인 Amudarya강과 Syrdarya강에서 취수하여 사용한다. 이들 하천의 수자원은 하천의 상류에 위치한 키르기스탄과 타지기스탄에서 주로 기원하고 있어 우즈베키스탄은 물안보에 매우 취약한 실정이다. 우즈베키스탄은 물사용량 중 약 90%가 농업용수로 이용되고 있으나 수자원의 양이 부족하고 관개시설의 노후화 및 비효율적인 용수공급으로 농업생산성이 낮다. 우즈베키스탄은 수자원의 관리를 위하여 주요 하천 및 수로지점에 유량관측소를 설치하여 운영하고 있지만 시설의 노후화로 인하여 관측자료의 정확도가 낮으며 수기로 일단위로 측정하여 보고하는 방식으로 인하여 적기에 합리적인 용수배분 의사결정이 어려운 실정이다. 이러한 문제를 해결하기 위한 하나의 방법으로 우즈베키스탄 수자원부는 우즈베키스탄에 수자원 관리 정보화사업을 소개하고 적용하는 것이 필요하다고 판단하였으며, 수자원정보화사업을 우즈베키스탄에 적용하기 위하여 수자원정보화에 있어서 선진국이라 할 수 있는 한국의 기술을 우즈베키스탄에 활용하도록 요청하였다. 이에 따라 2016년부터 "우즈베키스탄 ICT기반의 물관리 마스터 플랜 수립 및 시설기반강화 시범사업"을 수행되게 되었다. 본 사업의 목적은 "수자원정보시스템의 개발 및 역량강화로 수자원정보화 기반을 구축"하는 것으로 우즈베키스탄 전국에 ICT 기반의 수문계측 및 수자원관리 시스템 구축 등 선진화된 수자원 정보 시스템을 개발하고, 향후 지속가능한 유지·보수·관리를 위한 현지 전문가 대상의 역량 강화 사업(수문계측기기, 시스템운영 및 유지보수 등)을 통해 본 사업의 현지정착을 도모하고자 하는 것이다.

A Comparative Analysis of 'Library and Information Life' and Domestic and International Digital Literacy Content Frameworks ('도서관과 정보생활'과 국내외 디지털 리터러시 내용 체계 비교 분석)

  • This study aimed to compare and analyze the content structures of the information literacy curriculum 'Library and Information Life' and domestic and international digital literacy curricula to discuss the scope of digital literacy integration based on information literacy. Common areas and learning elements were extracted from domestic and international digital literacy curricula and mapped against the 'Library and Information Life' curriculum. Results showed that while the middle school curriculum aligned in information literacy, creation and sharing, and digital ethics, 'Library and Information Life' did not mention ICT utilization, communication, and collaboration competencies. The high school 'Media and Information Life' curriculum also addressed ICT utilization, communication, and collaboration competencies in a limited manner. This study is significant in proposing a concrete discussion on the scope of digital literacy integration based on information literacy. The findings can serve as foundational data for determining the scope of digital literacy application when revising the 'Library and Information Life' curriculum in the future.

Development and Effect of Cooperative Consumption Education Program Using Design Thinking in Home Economics Education: Focusing on the Improvement of Cooperative Problem Solving Competency of Middle School Students (디자인씽킹을 활용한 가정교과 협력적 소비 교육 프로그램의 개발 및 적용 효과: 중학생의 협력적 문제해결 역량 향상을 중심으로)

  • The purpose of this study is to develop and implement cooperative consumption education programs using design thinking in middle school home economics education classes to understand the impact on students' cooperative problem solving competency. Accordingly, a cooperative consumption education program based on design thinking was developed according to the ADDIE model, and the evaluation was conducted on a total of 25 students. The results of the study were as follows. First, based on prior research, we developed a consumption education program based on D. school's design thinking process under the theme of 'Creating a Shared School' for the practice of cooperative consumption. As a result of expert validity verification of the teaching/learning course plan and workbook for the eight sessions, the average question was 4.72 (out of 5 points) and the average CVI was 0.93, indicating that the content validity and field suitability were excellent. Second, to summarize the results achieved from the implementation of the cooperative consumption education program, the pre-/post-test using the revised and supplemented cooperative problem-solving competency tool, and the open-ended survey, It was confirmed that the developed program had a significant effect on improving not only the students' knowledge and perceived necessity for cooperative consumption along with the awareness of practice, but also the cooperative problem-solving competency. As a follow-up study, we propose to expand the research to a wider audience, and to further conduct research and develop programs applied with design thinking in home economics curriculum and in consumer competency development. This study confirmed that cooperative consumption education programs using design thinking are effective in improving youth's cooperative problem-solving competency and is meaningful in that they developed consumption education programs under the theme of 'cooperative consumption' in response to changing consumer education needs.

