체계화된 전기공사의 내역서 작성은 공사의 품질관리 및 공정관리를 원활하게 할 수 있는 기본이 된다. 공사의 혼란을 초래하지 않으며 업무의 효율화를 기할 수 있는 일목요연한 내역서 작성이 필요하다. 따라서 본 연구에서는 우선 내역서 자체가 가지고 있는 문제점을 해결하는데 중점을 두고자 한다. 즉 현행 내역서 문제점인 단위공종 및 규격의 표준을 제시 및 용어통일을 기하고자 하며, 주요 발주기관에서 운용하는 내역특성, 발주특성을 조사후 장단점을 파악하여 향후 내역서 간소화 및 단순화 작성의 기초적인 데이터를 확보하고자 한다.

내역입찰제도 개선, 적격심사항목 보완, 적격심사 이행관리계획 미준수 업체 제재사유 추가, 정정공고 근거규정 마련 등을 주요 골자로 하는 국가계약법 시행령 및 시행규칙이 제.개정되어 지난 10월 10부터 시행에 들어갔다. 개정된 시행규칙은 1억원 미만 소규모 공사는 물량내역서가 계약서에 포함되지 않아 발주기관의 물량산정 오류시 설계변경이 불가능해 소규모 공사에서 경제적 피해가 많이 발생되어 민원이 제기됨에 따라 우리협회는 재정경제부에 "1억원 미만 소규모 공사도 계약서에 물량내역서가 포함되도록" 건의한 결과 우리협회의 의견이 반영되었다.

Currently, the unit price of public construction projects are not being evaluated appropriately for several reasons. First, the evaluation of the unit price differ per nature of the bidding process and its estimation process. In fact, pricing is determined to meet the total price in turnkey projects and to pass the low bid price deliberation process in unit price projects, and thus, such prices cannot be said to be reasonable prices per public project. After the contract is awarded, however, the prices determined without taking into consideration the characteristic of each bidding process and price estimate process are used for the valuation of progress payment, design changes, and escalation. Furthermore, this is also being applied to other low bid deliberation process as actual public project unit price, thereby affecting other processes as well. In effect, this system increases the risks for both the owner and the bidder who have determined the unit price. This research examines the risk factor and its extent in order to properly manage it in preparation for the future.

Recently, BIM has been actively introduced in construction projects. In particular, the introduction of BIM in cost estimating process is expected to improve the accuracy and efficiency of the cost estimate. However, the quantity calculation and BoQ documents preparation process still require manual work. Although the BIM model may support quantification process, it is still problematic that the level of detail of the model must be very detailed to meet the items in BoQ. To address this, it is necessary to analyse the LOD criteria and to analyze the extent to which quantity can be computed according to the level of detail in the BIM model. For the analysis of LOD-based work items, the work item grades were divided into A,B, and C. In this study, the ratio and cost of each item that can be calculated at the LOD level in the detailed design phase are reviewed for each type of work, and the method for improving the quantity calculation using BIM is proposed. In the LOD 300 stage(Detailed design stage), the largest number of items in the class B, the major improvement class, are window and glass work. In addition, the most expensive type of work was analyzed by reinforced concrete work. In the future, it is necessary to suggest appropriate improvement way for items with high item ratios and items with high cost ratios. The results of this study are expected to be used as a BIM-based cost estimation or as basic data for improving the current BoQ system.

Modular construction is one of the arising issues in the Korean construction industry due to shorter construction period and higher productivity on site. It is also expected that modular construction market would expand rapidly because of increasing demand of small houses by nuclear families and eco-friendly construction. However modular construction cases have been limited in Korea because of little demand in the market and the construction prices are even higher that the regular reinforced concrete methods. Even worse, because there is no standard bill of services exists in the industry, it may lead to the risk of construction expenses. So, the purpose of this study is focused on the development of bill of services which reflects characteristics and process of modular construction. In order to do this, the concepts and process of modular construction, WBS and CBS are analyzed. Analyses of the case studies and experts interview were executed so that proper principles for organizing bill of service of modular construction is established. Finally according to the 3 steps of modular construction, factory manufacturing, on-site modular construction and on-site general construction, the standard bill of services were suggested with the related coding system.

As construction projects become larger and more complex in the construction environment, and as the Building Information Model(BIM) is technically introduced, the demand for construction costs in units of space is increasing. Cost estimating of spacial element can reduce the error in cost prediction method based on cost of work type and to utilize the construction cost data for each space in the design phase. The purpose of this study is to extract spatial statements by utilizing spacial information of quantitative statements based on items that are common elements of the Quantity Take-Off and Bill of Quantity.

국가계약법 시행령이 개정됨에 따라 재정경제부는 공사계약 일반조건, 입찰조건, 입찰유의서 등 회계예규를 개정하고 지난 10월 12일부터 시행에 들어갔다. 개정된 시행규칙은 공사계약일반조건에서 설계서와 물량내역서 등의 범위에 대한 정의규정 보완/손해보험 관련 손해공제 포함/설계변경 관련 조문정리/설계변경 계약금액조정 제한대상 추가 및 입찰금액조정 규정 마련/특정규격의 자재별 가격변동에 따른 계약금액조정 관련 등이 개정되었고, 공사입찰유의서에는 입찰에 관한 서류의 열람 및 교부/입찰무효사유 보완/낙찰자가 부적격자로 판명된 경우 낙찰자 결정 방법 개선/조문정리 등이 개선되었다.
