  • This study was conducted with the aim of investigating the actual state of data utilization and the perception of big data utilization by officials of the provincial Office of Education and to derive implications for the establishment of strategies for big data utilization. An online survey of 440 people was conducted. As a result, the types and sources of data used for work varied, and data collection and refining were the most difficult parts. The infrastructure for data utilization was insufficient and the most necessary factor. The purpose of big data utilization was related to the establishment of educational policy agenda.

  • This study looks at the influential factors of cyber education in order to create a cyberspace where the public official can obtain information at a place and time convenient to them. This will provide a chance to activate cyber education effectively. The results of the study show the influential factors of education effect as follows: - the instruction design and contents factors such as interesting educational contents, interaction between learners and teacher, and positive instruction, a31 had an important influence. - the learner factors, such as a desire to learn, motivation, and interest in the lesson, also had a significant influence. - the environmental factors such as systematical basis and support, atmosphere, and consideration of others had a large effect on the education effect.

  • In this study, in order to evaluate the 4th local government heads and to grope for ways for development of the government, the researcher surveyed public officials in Daejeon, Chungnam and Chungbuk regions. The main contents of the survey were such as the leadership type and characteristics of the local government heads, their administrative characteristics, and evaluation of their pubic pledges. And for the surveyed questionnaires, the researcher did cross-tabulation and analysis of variance using the SPSS 12.0 statistics program. As the result of the analysis, on the basis of most indexes, the provincial governor of Chungcheongnam-do was found to have received more affirmative support than those of Chungcheongbuk-do and Daejeon Metropolitan City. Therefore, it seems that provincial governor of Chungbuk and mayor of Daejeon Metropolitan City need to benchmark the leadership of the provincial governor of Chungnam.

The Effect of Government Officials' Cultural Bias to their Social Acceptance including a Case Study of Implementing New Air Traffic Flow Management System (공무원의 문화적 편향이 사회적 수용성에 미치는 영향 연구: 새로운 항공교통시스템 도입 사례를 중심으로)

  • In this study aviation authority officials were classified into four cultural groups according to culture theory, and then questioned to determine the effects of cultural bias on their social acceptance of a new air traffic flow management system. Based on previous studies, cultural biases were categorized as egalitarianistic, individualistic, fatalistic, and hierarchical, and social acceptances were considered to be influenced by four variables, that is, perceptions of usefulness, work attitude, intention to use, and behavior (job absorption). Empirical analysis showed that hierarchy had a significant positive effect on social acceptance, and egalitarianism was found to have a significant positive effect on social acceptance with 95% credibility. We propose the organizational culture of Korean government be changed to accept the diverse opinions of government officials during the implementation phase of the new system recommended by ICAO.