The Effect of Government Corporate Support Projects on Corporate Growth: Focusing on the Mediation Effect of Absorption Capacity and Enterprise Support Satisfaction (정부 기업지원 사업이 기업성장에 미치는 영향: 흡수역량 및 기업지원 만족도의 매개효과를 중심으로)

  • The government is promoting policies to increase policy efficiency by supporting corporate growth through corporate support and establishing the Ministry of SMEs and Startups as a control tower for corporate support projects. However, opinions on the efficiency of the government's corporate support project are divided, and this study aims to check how the government's corporate support project affects corporate performance and how absorption capacity and satisfaction, which are internal factors, affect corporate growth. Research was conducted on companies receiving government corporate support projects, and previous studies focused on financial support among government corporate support projects, while the effect of government corporate support was analyzed by dividing government support projects into financial and non-financial support, and absorption capabilities and corporate support satisfaction were analyzed. Through this, the effect on corporate financial performance and non-financial performance was empirically analyzed according to the mediating effect of absorption capacity and corporate support satisfaction in the government's corporate support project. As a result, both the government's financial and non-financial support had a positive effect on financial and non-financial performance, and it was confirmed that both absorption capacity and corporate support satisfaction mediate both financial and non-financial performance, and it was analyzed that it had a positive (+) effect. In order to improve the absorption capacity of a company, it is expected that it will be meaningful to improve the efficiency of the business by defining the problems faced by the company and suggesting solutions through the establishment of a supplier and consumer network.

  • Currently, corporations have introduced the knowledge management system that utilizes knowledge effectively for practical purpose and development of core ability. However, existing knowledge systems have failed to share the knowledge content due to lack of elements that encourage the members to participate in the system. In this study, we designed a novel knowledge management system that employs the structure of social network service (SNS). More precisely, screen layout according to function and several algorithms to improve user friendliness and produce integrated knowledge content are recommended. The proposed SNS-based knowledge management system encourages the enterprise members to participate in the system to produce and share valuable knowledge contents.

  • In this study, we established the process for collecting and utilizing video scripts of disaster site based on public-private partnerships. It is for the purpose of actively utilizing private capabilities in disaster management, and quickly sharing video scripts to identify field conditions. Based on the experience of actual operation of public-private partnerships system in the event of typhoon in 2019, we also derived implications for continuous operation of the process. Results are meaningful in that the government established the process for collecting and utilizing video scripts through public-private partnerships during the initial disaster response phase. And we also confirmed the possibility of spreading positive perception of disaster management organizations. However, there is a limit to the actualization and practical use of performance as an experimental pilot operation in the R&D stage. In addition, for continuous operation of the system, it is necessary to prepare institutional support measures such as organization, infrastructure for operating, programs of education and training, and policy making.

  • A facility is built by participating of various parties who are connecting each other by network of contract. Domestic construction industry has been suffering with high cost and low efficiency due to lack of cooperative relationship among companies who participated in the project. The government has tried to resolve this problem by diverse policy support, but practical result has not been realized in the level of satisfaction. This paper defined construction business ecosystem in the aspect of business ecosystem as a network among construction companies based on diverse production system, and diagnosed cooperative business ecosystem in construction industry. For construction business ecosystem to be more cooperative business ecosystem, the result of diagnosis shows that the type of cooperation based capacity and value sharing should be developed and interdependence among companies and cooperative relationship should be durable and reasonable price for construction should be guaranteed for the participant to have a profit from the project.

A Study Evaluating a Program for the Interaction between Children in Institutional Care and their Original Families (시설아동과 원가족 상호작용 프로그램 평가 연구)

  • The purpose of this study is to evaluate the program for enhancing the interaction capacity between the child care institutions and the original family (associate) and propose a program suitable for the child care institutions. The program was conducted at two institution located in Seoul and Cheongju, and the process evaluation and outcome evaluation were conducted. First, the problems that appeared in the process evaluation were recruiting and maintaining participants. As a result of the satisfaction of each program, it was found that the satisfaction of the program sharing the various experiences or sharing the small daily life was high, and it was positive for the improvement of the relationship. Parents showed improvement in the post -test rather than the pre-test. Through qualitative assessment, positive evaluations were made in programs where the family participated in activities that could not be done together in the camp or everyday life, rather than just one-time activity programs.

  • The importance of empowering leadership has emerged, which inspires confidence and attachment to members' task capabilities through delegation of authority between leaders and members. The purpose of this study is to analyze the effect of empowering leadership on work engagement and job performance through self-efficacy and sense of belonging in construction companies. Hypothesis testing of 271 copies of the questionnaire from Busan, Ulsan and Gyeongnam areas was conducted using the structural equation model. First, in the order of information sharing and participatory decision-making, there was a significant positive effect on self-efficacy, whereas the lead and coaching factors were not significant. Second, it was shown that all 4 factors of empowering leadership had a significant positive effect on belonging. Third, the sense of self-efficacy and belonging had a significant positive effect on both work engagement and job performance.

  • The development of artificial intelligence technology and the shift to a software-driven society are raising the need for digital literacy education on how to access, understand, use, create and share new open content in a variety of sustainable open content. At this point in time, this paper defines the digital literacy as the subliteracy concept for data, tools, and device elements. It is defined as a concept that includes cognitive and non-cognitive abilities and is stratified by computer literacy, ICT literacy, and information literacy. Open content is also defined as teaching-learning materials that can be used and shared freely by anyone, such as the Open Education Resource (OER) and the Open Access movement. Based on the two definitions, a three-step strategy for digital literacy education was developed to select open content in the digital environment, followed by a digital literacy education plan, and finally, an education frame to foster digital literacy capabilities.
